Manipur Violence Leaves at Least Nine Dead, 14 Houses Torched as Clashes Spread Across Hill Districts

A series of deadly attacks and arson incidents rocked parts of Kamjong, Kangpokpi and Ukhrul. Reports put the number of houses burned at around 14 as the state government sought central assistance to restore calm.

IMPHAL: A renewed bout of violence has claimed at least nine lives in Manipur’s hill districts, with reports of attacks on village guards, an ambush targeting a motorist and fires destroying residential properties.

The incidents occurred over a period of roughly 24 hours from Friday night, adding to concerns over security in the affected areas.

Reports published on Sunday put the death toll at nine, although the precise figure had not been officially confirmed by Manipur Police in an earlier account.

The reported victims included six members of the Naga community, two people from the Kuki community and a man of Nepali origin. Around 14 houses were also reported to have been set on fire.

The latest cycle of violence began in Chassad village in Kamjong district, where 42-year-old Domkhonei Touthang, a Kuki woman, died during an alleged exchange of gunfire involving armed groups and security personnel.

Police said security forces had entered the village to remove suspected illegal bunkers when unidentified gunmen opened fire.

The team reportedly included personnel from Manipur Police, the India Reserve Battalion and the Border Security Force.

Local women were said to have tried to obstruct the operation before the shooting began.

The confrontation was followed by further unrest, including the burning of homes belonging to Naga and Kuki families.

Local accounts linked the disturbance to protests over the alleged detention of Chassad Village Volunteers.

A separate claim by the Kuki Women Union said a 23-year-old man, Michael Ngamminlen Haokip, had also been shot dead in the area. That allegation has not been independently verified.

The situation remained volatile on Saturday morning.

Authorities imposed restrictions around Chassad police station after another bout of firing, reportedly triggered by an attempt to set the premises on fire.

Elsewhere in Kamjong district, two Naga village guards, Ngachanso Ningshen, 30, and Leishishan Hungyo, 50, were reported killed at Ningchou Chingdong village.

Officials said the possibility of involvement by armed groups operating from across the border had been raised, but no confirmation was available.

The violence also reached Makui village, where three Naga village guards — Machungammamg, Ajinpou Ringkangmai and Robart — were reportedly killed in an attack early Saturday.

Villagers alleged that Ringkangmai had been beheaded, while images said to relate to the incident circulated on social media. Continuing gunfire reportedly prevented security personnel from reaching the site at the time the information was received.

In neighbouring Kangpokpi district, an ambush near Tapon village left another Naga village volunteer, 35-year-old Machungwangbou, dead.

Two men, Nahason, 29, and Mathangambou, 30, suffered injuries and were taken to Senapati for medical treatment.

Reports said the exchange of fire continued until around noon. Allegations that suspected Kuki militants carried out the attack had not been independently established.

A separate attack on National Highway 202 near Konjang village in Ukhrul district killed 30-year-old Sandeep Rai, who was travelling by car.

Police said unidentified armed men ambushed his vehicle at approximately 5.30 am. The motive for the killing and the identities of those responsible remained unknown.

Chief Minister discusses peace efforts with PM Modi.

Against the backdrop of the fresh bloodshed, Chief Minister Y Khemchand Singh met Prime Minister Narendra Modi in New Delhi to discuss the state’s efforts to bring the situation under control.

Singh outlined the restoration of transport links, including bus services connecting Imphal with Dimapur and Guwahati.

He also referred to the movement of goods vehicles on National Highway 37, which connects Imphal with Silchar, and National Highway 2, linking Imphal and Dimapur.

The Chief Minister also raised a proposal to upgrade the Regional Institute of Medical Sciences in Imphal to the status of an All India Institute of Medical Sciences.

Modi acknowledged the state government’s initiatives and assured Singh that the Centre would extend all possible assistance in restoring peace and normalcy.

The latest violence has once again placed the security situation in Manipur’s hill districts under scrutiny.

With accounts of several incidents still awaiting official clarification, establishing the circumstances of each killing and preventing further retaliatory attacks remain urgent challenges for the authorities.

इंफाल: मणिपुर के पहाड़ी जिलों में हिंसा की नई घटनाओं ने एक बार फिर जनजीवन और सुरक्षा व्यवस्था को लेकर चिंता बढ़ा दी है।

शुक्रवार रात से अगले लगभग 24 घंटों के दौरान अलग-अलग स्थानों पर हुई वारदातों में कम से कम नौ लोगों की मौत की खबर है। घटनाओं में ग्राम रक्षकों पर हमले, एक कार सवार की हत्या और घरों में आग लगाए जाने की घटनाएं शामिल हैं।

रविवार को प्रकाशित रिपोर्टों में मृतकों की संख्या नौ बताई गई। हालांकि, इससे पहले की एक रिपोर्ट के अनुसार, मणिपुर पुलिस ने उस समय तक कुल मृतकों की संख्या की आधिकारिक पुष्टि नहीं की थी।

रिपोर्टों में मृतकों में नागा समुदाय के छह लोग, कुकी समुदाय के दो लोग और नेपाली मूल के एक व्यक्ति के शामिल होने की बात कही गई है। करीब 14 मकानों को भी आग के हवाले किए जाने की सूचना है।

हिंसा की ताजा शुरुआत कामजोंग जिले के चस्साद गांव से हुई, जहां 42 वर्षीय कुकी महिला डोमखोनेई तौथांग की कथित तौर पर हथियारबंद समूहों और सुरक्षा कर्मियों के बीच गोलीबारी के दौरान मौत हो गई।

पुलिस के मुताबिक, संदिग्ध अवैध बंकरों को हटाने के उद्देश्य से सुरक्षा बलों की संयुक्त टीम गांव पहुंची थी। इस दल में मणिपुर पुलिस, इंडिया रिजर्व बटालियन और सीमा सुरक्षा बल के जवान शामिल थे।

बताया गया कि स्थानीय महिलाओं ने कार्रवाई का विरोध किया और इसी दौरान अज्ञात बंदूकधारियों ने गोलीबारी शुरू कर दी।

इसके बाद हालात और बिगड़ गए तथा नागा और कुकी परिवारों के घरों में आग लगाए जाने की खबर सामने आई। स्थानीय सूत्रों ने घटनाक्रम को चस्साद ग्राम स्वयंसेवकों की कथित हिरासत के खिलाफ हुए विरोध-प्रदर्शन से जोड़ा।

कुकी वीमेन यूनियन ने यह भी दावा किया कि 23 वर्षीय माइकल नगाममिनलेन हाओकिप की गोली लगने से मौत हुई। इस दावे की स्वतंत्र पुष्टि नहीं हुई है।

शनिवार सुबह चस्साद पुलिस थाने के आसपास फिर गोलीबारी हुई। इसके बाद एहतियातन थाने के चारों ओर प्रतिबंध लागू किए गए। रिपोर्टों में कहा गया कि परिसर में आग लगाने की कथित कोशिश के बाद स्थिति तनावपूर्ण हो गई थी।

कामजोंग जिले के ही निंगचौ चिंगडोंग गांव में दो नागा ग्राम रक्षकों, 30 वर्षीय नगाचान्सो निंगशेन और 50 वर्षीय लेइशिशान हुंग्यो, की हत्या की सूचना मिली। अधिकारियों ने सीमा पार सक्रिय हथियारबंद समूहों की संभावित भूमिका की आशंका जताई, लेकिन इसकी आधिकारिक पुष्टि नहीं हुई।

शनिवार तड़के माकुई गांव में हुए एक अन्य हमले में तीन नागा ग्राम रक्षकों — मचुंगम्मामंग, अजिनपौ रिंगकांगमई और रॉबर्ट — की मौत की खबर आई। ग्रामीणों ने आरोप लगाया कि अजिनपौ रिंगकांगमई का सिर काट दिया गया था।

घटना से संबंधित बताई जा रही तस्वीरें सोशल मीडिया पर प्रसारित हुईं। लगातार गोलीबारी के कारण सुरक्षा कर्मियों के तत्काल घटनास्थल तक नहीं पहुंच पाने की सूचना थी।

कांगपोकपी जिले के तापोन गांव के पास भी घात लगाकर हमला किए जाने की खबर सामने आई। इसमें 35 वर्षीय नागा ग्राम स्वयंसेवक मचुंगवांगबौ की मौत हो गई, जबकि नाहासन, 29, और मथांगमबौ, 30, घायल हो गए।

दोनों को उपचार के लिए सेनापति के पास  ले जाया गया। बताया गया कि गोलीबारी दोपहर तक जारी रही। हमले के लिए संदिग्ध कुकी उग्रवादियों पर लगाए गए आरोपों की स्वतंत्र पुष्टि नहीं हुई है।

उखरुल जिले में राष्ट्रीय राजमार्ग-202 पर कोंजांग गांव के निकट कार से जा रहे 30 वर्षीय संदीप राय की भी हत्या कर दी गई।

पुलिस के अनुसार, सुबह करीब 5.30 बजे अज्ञात हथियारबंद लोगों ने उनकी कार पर घात लगाकर हमला किया। वारदात के पीछे का कारण और हमलावरों की पहचान अब तक सामने नहीं आए हैं।

प्रधानमंत्री से मिले मुख्यमंत्री, केंद्र से सहायता का भरोसा

हिंसा की इन घटनाओं के बीच मुख्यमंत्री वाई. खेमचंद सिंह ने नई दिल्ली में प्रधानमंत्री नरेंद्र मोदी से मुलाकात की। उन्होंने राज्य में शांति बहाल करने के लिए सरकार की ओर से उठाए जा रहे कदमों की जानकारी दी।

मुख्यमंत्री ने इंफाल से दीमापुर और गुवाहाटी तक बस सेवाएं फिर शुरू होने तथा राष्ट्रीय राजमार्ग-37 और राष्ट्रीय राजमार्ग-2 पर मालवाहक वाहनों की आवाजाही का उल्लेख किया।

राष्ट्रीय राजमार्ग-37 इंफाल को सिलचर से जोड़ता है, जबकि राष्ट्रीय राजमार्ग-2 इंफाल और दीमापुर के बीच संपर्क का प्रमुख मार्ग है।

सिंह ने इंफाल स्थित रीजनल इंस्टीट्यूट ऑफ मेडिकल साइंसेज को अखिल भारतीय आयुर्विज्ञान संस्थान (एम्स) के स्तर पर उन्नत करने का प्रस्ताव भी रखा।

बैठक के बारे में उपलब्ध जानकारी के अनुसार, प्रधानमंत्री ने राज्य सरकार के प्रयासों का संज्ञान लिया और शांति तथा सामान्य स्थिति बहाल करने के लिए हरसंभव सहायता का भरोसा दिया।

मणिपुर के पहाड़ी इलाकों में ताजा हिंसा ने सुरक्षा संबंधी चुनौतियों को फिर सामने ला दिया है। कई घटनाओं के विवरण और जिम्मेदार लोगों को लेकर अभी स्पष्टता नहीं है।

ऐसे में मृतकों की परिस्थितियों की पुष्टि करना, हमलों की निष्पक्ष जांच करना और आगे हिंसा फैलने से रोकना प्रशासन के लिए बड़ी चुनौती बनी हुई है।
