Congress Accuses MP Police of Pressuring Coaching Institutes Ahead of Rahul Gandhi’s Indore Student Event
Party alleges operators were asked to accept responsibility for students’ safety; police yet to respond to the claims
Indore: The Congress has accused the Madhya Pradesh Police of intimidating coaching institute operators ahead of Leader of Opposition Rahul Gandhi’s ‘Chhatron Ki Goonj’ programme in Indore, alleging that they were being compelled to sign documents accepting responsibility for the safety of students attending the event.
The allegations were made by Congress Rajya Sabha MP and party spokesperson Pawan Khera, who claimed the state police had exceeded all acceptable limits in its handling of security arrangements before the student outreach programme held on Saturday.
Congress alleges intimidation of coaching institutes
Addressing the media, Khera alleged that coaching institute owners were being pressured by police officials to sign declarations making them accountable for the security of students participating in Rahul Gandhi’s event.
He described the alleged exercise as more than a routine security measure, calling it a coordinated attempt to create fear among those associated with the programme.
Claims over security communication
Khera further alleged that the pressure campaign unfolded in stages, beginning with Rahul Gandhi, then extending to the event organisers, and eventually reaching coaching institutes and students expected to attend the gathering.
He also claimed that a security-related communication referred to the assassination of former Prime Minister Rajiv Gandhi, which he described as an attempt to unsettle Rahul Gandhi ahead of the programme.
Reference to Verma Commission report
The Congress had earlier objected to conditions contained in a police security document, alleging that it cited findings of the Verma Commission, which investigated security lapses surrounding Rajiv Gandhi’s assassination.
According to the party, the document referenced the Commission’s analysis of the role played by event organisers and local political activists during the 1991 Sriperumbudur incident, where Rajiv Gandhi was killed in a suicide bombing on May 21, 1991.
The Verma Commission was constituted to examine the security failures that preceded the assassination.
Administration responsible for public safety: Congress
Khera maintained that safeguarding people attending public programmes is the responsibility of the government and the administration, not private institutions.
He argued that an administration that resorts to intimidation instead of providing protection reflects a failure in fulfilling its own responsibilities.
As of now, there has been no official response from the Madhya Pradesh Police to the allegations made by the Congress.

इंदौर: कांग्रेस ने राहुल गांधी के ‘छात्रों की गूंज’ कार्यक्रम से पहले मध्य प्रदेश पुलिस पर कोचिंग संस्थानों के संचालकों को कथित रूप से दबाव में लेने का आरोप लगाया है।
पार्टी का दावा है कि छात्रों की सुरक्षा की जिम्मेदारी स्वीकार करने वाले बयान पर हस्ताक्षर कराने के लिए संचालकों पर दबाव बनाया गया।
कांग्रेस के राज्यसभा सांसद और प्रवक्ता पवन खेड़ा ने शनिवार को आरोप लगाया कि कार्यक्रम से पहले पुलिस की कार्रवाई सामान्य सुरक्षा व्यवस्था से आगे बढ़कर लोगों को भयभीत करने का प्रयास थी।
कोचिंग संचालकों पर दबाव का आरोप
खेड़ा ने कहा कि कई कोचिंग संस्थानों के संचालकों से ऐसे दस्तावेजों पर हस्ताक्षर कराने की कोशिश की गई, जिनमें कार्यक्रम में शामिल होने वाले छात्रों की सुरक्षा की जिम्मेदारी उनके ऊपर डाली जा रही थी।
उन्होंने आरोप लगाया कि यह केवल सुरक्षा प्रोटोकॉल नहीं बल्कि कार्यक्रम से जुड़े लोगों पर दबाव बनाने की एक संगठित प्रक्रिया थी।
सुरक्षा दस्तावेज पर उठाए सवाल
कांग्रेस नेता ने दावा किया कि पहले राहुल गांधी पर दबाव बनाने की कोशिश हुई, फिर कार्यक्रम के आयोजकों और उसके बाद कोचिंग संस्थानों तथा छात्रों तक यह दबाव पहुंचा।
उन्होंने यह भी आरोप लगाया कि सुरक्षा संबंधी एक दस्तावेज में पूर्व प्रधानमंत्री राजीव गांधी की हत्या का उल्लेख किया गया, जिसे उन्होंने राहुल गांधी को मानसिक रूप से प्रभावित करने का प्रयास बताया।
वर्मा आयोग का भी किया गया जिक्र
कांग्रेस ने पहले भी आरोप लगाया था कि पुलिस द्वारा जारी सुरक्षा शर्तों वाले दस्तावेज में वर्मा आयोग की रिपोर्ट का हवाला दिया गया था।
राजीव गांधी की 21 मई 1991 को तमिलनाडु के श्रीपेरंबदूर में आत्मघाती विस्फोट में हत्या हुई थी। उस घटना में सुरक्षा चूक की जांच के लिए वर्मा आयोग का गठन किया गया था।
सार्वजनिक कार्यक्रमों की सुरक्षा सरकार की जिम्मेदारी: कांग्रेस
पवन खेड़ा ने कहा कि किसी भी सार्वजनिक कार्यक्रम में शामिल लोगों की सुरक्षा सुनिश्चित करना प्रशासन का दायित्व होता है और इसकी जिम्मेदारी निजी संस्थानों पर नहीं डाली जा सकती।
उन्होंने आरोप लगाया कि यदि सरकार सुरक्षा देने के बजाय लोगों को डराने का रास्ता अपनाती है, तो यह उसकी प्रशासनिक विफलता को दर्शाता है।
फिलहाल कांग्रेस के इन आरोपों पर मध्य प्रदेश पुलिस की ओर से कोई आधिकारिक प्रतिक्रिया सामने नहीं आई है।
