Iran Raises Stakes Beyond Hormuz, Warns Conflict Could Reach Indian Ocean

Tehran signals that any fresh US-Israeli strike could trigger a wider maritime confrontation, putting Red Sea, Bab el-Mandeb and Indian Ocean routes under scrutiny.

TEHRAN: Iran has widened its warning over the expanding West Asian conflict, suggesting that a fresh American or Israeli attack could push the confrontation into waters far beyond the Persian Gulf.

The latest warning came from Major General Yahya Rahim Safavi, an adviser to Iran’s Supreme Leader Mojtaba Khamenei, who pointed towards the Red Sea and the Bab el-Mandeb Strait as possible areas of retaliation and said the conflict could ultimately extend into the Indian Ocean.

The statement represents a significant change in the geography of Iran’s public warnings.

Until now, much of the strategic focus of the confrontation has centred on Iran’s territory, the Persian Gulf and the Strait of Hormuz.

Safavi’s remarks introduce the possibility of pressure spreading across the maritime corridor connecting the Middle East with the Indian Ocean.

His comments were released on Thursday by Iran’s semi-official Fars news agency.

Tehran links any new attack to wider retaliation.

Safavi’s message was conditional rather than an announcement that Iran had already decided to open another theatre of war.

His warning was directed at Washington and Israel: another attack on Iran, he indicated, could produce consequences in areas that have not so far been at the centre of direct Iran-US military confrontation.

According to Safavi, Iranian commanders have already considered scenarios involving a renewed offensive and have prepared contingency plans for what he described as the most difficult circumstances.

That language suggests that Tehran is attempting to create uncertainty about where it might respond if hostilities resume.

Rather than identifying a single target, the Iranian military adviser pointed towards a chain of strategically important locations stretching from the Red Sea to the Indian Ocean.

Why the Red Sea matters

The Red Sea is not merely another potential battlefield.

It is part of one of the world’s most important commercial corridors. Ships travelling between Europe and Asia can use the Suez Canal and Red Sea, while the southern entrance is controlled by the Bab el-Mandeb Strait.

Any prolonged military disruption in that area can force commercial vessels to seek alternative routes around Africa, adding substantial distance, fuel consumption and time to journeys.

The region has already experienced attacks on commercial shipping linked to the broader Middle East conflict, making the prospect of another escalation particularly significant for international trade.

Safavi’s reference to the Bab el-Mandeb therefore carries implications well beyond Iran’s immediate military calculations.

The Indian Ocean enters the picture.e

The most consequential part of the Iranian warning was the reference to the Indian Ocean.

Unlike the Persian Gulf, the Indian Ocean is a vast maritime space extending from the eastern coast of Africa to South Asia and beyond. It carries major flows of energy, manufactured goods and raw materials.

An expansion of military activity into this region could therefore affect countries that are not direct participants in the Iran-US-Israel confrontation.

For India, the issue has an added dimension. The country’s commercial and energy links with Gulf nations depend heavily on uninterrupted maritime movement. Any sustained deterioration in shipping conditions along the western Indian Ocean could affect freight, insurance and energy costs.

That does not mean that Indian waters are about to become a battlefield. Safavi’s comments were framed as a warning about a possible response to a future attack.

But the fact that Tehran is publicly discussing the Indian Ocean illustrates how far the potential consequences of the conflict are being projected.

Pezeshkian sends a different message.

The military warning from Safavi came against the backdrop of a more diplomatic message from Iranian President Masoud Pezeshkian.

Speaking at the UN General Assembly, Pezeshkian sought to combine resistance to US pressure with an offer to negotiate.

He rejected any suggestion that Iran would capitulate under military or political pressure, while maintaining that Tehran was prepared to discuss its differences through diplomacy.

The contrast between the two messages is notable.

Pezeshkian’s remarks leave room for negotiations, whereas Safavi’s statement stresses the military consequences that could follow if another attack takes place.

Together, they present two sides of Tehran’s current posture: diplomacy remains possible, but Iran wants its adversaries to understand that renewed military action could carry a much broader price.

Tehran rejects pressure from Washington

Pezeshkian used his appearance at the United Nations to challenge the Trump administration’s approach towards Iran.

He accused Washington of relying on coercion while arguing that Tehran had repeatedly demonstrated its willingness to negotiate.

His position was that dialogue could take place only if military threats and demands for submission were removed from the equation.

The message was aimed at both the United States and the wider international audience gathered in New York.

Iran wants to demonstrate that it has not closed the diplomatic door, while simultaneously rejecting any settlement that it believes is being imposed through force.

Hormuz remains the immediate flashpoint.

Even as Tehran talks about the Indian Ocean, the Strait of Hormuz remains at the heart of the crisis.

The narrow passage is one of the world’s most important energy routes, connecting the Persian Gulf with international waters. Disruption there can have immediate consequences for oil markets and countries dependent on Gulf energy supplies.

The confrontation has already placed enormous pressure on commercial shipping and energy movements in the region.

The Houthis control territory along Yemen’s Red Sea coast and have previously attacked ships in and around the waterway.

Safavi praised the group’s position, reinforcing the importance Tehran attaches to the Yemeni theatre.

If fighting were to intensify simultaneously around Hormuz and Bab el-Mandeb, commercial shipping could face pressure at both ends of the maritime route linking the Gulf with the Suez Canal.

That would create a substantially different strategic environment from one in which disruption was confined to the Persian Gulf.

A warning aimed at more than Israel

Safavi’s statement appears designed to communicate with several audiences at once.

For Israel, it signals that another strike on Iran could result in retaliation outside Iranian territory.

For Washington, it raises the potential cost of further military action.

For shipping companies and energy markets, it introduces another layer of uncertainty over the security of major maritime corridors.

And for regional governments, it underlines Tehran’s determination to use its network of regional relationships if the conflict escalates again.

Iran has previously relied on allied and aligned armed groups across the region to exert pressure on its adversaries. The Red Sea is particularly important because it provides a geographical link between the Gulf conflict and the wider Indian Ocean.

Diplomacy and military preparation continue simultaneously.

The timing of Safavi’s warning is significant.

Iranian officials have been in New York for the UN General Assembly, where Tehran has sought to present its case to the international community.
