India-Switzerland Partnership Gets Strategic Push as Modi, Parmelin Expand Cooperation

Five new agreements widen the relationship beyond trade, with a focus on investment, skilled mobility, technology, defence and nuclear energy.

NEW DELHI: India and Switzerland are seeking to give their long-standing economic relationship a broader strategic dimension, with cooperation now extending into defence, nuclear energy, advanced technology, infrastructure and the movement of skilled professionals.

Prime Minister Narendra Modi and Swiss President Guy Parmelin held talks in New Delhi on Monday, with both sides looking to turn the growing commercial relationship into a wider partnership.

The discussions produced several agreements and fresh commitments covering trade, investment, research and mobility.

The talks came as the India-European Free Trade Association (EFTA) Trade and Economic Partnership Agreement, or TEPA, completed one year.

Switzerland, along with Iceland, Norway and Liechtenstein, is part of the four-nation EFTA grouping.

For New Delhi, the trade agreement is being positioned as a long-term platform rather than simply a tariff arrangement.

Modi has said the pact could help attract $100 billion in investment to India and generate one million jobs over 15 years.

Swiss capital and Indian exports at the centre of economic agenda

A key objective of the latest engagement is to make the trade relationship more productive for businesses on both sides.

India wants greater access for products ranging from agricultural goods and pharmaceuticals to textiles and engineering equipment.

At the same time, Swiss businesses are being encouraged to increase their presence in India’s expanding market.

The sectors being targeted include biotechnology, life sciences, banking, insurance, food processing and sustainability.

Infrastructure is another area where New Delhi wants Swiss companies to participate more extensively, including in project design, manufacturing and capacity development.

Parmelin, however, pointed to issues that could determine how quickly investment grows.

Switzerland wants progress on an investment protection arrangement and stronger cooperation on intellectual property rights.

Such safeguards, he indicated, would provide greater confidence to companies considering long-term investments.

The economic relationship already has a substantial base. Bilateral trade stands at around $25 billion, while hundreds of Swiss companies operate in India.

Easier movement for professionals and students

The agreements signed in New Delhi also address a different part of the relationship: the movement of people.

A new migration and mobility arrangement seeks to encourage legal and orderly movement between the two countries while strengthening efforts against irregular migration and human trafficking.

For eligible travellers, the framework provides for multiple-entry visas of up to five years, with individual stays of as long as six months. Students can also benefit from renewable permits valid for one year.

Another agreement is aimed specifically at young professionals.

Under the programme, up to 300 people from each country can initially take up temporary employment in the other nation every year. The quota could subsequently rise to 500.

The programme is intended to give young workers practical international experience while allowing them to improve professional and language skills.

Defence and nuclear energy added to expanding agenda

The bilateral relationship is also moving into areas with a stronger strategic component.

India and Switzerland agreed to explore additional opportunities for military exchanges and defence manufacturing. Cooperation in nuclear energy is also set to receive greater attention.

The shift is notable because Switzerland’s economic and technological strengths are increasingly being viewed by India as useful beyond conventional trade.

New Delhi is particularly interested in combining Swiss expertise with India’s manufacturing and infrastructure capabilities.

The two governments also agreed to strengthen cooperation in transport and mobility technology.

Sustainable infrastructure, electric vehicles, ropeways and tunnels are among the areas covered by the new arrangement.

Research partnership to cover health, energy and space

Scientific cooperation is another pillar of the expanding relationship.

India and Switzerland plan to launch joint research initiatives in areas including healthcare, clean energy and space.

A separate arrangement will encourage stronger links between research communities in the two countries.

There is also an emphasis on turning scientific discoveries into commercial opportunities.

Cooperation in innovation, technology transfer and entrepreneurship is expected to help researchers and businesses move ideas from laboratories towards practical applications.

Artificial intelligence was featured in the discussions as well. Switzerland has expressed support for an approach to AI governance that combines technological progress with fairness and broad accessibility.

India and Switzerland seek common ground on global crises

The talks also moved beyond bilateral matters. The conflict in Ukraine and the continuing instability in West Asia were among the international issues discussed by the two leaders.

India reiterated its preference for negotiations and diplomacy in addressing major conflicts.

Modi said New Delhi supports credible efforts aimed at achieving peace and stability.

Trade-related concerns involving India and the EFTA countries are also expected to receive greater institutional attention.

A special mechanism is being set up to examine problems affecting trade and investment and work towards resolving them.

Strong business and community links already exist.

Switzerland is India’s biggest trading partner within EFTA and ranks among India’s significant commercial partners globally.

Around 340 Swiss companies have established operations in India, with investments estimated at $11 billion.

Their activities span pharmaceuticals, chemicals, precision engineering,g and advanced technology.

The human connection between the two countries is also substantial.

Nearly 30,000 Indians live in Switzerland, including students and professionals working in sectors such as finance, engineering, information technology and pharmaceuticals.

The latest agreements therefore mark an attempt to broaden an already substantial relationship. From investment and market access to mobility, research, defence and energy,

India and Switzerland are now seeking to build a partnership that covers a much wider range of economic and strategic interests.

नई दिल्ली: भारत और स्विट्जरलैंड अपने पुराने कारोबारी रिश्ते को अब व्यापक रणनीतिक साझेदारी में बदलने की कोशिश कर रहे हैं।

दोनों देशों ने व्यापार के अलावा रक्षा, परमाणु ऊर्जा, अत्याधुनिक तकनीक, बुनियादी ढांचे, अनुसंधान और कुशल पेशेवरों की आवाजाही जैसे क्षेत्रों में सहयोग बढ़ाने का फैसला किया है।

प्रधानमंत्री नरेंद्र मोदी और स्विट्जरलैंड के राष्ट्रपति गाय पार्मेलिन के बीच सोमवार को नई दिल्ली में हुई वार्ता के दौरान कई महत्वपूर्ण समझौतों पर सहमति बनी।

बातचीत का एक प्रमुख उद्देश्य दोनों देशों के बीच बढ़ते आर्थिक संबंधों को नए क्षेत्रों तक ले जाना रहा।

यह बैठक भारत और यूरोपीय मुक्त व्यापार संघ यानी EFTA के बीच हुए Trade and Economic Partnership Agreement (TEPA) के लागू होने के एक साल पूरे होने के मौके पर हुई। EFTA में स्विट्जरलैंड के साथ नॉर्वे, आइसलैंड और लिकटेंस्टीन शामिल हैं।

भारत TEPA को केवल व्यापार समझौते के रूप में नहीं देख रहा है। प्रधानमंत्री मोदी के अनुसार, इसके जरिए अगले 15 वर्षों में भारत में 100 अरब डॉलर के निवेश और करीब 10 लाख रोजगार के अवसर पैदा करने की महत्वाकांक्षा है।

भारतीय उत्पादों के लिए स्विस बाजार में बढ़ेगी पहुंच

नई दिल्ली की प्राथमिकताओं में भारतीय उत्पादों को स्विट्जरलैंड के बाजार में ज्यादा अवसर दिलाना शामिल है। कृषि, फार्मास्यूटिकल्स, कपड़ा और इंजीनियरिंग क्षेत्रों को इस दिशा में संभावित लाभ मिलने की उम्मीद है।

इसके साथ ही भारत स्विट्जरलैंड की कंपनियों को देश में ज्यादा निवेश के लिए आकर्षित करना चाहता है। बायोटेक्नोलॉजी, लाइफ साइंसेज, बैंकिंग, बीमा, खाद्य प्रसंस्करण और टिकाऊ विकास जैसे क्षेत्रों में नए निवेश की संभावनाएं तलाशी जा रही हैं।

बुनियादी ढांचे में भी स्विस कंपनियों की भागीदारी बढ़ाने की कोशिश है। भारत ने उन्हें डिजाइन, निर्माण और क्षमता निर्माण से जुड़े बड़े प्रोजेक्टों में हिस्सा लेने का निमंत्रण दिया है।

हालांकि, स्विट्जरलैंड ने निवेश बढ़ाने के लिए कुछ अहम मुद्दों पर प्रगति को जरूरी बताया है। राष्ट्रपति पार्मेलिन ने निवेश संरक्षण व्यवस्था को जल्द पूरा करने और बौद्धिक संपदा अधिकारों से जुड़े मामलों में ठोस प्रगति की जरूरत पर जोर दिया।

छात्रों और युवा पेशेवरों के लिए नए रास्ते

दोनों देशों ने लोगों की आवाजाही को आसान बनाने के लिए भी नई व्यवस्था तैयार की है।

Migration and Mobility Partnership Agreement के तहत कानूनी और व्यवस्थित प्रवासन को बढ़ावा देने की योजना है। इसका एक उद्देश्य अवैध प्रवासन और मानव तस्करी को रोकने में सहयोग को मजबूत करना भी है।

नई व्यवस्था में पांच साल तक के मल्टीपल-एंट्री वीजा का प्रावधान है। संबंधित यात्राओं में छह महीने तक रहने की अनुमति दी जा सकती है। छात्रों के लिए एक साल की अवधि वाले नवीकरणीय परमिट की व्यवस्था भी इसमें शामिल है।

युवा पेशेवरों के लिए अलग समझौता किया गया है। इसके तहत भारत और स्विट्जरलैंड के युवा सीमित अवधि के लिए एक-दूसरे के देश में काम कर सकेंगे।

शुरुआत में हर देश से सालाना 300 युवा इस कार्यक्रम में शामिल हो सकेंगे। भविष्य में यह संख्या बढ़ाकर 500 तक की जा सकती है। इसका मकसद युवाओं को अंतरराष्ट्रीय कार्य अनुभव के साथ पेशेवर और भाषायी दक्षता हासिल करने का अवसर देना है।

रक्षा उत्पादन और परमाणु ऊर्जा पर नई दिशा

भारत-स्विट्जरलैंड सहयोग का दायरा अब ऐसे क्षेत्रों तक भी पहुंच रहा है जिनका सीधा संबंध रणनीतिक क्षमता से है।

दोनों देशों ने सैन्य आदान-प्रदान और रक्षा उत्पादन में सहयोग की नई संभावनाओं पर काम करने का फैसला किया है। परमाणु ऊर्जा के क्षेत्र में भी सहयोग को आगे बढ़ाने पर सहमति बनी है।

परिवहन और मोबिलिटी तकनीक को लेकर भी नया समझौता हुआ है। इसके तहत टिकाऊ बुनियादी ढांचे, इलेक्ट्रिक वाहनों, रोपवे और सुरंगों जैसी तकनीकों में सहयोग बढ़ाया जा सकता है।

भारत के लिए यह साझेदारी स्विस तकनीकी विशेषज्ञता को देश की निर्माण और बुनियादी ढांचा क्षमता के साथ जोड़ने का अवसर भी देती है।

स्वास्थ्य, स्वच्छ ऊर्जा और अंतरिक्ष में संयुक्त शोध

विज्ञान और अनुसंधान भी द्विपक्षीय संबंधों के विस्तार का अहम हिस्सा बन रहे हैं।

दोनों देशों ने स्वास्थ्य, स्वच्छ ऊर्जा और अंतरिक्ष जैसे क्षेत्रों में संयुक्त शोध परियोजनाएं शुरू करने की दिशा में कदम बढ़ाया है। भारतीय और स्विस शोध संस्थानों के बीच संपर्क मजबूत करने के लिए भी नई व्यवस्था बनाई गई है।

नवाचार और तकनीक को व्यावसायिक उपयोग तक पहुंचाने पर भी जोर दिया गया है। टेक्नोलॉजी ट्रांसफर और उद्यमिता से जुड़े सहयोग का उद्देश्य शोध के परिणामों को बाजार और उद्योग से जोड़ना है।

कृत्रिम बुद्धिमत्ता भी बातचीत का हिस्सा रही। स्विट्जरलैंड ने ऐसे AI गवर्नेंस मॉडल की आवश्यकता पर जोर दिया जिसमें नवाचार के साथ निष्पक्षता और व्यापक पहुंच को महत्व मिले।

यूक्रेन और पश्चिम एशिया पर भी हुई चर्चा

मोदी और पार्मेलिन ने वैश्विक परिस्थितियों पर भी विचार-विमर्श किया। यूक्रेन संघर्ष और पश्चिम एशिया की स्थिति बातचीत में शामिल रहे।

भारत ने एक बार फिर संघर्षों के समाधान के लिए बातचीत और कूटनीति को प्राथमिक माध्यम बताया। मोदी ने वैश्विक शांति और स्थिरता के लिए सार्थक प्रयासों को समर्थन देने की भारत की नीति दोहराई।

भारत और EFTA के बीच व्यापार तथा निवेश से जुड़ी समस्याओं को देखने के लिए विशेष व्यवस्था बनाने पर भी सहमति हुई है। इसका उद्देश्य व्यापार में आने वाली व्यावहारिक अड़चनों की पहचान कर उनका समाधान तलाशना है।

340 स्विस कंपनियां भारत में सक्रिय

स्विट्जरलैंड EFTA में भारत का सबसे बड़ा व्यापारिक साझेदार है। दोनों देशों के बीच द्विपक्षीय व्यापार करीब 25 अरब डॉलर तक पहुंच चुका है।

भारत में करीब 340 स्विस कंपनियां काम कर रही हैं। फार्मास्यूटिकल्स, रसायन, प्रिसिजन इंजीनियरिंग और उन्नत तकनीक जैसे क्षेत्रों में इनकी महत्वपूर्ण मौजूदगी है। भारत में स्विस निवेश लगभग 11 अरब डॉलर बताया गया है।

दोनों देशों के बीच मानवीय संबंध भी मजबूत हैं। स्विट्जरलैंड में करीब 30,000 भारतीय रहते हैं। इनमें छात्र और वित्तीय सेवाओं, इंजीनियरिंग, आईटी तथा फार्मास्यूटिकल्स जैसे क्षेत्रों में काम करने वाले पेशेवर शामिल हैं।

मोदी और पार्मेलिन की वार्ता से साफ है कि भारत-स्विट्जरलैंड संबंध अब केवल व्यापार और निवेश तक सीमित नहीं रहना चाहते। बाजार पहुंच और पूंजी के साथ तकनीक, शोध, मानव संसाधन, रक्षा और ऊर्जा आने वाले वर्षों में इस साझेदारी के महत्वपूर्ण आधार बन सकते हैं।
