Delhi to Bring Law Regulating Coaching Centres, Unsafe Institutes Face Sealing: CM Rekha Gupta
New Delhi: In the wake of growing concerns over student safety, Delhi Chief Minister Rekha Gupta has announced that the state government will introduce a dedicated law to regulate coaching centres operating across the national capital.
The proposed legislation aims to ensure strict compliance with safety standards and prevent accidents at educational institutions.
In a video message released on Saturday, Gupta said every coaching institute in Delhi would be given one month to comply with prescribed safety norms.
She stressed that the exact number of coaching centres—whether 900 or 1,000—was not the government’s primary concern.
Instead, she said, safeguarding the lives and well-being of students remains the administration’s foremost responsibility.
The Chief Minister warned that coaching institutes operating without mandatory fire safety clearances, essential emergency equipment, or adequate security arrangements would face strict action.
She made it clear that any institution found violating these requirements would be sealed without hesitation.
Gupta said the proposed law is being drafted in line with the recommendations of a committee constituted following directions from the Delhi High Court.
According to her, the objective is to create a uniform legal framework that makes every coaching centre accountable for maintaining safety standards, ensuring that no student’s life is endangered due to negligence.
Appealing directly to students, the Chief Minister urged them to report any unsafe conditions at coaching institutes.
She asked students to send complaints through phone calls, emails or messages if they notice any shortcomings in safety arrangements, assuring them that the government would take immediate and stringent action against the institutions concerned.
The announcement comes just days after a devastating fire at a three-storey coaching centre building in Aliganj, Lucknow, claimed the lives of 15 people. The tragedy has prompted several state governments to reassess safety measures at coaching institutes.
Earlier this week, Delhi Education Minister Ashish Sood also ordered a citywide safety inspection of coaching centres and confirmed that the government is preparing a comprehensive regulatory framework to govern their functioning.
Sood chaired a high-level review meeting attended by senior officials from the Home Department, Municipal Corporation of Delhi (MCD), Urban Development Department, Delhi Fire Service (DFS), Delhi Disaster Management Authority (DDMA) and the Directorate of Higher Education.
The meeting reviewed safety protocols, infrastructure, regulatory compliance and the overall functioning of coaching institutes across the city.
Reiterating the government’s stand, the Education Minister said student safety and welfare remain the highest priority.
He warned that negligence affecting students would not be tolerated and directed all coaching centres to strictly follow safety guidelines issued by the government and the courts from time to time.
The review also examined shortcomings in fire safety arrangements, gaps in the existing regulatory system, student welfare concerns and allegations of unfair commercial practices adopted by certain coaching institutes.
To strengthen enforcement, Sood instructed all concerned departments to ensure that coaching operators implement comprehensive and long-term safety measures without delay.
He also directed authorities to initiate immediate corrective action wherever deficiencies are found.
As part of the enforcement campaign, the Delhi Development Authority (DDA), Municipal Corporation of Delhi (MCD), Delhi Fire Service (DFS) and Delhi Disaster Management Authority (DDMA) have been asked to conduct special inspections in major coaching hubs, including Mukherjee Nagar, Rajender Nagar and Katwaria Sarai. Inspection teams will verify compliance with fire safety regulations, building norms and other mandatory safety standards.
The MCD has been instructed to provide inspection teams with details of all 923 coaching centres that were previously surveyed across Delhi.
Authorities have also been directed to initiate strict legal action against institutions violating prescribed safety standards or operating in breach of existing regulations.
In addition, the MCD has been asked to submit a daily Action Taken Report (ATR) to the Education Minister’s office detailing inspections, enforcement measures and compliance status.
Officials said the proposed regulatory framework is intended to address long-standing systemic shortcomings, strengthen institutional accountability, improve safety standards and establish a transparent mechanism for monitoring coaching institutes across Delhi.
The draft policy is expected to be submitted to the government shortly.
Reaffirming the government’s commitment, Ashish Sood said no institution would be allowed to compromise student safety. He warned that coaching centres violating legal requirements would face firm and decisive action.
नई दिल्ली: छात्रों की सुरक्षा को सर्वोच्च प्राथमिकता देते हुए दिल्ली की मुख्यमंत्री रेखा गुप्ता ने घोषणा की है कि राजधानी में संचालित सभी कोचिंग संस्थानों को विनियमित करने के लिए सरकार नया कानून लाएगी।
प्रस्तावित कानून का उद्देश्य कोचिंग सेंटरों में सुरक्षा मानकों का सख्ती से पालन सुनिश्चित करना और भविष्य में किसी भी अप्रिय घटना को रोकना है।
शनिवार को जारी अपने वीडियो संदेश में मुख्यमंत्री ने कहा कि दिल्ली में संचालित सभी कोचिंग संस्थानों को सुरक्षा संबंधी सभी अनिवार्य मानकों का पालन करने के लिए एक महीने का समय दिया जा रहा है। उन्होंने कहा कि शहर में 900 या 1,000 कोचिंग सेंटर होने से अधिक महत्वपूर्ण वहां पढ़ने वाले विद्यार्थियों का जीवन, सुरक्षा और भविष्य है।
मुख्यमंत्री ने स्पष्ट चेतावनी दी कि जिन कोचिंग संस्थानों के पास अनिवार्य फायर ऑडिट, आवश्यक अग्नि सुरक्षा उपकरण या पर्याप्त सुरक्षा व्यवस्थाएं नहीं होंगी, उनके खिलाफ कड़ी कार्रवाई की जाएगी। उन्होंने कहा कि ऐसे संस्थानों को बिना किसी ढिलाई के सील कर दिया जाएगा।
रेखा गुप्ता ने बताया कि दिल्ली हाई कोर्ट की समिति की सिफारिशों के आधार पर यह कानून तैयार किया जा रहा है। इसका उद्देश्य ऐसा समान कानूनी ढांचा विकसित करना है, जिसके तहत राजधानी का प्रत्येक कोचिंग सेंटर निर्धारित सुरक्षा मानकों का पालन करने के लिए जवाबदेह होगा और किसी भी छात्र का जीवन लापरवाही के कारण खतरे में नहीं पड़ेगा।
मुख्यमंत्री ने विद्यार्थियों से भी सहयोग की अपील करते हुए कहा कि यदि किसी कोचिंग संस्थान में सुरक्षा संबंधी कोई कमी दिखाई दे तो छात्र फोन, ईमेल या संदेश के माध्यम से इसकी जानकारी सरकार तक पहुंचाएं। उन्होंने भरोसा दिलाया कि शिकायत मिलने पर संबंधित संस्थान के विरुद्ध तत्काल और सख्त कार्रवाई की जाएगी।
यह घोषणा लखनऊ के अलीगंज स्थित तीन मंजिला कोचिंग सेंटर भवन में लगी भीषण आग के कुछ दिन बाद सामने आई है, जिसमें 15 लोगों की मौत हो गई थी। इस हादसे के बाद विभिन्न राज्यों में कोचिंग संस्थानों की सुरक्षा व्यवस्था की समीक्षा तेज हो गई है।
इस सप्ताह की शुरुआत में दिल्ली के शिक्षा मंत्री आशीष सूद ने भी राजधानी के सभी कोचिंग सेंटरों में व्यापक सुरक्षा जांच के निर्देश दिए थे। उन्होंने बताया कि सरकार इन संस्थानों के संचालन को व्यवस्थित करने के लिए एक मजबूत नियामक ढांचा तैयार कर रही है।
आशीष सूद ने गृह विभाग, दिल्ली नगर निगम (एमसीडी), शहरी विकास विभाग, दिल्ली अग्निशमन सेवा (डीएफएस), दिल्ली आपदा प्रबंधन प्राधिकरण (डीडीएमए) तथा उच्च शिक्षा निदेशालय के वरिष्ठ अधिकारियों के साथ उच्चस्तरीय समीक्षा बैठक की। बैठक में कोचिंग संस्थानों की सुरक्षा व्यवस्था, आधारभूत सुविधाओं, नियामकीय व्यवस्था और संचालन संबंधी विभिन्न पहलुओं की विस्तार से समीक्षा की गई।
शिक्षा मंत्री ने कहा कि छात्रों की सुरक्षा और कल्याण सरकार की सर्वोच्च प्राथमिकता है। उन्होंने स्पष्ट किया कि विद्यार्थियों की सुरक्षा से जुड़ी किसी भी प्रकार की लापरवाही बर्दाश्त नहीं की जाएगी और सभी कोचिंग संस्थानों को समय-समय पर सरकार तथा न्यायालय द्वारा जारी दिशा-निर्देशों का पूरी तरह पालन करना होगा।
बैठक के दौरान अग्नि सुरक्षा प्रबंधों में कमियों, मौजूदा नियामक व्यवस्था की कमजोरियों, विद्यार्थियों के हितों तथा कुछ कोचिंग संस्थानों द्वारा अपनाई जा रही अनुचित व्यावसायिक गतिविधियों पर भी विस्तार से चर्चा की गई।
आशीष सूद ने संबंधित सभी विभागों को निर्देश दिया कि कोचिंग संचालक बिना किसी देरी के व्यापक और दीर्घकालिक सुरक्षा उपाय लागू करें। उन्होंने यह भी कहा कि जहां कहीं भी सुरक्षा मानकों में कमी मिले, वहां तत्काल प्रभाव से सुधारात्मक और कानूनी कार्रवाई सुनिश्चित की जाए।
विशेष अभियान के तहत दिल्ली विकास प्राधिकरण (डीडीए), एमसीडी, दिल्ली अग्निशमन सेवा (डीएफएस) तथा दिल्ली आपदा प्रबंधन प्राधिकरण (डीडीएमए) को मुखर्जी नगर, राजेंद्र नगर और कटवारिया सराय सहित प्रमुख कोचिंग केंद्रों में व्यापक निरीक्षण अभियान चलाने के निर्देश दिए गए हैं। निरीक्षण दल अग्नि सुरक्षा मानकों, भवन निर्माण नियमों और अन्य अनिवार्य सुरक्षा प्रावधानों के अनुपालन की जांच करेंगे।
एमसीडी को निर्देश दिया गया है कि वह निरीक्षण टीमों को दिल्ली में पहले से सर्वे किए गए 923 कोचिंग संस्थानों की सूची उपलब्ध कराए। इसके अलावा, दिल्ली पुलिस, डीएफएस तथा अन्य संबंधित विभागों को सुरक्षा नियमों का उल्लंघन करने वाले या निर्धारित मानकों के विपरीत संचालित संस्थानों के खिलाफ कड़ी कानूनी कार्रवाई शुरू करने को कहा गया है।
साथ ही एमसीडी को यह भी निर्देश दिया गया है कि वह निरीक्षण और प्रवर्तन कार्रवाई की दैनिक एक्शन टेकन रिपोर्ट (एटीआर) शिक्षा मंत्री के कार्यालय को नियमित रूप से उपलब्ध कराए।
अधिकारियों के अनुसार, प्रस्तावित नियामक ढांचे का उद्देश्य व्यवस्था में मौजूद लंबे समय से चली आ रही कमियों को दूर करना, संस्थानों की जवाबदेही बढ़ाना, सुरक्षा मानकों को मजबूत करना और दिल्ली के सभी कोचिंग संस्थानों के लिए पारदर्शी निगरानी व्यवस्था स्थापित करना है। इस मसौदे को जल्द ही सरकार के समक्ष प्रस्तुत किया जाएगा।
शिक्षा मंत्री आशीष सूद ने दोहराया कि दिल्ली सरकार छात्रों के हितों और उनके सुरक्षित भविष्य के प्रति पूरी तरह प्रतिबद्ध है। उन्होंने कहा कि किसी भी संस्था को विद्यार्थियों की सुरक्षा के साथ समझौता करने की अनुमति नहीं दी जाएगी और नियमों का उल्लंघन करने वालों के खिलाफ कठोर एवं निर्णायक कार्रवाई की जाएगी।
