Flydubai Co-Pilot Attack: Why Was Omani Pilot Not Flagged Before Tel Aviv-Bound Flight?
Israeli authorities had received the passenger and crew manifest before Flydubai FZ1073 departed Dubai, but the co-pilot accused of attacking Indian captain Smit Machchhar was not stopped, raising questions over pre-flight security checks.
DUBAI: A dramatic mid-air confrontation aboard a Flydubai passenger jet has turned the spotlight from the cockpit attack itself to a more troubling question: how did an Omani co-pilot accused of trying to seize control of the aircraft make it into the cockpit despite reports that authorities in his home country had previously raised concerns about him?
Flydubai flight FZ1073 was carrying 174 people when it left Dubai for Tel Aviv on September 30. According to Israeli newspaper Haaretz, details of the passengers and crew had been supplied to Israeli authorities before departure.
Yet the Omani co-pilot, identified by several reports as Hamam al-Hammami, apparently did not trigger a security alert.
The incident has since prompted scrutiny of the checks conducted before the Boeing 737 Max was cleared for the flight, particularly because reports have emerged that al-Hammami had previously faced restrictions on flying in Oman over alleged extremist views.
It remains unclear whether those concerns were communicated to Israeli authorities, Flydubai or other aviation authorities.
What happened aboard FZ1073
The aircraft took off from Dubai at about 7:05 am on September 30 and climbed to approximately 34,000 feet, according to flight-tracking data.
More than two hours into the journey, the aircraft suddenly began losing altitude. Data indicated that it dropped more than 17,000 feet in roughly two minutes before its flight path changed again.
The crisis unfolded inside the cockpit, where the co-pilot allegedly attacked Indian Captain Smit Machchhar.
According to UAE authorities, the weapon used in the assault was the emergency crash axe kept inside aircraft cockpits for use during emergencies.
Machchhar later described the terrifying sequence from his hospital bed in Abu Dhabi. Speaking to Prime Minister Narendra Modi, he reportedly said he found himself on the cockpit floor as the aircraft descended rapidly and realised that immediate action was necessary.
He managed to reach the cockpit door and open it, allowing others to enter.
Passengers and crew members then overpowered the co-pilot, while two reserve pilots aboard the aircraft took control.
The plane eventually stabilised at around 15,000 feet.
Its transponder was switched to 7500, an internationally recognised code indicating unlawful interference or hijacking-type activity.
The aircraft was subsequently diverted to Tabuk in northwestern Saudi Arabia, where it landed at around 9:45 am local time.
Machchhar was taken for medical treatment and was later flown to Abu Dhabi following medical clearance.
Why was the co-pilot not flagged?
That question is now at the centre of the investigation.
Haaretz, citing security sources, reported that Israel’s Transport Ministry and Mossad were among the bodies expected to examine crew information supplied before the flight.
The Israel Tax Authority confirmed that it had received the passenger and crew manifest.
However, the Transport Ministry did not disclose whether it had actually reviewed the list, while it remains unclear from the available reporting whether Mossad conducted any check of the co-pilot’s name.
No Israeli agency has publicly said that it identified a security concern involving al-Hammami before the aircraft took off.
There is also no clear public evidence that Oman had warned Israel, Flydubai or another foreign authority about the reported concerns surrounding him.
That gap in information has become one of the most significant questions surrounding the case.
Reports of earlier concerns in Oman
The identity and background of the co-pilot have emerged through reports citing diplomatic and security sources.
Three people familiar with the matter, including a Gulf diplomat and a Western diplomat, told the Associated Press that the co-pilot was Hamam al-Hammami, an Omani citizen.
The Wall Street Journal, citing people familiar with the matter, reported that Omani authorities had barred him from flying in the country because of concerns about alleged extremist views.
The precise nature of those alleged views has not been publicly established. It is also unclear whether Oman communicated the concerns to other governments or airlines.
CNN, citing an Israeli official and other sources, reported that al-Hammami was born in the UAE to a Syrian mother and spent part of his early life there.
A regional diplomatic source reportedly said he had been removed from pilot training over similar concerns and subsequently transferred to another role.
None of these reports, however, has publicly established whether the alleged concerns were formally recorded in an international aviation-security system or communicated to the organisations responsible for clearing the FZ1073 crew.
His aviation career is also being examined.
CNN reported that a LinkedIn profile bearing al-Hammami’s name indicated that he had worked for Oman Air for about seven years before leaving in February 2025.
The profile reportedly showed subsequent employment with Royal Air Maroc beginning in June 2025 and ending in January 2026.
Buckinghamshire New University confirmed that he completed a distance-learning aviation management course but said he did not undergo pilot training at the university.
Investigators are now examining whether his movements between aviation employers, his previous flying status and the reported concerns in Oman should have prompted additional scrutiny.
A Gulf diplomat told the Associated Press that investigators were also trying to determine whether the alleged attack was the action of a lone individual or whether al-Hammami had connections with extremist organisations.
UAE investigates possible terrorist motive
UAE Attorney General Hamad Saif al-Shamsi has described the episode as a suspected terrorist act.
He said investigators had found that the co-pilot attacked the captain with the emergency axe and attempted to take control of the aircraft.
The attorney general had earlier ordered an investigation into whether the incident involved terrorist intent or links to a wider plan or other individuals.
The UAE is leading the investigation because the aircraft is registered there and operates under the UAE flag. Emirati authorities have said their laws allow them to investigate offences committed aboard UAE-registered aircraft even when those incidents occur outside the country.
Investigators are examining the suspected motive, possible associates and physical and digital evidence.
The UAE has not publicly established a motive or confirmed whether it believes al-Hammami acted alone.
Israel’s security checks under scrutiny
The controversy over the crew manifest comes at a politically sensitive moment in Israel, where Prime Minister Benjamin Netanyahu is facing an election scheduled for October 27.
The aviation incident has also coincided with renewed controversy surrounding warnings allegedly received before the Hamas-led October 7, 2023 attack.
A Wall Street Journal report published Sunday claimed that Egypt’s intelligence chief, Abbas Kamel, had warned Netanyahu shortly before the attack.
The report said Kamel spoke to Netanyahu by telephone several days before October 7. It follows earlier claims that the Egyptian intelligence chief travelled to Israel in September 2023 and personally warned Israeli officials about a possible Hamas attack.
Netanyahu has faced persistent questions over what warnings his government received before the October 7 assault and how those warnings were handled.
The two issues are not directly connected, but the timing has intensified scrutiny of Israel’s intelligence and security procedures.
Investigation now faces a series of unanswered questions
The Flydubai incident has left investigators with several key issues to resolve: whether the co-pilot’s previous history was known to relevant authorities, whether his name was properly screened before departure, whether Oman shared information about him with other countries or airlines, and whether anyone received a warning but failed to act.
Another central question is whether the attack was entirely the act of one individual or whether investigators will uncover evidence of outside involvement.
For now, Flydubai services to Israel remain suspended amid the investigation.
The case has also exposed the potentially serious consequences of gaps between national security assessments and international aviation systems.
A crew manifest can identify who is sitting in a cockpit—but the effectiveness of that information ultimately depends on whether the relevant authorities act on what they know.

दुबई से तेल अवीव जा रही फ्लाइट के यात्रियों और चालक दल की सूची इजरायली अधिकारियों को पहले ही मिल गई थी, फिर भी भारतीय कैप्टन पर हमले के आरोपी को उड़ान से पहले सुरक्षा जांच में नहीं रोका गया।
दुबई: Flydubai की फ्लाइट FZ1073 के कॉकपिट में हुई हिंसक घटना ने अब केवल विमान में हुए हमले की जांच तक मामला सीमित नहीं रखा है।
सबसे बड़ा सवाल यह बन गया है कि जिस ओमानी को-पायलट पर भारतीय कैप्टन स्मित मच्छर पर हमला करने और विमान को नियंत्रण से बाहर करने की कोशिश का आरोप है, वह कथित पूर्व सुरक्षा चिंताओं के बावजूद उड़ान भरने की अनुमति कैसे पा गया।
30 सितंबर को दुबई से तेल अवीव के लिए रवाना हुए Boeing 737 Max में कुल 174 लोग सवार थे। इजरायली अखबार हारेत्ज के अनुसार, विमान के उड़ान भरने से पहले यात्रियों और चालक दल की पूरी सूची इजरायली अधिकारियों को उपलब्ध करा दी गई थी।
इसके बावजूद, रिपोर्टों में हमाम अल-हम्मामी के रूप में पहचाने गए ओमानी को-पायलट को उड़ान से पहले किसी सुरक्षा चेतावनी के लिए चिह्नित नहीं किया गया।
अब जांच का एक महत्वपूर्ण हिस्सा यह पता लगाना है कि विमान के उड़ान भरने से पहले चालक दल की जांच किस स्तर तक हुई थी और क्या ओमान में उसके खिलाफ बताई जा रही चिंताओं की जानकारी किसी अन्य देश या विमानन संस्था को दी गई थी।
उड़ान के दौरान अचानक बिगड़े हालात
फ्लाइट FZ1073 ने 30 सितंबर की सुबह करीब 7:05 बजे दुबई से उड़ान भरी और लगभग 34,000 फीट की ऊंचाई तक पहुंची।
फ्लाइट ट्रैकिंग आंकड़ों के अनुसार, दो घंटे से कुछ अधिक समय बाद विमान अचानक नीचे उतरने लगा। करीब दो मिनट में उसकी ऊंचाई 17,000 फीट से अधिक घट गई। इसके बाद विमान की ऊंचाई में फिर बदलाव हुआ।
इसी दौरान कॉकपिट में स्थिति गंभीर हो चुकी थी। संयुक्त अरब अमीरात के अधिकारियों के अनुसार, को-पायलट ने भारतीय कैप्टन स्मित मच्छर पर हमला किया।
बताया गया है कि हमले में कॉकपिट में रखा आपातकालीन क्रैश एक्स इस्तेमाल किया गया। यह उपकरण विमान में आपात स्थिति में इस्तेमाल के लिए रखा जाता है।
बाद में अस्पताल में प्रधानमंत्री नरेंद्र मोदी से बातचीत के दौरान कैप्टन मच्छर ने घटना के भयावह क्षणों का जिक्र किया। बताया गया कि उन्होंने कहा कि वह कॉकपिट के फर्श पर थे और विमान को तेजी से नीचे जाते महसूस कर रहे थे।
उन्हें लगा कि तत्काल कुछ नहीं किया गया तो स्थिति हाथ से निकल जाएगी। इसके बाद वह कॉकपिट के दरवाजे तक पहुंचा और उसे खोल दिया, जिससे अन्य लोग अंदर आ सकें।
यात्रियों और चालक दल के सदस्यों ने कथित तौर पर को-पायलट को काबू में किया। विमान में मौजूद दो रिजर्व पायलटों ने इसके बाद नियंत्रण संभाला।
विमान करीब 15,000 फीट की ऊंचाई पर स्थिर हुआ।
इस दौरान ट्रांसपोंडर पर 7500 कोड सेट किया गया। विमानन क्षेत्र में यह कोड अवैध हस्तक्षेप या अपहरण जैसी स्थिति का संकेत देता है।
विमान को सऊदी अरब के उत्तर-पश्चिमी शहर तबूक की ओर मोड़ा गया और स्थानीय समय के अनुसार करीब 9:45 बजे वहां सुरक्षित उतारा गया।
कैप्टन मच्छर को इलाज के लिए अस्पताल ले जाया गया और चिकित्सकीय अनुमति मिलने के बाद उन्हें अबू धाबी ले जाया गया।
सबसे बड़ा सवाल: को-पायलट पहले सुरक्षा जांच में क्यों नहीं आया?
घटना की जांच में अब सबसे अहम सवाल यही है।
हारेत्ज ने सुरक्षा सूत्रों के हवाले से बताया कि उड़ान से पहले चालक दल की जानकारी की जांच की जिम्मेदारी इजरायल के परिवहन मंत्रालय और मोसाद सहित संबंधित संस्थाओं से जुड़ी थी।
इजरायल टैक्स अथॉरिटी ने अखबार को पुष्टि की कि उसे यात्रियों और चालक दल की सूची प्राप्त हुई थी।
लेकिन परिवहन मंत्रालय ने यह बताने से इनकार किया कि उसने वास्तव में सूची की जांच की थी या नहीं।
उपलब्ध रिपोर्टों में यह भी स्पष्ट नहीं है कि मोसाद ने को-पायलट के नाम की जांच की थी या नहीं।
किसी इजरायली संस्था ने सार्वजनिक रूप से यह नहीं कहा है कि उड़ान से पहले अल-हम्मामी के संबंध में कोई सुरक्षा चेतावनी सामने आई थी।
यह भी साफ नहीं है कि ओमान ने उसके बारे में बताई जा रही चिंताओं की जानकारी इजरायल, Flydubai या किसी अन्य विदेशी विमानन संस्था को दी थी।
यही सूचना का अंतर अब पूरे मामले में जांच का महत्वपूर्ण हिस्सा बन गया है।
ओमान में पहले से उठ चुकी थीं कथित चिंताएं?
को-पायलट की पहचान और उसके पुराने रिकॉर्ड को लेकर कई अंतरराष्ट्रीय मीडिया रिपोर्ट सामने आई हैं।
एसोसिएटेड प्रेस से खाड़ी क्षेत्र के एक राजनयिक और पश्चिमी देश के एक राजनयिक सहित तीन लोगों ने दावा किया कि को-पायलट का नाम हमाम अल-हम्मामी है और वह ओमान का नागरिक है।
वॉल स्ट्रीट जर्नल ने अज्ञात सूत्रों के हवाले से रिपोर्ट किया कि ओमानी अधिकारियों ने कथित चरमपंथी विचारों को लेकर उसे देश में विमान उड़ाने से रोक दिया था।
हालांकि, उसके कथित विचारों की प्रकृति सार्वजनिक रूप से स्पष्ट नहीं की गई है। यह भी पता नहीं है कि ओमान ने इन चिंताओं को दूसरे देशों या विमानन कंपनियों के साथ साझा किया था या नहीं।
CNN ने एक इजरायली अधिकारी और अन्य सूत्रों के हवाले से बताया कि अल-हम्मामी का जन्म संयुक्त अरब अमीरात में हुआ था और उसकी मां सीरियाई थीं। एक क्षेत्रीय राजनयिक सूत्र के अनुसार, कथित समान चिंताओं के कारण उसे पायलट प्रशिक्षण से भी हटाया गया था और बाद में दूसरी भूमिका दी गई।
हालांकि, अभी यह सार्वजनिक रूप से स्थापित नहीं हुआ है कि इन कथित चिंताओं को किसी अंतरराष्ट्रीय विमानन सुरक्षा प्रणाली में दर्ज किया गया था या FZ1073 के चालक दल की जांच करने वाली किसी संस्था को औपचारिक रूप से बताया गया था।
को-पायलट के करियर की भी जांच
CNN के अनुसार, अल-हम्मामी के नाम से उपलब्ध LinkedIn प्रोफाइल में दावा किया गया है कि उसने करीब सात साल तक Oman Air में काम किया और फरवरी 2025 में कंपनी छोड़ी।
प्रोफाइल में जून 2025 में Royal Air Maroc से जुड़ने और जनवरी 2026 में वहां से अलग होने का भी उल्लेख है।
Buckinghamshire New University ने पुष्टि की है कि उसने वहां विमानन प्रबंधन से संबंधित डिस्टेंस-लर्निंग कोर्स पूरा किया था। विश्वविद्यालय ने यह भी स्पष्ट किया कि वहां उसने पायलट प्रशिक्षण नहीं लिया था।
जांचकर्ता अब यह भी पता लगाने की कोशिश कर रहे हैं कि अलग-अलग विमानन कंपनियों के साथ उसका रोजगार, उसकी पिछली उड़ान स्थिति और ओमान में बताई गई चिंताएं क्या अतिरिक्त सुरक्षा जांच का आधार बन सकती थीं।
एसोसिएटेड प्रेस से एक खाड़ी राजनयिक ने कहा कि जांचकर्ता यह पता लगाने की कोशिश कर रहे हैं कि कथित हमला केवल एक व्यक्ति की कार्रवाई थी या उसके किसी चरमपंथी संगठन से संबंध भी थे।
UAE ने आतंकी कृत्य की आशंका जताई
संयुक्त अरब अमीरात के अटॉर्नी जनरल हमद सैफ अल-शम्सी ने घटना को संभावित आतंकवादी कृत्य बताया है।
उनके अनुसार, जांच में सामने आया कि को-पायलट ने क्रैश एक्स से कैप्टन पर हमला किया और विमान का नियंत्रण अपने हाथ में लेने का प्रयास किया।
अटॉर्नी जनरल ने इससे पहले यह पता लगाने के लिए जांच के आदेश दिए थे कि घटना का संबंध आतंकवादी गतिविधि, आतंकी मंशा अथवा किसी अन्य व्यक्ति या समूह की योजना से तो नहीं था।
विमान यूएई में पंजीकृत है और उसी देश के ध्वज के तहत संचालित होता है। इसी वजह से जांच का नेतृत्व यूएई कर रहा है।
यूएई के अधिकारियों के अनुसार, देश के कानून के तहत उसके पंजीकृत विमान में विदेश में हुई आपराधिक घटना की भी जांच की जा सकती है।
जांच में कथित हमले का उद्देश्य, संभावित सहयोगियों और भौतिक तथा डिजिटल साक्ष्य देखे जा रहे हैं।
हालांकि, यूएई ने अभी तक संभावित मकसद सार्वजनिक नहीं किया है और न ही यह स्पष्ट किया है कि वह अल-हम्मामी को अकेला आरोपी मानता है या किसी अन्य की भूमिका की भी जांच कर रहा है।
इजरायल की सुरक्षा जांच भी सवालों के घेरे में
फ्लाइट के चालक दल की सूची से जुड़ा विवाद ऐसे समय सामने आया है जब इजरायल के प्रधानमंत्री बेंजामिन नेतन्याहू 27 अक्टूबर को होने वाले चुनाव से पहले राजनीतिक दबाव का सामना कर रहे हैं।
इसी बीच 7 अक्टूबर 2023 के हमास हमले से पहले कथित चेतावनियों को लेकर भी इजरायली सरकार पर सवाल उठ रहे हैं।
वॉल स्ट्रीट जर्नल की रविवार को प्रकाशित रिपोर्ट में दावा किया गया कि मिस्र की खुफिया एजेंसी के प्रमुख अब्बास कामेल ने हमले से कुछ दिन पहले नेतन्याहू को फोन कर चेतावनी दी थी।
रिपोर्ट के अनुसार, मिस्र के अधिकारी ने 7 अक्टूबर से कुछ दिन पहले प्रधानमंत्री से फोन पर बातचीत की थी। इससे पहले भी ऐसी रिपोर्टें सामने आई थीं कि सितंबर 2023 में कामेल ने इजरायल की यात्रा कर वहां के अधिकारियों को हमास के संभावित हमले को लेकर व्यक्तिगत रूप से चेतावनी दी थी।
7 अक्टूबर के हमले से पहले इजरायली नेतृत्व को क्या जानकारी मिली थी और उस पर किस तरह कार्रवाई हुई, इसको लेकर नेतन्याहू लंबे समय से सवालों का सामना करते रहे हैं।
हालांकि Flydubai घटना और 2023 के हमास हमले के बीच कोई प्रत्यक्ष संबंध स्थापित नहीं हुआ है, लेकिन दोनों घटनाओं ने इजरायल की सुरक्षा और खुफिया व्यवस्था की प्रभावशीलता पर फिर बहस तेज कर दी है।
जांच के सामने कई अनुत्तरित सवाल
Flydubai मामले में जांचकर्ताओं को अब कई महत्वपूर्ण सवालों के जवाब तलाशने हैं।
क्या अल-हम्मामी के पुराने रिकॉर्ड के बारे में संबंधित अधिकारियों को जानकारी थी? क्या उड़ान से पहले उसके नाम की पर्याप्त सुरक्षा जांच हुई? क्या ओमान ने किसी दूसरे देश या विमानन कंपनी को उसके बारे में चेतावनी दी थी? और यदि किसी संस्था को पहले से जानकारी थी, तो उस पर कार्रवाई क्यों नहीं हुई?
एक और महत्वपूर्ण सवाल यह है कि क्या यह पूरी घटना अकेले को-पायलट की कार्रवाई थी या उसके पीछे किसी अन्य व्यक्ति अथवा संगठन की भूमिका भी थी।
जांच पूरी होने तक इजरायल जाने वाली Flydubai उड़ानें निलंबित हैं।
घटना ने अंतरराष्ट्रीय विमानन सुरक्षा व्यवस्था में अलग-अलग देशों के बीच सूचना साझा करने की अहमियत को भी उजागर किया है। किसी विमान के चालक दल की सूची उपलब्ध होना तभी प्रभावी सुरक्षा उपाय बन सकता है जब उसमें मौजूद संवेदनशील जानकारी की समय पर जांच हो और जरूरत पड़ने पर संबंधित अधिकारी कार्रवाई भी करें।
