Diljit Dosanjh’s ‘Satluj’ Removed from Zee5: Report Says Centre Cited Security Concerns, Actor Reacts
Just days after making its digital debut, Diljit Dosanjh’s film Satluj has been taken down from the OTT platform Zee5, triggering widespread discussion.
According to a report, the streaming service removed the film after receiving directions from the Central Government, which reportedly cited national security concerns and compliance with the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.
The film premiered on Friday but disappeared from the platform by Sunday.
A government official, speaking to PTI, said the film had originally been submitted to the Central Board of Film Certification (CBFC) in 2022 under the title Panjab 95.
However, the certification process remained incomplete after the filmmakers did not accept the 127 cuts suggested by the censor board.
Since OTT platforms do not fall under the CBFC’s certification framework, the makers later released the film online under a different title without implementing those changes.
According to the official, once the matter came to the government’s notice, Zee5 was instructed to remove the film while complying with obligations laid down under the IT Rules.
The official further stated that if the producers intend to release the film in theatres as well as on digital platforms, they are expected to follow the prescribed legal and regulatory procedures.
The reported directive to Zee5 was issued on the grounds of security-related concerns and the responsibilities applicable to digital intermediaries under existing regulations.
Originally announced as Panjab 95, the film remained caught in certification-related delays for more than three years before finally being released on Zee5 under the title Satluj and without any reported edits.
Unlike theatrical releases, digital streaming platforms in India are governed by Part III of the Information Technology Rules, 2021, rather than the certification mechanism administered by the CBFC.
Directed by Honey Trehan, the film chronicles the life of human rights activist Jaswant Singh Khalra, who investigated the alleged cremation of thousands of unidentified bodies in Punjab between 1984 and 1994.
Khalra was abducted in 1995, and after a lengthy legal process, four Punjab Police personnel were convicted in 2005 for his abduction and murder and were sentenced to life imprisonment.
Responding to the film’s removal, Diljit Dosanjh addressed fans during an Instagram Live session from the United States, where he is currently touring.
Speaking in Punjabi, the actor said he had anticipated that the film could face such action soon after its release.
He revealed that he had expected any decision to come after government offices reopened on Monday, but the film’s removal on Sunday evening came earlier than he had imagined.
Diljit also explained that the makers deliberately avoided promoting the film before its release.
According to him, they quietly released it because they believed heavy publicity could have resulted in an even quicker takedown.
Despite the setback, he expressed satisfaction that many viewers had already watched the film and understood the message it was intended to convey.
Without directly encouraging piracy, the actor suggested that what mattered most was ensuring the story reached audiences.
He said he was grateful that the filmmakers had succeeded in communicating the message they wanted to share and described Satluj as a film that belonged to the people who wished to experience it in their own way.
Zee5, meanwhile, issued its own statement after the controversy. The streaming platform said it was making every possible effort to restore Satluj for Indian viewers while requesting audiences not to support piracy.
The platform reiterated its commitment to exploring all available legal options to bring the film back online.
Although the film is currently unavailable for streaming within India, it continues to remain accessible on Zee5 in several international markets.
Besides Diljit Dosanjh, the film also features Arjun Rampal, Suvinder Vicky, and Geetika Vidya Ohlan in prominent roles.
डिजिटल प्लेटफॉर्म पर रिलीज़ होने के कुछ ही दिनों बाद दिलजीत दोसांझ अभिनीत फिल्म ‘सतलुज’ को ओटीटी प्लेटफॉर्म जी5 से हटा दिया गया है।
इस फैसले के बाद फिल्म को लेकर नई बहस शुरू हो गई है। एक रिपोर्ट के अनुसार, केंद्र सरकार के निर्देश के बाद स्ट्रीमिंग प्लेटफॉर्म ने फिल्म हटाई।
बताया गया है कि यह कदम राष्ट्रीय सुरक्षा से जुड़ी चिंताओं और सूचना प्रौद्योगिकी (इंटरमीडियरी गाइडलाइंस एवं डिजिटल मीडिया एथिक्स कोड) नियम, 2021 के तहत निर्धारित दायित्वों के आधार पर उठाया गया।
फिल्म शुक्रवार को रिलीज़ हुई थी, लेकिन रविवार तक इसे प्लेटफॉर्म से हटा लिया गया।
पीटीआई से बातचीत में एक सरकारी अधिकारी ने बताया कि फिल्म को वर्ष 2022 में इसके मूल नाम ‘पंजाब 95’ के साथ केंद्रीय फिल्म प्रमाणन बोर्ड (सीबीएफसी) के पास प्रमाणन के लिए भेजा गया था।
हालांकि, सेंसर बोर्ड द्वारा सुझाए गए 127 संशोधनों को स्वीकार नहीं किए जाने के कारण प्रमाणन प्रक्रिया आगे नहीं बढ़ सकी।
चूंकि ओटीटी प्लेटफॉर्म सीबीएफसी के अधिकार क्षेत्र में नहीं आते, इसलिए निर्माताओं ने फिल्म का नाम बदलकर ‘सतलुज’ रखा और बिना कट के इसे सीधे डिजिटल प्लेटफॉर्म पर रिलीज़ कर दिया।
अधिकारी के अनुसार, मामले की जानकारी मिलने के बाद सरकार ने जी5 को निर्धारित नियमों का पालन करते हुए फिल्म हटाने का निर्देश दिया।
अधिकारी ने यह भी कहा कि यदि निर्माता फिल्म को सिनेमाघरों और ओटीटी दोनों माध्यमों पर प्रदर्शित करना चाहते हैं, तो उन्हें लागू कानूनी प्रक्रियाओं और नियामकीय प्रावधानों का पालन करना होगा।
उनके अनुसार, प्लेटफॉर्म को दिया गया निर्देश सुरक्षा संबंधी पहलुओं और डिजिटल इंटरमीडियरी के रूप में उसकी कानूनी जिम्मेदारियों को ध्यान में रखते हुए जारी किया गया।
फिल्म का निर्माण मूल रूप से ‘पंजाब 95’ शीर्षक से किया गया था और यह सेंसर से जुड़ी प्रक्रिया में लगभग तीन वर्षों तक अटकी रही।
बाद में इसका नाम बदलकर ‘सतलुज’ कर दिया गया और बिना किसी संशोधन के इसे जी5 पर रिलीज़ किया गया।
भारत में ओटीटी प्लेटफॉर्म थिएटर की तरह सीबीएफसी से प्रमाणन प्राप्त नहीं करते, बल्कि वे आईटी नियम, 2021 के भाग-3 के तहत संचालित होते हैं।
निर्देशक हनी त्रेहन की यह फिल्म मानवाधिकार कार्यकर्ता जसवंत सिंह खालड़ा के जीवन और संघर्ष पर आधारित है।
खालड़ा ने वर्ष 1984 से 1994 के बीच पंजाब में हजारों अज्ञात शवों के कथित अंतिम संस्कार की जांच की थी। वर्ष 1995 में उनका अपहरण कर लिया गया था।
बाद में लंबी न्यायिक प्रक्रिया के बाद 2005 में पंजाब पुलिस के चार कर्मियों को उनके अपहरण और हत्या का दोषी ठहराते हुए आजीवन कारावास की सजा सुनाई गई।
फिल्म हटाए जाने के बाद दिलजीत दोसांझ ने अमेरिका से इंस्टाग्राम लाइव के जरिए अपने प्रशंसकों से बातचीत की, जहां वह इन दिनों अपने संगीत दौरे पर हैं।
पंजाबी में बातचीत करते हुए उन्होंने कहा कि उन्हें पहले से ही अंदेशा था कि फिल्म के साथ ऐसा कुछ हो सकता है। उन्होंने बताया कि उन्हें उम्मीद थी कि यदि कोई कार्रवाई होगी तो सोमवार को दफ्तर खुलने के बाद होगी, लेकिन फिल्म को रविवार शाम ही हटा लिया गया।
दिलजीत ने यह भी कहा कि फिल्म की टीम ने जानबूझकर इसका व्यापक प्रचार नहीं किया था। उनके अनुसार, यदि रिलीज़ से पहले बड़े स्तर पर प्रमोशन किया जाता, तो संभवतः फिल्म दो दिन भी प्लेटफॉर्म पर नहीं रह पाती।
इसके बावजूद उन्होंने संतोष जताया कि फिल्म बड़ी संख्या में दर्शकों तक पहुंची और उसका संदेश लोगों ने समझा।
अभिनेता ने कहा कि उनके लिए सबसे महत्वपूर्ण बात यह थी कि फिल्म अपनी बात दर्शकों तक पहुंचाने में सफल रही।
उन्होंने आभार व्यक्त करते हुए कहा कि जिस उद्देश्य और भावना के साथ यह फिल्म बनाई गई थी, वह लोगों तक पहुंच चुकी है और यही उनके लिए सबसे बड़ी उपलब्धि है।
वहीं, इस पूरे घटनाक्रम पर जी5 ने भी आधिकारिक प्रतिक्रिया जारी की। प्लेटफॉर्म ने कहा कि वह ‘सतलुज’ को दोबारा भारतीय दर्शकों तक पहुंचाने के लिए हर संभव प्रयास कर रहा है।
साथ ही दर्शकों से अपील की गई कि वे पायरेसी का समर्थन न करें, क्योंकि प्लेटफॉर्म कानूनी विकल्पों के माध्यम से फिल्म को वापस लाने की दिशा में लगातार काम कर रहा है।
फिलहाल भारत में ‘सतलुज’ जी5 पर उपलब्ध नहीं है, लेकिन अन्य कई देशों में यह फिल्म अब भी प्लेटफॉर्म पर स्ट्रीम की जा रही है। फिल्म में दिलजीत दोसांझ के अलावा अर्जुन रामपाल, सुविंदर विक्की और गीतिका विद्या ओहलान भी महत्वपूर्ण भूमिकाओं में नजर आते हैं।
