Haley Stevens Backs Stronger US–India Partnership Amid Trump’s Russian Oil Tariff Threat
WASHINGTON:Closer economic and strategic engagement with India would serve American interests, US Congresswoman Haley Stevens has argued, distinguishing New Delhi’s relationship with Washington and Beijing’s cooperation with governments opposed to US interests.
Speaking after returning from a bipartisan congressional delegation’s visit to India, Stevens described the country as a democratic trading partner willing to expand cooperation with the United States.
She said Washington should stand alongside nations that support democratic principles and open markets, adding that India’s willingness to work with America was encouraging.
Her comments offer a positive message about bilateral ties at a time when trade relations face fresh uncertainty over energy purchases from Russia and the prospect of additional US tariffs.
Congressional visit puts India partnership in focus
During the recent visit, members of the bipartisan delegation met Indian Foreign Secretary Vikram Misri to discuss the relationship between the two countries and opportunities for future cooperation.
Stevens subsequently described the meeting as an opportunity to consider the direction of US–India relations and the importance of manufacturing in Michigan within the global economy.
Her remarks also reflected the economic dimension of the relationship, including the potential for cooperation in technology, industry and trade.
She contrasted India’s approach with China’s ties to governments Washington regards as adversarial.
In her assessment, the United States should give greater weight to partnerships with democratic countries that are prepared to work with it.
New tariff powers cast a shadow over trade ties
The congresswoman’s remarks come against the backdrop of a new US law targeting Russia and countries that continue to purchase its energy.
President Donald Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 in September, giving his administration a new legal basis to impose tariffs of up to 100% on goods from countries meeting specified criteria linked to Russian oil and gas purchases.
India and China are among the countries potentially exposed to the measures.
The legislation does not automatically place a 100% duty on Indian or Chinese exports. Instead, it gives the president authority to decide whether to use the measure and what tariff rate to apply.
As of the latest reports, Trump had not announced a new tariff rate under these powers.
The new authority follows a period of legal uncertainty surrounding the administration’s broader tariff policy.
In February, the US Supreme Court struck down tariffs imposed under the International Emergency Economic Powers Act.
The administration subsequently relied on other legal provisions, including Section 122 of the Trade Act, which has a time limit.
The new legislation creates a separate statutory route for action against specified buyers of Russian energy.
New Delhi says its policy decisions will remain independent
India has warned Washington that the proposed tariff measures could affect not only bilateral relations but also international energy markets.
The Ministry of External Affairs has said Indian officials have conveyed New Delhi’s concerns to their US counterparts at senior levels.
Minister of State for External Affairs Kirti Vardhan Singh has also reiterated that India will determine its foreign policy and trade choices independently.
He said the government would take steps it considers necessary to protect the country’s economic interests and the welfare of its population.
The dispute highlights the challenge facing both governments: Washington wants to use economic pressure to curb Russia’s energy revenues, while India must weigh that pressure against its own energy requirements, economic priorities and independent foreign policy.
Trump’s Russian diesel arrangement raises further questions
The debate has taken on another dimension following Trump’s announcement of an energy-supply arrangement involving Russia.
Reports said the agreement could allow Moscow to supply nearly five million tonnes of diesel fuel to international markets.
Trump said the arrangement would help bring down diesel prices for consumers in the United States and elsewhere.
The announcement has drawn attention to the tension between Washington’s efforts to pressure countries buying Russian energy and its own decisions on fuel supply when domestic and global prices become a concern.
For India, the coming weeks could prove significant as it assesses the potential effects of the new US tariff powers.
Stevens’s remarks suggest that support for closer engagement with New Delhi remains part of the American political conversation, even as disagreements over Russia and trade complicate the broader relationship.

रूस से ऊर्जा खरीद पर नए अमेरिकी कानून की नजर
भारत के साथ सहयोग की वकालत के बीच अमेरिका ने रूस से ऊर्जा खरीदने वाले देशों पर दबाव बढ़ाने के लिए नया कानूनी रास्ता भी तैयार किया है। राष्ट्रपति डोनाल्ड ट्रंप ने सितंबर में लिंडसे ओ. ग्राहम सैंक्शनिंग रशिया एंड ईरान एक्ट, 2026 पर हस्ताक्षर किए थे।
यह कानून निर्धारित शर्तें पूरी करने वाले रूस के तेल और गैस खरीदार देशों से आने वाले सामान पर 100 प्रतिशत तक टैरिफ लगाने का अधिकार देता है। भारत और चीन संभावित रूप से इस दायरे में आ सकते हैं।
हालांकि, कानून लागू होने का अर्थ यह नहीं है कि भारत या चीन के सभी सामान पर अपने आप 100 प्रतिशत शुल्क लग गया है। इसके तहत राष्ट्रपति को यह तय करने का अधिकार मिला है कि टैरिफ लगाया जाए या नहीं और यदि लगाया जाए तो उसकी दर क्या हो। नवीनतम उपलब्ध रिपोर्टों के अनुसार, ट्रंप ने अभी तक इन नए अधिकारों के तहत किसी नई टैरिफ दर की घोषणा नहीं की थी।
अमेरिकी टैरिफ नीति को फरवरी में कानूनी झटका लगा था, जब वहां के सुप्रीम कोर्ट ने इंटरनेशनल इमरजेंसी इकोनॉमिक पावर्स एक्ट के तहत लगाए गए व्यापक शुल्कों को निरस्त कर दिया था। इसके बाद प्रशासन ने व्यापार अधिनियम की धारा 122 सहित अन्य कानूनी प्रावधानों का सहारा लिया। नया कानून रूस से ऊर्जा खरीदने वाले निर्धारित देशों के खिलाफ कार्रवाई के लिए अलग कानूनी आधार प्रदान करता है।
भारत ने स्वतंत्र विदेश नीति पर दिया जोर
भारत ने अमेरिकी प्रस्तावित शुल्कों के संभावित असर को लेकर चिंता जताई है। विदेश मंत्रालय के अनुसार, नई दिल्ली ने अमेरिकी अधिकारियों को स्पष्ट किया है कि इन कदमों का प्रभाव केवल द्विपक्षीय संबंधों तक सीमित नहीं रहेगा, बल्कि अंतरराष्ट्रीय ऊर्जा बाजार पर भी पड़ सकता है।
विदेश राज्य मंत्री कीर्तिवर्धन सिंह ने भी दोहराया है कि भारत अपनी विदेश नीति और व्यापार से जुड़े फैसले स्वतंत्र रूप से करेगा। उन्होंने कहा कि सरकार देश के आर्थिक हितों और लगभग 140 करोड़ लोगों के कल्याण की रक्षा के लिए आवश्यक कदम उठाएगी।
इस विवाद में दोनों देशों की प्राथमिकताओं के बीच अंतर साफ दिखाई देता है। अमेरिका रूस की ऊर्जा से होने वाली आय पर अंकुश लगाने के लिए आर्थिक दबाव बढ़ाना चाहता है, जबकि भारत को अपनी ऊर्जा जरूरतों, आर्थिक हितों और स्वतंत्र विदेश नीति के बीच संतुलन बनाए रखना है।
रूस से डीजल आपूर्ति की ट्रंप की घोषणा से नई बहस
इस बीच, ट्रंप की रूस के साथ ऊर्जा आपूर्ति संबंधी व्यवस्था की घोषणा ने इस मुद्दे को एक नया आयाम दिया है। रिपोर्टों के मुताबिक, इस समझौते के तहत रूस अंतरराष्ट्रीय बाजार में करीब 50 लाख टन डीजल ईंधन की आपूर्ति कर सकता है।
ट्रंप ने दावा किया कि इस व्यवस्था से अमेरिका सहित दुनिया के अन्य हिस्सों में डीजल की कीमतें तेजी से घटाने में मदद मिलेगी।
इस घोषणा के बाद अमेरिकी नीति पर सवाल उठे हैं, क्योंकि एक ओर वॉशिंगटन रूस से ऊर्जा खरीदने वाले देशों पर दबाव डाल रहा है, वहीं दूसरी ओर ईंधन की कीमतों और आपूर्ति की जरूरतों के बीच वह स्वयं रूस से संभावित आपूर्ति की व्यवस्था कर रहा है।
भारत के लिए आने वाले सप्ताह महत्वपूर्ण हो सकते हैं, क्योंकि नई दिल्ली को नए अमेरिकी टैरिफ अधिकारों के संभावित आर्थिक प्रभावों का आकलन करना होगा।
स्टीवंस की टिप्पणी यह संकेत देती है कि अमेरिका में भारत के साथ मजबूत साझेदारी का समर्थन मौजूद है, लेकिन रूस से जुड़े मतभेद और व्यापारिक दबाव द्विपक्षीय संबंधों को जटिल बना सकते हैं।
