Empty Seats, Iran Warning and Mamdani Attack: Netanyahu’s Combative UN Appearance

Israeli leader uses UN platform to defend Gaza campaign, justify Iran strikes and confront growing international criticism as election approaches

UNITED NATIONS: The most striking image from Benjamin Netanyahu’s latest appearance at the United Nations was not the Israeli prime minister at the podium, but the rapidly emptying chamber behind him.

As Netanyahu began speaking on Thursday, large numbers of delegates rose from their seats and left the General Assembly hall.

The walkout transformed what was expected to be a major diplomatic address into a highly visible confrontation over Israel’s wars in Gaza and the wider Middle East.

Netanyahu did not soften his response. Instead, he embraced the confrontation, telling those who had already departed — and those contemplating doing so — that their absence would not stop him from presenting Israel’s case.

The Israeli leader used the remainder of his address to construct a broad argument that his country was engaged in a fight for survival. Gaza was only one part of that narrative.

Iran, Hezbollah, the Houthis and armed groups operating in Iraq were presented as components of a wider security challenge facing Israel.

A UN speech shaped by war — and politics

Netanyahu arrived in New York at a particularly sensitive moment for both Israel and the region.

The Gaza conflict continues to generate intense international criticism, while Israel’s confrontation with Iran has added another major layer to the Middle East crisis.

At the same time, Netanyahu is preparing for an election scheduled for October 27, giving his appearance at the UN an unmistakable domestic political dimension.

Reuters reported that his speech was intended in part to push back against Israel’s growing diplomatic isolation while he campaigns at home.

The atmosphere inside the General Assembly reflected that international divide. Some delegates remained in their seats while others walked out, leaving Netanyahu speaking before a substantially diminished audience.

The protest was not confined to diplomats. Demonstrators gathered outside the UN headquarters before and after the speech, turning Netanyahu’s short New York visit into another flashpoint in the continuing debate over Israel’s conduct of the war.

Netanyahu puts Iran at the heart of his message

Rather than concentrating exclusively on Gaza, Netanyahu devoted considerable attention to Iran.

He told Iranians that he believed the political order in Tehran would ultimately change and suggested that popular pressure would eventually overcome the country’s rulers.

His comments came after a year in which confrontation between Israel, the United States and Iran has moved to the centre of Middle Eastern geopolitics.

Netanyahu also offered an unapologetic defence of the decision to strike Iranian nuclear facilities.

He described the decision as exceptionally straightforward from his perspective, arguing that failing to act would have exposed Israel and other countries to a serious threat.

He credited the United States with playing a critical role and praised President Donald Trump for Washington’s military support.

Netanyahu went further, arguing that Israel’s actions had benefited countries whose representatives had just walked out of the chamber. He claimed some foreign leaders had privately expressed appreciation for Israel’s actions against Iran.

Those claims were part of a wider effort to portray Israel not as an isolated state, but as a country confronting threats that extend beyond its own borders.

Gaza remains at the centre of the international dispute

Despite the emphasis on Iran, Gaza remained the principal source of international criticism confronting Netanyahu.

The Israeli prime minister rejected allegations that Israel had committed genocide in the territory, describing the accusation in exceptionally strong terms.

AP reported that Netanyahu also defended Israel’s military campaign and sought to rebut what he called false accounts of Israel’s conduct.

Israel maintains that its military campaign is directed against Hamas and says it is acting in response to the October 7, 2023 attack.

Critics of the Israeli government point instead to the scale of Palestinian deaths and destruction in Gaza and have accused Israel of serious violations of international law.

Those sharply different interpretations were effectively brought into the UN chamber on Thursday: protesters and departing delegates on one side, and Netanyahu’s forceful defence of Israeli military policy on the other.

The seven-front argument

Netanyahu presented the conflict facing Israel as considerably broader than the fighting in Gaza.

He described Israel as operating against threats on seven fronts: Gaza, the West Bank, Syria, Lebanon, Iran, Yemen and Iraq.

The formulation was intended to reinforce his argument that Israel is surrounded by interconnected security threats rather than fighting a single conflict.

He said Israel would continue its military campaign because, in his view, abandoning the fight would leave the country vulnerable.

That message also served a political purpose: it placed national security and military strength at the centre of his presentation at a time when Israeli voters are preparing to choose their next government.

A new American political target: Zohran Mamdani

One of the most unusual features of Netanyahu’s address was the amount of attention he devoted to an American municipal politician.

New York Mayor Zohran Mamdani has emerged as one of Netanyahu’s most vocal critics in the United States.

Mamdani has described Netanyahu as a war criminal and accused Israel of committing genocide in Gaza — allegations Netanyahu strongly rejects.

Netanyahu responded by directly addressing the New York mayor from the UN podium, accusing him of spreading false claims about Israel and saying such criticism has consequences.

AP reported that Netanyahu also accused Mamdani of endangering Jewish New Yorkers through his criticism of Israel.

The exchange was not unexpected.

Before travelling to New York, Netanyahu had already indicated that he intended to answer Mamdani’s criticism during his UN appearance. Reuters reported that the Israeli leader had planned to use the speech to confront the mayor over his statements on Israel and Gaza.

Mamdani has rejected accusations of antisemitism and has argued that criticism of Israel and support for Palestinian rights should not be equated with hostility toward Jewish people.

The Netanyahu-Mamdani dispute has therefore become a separate political strand of the wider American debate over Gaza.

The Iranian delegation sends its own message.

The walkout also produced one of the most striking visual moments of the session.

The Iranian delegation left its seats during Netanyahu’s speech. In the empty area where Iran’s representatives had been sitting, a photograph of Qasem Soleimani, the former commander of Iran’s Quds Force who was killed in a US drone strike in Baghdad in 2020, was displayed.

AP photographs captured the image while Netanyahu was speaking. The scene provided a powerful reminder of the long-running confrontation between Tehran and Washington and of the hostility between Iran and Netanyahu’s government.

The symbolism was particularly striking because Iran was one of the central subjects of Netanyahu’s speech.

The protest outside was just as significant.

Outside the UN complex, demonstrators gathered to protest Netanyahu’s visit and Israel’s military campaign.

The demonstrations reflected opposition not only to Israel’s actions in Gaza but also to Washington’s continuing support for Israel.

New York police detained protesters during the demonstrations. Reports said actors, activists and political figures were among those taken into custody.

The protests added another layer to Netanyahu’s brief visit: inside the UN, diplomatic delegations were walking out; outside, demonstrators were demanding accountability and opposing his appearance.

The ICC warrant follows Netanyahu wherever he travels

Netanyahu’s international appearances also continue to be overshadowed by the International Criminal Court case against him.

The ICC issued an arrest warrant for Netanyahu in November 2024 in connection with alleged crimes arising from the Gaza conflict. The allegations include the alleged use of starvation as a method of warfare and alleged attacks directed against civilians, alongside alleged crimes against humanity.

The allegations have not resulted in a conviction. Netanyahu and the Israeli government reject the ICC’s accusations and dispute the court’s jurisdiction.

Nevertheless, the warrant has become a recurring issue whenever Netanyahu travels abroad and has contributed to the controversy surrounding his international engagements.

An unusually brief New York visit

Netanyahu’s time in New York was notably limited.

Unlike some visiting leaders who use the UN week for a succession of bilateral meetings, his schedule was relatively compressed.

AP noted that his New York programme was unusually short, with no planned meeting with Trump during the visit.

That absence was notable because Washington remains Israel’s most important international ally and because the Trump-Netanyahu relationship has itself faced tensions over the direction and conduct of the conflict with Iran.

Netanyahu nevertheless used his limited appearance in New York to deliver a message aimed at several audiences simultaneously — diplomats at the UN, Israeli voters at home, American political critics and governments involved in the Middle East crisis.

A speech aimed beyond the UN chamber

The empty seats may have dominated the television images, but Netanyahu’s broader objective was clear.

He sought to present Israel as a country fighting multiple threats simultaneously, defend its military decisions, reinforce its alliance with Washington and challenge accusations surrounding Gaza.

At the same time, his confrontation with Mamdani showed how Israel’s war has become increasingly intertwined with political battles in the United States.

The response to the speech was therefore almost as important as the speech itself. Delegates leaving the chamber, the Iranian delegation’s symbolic display, protests outside the UN and Netanyahu’s increasingly direct exchanges with American critics all underscored the extraordinary level of division surrounding Israel.

With an Israeli election approaching and the wars in Gaza and Iran still shaping international diplomacy, Netanyahu’s UN appearance became less a conventional diplomatic address and more a global stage on which he sought to defend his government’s record and rally support for its continued course.

संयुक्त राष्ट्र: संयुक्त राष्ट्र महासभा में गुरुवार को ऐसा दृश्य देखने को मिला जिसने इजरायली प्रधानमंत्री बेंजामिन नेतन्याहू के पूरे संबोधन की तस्वीर बदल दी। जैसे ही वह मंच पर पहुंचे, कई देशों के प्रतिनिधि अपनी सीटों से उठकर बाहर चले गए। कुछ ही देर में महासभा कक्ष का बड़ा हिस्सा खाली नजर आने लगा।

लेकिन प्रतिनिधियों के बाहर जाने से नेतन्याहू पीछे नहीं हटे। उन्होंने इस विरोध को ही अपने भाषण का हिस्सा बना लिया और बाहर जा रहे प्रतिनिधियों पर तीखी टिप्पणी की। इसके बाद उन्होंने करीब 40 मिनट तक इजरायल की सैन्य कार्रवाई और क्षेत्रीय रणनीति का बचाव किया।

गाजा को लेकर आरोपों से इनकार

ईरान पर जोर देने के बावजूद गाजा का मुद्दा उनके भाषण के केंद्र में बना रहा।

नेतन्याहू ने गाजा में इजरायल पर नरसंहार के आरोपों को सिरे से खारिज किया और अपने देश की सैन्य कार्रवाई का बचाव किया। उन्होंने इजरायल के खिलाफ लगाए जा रहे आरोपों को गलत जानकारी पर आधारित बताया।

इजरायल का कहना है कि उसका अभियान हमास के खिलाफ है और 7 अक्टूबर 2023 के हमले के बाद उसकी सैन्य कार्रवाई सुरक्षा की आवश्यकता है।

इसके विपरीत, इजरायल के आलोचक गाजा में बड़े पैमाने पर हुई तबाही और फिलिस्तीनी नागरिकों की मौतों का हवाला देते हुए उसके सैन्य अभियान पर गंभीर सवाल उठाते हैं।

संयुक्त राष्ट्र में गुरुवार को यही गहरी खाई साफ दिखाई दी—एक ओर विरोध में बाहर जाते प्रतिनिधि और दूसरी ओर नेतन्याहू का इजरायल की कार्रवाई को सही ठहराने वाला भाषण।

इजरायल के सामने सात मोर्चे बताए

नेतन्याहू ने अपने देश के सामने मौजूद सुरक्षा चुनौतियों को केवल गाजा तक सीमित नहीं बताया।

उन्होंने गाजा, वेस्ट बैंक, सीरिया, लेबनान, ईरान, यमन और इराक को इजरायल के सामने मौजूद सात अलग-अलग मोर्चों के रूप में पेश किया।

इस प्रस्तुति के जरिए वह यह संदेश देना चाहते थे कि इजरायल एक साथ कई सुरक्षा चुनौतियों से घिरा हुआ है।

नेतन्याहू ने कहा कि इजरायल के पास अपनी सैन्य कार्रवाई जारी रखने के अलावा कोई विकल्प नहीं है। उन्होंने यह भी भरोसा जताया कि उनका देश अंततः जीत हासिल करेगा।

नेतन्याहू के भाषण का एक असामान्य हिस्सा न्यूयॉर्क के मेयर ज़ोहरान ममदानी पर केंद्रित रहा।

ममदानी इजरायल की गाजा नीति के मुखर आलोचक हैं। उन्होंने नेतन्याहू को युद्ध अपराधी कहा है और गाजा में इजरायल की कार्रवाई पर बेहद कड़ी आपत्ति जताई है।

नेतन्याहू ने संयुक्त राष्ट्र के मंच से ममदानी को सीधे जवाब दिया। उन्होंने न्यूयॉर्क के मेयर पर इजरायल के बारे में झूठ फैलाने और उनकी आलोचना के जरिए यहूदी न्यूयॉर्कवासियों के लिए खतरा बढ़ाने का आरोप लगाया।

ममदानी इन आरोपों को खारिज करते रहे हैं और उनका कहना है कि इजरायल की नीतियों की आलोचना करना यहूदी-विरोधी होना नहीं है।

दिलचस्प बात यह है कि नेतन्याहू के न्यूयॉर्क पहुंचने से पहले ही यह स्पष्ट हो गया था कि वह ममदानी को जवाब देने वाले हैं। रॉयटर्स ने रिपोर्ट किया था कि इजरायली प्रधानमंत्री संयुक्त राष्ट्र के मंच से ममदानी की आलोचनाओं का जवाब देने की तैयारी कर रहे थे।

ईरानी सीट पर कासिम सुलेमानी की तस्वीर

नेतन्याहू के भाषण के दौरान ईरानी प्रतिनिधिमंडल भी सदन से बाहर चला गया।

लेकिन उसकी खाली सीटों ने भी ध्यान खींचा। वहां ईरान के दिवंगत सैन्य कमांडर कासिम सुलेमानी की तस्वीर दिखाई दी। सुलेमानी ईरान की कुद्स फोर्स के प्रमुख थे और जनवरी 2020 में बगदाद में अमेरिकी ड्रोन हमले में मारे गए थे।

एपी की तस्वीरों में यह दृश्य दर्ज हुआ। नेतन्याहू जिस समय ईरान के खिलाफ अपनी कार्रवाई को सही ठहरा रहे थे, उसी दौरान सुलेमानी की तस्वीर का वहां मौजूद होना अमेरिका, इजरायल और ईरान के बीच लंबे समय से चले आ रहे टकराव का प्रतीक बन गया।

UN के बाहर भी तेज हुआ विरोध

नेतन्याहू के भाषण से पहले संयुक्त राष्ट्र मुख्यालय के बाहर भी प्रदर्शन हुए।

प्रदर्शनकारियों ने गाजा में इजरायल की सैन्य कार्रवाई और अमेरिका के इजरायल को समर्थन के खिलाफ नारे लगाए। पुलिस ने प्रदर्शन के दौरान कई लोगों को हिरासत में लिया।

रिपोर्टों के मुताबिक हिरासत में लिए गए लोगों में कुछ कलाकार, सामाजिक कार्यकर्ता और राजनीतिक हस्तियां भी थीं।

इस तरह नेतन्याहू की यात्रा के दौरान विरोध दो स्तरों पर दिखाई दिया—संयुक्त राष्ट्र के भीतर राजनयिक प्रतिनिधियों का वॉकआउट और बाहर सड़कों पर प्रदर्शन।

ICC वारंट का साया भी कायम

नेतन्याहू की अंतरराष्ट्रीय यात्रा पर अंतरराष्ट्रीय अपराध न्यायालय यानी ICC की कार्रवाई का मुद्दा भी लगातार बना हुआ है।

ICC ने नवंबर 2024 में नेतन्याहू के खिलाफ गिरफ्तारी वारंट जारी किया था। अदालत की कार्यवाही में उन पर गाजा संघर्ष के संदर्भ में कथित युद्ध अपराधों और मानवता के खिलाफ कथित अपराधों की जिम्मेदारी से जुड़े आरोप लगाए गए हैं।

इनमें युद्ध के तरीके के तौर पर भुखमरी का कथित इस्तेमाल और नागरिक आबादी के खिलाफ कथित जानबूझकर हमले सहित अन्य आरोप शामिल हैं।

हालांकि ये आरोप हैं, दोषसिद्धि नहीं। नेतन्याहू और इजरायल ने ICC की कार्रवाई को खारिज किया है तथा अदालत के अधिकार क्षेत्र पर सवाल उठाया है।

फिर भी गिरफ्तारी वारंट नेतन्याहू की विदेश यात्राओं और उनके अंतरराष्ट्रीय कार्यक्रमों के आसपास होने वाली बहस का महत्वपूर्ण हिस्सा बना हुआ है।

न्यूयॉर्क में बेहद सीमित प्रवास

इस बार नेतन्याहू की न्यूयॉर्क यात्रा भी अपेक्षाकृत छोटी रही।

एपी के अनुसार, उनका कार्यक्रम सीमित था और इस यात्रा के दौरान अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप के साथ मुलाकात की योजना नहीं थी।

यह स्थिति इसलिए भी महत्वपूर्ण थी क्योंकि अमेरिका इजरायल का सबसे महत्वपूर्ण अंतरराष्ट्रीय सहयोगी है और ईरान के साथ युद्ध को लेकर ट्रंप तथा नेतन्याहू के बीच मतभेदों की भी चर्चा होती रही है।

इसके बावजूद नेतन्याहू ने अपने सीमित समय का इस्तेमाल कई अलग-अलग दर्शकों को संदेश देने के लिए किया—संयुक्त राष्ट्र में मौजूद राजनयिकों को, इजरायल के मतदाताओं को, अमेरिका में अपने आलोचकों को और पश्चिम एशिया में सक्रिय सरकारों को।

चुनाव से पहले वैश्विक मंच पर राजनीतिक संदेश

नेतन्याहू का UN भाषण केवल विदेश नीति का बयान नहीं रहा। इसके भीतर इजरायल की घरेलू राजनीति की छाप भी साफ दिखाई दी।

27 अक्टूबर के चुनाव से पहले उन्होंने अपनी सरकार की सुरक्षा नीति, ईरान के खिलाफ सैन्य कार्रवाई और गाजा में युद्ध को सही ठहराने की कोशिश की।

वहीं संयुक्त राष्ट्र में हुआ वॉकआउट यह बताने के लिए पर्याप्त था कि इजरायल की नीतियों को लेकर अंतरराष्ट्रीय असहमति कितनी गहरी हो चुकी है।

खाली होती सीटों, ईरानी प्रतिनिधिमंडल के प्रतीकात्मक विरोध, बाहर प्रदर्शन कर रहे लोगों और ममदानी के साथ बढ़ती राजनीतिक तकरार ने नेतन्याहू की यात्रा को सामान्य कूटनीतिक कार्यक्रम से कहीं अधिक विवादास्पद बना दिया।

अंततः उनका भाषण एक साथ कई मोर्चों पर संदेश देने वाला मंच बन गया—गाजा में इजरायल की कार्रवाई का बचाव, ईरान के खिलाफ सैन्य नीति का समर्थन, अमेरिका के साथ गठजोड़ को रेखांकित करना और घरेलू चुनाव से पहले अपनी राजनीतिक स्थिति को मजबूत करने का प्रयास।
