China Signals Push to Stabilise India Ties as Beijing Backs Parallel Progress on Border Talks

Ambassador Xu Feihong says India and China can manage differences through dialogue as recent Modi-Xi engagement opens space for a cautious reset.

NEW DELHI: A fresh diplomatic message from Beijing has placed renewed emphasis on keeping India-China relations stable, with Chinese Ambassador Xu Feihong saying the two countries should rely on dialogue, mutual understanding and restraint while dealing with unresolved differences.

Addressing a gathering in New Delhi to mark China’s National Day, Xu argued that the long history of India and China provides the two sides with enough experience to deal with disagreements without allowing them to derail the broader relationship.

His remarks came against the backdrop of a recent meeting between Prime Minister Narendra Modi and Chinese President Xi Jinping in New Delhi, where the two leaders discussed the state of bilateral ties, the boundary question and areas in which cooperation could be expanded.

The ambassador’s intervention suggests that Beijing wants the wider relationship to continue developing even as negotiations over the disputed boundary remain an important part of the bilateral agenda.

Beijing wants two tracks to move together

Xu outlined what China describes as a two-pronged approach: maintaining forward movement in overall India-China relations while continuing efforts to address the boundary issue.

Under this approach, progress in economic, diplomatic and people-to-people relations would not necessarily have to wait for a final settlement of the border question.

At the same time, Beijing has stressed that conditions along the frontier should remain calm.

For India, however, the sequence and conditions for improving ties have been expressed somewhat differently.

New Delhi has repeatedly attached particular importance to peace and tranquillity along the border as a foundation for rebuilding confidence in the broader relationship.

That difference in emphasis remains an important feature of the current diplomatic engagement.

Modi-Xi meeting revived high-level dialogue.

The latest developments follow Xi’s visit to India for the BRICS Summit, his first trip to the country in seven years.

His meeting with Modi in New Delhi provided an opportunity for the two governments to discuss relations at the highest political level after years of considerable strain.

Following the meeting, India stressed that disagreements between the two countries should not be allowed to turn into disputes.

The Indian side also highlighted the importance of mutual respect, sensitivity to each other’s concerns and shared interests.

The boundary issue figured prominently in the discussions. India said the two leaders reaffirmed their commitment to finding a settlement that is fair, reasonable and acceptable to both sides.

New Delhi also underlined the importance of preserving peace in border areas and adhering to existing understandings relating to the frontier.

Border stability remains central to India’s position

The emphasis on border stability reflects the difficult trajectory of India-China relations since the military confrontation along the Line of Actual Control in 2020.

Although subsequent diplomatic and military discussions have helped address some aspects of the tensions, the boundary dispute remains unresolved.

The restoration of confidence between the two countries therefore continues to be closely linked to developments along the frontier.

Against this background, Xu’s comments about peaceful coexistence represent China’s stated preference for preventing the boundary dispute from overwhelming the entire bilateral relationship.

China invokes Global South cooperation.

Xi also used his discussions with Modi to place India-China relations within a broader international framework.

The Chinese president described the two countries as major members of the Global South and argued that their size and international influence give them responsibilities beyond their immediate bilateral relationship.

He called for closer cooperation through BRICS and greater coordination on global economic and political issues. Beijing has also advocated a more representative international system and broader participation in global economic affairs.

The message adds another dimension to the recent diplomatic outreach: alongside managing bilateral differences, China is seeking areas where the two countries can work together in multilateral forums.

Economic relationship remains another test

The relationship also has a substantial economic component.

Trade, supply chains, market access and business links remain areas in which India and China have significant interactions despite political and strategic differences.

India has raised concerns over trade imbalances and supply-chain vulnerabilities while seeking more predictable access to the Chinese market.

Both sides have also discussed increasing exchanges between their people and expanding cultural and business contacts.

The challenge for the two governments now is to determine how far these areas of engagement can advance while the boundary question remains unsettled.

For Beijing, Xu’s National Day remarks underline the case for keeping the relationship moving on multiple fronts.

For New Delhi, the emphasis remains on ensuring that border conditions provide a stable foundation for any broader improvement in ties.

नई दिल्ली: भारत और चीन के बीच संबंधों को स्थिर करने की कोशिशों के बीच चीन ने संवाद, आपसी समझ और शांतिपूर्ण सह-अस्तित्व को आगे बढ़ाने पर जोर दिया है।

भारत में चीन के राजदूत जू फेइहोंग ने कहा कि दोनों देशों के पास अपने मतभेदों से निपटने के लिए पर्याप्त ऐतिहासिक अनुभव और राजनीतिक समझ है।

नई दिल्ली में चीन के राष्ट्रीय दिवस के अवसर पर आयोजित कार्यक्रम में जू ने कहा कि भारत और चीन के बीच असहमतियां स्वाभाविक हो सकती हैं, लेकिन उन्हें व्यापक संबंधों को प्रभावित करने वाली टकराव की स्थिति में बदलने से बचना चाहिए।

राजदूत की टिप्पणी ऐसे समय सामने आई है जब प्रधानमंत्री नरेंद्र मोदी और चीन के राष्ट्रपति शी जिनपिंग के बीच हाल में नई दिल्ली में उच्चस्तरीय वार्ता हुई है।

BRICS शिखर सम्मेलन के दौरान हुई इस मुलाकात में दोनों नेताओं ने द्विपक्षीय संबंधों, सीमा विवाद और सहयोग के संभावित क्षेत्रों पर चर्चा की।

सीमा विवाद के साथ रिश्तों को भी आगे बढ़ाना चाहता है चीन

बीजिंग की ओर से सामने रखी गई नीति का एक महत्वपूर्ण पहलू यह है कि सीमा संबंधी बातचीत और व्यापक द्विपक्षीय संबंधों को एक-दूसरे से पूरी तरह अलग नहीं माना जाए।

चीनी पक्ष के अनुसार, दोनों देशों के बीच आर्थिक, कूटनीतिक और जनस्तरीय संबंधों में प्रगति के साथ सीमा प्रश्न पर बातचीत भी जारी रह सकती है।

दोनों क्षेत्रों में सकारात्मक गतिविधियां एक-दूसरे के लिए अनुकूल माहौल तैयार कर सकती हैं।

भारत का जोर हालांकि सीमा पर शांति और स्थिरता को संबंधों में आगे की प्रगति के लिए आवश्यक आधार के रूप में रखने पर रहा है। यही अंतर मौजूदा कूटनीतिक संवाद की दिशा को समझने में महत्वपूर्ण है।

सात साल बाद भारत आए शी जिनपिंग

हालिया कूटनीतिक गतिविधियों को गति चीनी राष्ट्रपति शी जिनपिंग की भारत यात्रा से मिली।

BRICS सम्मेलन में भाग लेने के लिए भारत पहुंचे शी की प्रधानमंत्री मोदी के साथ नई दिल्ली में मुलाकात सात साल बाद उनकी पहली भारत यात्रा के दौरान हुई।

दोनों नेताओं की बैठक ऐसे समय में हुई जब 2020 के बाद भारत-चीन संबंधों में लंबे समय तक तनाव रहा है।

बातचीत के बाद भारत की ओर से इस बात पर जोर दिया गया कि दोनों देशों के मतभेद विवाद में तब्दील नहीं होने चाहिए।

भारत ने आपसी सम्मान, एक-दूसरे की संवेदनशीलताओं को समझने और साझा हितों को ध्यान में रखते हुए संबंधों को आगे बढ़ाने की आवश्यकता भी रेखांकित की।

सीमा पर शांति भारत के लिए अहम आधार

भारत-चीन संबंधों में सीमा प्रश्न अब भी सबसे संवेदनशील मुद्दों में शामिल है। 2020 में वास्तविक नियंत्रण रेखा पर हुए सैन्य तनाव के बाद दोनों देशों ने स्थिति को सामान्य करने के लिए कई दौर की सैन्य और राजनयिक बातचीत की है।

इसके बावजूद सीमा विवाद का अंतिम समाधान नहीं हुआ है। इसलिए सीमा क्षेत्रों में स्थिरता और शांति का मुद्दा दोनों देशों के बीच विश्वास बहाली से सीधे जुड़ा हुआ है।

भारत की ओर से यह लगातार कहा गया है कि सीमा पर शांति के बिना व्यापक द्विपक्षीय संबंधों में स्थायी और भरोसेमंद सुधार कठिन होगा।

ग्लोबल साउथ और BRICS पर भी चीन का जोर

मोदी के साथ बातचीत में शी जिनपिंग ने भारत और चीन को ग्लोबल साउथ के महत्वपूर्ण देशों के रूप में पेश किया। उन्होंने BRICS के भीतर दोनों देशों के सहयोग को मजबूत करने की जरूरत बताई।

शी ने बदलती वैश्विक परिस्थितियों का उल्लेख करते हुए कहा कि दुनिया के दो बड़े देशों के रूप में भारत और चीन की अंतरराष्ट्रीय भूमिका महत्वपूर्ण है।

उन्होंने दोनों देशों से वैश्विक शांति, विकास और आर्थिक सहयोग को बढ़ावा देने वाले प्रयासों में साथ काम करने का आह्वान किया।

चीन ने अधिक प्रतिनिधित्व वाली वैश्विक व्यवस्था और व्यापक आर्थिक सहयोग की भी वकालत की है।

व्यापार और आर्थिक रिश्तों की भी परीक्षा

भारत-चीन संबंध केवल सीमा विवाद तक सीमित नहीं हैं। दोनों देशों के बीच व्यापार, आपूर्ति श्रृंखला, बाजार पहुंच और कारोबारी संपर्क भी महत्वपूर्ण मुद्दे हैं।

भारत लंबे समय से व्यापार असंतुलन और आपूर्ति श्रृंखला से जुड़ी चिंताओं को उठाता रहा है। दोनों पक्षों के बीच व्यापारिक और लोगों के बीच संपर्क बढ़ाने की संभावनाओं पर भी चर्चा हुई है।

अब दोनों सरकारों के सामने चुनौती यह है कि सीमा प्रश्न के समाधान की प्रक्रिया जारी रहते हुए आर्थिक और अन्य क्षेत्रों में संबंधों को किस स्तर तक आगे बढ़ाया जा सकता है।

चीनी राजदूत का ताजा संदेश संकेत देता है कि बीजिंग व्यापक रिश्तों को गति देने के साथ सीमा वार्ता जारी रखने के पक्ष में है।

वहीं, भारत की ओर से सीमा पर स्थायी शांति और स्थिरता को संबंधों में व्यापक सुधार की महत्वपूर्ण शर्त के रूप में रेखांकित किया गया है।
