Delhi Killing of Manipuri Musician Vikram Singh Triggers Fresh Debate Over Northeast Safety

NEW DELHI: The death of Manipuri guitarist and musician Chongtham Vikram Singh following an alleged late-night assault in South Delhi has reignited concerns over the safety and dignity of people from the Northeast living in the capital.
Political leaders from both the Opposition and the Northeast have called for firm action against those responsible.
The incident occurred in Kilokari village at around 11.30 pm on Sunday. Singh had reportedly gone outside his residence after a group of men was making noise.
What followed was an alleged physical assault that left the musician fatally injured. Singh, who had earned recognition as an early contributor to Manipur’s rock music culture, later died.
The circumstances of his death have attracted attention well beyond the immediate criminal investigation.
Leaders responding to the incident have focused on whether people from Northeastern states can feel secure in Delhi, while also demanding that the case be pursued without delay.
Rahul Gandhi, the Leader of the Opposition in Parliament, said the killing should prompt serious scrutiny of security for Northeastern residents in the national capital.
He questioned the Union Home Ministry and Delhi Police over what he described as increasing lawlessness and urged authorities to identify and prosecute those responsible as quickly as possible.
Gandhi also pointed to the wider anxiety such incidents can create among families from the Northeast.
In expressing sympathy to Singh’s family, he said the death of a man outside his own residence had raised an unsettling question for Northeastern families in Delhi about their safety.
The Aam Aadmi Party’s Arvind Kejriwal aimed at the broader law-and-order situation.
He alleged that ordinary people can feel powerless when accused persons have political backing and claimed that, in some cases, government and party networks work to protect those facing allegations rather than ensuring swift punishment.
The reaction was not limited to Opposition figures. Meghalaya Chief Minister Conrad Sangma, who heads the National People’s Party, a BJP ally, expressed concern over Singh’s death and said the episode had brought back painful memories associated with alleged mistreatment of people from the Northeast in the capital.
Sangma called on Delhi Police and other authorities to ensure that the people found responsible face the strictest consequences available under law.
His intervention placed the case within a broader discussion about the treatment of Northeastern communities outside their home states.
For Inner Manipur Congress MP Bimol Akoijam, the issue was also one of equal citizenship and dignity.
He said he was in touch with Singh’s family, police officials and authorities at AIIMS, and described the deceased musician as a gentle person as well as a pioneering guitarist.
Akoijam stressed that a person’s right to live safely and with dignity cannot depend on whether they come from the Northeast or from other parts of the country.
He demanded exemplary punishment for those responsible for Singh’s death.
Singh’s killing has therefore become more than a case, drawing immediate political condemnation.
It has once again brought questions about the security of Northeastern residents in Delhi into public focus, while attention remains on the investigation into the circumstances that led to the musician’s fatal assault.

नई दिल्ली: मणिपुर के जाने-माने संगीतकार और गिटारवादक चोंगथाम विक्रम सिंह की दक्षिण दिल्ली में कथित हमले के बाद हुई मौत ने राजधानी में रहने वाले पूर्वोत्तर के लोगों की सुरक्षा को लेकर नई चिंता पैदा कर दी है।
घटना के बाद विपक्ष के साथ-साथ पूर्वोत्तर के कई राजनीतिक नेताओं ने भी दोषियों के खिलाफ जल्द और कड़ी कार्रवाई की मांग उठाई है।
किलोकरी गांव में रविवार रात करीब 11:30 बजे हुई इस घटना के दौरान सिंह कथित तौर पर अपने घर से बाहर आए थे।
बताया गया है कि वहां कुछ लोग शोर कर रहे थे और सिंह ने उनसे शोर कम करने के लिए कहा।
इसके बाद उनके साथ मारपीट की गई, जिसमें वह गंभीर रूप से घायल हो गए और उनकी जान चली गई।
सिंह की पहचान केवल इस घटना के पीड़ित के रूप में नहीं थी।
उन्हें मणिपुर के रॉक संगीत के शुरुआती दौर के महत्वपूर्ण कलाकारों में माना जाता था।
एक प्रतिभाशाली गिटारवादक के रूप में उन्होंने राज्य के संगीत जगत में अपनी खास पहचान बनाई थी। यही वजह है कि उनकी मौत की खबर सामने आने के बाद राजनीतिक प्रतिक्रियाएं भी तेज हो गईं।
घटना को लेकर लोकसभा में विपक्ष के नेता राहुल गांधी ने राजधानी में पूर्वोत्तर के नागरिकों की सुरक्षा पर गंभीर सवाल खड़े किए।
उन्होंने केंद्रीय गृह मंत्रालय और दिल्ली पुलिस से यह सुनिश्चित करने को कहा कि मामले की जांच तेजी से हो और जिम्मेदार लोगों को कानून के मुताबिक सजा मिले।
राहुल गांधी ने कहा कि इस तरह की घटना पूर्वोत्तर से दिल्ली आकर रहने वाले परिवारों के मन में असुरक्षा की भावना पैदा कर सकती है।
उन्होंने सिंह के परिवार के प्रति संवेदना व्यक्त करते हुए राजधानी की कानून-व्यवस्था और विशेष रूप से पूर्वोत्तर के लोगों के खिलाफ होने वाली घटनाओं को रोकने के प्रयासों पर सवाल उठाए।
आम आदमी पार्टी प्रमुख अरविंद केजरीवाल ने इस घटना को दिल्ली की मौजूदा कानून-व्यवस्था से जोड़ते हुए सरकार पर निशाना साधा।
उन्होंने आरोप लगाया कि राजनीतिक प्रभाव वाले मामलों में आम नागरिक खुद को कमजोर महसूस करता है और कई बार आरोपियों को बचाने के लिए व्यवस्था का इस्तेमाल किए जाने की शिकायत सामने आती है।
मामले पर NDA के भीतर से भी आवाज उठी। मेघालय के मुख्यमंत्री और भाजपा सहयोगी नेशनल पीपुल्स पार्टी के अध्यक्ष कॉनराड संगमा ने सिंह की मौत पर गहरी चिंता जताई।
उन्होंने कहा कि घटना ने दिल्ली में पूर्वोत्तर के लोगों के साथ कथित दुर्व्यवहार से जुड़ी पुरानी पीड़ा को फिर सामने ला दिया है।
संगमा ने दिल्ली पुलिस और प्रशासन से मामले में जिम्मेदार लोगों के खिलाफ कानून के तहत कठोरतम कार्रवाई सुनिश्चित करने का आग्रह किया।
उनके बयान ने इस घटना को पूर्वोत्तर समुदाय की सुरक्षा और सम्मान से जुड़े व्यापक मुद्दे के रूप में भी सामने रखा।
इनर मणिपुर से कांग्रेस सांसद बिमोल अकोइजाम ने कहा कि वह सिंह के परिवार के संपर्क में हैं और पुलिस तथा एम्स के अधिकारियों से भी समन्वय बनाए हुए हैं।
उन्होंने दिवंगत संगीतकार को शांत स्वभाव का व्यक्ति बताते हुए उनके संगीत योगदान को भी याद किया।
अकोइजाम ने कहा कि सम्मानपूर्वक और सुरक्षित जीवन जीने का अधिकार हर भारतीय को समान रूप से मिलना चाहिए।
उनका जोर इस बात पर था कि नागरिक की सुरक्षा उसके क्षेत्र या भौगोलिक पहचान से तय नहीं हो सकती और सिंह की मौत के लिए जिम्मेदार लोगों को मिसाल कायम करने वाली सजा मिलनी चाहिए।
सिंह की मौत ने इस प्रकार एक बार फिर दिल्ली में पूर्वोत्तर समुदायों की सुरक्षा के सवाल को सार्वजनिक बहस के केंद्र में ला दिया है।
फिलहाल घटना की परिस्थितियों और कथित हमले की पूरी कड़ी पर जांच के साथ राजनीतिक और सामाजिक स्तर पर जवाबदेही की मांग भी तेज हो गई है।
