Rahul Gandhi Targets Modi-Shah Government Over Education, Says ‘System’ Fears Questioning Students At ‘Chhatron Ki Goonj’ in Indore

Congress leader alleges shrinking education funding, paper leaks and institutional failures; MP Chief Minister Mohan Yadav hits back

INDORE: Leader of Opposition in the Lok Sabha Rahul Gandhi used his student outreach programme in Indore on Saturday to launch a broad attack on the functioning of the government, alleging that a powerful political and economic “system” was working against students who questioned authority.

Speaking at the fifth edition of his ‘Chhatron Ki Goonj’ programme, held under the theme “system versus students”, Gandhi accused Prime Minister Narendra Modi, Union Home Minister Amit Shah and other influential figures of exercising excessive control over institutions and public life.

His remarks were part of a political address and included several allegations that were not independently established at the event.

Gandhi says students become a challenge when they ask questions

Gandhi told the gathering that the central conflict was between a system that, according to him, wanted unquestioning followers and students who were willing to challenge it.

He used the term “andh bhakts”, or blind followers, to describe people who accept claims without questioning them.

In contrast, he portrayed students as a force capable of asking why examination papers are leaked, why educational infrastructure is deteriorating, and why young people face difficulties in securing education and employment.

According to Gandhi, questioning is precisely what makes students uncomfortable for a system that does not want scrutiny.

He also alleged that the influence of the political establishment extended into several areas, including education, communications, business, media and sports.

Allegations against Modi, Shah and Doval

Gandhi alleged that Prime Minister Narendra Modi was at the centre of the political structure he described, while he characterised Amit Shah as the person responsible for enforcing it.

He also made allegations concerning National Security Adviser Ajit Doval, claiming that he exercises control over communications and that phones are tapped. These claims were made during Gandhi’s speech and were not accompanied by evidence at the event.

The Congress leader also brought RSS chief Mohan Bhagwat and industrialists Gautam Adani and Mukesh Ambani into his description of what he called the broader “system”.

Gandhi alleged that large amounts of money associated with public contracts and institutions ultimately benefit political interests and major business groups.

These were political allegations made by Gandhi and have been contested by his opponents.

Education spending becomes a central issue

A substantial part of Gandhi’s address focused on government spending on education.

He claimed that education accounted for 4.6% of the Union Budget in 2014, when the Congress-led government was in office, but said the proportion has subsequently fallen to 2.6%.

Gandhi further alleged that ₹7.7 lakh crore that could have been directed towards education instead benefited billionaires.

He also raised the issue of scholarships, claiming that 1.5 crore fewer scholarships are now being provided than a decade ago.

He cited school closures as another indication of what he described as a weakening public education system.

Independent reporting of the event confirms that Gandhi cited the 4.6%-to-2.6% comparison and raised concerns over scholarships, teacher vacancies and school closures.

Paper leaks, jobs and student housing

Gandhi linked the wider debate over education to examination paper leaks, recruitment delays and inadequate accommodation for students.

Students attending the Indore programme also raised concerns about competitive examinations, recruitment processes, hostels and other difficulties affecting their academic and professional plans.

Gandhi argued that access to education cannot be separated from the availability of safe and affordable accommodation, particularly for students who move away from their hometowns to pursue higher education.

Satya Niketan building collapse highlighted

During the programme, Gandhi referred to the recent collapse of a five-storey building in Delhi’s Satya Niketan area.

The family of 18-year-old Arpit Jaj, one of the victims, was present at the event.

His sister Priyanshi Jaj spoke about the difficulties faced by students from middle-class families who leave their hometowns and depend on rented accommodation or paying-guest facilities.

The incident was used by Gandhi to raise questions about the safety of accommodation available to students and the responsibility of authorities for ensuring basic standards.

Gandhi calls on students to challenge hatred

Towards the end of his address, Gandhi urged students to play a larger role in confronting what he described as growing violence and hatred in society.

He told the audience that young people could challenge such tendencies by questioning and engaging with public issues rather than simply accepting what they were told.

The Indore programme was the fifth edition of Gandhi’s student-focused outreach initiative, following earlier events in Kota, Dehradun, Prayagraj and Pune.

Event faced venue-related hurdles

Gandhi’s Indore programme had itself faced administrative complications before going ahead.

The event was initially planned at Jawaharlal Nehru Stadium on September 12, but permission was denied in view of restrictions on the stadium’s use.

The Congress subsequently shifted the programme to an IDA ground opposite Regional Park.

The revised venue also became a source of disagreement after the Indore Development Authority sought additional payment, citing use of part of the ground before the formal lease period.

The Congress had separately objected to a police security communication that referred to the findings of the Justice J.S. Verma Commission concerning security lapses surrounding former Prime Minister Rajiv Gandhi’s assassination.

Mohan Yadav rejects Gandhi’s claims

Madhya Pradesh Chief Minister Mohan Yadav responded sharply to Gandhi’s speech, accusing the Congress leader of making claims without sufficient factual support.

Yadav described the programme as “Jhoot Ki Goonj” and said Gandhi should have presented facts and data while discussing education and issues concerning children and young people.

The chief minister also criticised a comic performance during the event that included mimicry of Prime Minister Narendra Modi. Yadav said the episode was disrespectful and objected to what he described as an inappropriate portrayal of the Prime Minister and women.

The controversy over the performance added another political dimension to an event that was otherwise centred on education, student grievances and the relationship between young people and the state.

The competing claims from Gandhi and the Madhya Pradesh government have placed education, student welfare, institutional accountability and political control at the centre of a fresh Congress-BJP confrontation in the state.

इंदौर के ‘छात्रों की गूंज’ कार्यक्रम में शिक्षा बजट, पेपर लीक और छात्रावासों का मुद्दा उठाया; मुख्यमंत्री मोहन यादव ने गांधी के दावों पर सवाल उठाए

इंदौर: लोकसभा में विपक्ष के नेता राहुल गांधी ने शनिवार को इंदौर में आयोजित ‘छात्रों की गूंज’ कार्यक्रम के दौरान केंद्र सरकार पर तीखा राजनीतिक हमला बोला।

उन्होंने आरोप लगाया कि देश में एक ऐसा प्रभावशाली “सिस्टम” विकसित हो गया है जो सवाल पूछने वाले छात्रों के बजाय बिना सवाल किए समर्थन करने वालों को पसंद करता है।

कार्यक्रम का केंद्रीय विषय “सिस्टम बनाम छात्र” था। अपने संबोधन में गांधी ने प्रधानमंत्री नरेंद्र मोदी, केंद्रीय गृह मंत्री अमित शाह और अन्य प्रभावशाली लोगों पर संस्थाओं और सार्वजनिक व्यवस्था पर अत्यधिक प्रभाव रखने के आरोप लगाए।

ये आरोप गांधी के राजनीतिक भाषण का हिस्सा थे और कार्यक्रम के दौरान स्वतंत्र रूप से प्रमाणित नहीं किए गए।

सवाल पूछने वाले छात्रों को बताया बदलाव की ताकत

गांधी ने छात्रों से कहा कि मौजूदा व्यवस्था की सबसे बड़ी चुनौती वे युवा हैं जो सवाल पूछते हैं।

उन्होंने ‘अंधभक्त’ शब्द का इस्तेमाल करते हुए कहा कि बिना सवाल किए किसी बात को स्वीकार करने वाले लोग व्यवस्था को चुनौती नहीं देते।

इसके विपरीत छात्र परीक्षा में पेपर लीक होने, शिक्षा व्यवस्था में कमियों, रोजगार और शैक्षणिक ढांचे की स्थिति जैसे सवाल उठाते हैं।

गांधी ने कहा कि छात्रों की जिज्ञासा और सवाल पूछने की आदत ही उन्हें ऐसी व्यवस्था के लिए चुनौती बनाती है जो आलोचना और जवाबदेही से बचना चाहती है।

उन्होंने यह भी आरोप लगाया कि राजनीति, शिक्षा, कारोबार, मीडिया, संचार और खेल सहित कई क्षेत्रों में एक प्रभावशाली व्यवस्था का असर बढ़ा है।

मोदी, शाह और डोभाल पर लगाए आरोप

राहुल गांधी ने प्रधानमंत्री नरेंद्र मोदी को उस राजनीतिक ढांचे के केंद्र में बताया जिसकी उन्होंने आलोचना की। उन्होंने गृह मंत्री अमित शाह को कथित व्यवस्था को लागू करने वाला प्रमुख व्यक्ति बताया।

गांधी ने राष्ट्रीय सुरक्षा सलाहकार अजित डोभाल को लेकर भी आरोप लगाए और दावा किया कि देश के संचार तंत्र पर उनका प्रभाव है तथा फोन टैप किए जाते हैं। कार्यक्रम में इन आरोपों के समर्थन में कोई स्वतंत्र प्रमाण प्रस्तुत नहीं किया गया।

उन्होंने आरएसएस प्रमुख मोहन भागवत तथा उद्योगपतियों गौतम अडानी और मुकेश अंबानी का भी अपने कथित “सिस्टम” के विवरण में उल्लेख किया।

गांधी ने आरोप लगाया कि सार्वजनिक ठेकों और संस्थानों से जुड़े आर्थिक संसाधनों का लाभ बड़े कारोबारी समूहों और राजनीतिक हितों को मिलता है। इन दावों को उनके राजनीतिक विरोधियों ने चुनौती दी है।

शिक्षा बजट पर राहुल गांधी ने उठाए सवाल

राहुल गांधी के भाषण का बड़ा हिस्सा शिक्षा के लिए सरकारी खर्च पर केंद्रित रहा।

उन्होंने दावा किया कि 2014 में शिक्षा के लिए बजट का 4.6 प्रतिशत हिस्सा निर्धारित था, जबकि अब यह घटकर 2.6 प्रतिशत रह गया है।

गांधी ने यह भी आरोप लगाया कि शिक्षा के लिए उपलब्ध कराए जा सकने वाले ₹7.7 लाख करोड़ का लाभ इसके बजाय अरबपतियों को मिला।

उन्होंने छात्रवृत्तियों का मुद्दा भी उठाया। गांधी के अनुसार, पिछले एक दशक में 1.5 करोड़ कम छात्रवृत्तियां दी जा रही हैं।

उन्होंने सरकारी स्कूलों के बंद होने और शिक्षकों की कमी को भी शिक्षा व्यवस्था की कमजोर होती स्थिति से जोड़ा।

कार्यक्रम की रिपोर्टिंग में भी गांधी द्वारा शिक्षा बजट के 4.6 प्रतिशत से घटकर 2.6 प्रतिशत होने और छात्रवृत्तियों, शिक्षक पदों तथा स्कूल बंद होने से जुड़े दावों का उल्लेख है। पेपर लीक से लेकर छात्रावास तक मुद्दे

गांधी ने छात्रों की परेशानियों को परीक्षा व्यवस्था, भर्ती प्रक्रिया और रहने की सुविधाओं से भी जोड़ा।

कार्यक्रम में पहुंचे छात्रों ने प्रतियोगी परीक्षाओं, भर्ती में देरी, छात्रावासों की कमी और शिक्षा से जुड़े दूसरे मुद्दे उठाए।

गांधी ने कहा कि उच्च शिक्षा तक पहुंच केवल कॉलेज में दाखिले तक सीमित नहीं है। दूसरे शहरों में पढ़ने जाने वाले छात्रों के लिए सुरक्षित और किफायती आवास भी उतना ही महत्वपूर्ण है।

सत्या निकेतन हादसे का जिक्र

कार्यक्रम में राहुल गांधी ने दिल्ली के सत्या निकेतन में हाल में हुए पांच मंजिला इमारत हादसे का भी उल्लेख किया।

हादसे में जान गंवाने वाले 18 वर्षीय अरपित जाज के परिजन कार्यक्रम में मौजूद थे।

उनकी बहन प्रियांशी जाज ने छात्रों की मुश्किलों का जिक्र करते हुए कहा कि मध्यमवर्गीय परिवारों के बच्चों को पढ़ाई के लिए अपने शहरों से बाहर जाना पड़ता है और उन्हें महंगे किराये के मकानों या पीजी में रहना पड़ता है।

गांधी ने इस घटना के माध्यम से छात्रों के लिए उपलब्ध आवास की सुरक्षा और उसकी निगरानी की जिम्मेदारी पर सवाल उठाए।

छात्रों से नफरत और हिंसा के खिलाफ आवाज उठाने की अपील

अपने भाषण के अंत में गांधी ने छात्रों से समाज में बढ़ती हिंसा और नफरत के खिलाफ आवाज उठाने का आह्वान किया।

उन्होंने कहा कि युवा सवाल पूछकर और सार्वजनिक मुद्दों पर सक्रिय भागीदारी के जरिए ऐसी प्रवृत्तियों को चुनौती दे सकते हैं।

इंदौर का कार्यक्रम ‘छात्रों की गूंज’ श्रृंखला का पांचवां आयोजन था। इससे पहले यह कार्यक्रम कोटा, देहरादून, प्रयागराज और पुणे में आयोजित किया जा चुका है।

कार्यक्रम को लेकर पहले भी हुआ था विवाद

राहुल गांधी के इंदौर कार्यक्रम को आयोजन से पहले कई प्रशासनिक अड़चनों का सामना करना पड़ा था।

कार्यक्रम पहले 12 सितंबर को जवाहरलाल नेहरू स्टेडियम में प्रस्तावित था, लेकिन स्टेडियम के इस्तेमाल से जुड़े प्रतिबंधों के कारण अनुमति नहीं मिली।

इसके बाद कांग्रेस ने रीजनल पार्क के सामने स्थित आईडीए मैदान को नया स्थल बनाया।

बाद में इंदौर विकास प्राधिकरण ने मैदान के निर्धारित अवधि से पहले इस्तेमाल किए जाने का हवाला देते हुए अतिरिक्त भुगतान की मांग की।

कांग्रेस ने इंदौर पुलिस की सुरक्षा संबंधी एक रिपोर्ट पर भी आपत्ति जताई थी, जिसमें पूर्व प्रधानमंत्री राजीव गांधी की हत्या से जुड़ी सुरक्षा चूकों की जांच करने वाले न्यायमूर्ति जे.एस. वर्मा आयोग के निष्कर्षों का संदर्भ दिए जाने की बात कही गई थी।

मुख्यमंत्री मोहन यादव ने राहुल गांधी पर पलटवार किया

मध्य प्रदेश के मुख्यमंत्री मोहन यादव ने राहुल गांधी के आरोपों को खारिज करते हुए कहा कि शिक्षा और बच्चों से जुड़े मुद्दों पर बात करते समय विपक्ष के नेता को तथ्यों और आंकड़ों के साथ अपनी बात रखनी चाहिए।

यादव ने कार्यक्रम को “झूठ की गूंज” बताते हुए गांधी पर बिना पर्याप्त तथ्यों के दावे करने का आरोप लगाया।

मुख्यमंत्री ने कार्यक्रम के दौरान प्रधानमंत्री नरेंद्र मोदी की मिमिक्री किए जाने पर भी आपत्ति जताई।

उन्होंने इसे अनुचित बताया और कहा कि इस तरह की प्रस्तुति प्रधानमंत्री तथा महिलाओं के प्रति सम्मान से जुड़े मूल्यों के खिलाफ है।

मिमिक्री को लेकर पैदा हुआ विवाद शिक्षा और छात्रों के मुद्दों पर केंद्रित कार्यक्रम के बीच एक अलग राजनीतिक टकराव का कारण बन गया।

राहुल गांधी और मध्य प्रदेश सरकार के बीच आरोप-प्रत्यारोप के साथ इंदौर का यह कार्यक्रम शिक्षा, छात्र कल्याण, संस्थागत जवाबदेही और राजनीतिक नियंत्रण को लेकर कांग्रेस और भाजपा के बीच नए राजनीतिक विवाद का केंद्र बन गया है।
