PM Modi Calls for Productive Monsoon Session, Highlights India’s Space Success and Unveils Key Legislative Agenda
New Delhi: Prime Minister Narendra Modi on Monday appealed to Members of Parliament to ensure a constructive and result-oriented Monsoon Session, stressing that informed debate and meaningful discussion—not disruption—should shape parliamentary proceedings.
Addressing the media before the session commenced, he also applauded India’s rapid progress in the space sector, lauding private startup Skyroot Aerospace, while taking an apparent political swipe at Congress leader Rahul Gandhi through a reference to a “56-year-old youth.”
Drawing an analogy between the rainy season and the functioning of Parliament, the Prime Minister said both should be energetic and productive for the larger benefit of the country.
He expressed hope that the Monsoon Session would facilitate positive deliberations leading to decisions that strengthen national development and public welfare.
Emphasising the importance of healthy democratic discourse, Modi said Parliament must serve as a forum where facts and sound reasoning prevail over confrontation.
He remarked that strong arguments supported by evidence eliminate the need for unnecessary political turbulence and added that every opinion should receive an opportunity to be heard.
Referring to India’s achievements over the past month, the Prime Minister said the country had registered several milestones that had enhanced national pride both at home and abroad.
From international recognition to breakthroughs in science and technology, he said India had continued to strengthen its global standing.
Highlighting the country’s expanding footprint in the private space sector, Modi praised Skyroot Aerospace and its young team for achieving a landmark feat.
He recalled that an Indian had recently travelled to the International Space Station, adding that the success of a domestic private space company reflected the limitless aspirations and capabilities of India’s youth.
According to him, such achievements have significantly enhanced India’s global reputation in advanced technology.
Pointing to the youthful profile of Skyroot’s workforce, Modi said he had been informed that the average age of the startup’s team was only 28 years.
Using the observation to make a political jibe, he remarked that he was referring to genuinely young achievers and “not a 56-year-old youth,” in an apparent reference to Leader of the Opposition Rahul Gandhi, who recently turned 56.
The Monsoon Session of Parliament, which began on Monday and is scheduled to continue until August 13, is expected to witness an extensive legislative agenda.
The government plans to introduce and seek passage of several significant Bills covering taxation, judicial reforms, higher education, foreign funding regulations, and the MSME sector.
Among the important proposals is the Foreign Contribution (Regulation) Amendment Bill, 2026, which seeks to revise provisions governing foreign funding.
The government is also expected to move the Viksit Bharat Shiksha Adhishthan Bill, 2025, aimed at restructuring India’s higher education system.
The legislation had earlier been introduced in the Lok Sabha before being referred to a Joint Parliamentary Committee for detailed examination.
Another key measure is the Income-tax (Amendment) Bill, 2026, which proposes replacing an ordinance extending tax exemptions for foreign investors earning income from specified government securities.
The objective is to encourage overseas investment while strengthening India’s sovereign debt market.
The government will also push the Supreme Court (Number of Judges) Amendment Bill, 2026, proposing an increase in the sanctioned strength of Supreme Court judges from 33 to 37, excluding the Chief Justice of India, to reduce the growing pendency of cases.
In addition, the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, is slated for introduction to improve ease of doing business by addressing delayed payments, strengthening facilitation councils and granting states greater flexibility in dispute resolution.
Apart from these measures, the Centre intends to introduce amendments to the Registration of Births and Deaths Act to tighten rules governing delayed registrations, along with proposed changes to the Prevention of Insults to National Honour Act.
With the government seeking approval for several major reforms and the Opposition preparing to raise contentious national issues, the Monsoon Session is expected to witness intense political debate in the weeks ahead.

नई दिल्ली: प्रधानमंत्री नरेंद्र मोदी ने सोमवार को संसद के मानसून सत्र की शुरुआत से पहले सांसदों से सदन की कार्यवाही को सार्थक, शांतिपूर्ण और परिणामोन्मुख बनाने की अपील की।
उन्होंने कहा कि संसद में तथ्यों पर आधारित गंभीर चर्चा होनी चाहिए, न कि व्यवधान और हंगामे की राजनीति।
मीडिया को संबोधित करते हुए प्रधानमंत्री ने भारत के तेजी से बढ़ते अंतरिक्ष क्षेत्र की उपलब्धियों की भी सराहना की, विशेष रूप से स्काईरूट एयरोस्पेस की युवा टीम की सफलता का उल्लेख किया।
इसी दौरान उन्होंने कांग्रेस नेता राहुल गांधी पर परोक्ष कटाक्ष करते हुए “56 वर्षीय युवा” का भी जिक्र किया।
मानसून और संसद के मानसून सत्र के बीच समानता बताते हुए प्रधानमंत्री ने कहा कि यदि दोनों सक्रिय और सकारात्मक रहें तो देश तथा समाज दोनों को लाभ होता है।
उन्होंने आशा जताई कि यह सत्र रचनात्मक विमर्श का मंच बनेगा और देशहित में महत्वपूर्ण निर्णयों का मार्ग प्रशस्त करेगा।
लोकतांत्रिक परंपराओं पर जोर देते हुए मोदी ने कहा कि संसद में तर्क, तथ्य और गंभीर बहस को प्राथमिकता मिलनी चाहिए।
उनका कहना था कि जहां मजबूत तथ्य और ठोस तर्क मौजूद हों, वहां राजनीतिक तूफान खड़ा करने की आवश्यकता नहीं पड़ती। उन्होंने यह भी कहा कि लोकतंत्र में हर आवाज को अपनी बात रखने का अवसर मिलना चाहिए।
बीते एक महीने की उपलब्धियों का उल्लेख करते हुए प्रधानमंत्री ने कहा कि भारत ने राष्ट्रीय और अंतरराष्ट्रीय स्तर पर अनेक ऐसे मुकाम हासिल किए हैं, जिनसे प्रत्येक भारतीय गौरवान्वित महसूस कर रहा है।
उन्होंने कहा कि विज्ञान, प्रौद्योगिकी और वैश्विक मंचों पर भारत की बढ़ती प्रतिष्ठा देश की निरंतर प्रगति का प्रमाण है।
देश के निजी अंतरिक्ष क्षेत्र की सफलता का उल्लेख करते हुए प्रधानमंत्री ने स्काईरूट एयरोस्पेस की उपलब्धि को ऐतिहासिक बताया।
उन्होंने याद दिलाया कि हाल ही में एक भारतीय नागरिक अंतरराष्ट्रीय अंतरिक्ष स्टेशन (आईएसएस) तक पहुंचा और अब एक भारतीय निजी स्टार्टअप ने भी अंतरिक्ष क्षेत्र में उल्लेखनीय उपलब्धि हासिल की है।
उनके अनुसार, यह सफलता दुनिया को भारत के युवाओं की असीम क्षमता और महत्वाकांक्षा का स्पष्ट संदेश देती है।
प्रधानमंत्री ने कहा कि उन्हें बताया गया है कि स्काईरूट एयरोस्पेस की पूरी टीम की औसत आयु केवल 28 वर्ष है।
इसी संदर्भ में उन्होंने राजनीतिक टिप्पणी करते हुए कहा कि वह ऐसे वास्तविक युवाओं की बात कर रहे हैं, “किसी 56 वर्षीय युवा की नहीं।” इसे विपक्ष के नेता राहुल गांधी पर परोक्ष टिप्पणी के रूप में देखा जा रहा है।
सोमवार से शुरू हुआ संसद का मानसून सत्र 13 अगस्त तक चलेगा। इस दौरान सरकार कराधान, न्यायिक सुधार, उच्च शिक्षा, विदेशी अंशदान व्यवस्था तथा सूक्ष्म, लघु एवं मध्यम उद्यम (एमएसएमई) क्षेत्र से जुड़े कई महत्वपूर्ण विधेयक संसद में पेश करने और उन्हें पारित कराने का प्रयास करेगी।
सरकार की प्राथमिकताओं में विदेशी अंशदान (विनियमन) संशोधन विधेयक, 2026 प्रमुख है, जिसके जरिए विदेशी फंडिंग से जुड़े प्रावधानों में संशोधन प्रस्तावित है।
इसके अलावा विकसित भारत शिक्षा अधिष्ठान विधेयक, 2025 भी सरकार के एजेंडे में शामिल है, जिसका उद्देश्य देश की उच्च शिक्षा व्यवस्था में व्यापक सुधार करना है।
यह विधेयक पहले लोकसभा में प्रस्तुत किया जा चुका है और विस्तृत परीक्षण के लिए संयुक्त संसदीय समिति को भेजा गया था।
सत्र के दौरान आयकर (संशोधन) विधेयक, 2026 भी लाया जाएगा, जिसमें निर्दिष्ट सरकारी प्रतिभूतियों से आय अर्जित करने वाले विदेशी निवेशकों को कर छूट जारी रखने संबंधी अध्यादेश का स्थान लेने का प्रस्ताव है। सरकार का मानना है कि इससे विदेशी निवेश को बढ़ावा मिलेगा और देश के सॉवरेन डेट बाजार को मजबूती मिलेगी।
विधायी कार्यक्रम में सुप्रीम कोर्ट (न्यायाधीशों की संख्या) संशोधन विधेयक, 2026 भी शामिल है, जिसके तहत मुख्य न्यायाधीश को छोड़कर सर्वोच्च न्यायालय के न्यायाधीशों की संख्या 33 से बढ़ाकर 37 करने का प्रस्ताव है, ताकि लंबित मामलों के तेजी से निस्तारण में सहायता मिल सके।
साथ ही सूक्ष्म, लघु एवं मध्यम उद्यम विकास (संशोधन) विधेयक, 2026 के जरिए विलंबित भुगतान की समस्या दूर करने, सुविधा परिषदों को अधिक प्रभावी बनाने और राज्यों को विवाद निपटान में अधिक लचीलापन देने का प्रस्ताव भी रखा जाएगा।
इसके अतिरिक्त सरकार जन्म एवं मृत्यु पंजीकरण अधिनियम में संशोधन कर विलंबित पंजीकरण के नियमों को और कड़ा बनाने तथा राष्ट्रीय सम्मान अपमान निवारण अधिनियम में भी बदलाव करने की तैयारी में है।
सरकार जहां अपने प्रमुख सुधार एजेंडे को आगे बढ़ाने का प्रयास करेगी, वहीं विपक्ष भी कई राष्ट्रीय और राजनीतिक मुद्दों को जोरदार ढंग से उठाने की तैयारी में है।
ऐसे में पूरे मानसून सत्र के दौरान संसद में तीखी राजनीतिक बहस और महत्वपूर्ण विधायी गतिविधियों के देखने की संभावना है।
