Chhattisgarh: Professor, Five Students Held in IGKV BSc Paper Leak Case; Police Allege Use of Endoscopic Camera
A second-year BSc Agriculture examination was called off after suspected questions surfaced online before the test. Investigators say a cyber probe uncovered an alleged network involving a college professor and five students.
A question paper that was allegedly photographed from inside a sealed packet and circulated among students has triggered a major police investigation in Chhattisgarh, leading to the arrest of six people, including a college professor.
The case concerns an entomology examination for second-year BSc Agriculture students of Indira Gandhi Krishi Vishwavidyalaya (IGKV).
The test, scheduled for August 20, was cancelled after the university received alerts that examination-related questions had begun circulating before candidates entered their centres.
Police in Durg say they reconstructed the alleged leak network by following a trail of digital communications.
Cyber investigators collected and compared photographs, screenshots, forwarded messages and social media posts linked to the suspected question paper.
According to the police, this process helped them identify student Anuj Minj as an important link in the circulation of the material.
The investigation subsequently led to the arrest of Yogesh Sonkesariya, a professor associated with Bharti Agriculture College in Durg.
Five students have also been taken into custody. They are Ajay Nayak, 20; Tridev Patel, 22; Nitin Pandey, 22; Anuj Minj, 22; and Aditya Sahu, 20.
Deputy Commissioner of Police for Crime and Cyber Smruthik Rajanala said the suspected network was identified within about 36 hours after police received the complaint.
The allegations against the professor form a key part of the investigation.
Police claim that the sealed packet containing the question paper was secretly opened before the examination and that an endoscopic camera was used to capture images of the contents.
The material was allegedly photographed before being passed on to students.
Investigators further allege that access to the question paper was sold for ₹11,000 to one of the arrested students and two others.
The questions were then allegedly forwarded further, expanding their circulation.
The university became aware of the suspected leak less than two hours before the examination was due to begin.
At 8.41 am on August 20, the Agriculture College and Research Centre in Kawardha reportedly received an email warning that the paper had been compromised. Other university officials received similar information at 8.54 am.
Messages from students and their representatives followed, alerting authorities that purported questions from the examination were already being shared through WhatsApp.
The university subsequently cancelled the test, which had been scheduled at 28 affiliated agriculture colleges between 10 am and 1 pm.
The police case originated from a complaint filed by N.R. Rangare, senior scientist and in-charge of the university’s undergraduate examination cell.
Investigators have invoked provisions of the Chhattisgarh Public Examination (Prevention of Unfair Means) Act, 2008, along with Section 316 of the Bharatiya Nyaya Sanhita concerning criminal breach of trust.
While six arrests have been made, the investigation is not yet over.
Police are examining the full route through which the images allegedly travelled and are trying to establish whether additional candidates received the material before the examination was cancelled.
The case has once again drawn attention to the vulnerability of high-stakes examinations in the age of rapid digital communication, where a single photograph can be transmitted to numerous recipients within minutes.

परीक्षा शुरू होने से कुछ समय पहले इंटरनेट और मैसेजिंग प्लेटफॉर्म पर कथित प्रश्नों के प्रसार की सूचना मिली और कुछ ही घंटों में एक विश्वविद्यालय को अपनी महत्वपूर्ण परीक्षा रद्द करनी पड़ी। अब उसी मामले में छत्तीसगढ़ पुलिस ने एक प्रोफेसर समेत छह लोगों को गिरफ्तार किया है।
मामला इंदिरा गांधी कृषि विश्वविद्यालय (IGKV) की दूसरे वर्ष की BSc Agriculture एंटोमोलॉजी परीक्षा का है। यह परीक्षा 20 अगस्त को 28 संबद्ध कृषि महाविद्यालयों में आयोजित होनी थी।
लेकिन परीक्षा शुरू होने से पहले ही विश्वविद्यालय प्रशासन को जानकारी मिलने लगी कि प्रश्नपत्र से जुड़े कथित सवाल छात्रों के बीच पहुंच चुके हैं।
इसके बाद परीक्षा रद्द कर दी गई और पुलिस जांच शुरू हुई।
दुर्ग पुलिस की साइबर टीम ने मामले की जांच पारंपरिक तरीके से नहीं, बल्कि डिजिटल गतिविधियों की श्रृंखला को खंगालकर आगे बढ़ाई।
कथित लीक से जुड़े स्क्रीनशॉट, तस्वीरें, मोबाइल संदेश और सोशल मीडिया पोस्ट की जांच की गई।
पुलिस का कहना है कि इन इलेक्ट्रॉनिक सुरागों को जोड़ते-जोड़ते जांच अनुज मिंज नामक छात्र तक पहुंची। इसके बाद जांच का दायरा बढ़ाया गया और कथित रूप से पेपर के प्रसार से जुड़े अन्य लोगों की पहचान की गई।
जांच के दौरान दुर्ग के भारती एग्रीकल्चर कॉलेज से जुड़े प्रोफेसर योगेश सोनकेसरिया को गिरफ्तार किया गया।
इसके अलावा पांच छात्रों को भी पुलिस ने हिरासत में लिया है। इनमें अजय नायक, त्रिदेव पटेल, नितिन पांडेय, अनुज मिंज और आदित्य साहू शामिल हैं।
क्राइम और साइबर शाखा के पुलिस उपायुक्त स्मृतिका राजनाला के अनुसार, शिकायत मिलने के लगभग 36 घंटे के भीतर पुलिस कथित नेटवर्क से जुड़े आरोपियों तक पहुंच गई।
पुलिस की जांच में जो आरोप सामने आए हैं, उनमें प्रश्नपत्र तक पहुंचने का कथित तरीका भी शामिल है।
जांचकर्ताओं का दावा है कि परीक्षा से पहले सीलबंद प्रश्नपत्र के पैकेट को गुप्त रूप से खोला गया। आरोप है कि अंदर मौजूद प्रश्नपत्र की तस्वीरें लेने के लिए एंडोस्कोपिक कैमरे का उपयोग किया गया।
इसके बाद कथित रूप से इन तस्वीरों को छात्रों तक पहुंचाया गया।
पुलिस का यह भी आरोप है कि प्रश्नपत्र तक पहुंच उपलब्ध कराने के बदले 11,000 रुपये लिए गए। जांच एजेंसियों के अनुसार, बाद में यही सामग्री अन्य छात्रों को भी भेजी गई।
विश्वविद्यालय को पेपर के संभावित लीक की पहली सूचना 20 अगस्त की सुबह मिली। कवर्धा स्थित कृषि महाविद्यालय एवं अनुसंधान केंद्र को करीब 8.41 बजे एक ईमेल प्राप्त हुआ, जिसमें प्रश्नपत्र लीक होने का दावा किया गया था।
कुछ मिनटों बाद अन्य विश्वविद्यालय अधिकारियों को भी इसी तरह की सूचना मिली।
छात्रों और उनके प्रतिनिधियों ने भी व्हाट्सऐप के माध्यम से प्रशासन को बताया कि परीक्षा से जुड़े कथित प्रश्न पहले से प्रसारित हो रहे हैं।
चूंकि परीक्षा सुबह 10 बजे शुरू होनी थी, विश्वविद्यालय ने उपलब्ध जानकारी के आधार पर इसे रद्द करने का फैसला किया।
इस मामले में विश्वविद्यालय के स्नातक परीक्षा प्रकोष्ठ के प्रभारी और वरिष्ठ वैज्ञानिक एन.आर. रंगारे की शिकायत पर प्राथमिकी दर्ज की गई।
पुलिस ने आरोपियों के खिलाफ छत्तीसगढ़ लोक परीक्षा (अनुचित साधनों की रोकथाम) अधिनियम, 2008 और भारतीय न्याय संहिता की धारा 316 के तहत कार्रवाई की है।
जांच अब भी जारी है। पुलिस यह पता लगाने की कोशिश कर रही है कि कथित प्रश्नपत्र कितने लोगों तक पहुंचा और क्या गिरफ्तार आरोपियों के अलावा भी कोई अन्य व्यक्ति इस मामले से जुड़ा था।
यह घटना एक बार फिर दिखाती है कि डिजिटल माध्यमों के दौर में परीक्षा से जुड़ी गोपनीय सामग्री यदि एक बार बाहर आ जाए तो उसे कुछ ही मिनटों में बड़ी संख्या में लोगों तक पहुंचाया जा सकता है।
