Pratapgarh Custodial Death Case: Two Policemen Suspended After Dalit Youth Dies at Patti Station
Murder case filed after 22-year-old found dead inside police station; family alleges assault while police say youth was found hanging during questioning.
PRATAPGARH: The death of a young Dalit man inside Patti police station has set off a departmental and criminal investigation in Pratapgarh, with two police officers suspended and a murder case registered following allegations from the deceased’s family.
The incident occurred on Monday after the 22-year-old man, identified as Arjun alias Shailesh, arrived at the police station in connection with a case involving a 17-year-old girl from his village.
He was subsequently found hanging inside a room at the station.
The circumstances surrounding the death are disputed. Police have so far treated it as an apparent suicide, whereas the man’s relatives have alleged that he was assaulted in custody and that his death was subsequently made to look like a suicide.
The competing accounts will now be examined through the criminal investigation and the proposed magisterial inquiry.
Police action follows death inside station.
Pratapgarh Superintendent of Police Deepak Bhukar suspended Patti station house officer Anand Pal Singh and investigating officer Omkar Singh after the incident.
The officers were responsible for the supervision of the young man while he was at the station. Police have described the suspensions as action over alleged negligence in the discharge of their duties.
The district administration has also recommended a magisterial inquiry. Investigators have collected CCTV recordings and other material from the police station as part of the probe.
The case that brought the youth to the station
The young man had become the subject of a police case after the father of a 17-year-old girl complained that his daughter had been taken away with the intention of marriage.
Both the youth and the girl were residents of the same village. Police later traced the girl to Ghaziabad and brought her back.
During proceedings, officials said the girl gave statements before the police as well as a magistrate indicating that she had left home voluntarily and wanted to stay with the youth.
Her being below 18, however, meant that the authorities continued to treat the matter under the law applicable to minors.
Police said the pair had previously left home together.
On that occasion too, the girl was recovered and reportedly said she had gone of her own accord. Since she was a minor, she was returned to her family.
After the latest recovery, the youth reportedly appeared before police and claimed that he and the girl had married and were living together.
What investigators say happened at Patti station
According to police officials, the youth was not placed in the station lock-up. Instead, he was being questioned in a separate room by the investigating officer.
At one point, the officer reportedly stepped outside. When he returned, the youth was found hanging from an iron fixture near a bathroom ventilator.
Police said a piece of material believed to have been torn from a blanket was used. The youth was rushed to a hospital, where doctors declared him dead.
The police version of the incident is now being examined alongside forensic evidence, CCTV footage and other material gathered during the investigation.
Family disputes police account.
The deceased’s relatives have rejected the explanation of suicide.
They have alleged that the youth was beaten and subjected to torture at the police station and claimed that the girl’s family had influenced the police action against him.
The family has further alleged that the hanging was staged after the youth had died.
Based on the complaint, police registered a criminal case against members of the girl’s family and police personnel.
The FIR includes charges under Section 103(1) of the Bharatiya Nyaya Sanhita for murder and Section 351(3) relating to criminal intimidation, besides provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
The allegations made by the family have not been established. Police have said the investigation will determine whether the claims are supported by evidence.
Inquiry expected to establish sequence of events.
The investigation will now focus on reconstructing the youth’s movements inside the police station, establishing who had access to the room and determining the circumstances immediately preceding his death.
CCTV footage, forensic material, post-mortem findings and statements of people connected with the case are expected to form part of the evidence.
The proposed magisterial inquiry will provide another layer of examination into the circumstances of the death.
Political demand for independent investigation
The incident has also drawn a political response.
Nagina MP and Azad Samaj Party president Chandrashekhar Azad has called for stringent action against those named by the deceased’s family.
He has also sought a high-level and impartial investigation into the death.
With two separate versions of the incident now on record, the central question for investigators is whether the youth died by suicide, as initially indicated by police, or whether the allegations of assault and a subsequent cover-up are supported by evidence.
The inquiry and criminal investigation are expected to address those questions.

प्रतापगढ़: पट्टी पुलिस स्टेशन के भीतर 22 वर्षीय दलित युवक की मौत के बाद प्रतापगढ़ में पुलिस कार्रवाई पर सवाल उठने लगे हैं।
घटना के बाद थाना प्रभारी आनंद पाल सिंह और मामले के विवेचक ओंकार सिंह को निलंबित कर दिया गया है।
वहीं मृतक के परिवार की शिकायत पर पुलिसकर्मियों और 17 वर्षीय किशोरी के परिवार के सदस्यों के खिलाफ हत्या सहित कई धाराओं में मुकदमा दर्ज किया गया है।
मृतक की पहचान अर्जुन उर्फ शैलेश के रूप में हुई है। वह अपने गांव की एक 17 वर्षीय लड़की से जुड़े मामले में पुलिस के संपर्क में आया था। सोमवार को थाने में मौजूद रहने के दौरान उसकी मौत हो गई।
मौत को लेकर दो अलग-अलग दावे सामने आए हैं। पुलिस के अनुसार युवक कमरे में फंदे से लटका मिला, जबकि परिवार का आरोप है कि उसके साथ मारपीट की गई और बाद में हत्या को आत्महत्या का रूप देने की कोशिश हुई। दोनों दावों की जांच की जा रही है।
घटना के बाद पुलिस विभाग में कार्रवाई
युवक की मौत के बाद पुलिस अधीक्षक दीपक भूकर ने पट्टी थाने के प्रभारी आनंद पाल सिंह और विवेचक ओंकार सिंह को निलंबित कर दिया।
अधिकारियों के अनुसार, थाने में युवक की मौजूदगी के दौरान उसकी निगरानी और मामले की जांच से जुड़े दायित्व इन अधिकारियों के पास थे। ड्यूटी में कथित लापरवाही को लेकर विभागीय कार्रवाई की गई है।
जिलाधिकारी की ओर से मामले में मजिस्ट्रियल जांच की सिफारिश भी की गई है। पुलिस ने घटनास्थल से CCTV फुटेज समेत दूसरे साक्ष्य सुरक्षित किए हैं।
लड़की से जुड़े मुकदमे में सामने आया था युवक का नाम
युवक के खिलाफ मामला तब सामने आया जब 17 वर्षीय किशोरी के पिता ने आरोप लगाया कि उनकी बेटी को शादी के उद्देश्य से उसके साथ ले जाया गया।
दोनों एक ही गांव के रहने वाले थे। पुलिस ने बाद में किशोरी को गाजियाबाद से बरामद किया।
अधिकारियों के मुताबिक, किशोरी ने पुलिस और मजिस्ट्रेट के सामने बयान दिया था कि वह अपनी इच्छा से युवक के साथ गई थी और उसके साथ रहना चाहती थी। लेकिन उसकी उम्र 18 वर्ष से कम होने के कारण कानून के तहत उसके मामले को अलग तरीके से देखा गया।
पुलिस के अनुसार, इससे पहले भी दोनों के घर से चले जाने की घटना सामने आई थी। उस समय भी किशोरी को बरामद कर उसका बयान लिया गया था। नाबालिग होने के कारण उसे उसके परिजनों के सुपुर्द कर दिया गया था।
दूसरी बार बरामदगी के बाद युवक ने पुलिस के समक्ष कथित तौर पर दावा किया था कि दोनों ने विवाह कर लिया है और साथ रह रहे हैं।
थाने में मौत को लेकर पुलिस का दावा
पुलिस का कहना है कि युवक को हवालात में बंद नहीं किया गया था। उससे एक अलग कमरे में मामले के विवेचक द्वारा पूछताछ की जा रही थी।
इसी दौरान विवेचक कुछ समय के लिए कमरे से बाहर गया। वापस लौटने पर युवक लोहे के एक हिस्से से लटका मिला, जो बाथरूम के वेंटिलेटर के पास लगा था।
पुलिस के मुताबिक, कमरे में मौजूद कंबल के एक हिस्से से फंदा बनाए जाने की आशंका है। युवक को अस्पताल पहुंचाया गया, लेकिन डॉक्टरों ने उसे मृत घोषित कर दिया।
अब CCTV रिकॉर्डिंग, फोरेंसिक सामग्री और अन्य साक्ष्यों के आधार पर पुलिस इस बात की जांच कर रही है कि कमरे में वास्तव में क्या हुआ था।
परिजनों ने आत्महत्या की कहानी को नकारा
मृतक के परिवार ने पुलिस के प्रारंभिक दावे को खारिज करते हुए गंभीर आरोप लगाए हैं। परिजनों का कहना है कि युवक के साथ पुलिस थाने में मारपीट की गई और उसे कथित रूप से प्रताड़ित किया गया।
परिवार ने लड़की के परिजनों पर भी पुलिस पर दबाव बनाने का आरोप लगाया है। उनका दावा है कि युवक की हत्या के बाद शव को फंदे पर लटकाकर घटना को आत्महत्या के तौर पर पेश किया गया।
परिजनों की शिकायत के आधार पर पुलिस ने संबंधित लोगों और पुलिसकर्मियों के खिलाफ FIR दर्ज की है। मुकदमे में भारतीय न्याय संहिता की धारा 103(1), यानी हत्या, धारा 351(3), आपराधिक धमकी, तथा SC/ST अत्याचार निवारण अधिनियम की संबंधित धाराएं लगाई गई हैं।
हालांकि, परिवार की ओर से लगाए गए आरोप अभी जांच के अधीन हैं। पुलिस का कहना है कि साक्ष्यों के आधार पर ही यह स्पष्ट होगा कि आरोपों में कितनी सच्चाई है।
जांच में CCTV और फोरेंसिक साक्ष्य अहम
जांच एजेंसियों के सामने अब घटना का पूरा क्रम तैयार करने की चुनौती है। युवक थाने में कब पहुंचा, उसके साथ कौन-कौन लोग संपर्क में थे, कमरे में उसकी निगरानी किस तरह हो रही थी और मौत से पहले क्या हुआ—इन सभी बिंदुओं की जांच की जा रही है।
CCTV फुटेज, पोस्टमार्टम रिपोर्ट, फोरेंसिक जांच और प्रत्यक्ष या संबंधित लोगों के बयान मामले की दिशा तय करने में महत्वपूर्ण होंगे।
मजिस्ट्रियल जांच से भी घटना की परिस्थितियों की स्वतंत्र प्रशासनिक पड़ताल किए जाने की उम्मीद है।
चंद्रशेखर आजाद ने उठाई निष्पक्ष जांच की मांग
घटना के बाद राजनीतिक प्रतिक्रिया भी सामने आई है। नगीना सांसद और आजाद समाज पार्टी के अध्यक्ष चंद्रशेखर आजाद ने मृतक के परिवार द्वारा लगाए गए आरोपों पर कार्रवाई की मांग की है।
उन्होंने मामले की उच्चस्तरीय और निष्पक्ष जांच कराने तथा दोषी पाए जाने वालों के खिलाफ कड़ी कार्रवाई की मांग की है।
अब इस मामले में जांच का सबसे महत्वपूर्ण पहलू यह होगा कि पुलिस द्वारा बताए गए घटनाक्रम और मृतक के परिवार के आरोपों में से कौन-सा तथ्य साक्ष्यों से पुष्ट होता है। CCTV, फोरेंसिक जांच और मजिस्ट्रियल जांच के निष्कर्ष इस सवाल का जवाब देने में महत्वपूर्ण होंगे।
