CJP Sets October 10 Delhi Showdown Over Electoral Rolls, Seeks Gyanesh Kumar’s Exit
Student-led group says its campaign will continue even if police block access to Jantar Mantar
NEW DELHI: A fresh confrontation is taking shape in the capital over the controversy surrounding the revision of electoral rolls, with the Cockroach Janta Party (CJP) preparing to take its campaign to Delhi on October 10.
The organisation has announced a march towards Jantar Mantar and is seeking the resignation of Chief Election Commissioner Gyanesh Kumar.
CJP leaders have indicated that restrictions on the proposed gathering will not persuade them to abandon the demonstration.
Ashutosh Ranka, one of the group’s co-conveners, said the protesters would continue their march until they were stopped by authorities.
If prevented from reaching Jantar Mantar, he said, the group would hold its demonstration at the location where police halted them.
The announcement comes against the backdrop of mounting criticism and political disagreement over the Special Intensive Revision (SIR) of electoral rolls.
The exercise has become a major point of contention, with opponents questioning aspects of the voter-list revision process while election authorities have defended the exercise.
For CJP, the October 10 mobilisation represents a new phase of its campaign.
The organisation previously became prominent in Delhi after holding a prolonged protest at Jantar Mantar over the NEET examination controversy and demanding the resignation of then Education Minister Dharmendra Pradhan.
This time, however, the focus has shifted from competitive examinations to the electoral process.
Leaders claim arrests could precede demonstration
CJP leaders are also preparing for the possibility of police action before the scheduled gathering.
Ranka has claimed that he, founder Abhijeet Dipke and Saurav Das could be detained before October 10.
He attributed the warning to information he said had come from intelligence and police sources as well as journalists.
The claim has not been independently established, and there has been no confirmation in the material cited that such arrests have been ordered.
Ranka has argued that removing the group’s most visible organisers would not end the campaign.
According to him, the three leaders are merely the public faces of an organisation whose supporters extend well beyond its leadership.
The CJP’s position is that its agitation will continue until its stated demands are addressed.
Ranka has described the group’s planned actions as civil disobedience and accused the Election Commission of compromising the electoral process.

Police action could widen CJP’s demands
The group has also put the Delhi Police’s handling of the proposed demonstration at the centre of its preparations.
Ranka has warned that any use of force against demonstrators, including a lathi charge, would lead CJP to demand the resignation of Union Home Minister Amit Shah.
His argument is based on the Delhi Police’s administrative relationship with the Union Home Ministry.
The warning adds another dimension to the October 10 mobilisation: what begins as a protest over the Election Commission and electoral-roll revision could, according to CJP’s stated position, expand into a campaign targeting the Union government if clashes occur.
The proposed demonstration follows other protests against Gyanesh Kumar in different parts of the country.
The dispute has intensified as opposition parties and activist groups have raised objections to aspects of SIR and its implications for electoral rolls.
Jantar Mantar once again becomes CJP’s focal point
CJP’s decision to return to Jantar Mantar is significant for the organisation because the central Delhi protest site was previously the setting for its extended NEET-related agitation.

जंतर-मंतर तक मार्च रोकने पर भी आंदोलन जारी रखने की चेतावनी, SIR को लेकर बढ़ा विवाद
नई दिल्ली: मतदाता सूचियों के विशेष गहन पुनरीक्षण यानी Special Intensive Revision (SIR) को लेकर चल रहे विवाद के बीच कॉकroach जनता पार्टी (CJP) ने 10 अक्टूबर को दिल्ली में बड़ा प्रदर्शन करने की तैयारी की है।
संगठन ने मुख्य चुनाव आयुक्त ज्ञानेश कुमार के इस्तीफे की मांग करते हुए जंतर-मंतर की ओर मार्च निकालने की घोषणा की है।
CJP नेतृत्व का कहना है कि प्रशासन यदि प्रस्तावित मार्च को मंजूरी नहीं देता या प्रदर्शनकारियों को जंतर-मंतर पहुंचने से रोकता है, तब भी आंदोलन समाप्त नहीं किया जाएगा।
संगठन के सह-संयोजक आशुतोष रंका के मुताबिक, पुलिस जिस स्थान पर मार्च को रोकेगी, प्रदर्शनकारी वहीं बैठकर विरोध जारी रखेंगे।
यह आंदोलन ऐसे समय सामने आ रहा है जब SIR को लेकर राजनीतिक और सामाजिक स्तर पर बहस तेज है।
मतदाता सूचियों के पुनरीक्षण को लेकर इसके विरोधी कई सवाल उठा रहे हैं, जबकि निर्वाचन प्रक्रिया से जुड़े पक्ष इसे मतदाता सूची को दुरुस्त करने की प्रक्रिया के तौर पर पेश कर रहे हैं।
CJP ने अपने नए आंदोलन का केंद्र चुनावी प्रक्रिया को बनाया है। संगठन इससे पहले NEET परीक्षा से जुड़े विवाद को लेकर दिल्ली में लंबे समय तक सक्रिय रहा था। उस दौरान जंतर-मंतर पर उसके धरने का मुख्य मुद्दा तत्कालीन केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे की मांग था।
अब संगठन का अभियान परीक्षा व्यवस्था से हटकर निर्वाचन आयोग और मतदाता सूची के मुद्दे पर केंद्रित हो गया है।
प्रदर्शन से पहले नेताओं की गिरफ्तारी का दावा
10 अक्टूबर के कार्यक्रम को लेकर CJP नेतृत्व ने पुलिस कार्रवाई की आशंका भी जताई है। रंका ने दावा किया है कि प्रदर्शन से पहले उन्हें, संगठन के संस्थापक अभिजीत दीपके और सौरव दास को हिरासत में लिया जा सकता है।
रंका के मुताबिक, उन्हें ऐसी जानकारी खुफिया विभाग, दिल्ली पुलिस और कुछ वरिष्ठ पत्रकारों से मिली है। हालांकि, यह CJP की ओर से किया गया दावा है और उपलब्ध जानकारी में ऐसी किसी गिरफ्तारी के सरकारी आदेश की स्वतंत्र पुष्टि नहीं हुई है।
CJP नेतृत्व का कहना है कि कुछ प्रमुख नेताओं को हिरासत में लेने से आंदोलन पर असर नहीं पड़ेगा। रंका ने कहा है कि दीपके, दास और वह स्वयं संगठन के प्रमुख चेहरे जरूर हैं, लेकिन आंदोलन केवल इन नेताओं तक सीमित नहीं है।
संगठन ने यह भी कहा है कि उसकी ओर से आंदोलन तब तक जारी रखा जाएगा जब तक उसकी मांगों पर कार्रवाई नहीं होती। रंका ने निर्वाचन आयोग की कार्यप्रणाली पर सवाल उठाते हुए इसे नागरिक अवज्ञा के अभियान के रूप में आगे बढ़ाने की बात कही है। निर्वाचन आयोग पर लगाए गए ये आरोप CJP का पक्ष हैं।
लाठीचार्ज हुआ तो गृह मंत्री के इस्तीफे की मांग
CJP ने प्रदर्शन के दौरान पुलिस की कार्रवाई को लेकर भी कड़ा रुख अपनाया है। रंका ने कहा है कि यदि प्रदर्शनकारियों पर लाठीचार्ज किया गया तो संगठन अपनी मांगों में केंद्रीय गृह मंत्री अमित शाह का इस्तीफा भी शामिल करेगा।
रंका का तर्क है कि दिल्ली पुलिस केंद्रीय गृह मंत्रालय के प्रशासनिक नियंत्रण में आती है। इसी आधार पर उन्होंने पुलिस की कार्रवाई की जिम्मेदारी केंद्र सरकार तक ले जाने की चेतावनी दी है।
इस रुख के चलते 10 अक्टूबर का प्रदर्शन केवल चुनावी सूची के मुद्दे तक सीमित रहने के बजाय व्यापक राजनीतिक टकराव का रूप ले सकता है, हालांकि इसका वास्तविक स्वरूप प्रदर्शन के दौरान होने वाली घटनाओं पर निर्भर करेगा।
देश के कई हिस्सों में हो चुके हैं विरोध प्रदर्शन
मुख्य चुनाव आयुक्त ज्ञानेश कुमार को लेकर विरोध केवल CJP तक सीमित नहीं है। SIR और मतदाता सूचियों से जुड़े मुद्दों पर देश के अलग-अलग हिस्सों में राजनीतिक दलों तथा विभिन्न समूहों की ओर से प्रदर्शन किए गए हैं।
CJP भी इसी व्यापक विवाद के बीच अपने अभियान को आगे बढ़ा रहा है। संगठन ने पहले दिल्ली के जंतर-मंतर को अपने विरोध का प्रमुख केंद्र बनाया था और अब उसी स्थान पर फिर से प्रदर्शन की तैयारी की है।
10 अक्टूबर को प्रस्तावित मार्च को लेकर अब मुख्य सवाल यह है कि दिल्ली प्रशासन प्रदर्शनकारियों को जंतर-मंतर तक जाने की अनुमति देता है या नहीं। CJP ने पहले ही संकेत दे दिया है कि रास्ते में रोके जाने की स्थिति में भी वह अपना प्रदर्शन जारी रखने का प्रयास करेगा।
इस घटनाक्रम पर इसलिए भी नजर रहेगी क्योंकि यह प्रदर्शन SIR को लेकर चल रही व्यापक बहस के बीच हो रहा है और इसमें निर्वाचन आयोग की भूमिका तथा मुख्य चुनाव आयुक्त के इस्तीफे की मांग सीधे तौर पर उठाई जा रही है।
