India Advances Plan for Five More S-400 Systems as Russia Sends Cost Proposal
Moscow’s Bill of Quantities opens the next stage of price discussions, while the final approval will depend on negotiations and clearance from the Finance Minister.
New Delhi: India’s plan to strengthen its air-defence network with five additional Russian S-400 Triumf systems has entered a fresh phase, with Moscow submitting a detailed Bill of Quantities (BOQ) covering construction and material costs to facilitate negotiations over the proposed acquisition.
The cost discussions are expected to precede the formal approval process.
The proposal will eventually require consideration by the Cabinet Committee on Security after the financial terms are settled and the Union Finance Ministry gives its clearance, according to authoritative sources.
India is already nearing completion of its existing S-400 acquisition programme.
The fifth and final unit from the contract signed by the Narendra Modi government in 2018, valued at USD 5.43 billion, is scheduled to arrive in November this year.
The additional systems are expected to strengthen India’s ability to respond to evolving security challenges along its borders.
The fifth S-400 unit under the existing contract is also planned for deployment in the country’s eastern theatre, where India faces China.
The S-400 has acquired added importance for the Indian military following its reported performance during Operation Sindoor in May 2025.
One of the system’s long-range missiles was used to engage a Pakistani airborne early-warning aircraft at a reported distance of 314 kilometres, across the Indus in Pakistan.
Pakistan also employed kamikaze drones in attempts to strike S-400 installations positioned at the Adampur and Bhuj air bases.
However, the Russian-made air-defence platform helped maintain a strong deterrent against Pakistani combat aircraft approaching Indian airspace, according to the account provided.
The May 2025 confrontation also saw Pakistan repositioning its air assets towards bases close to the Durand Line with Afghanistan.
The move followed Indian strikes on 11 Pakistani air bases, using BrahMos missiles, while the source attributes the downing of seven Pakistani fighters to India’s S-400 and Akash-Tir air-defence systems.
Separately, reports suggesting that India has already decided to purchase two squadrons of Russia’s fifth-generation Su-57 fighter jets are not accurate, according to the sources cited.
No final decision has been taken, although the Indian Air Force has reportedly expressed interest in the Russian proposal.
The issue has gained attention amid the deployment of China’s J-20 fifth-generation fighters at Hotan, Lhasa and Nyingchi airbases in Tibet under the PLA’s Western Theatre Command.
The presence of these aircraft has contributed to the Indian Air Force’s interest in evaluating Russia’s offer.
Meanwhile, expectations of a visit by Russian President Vladimir Putin to New Delhi for the BRICS summit from September 11 to 13 are adding significance to the broader India-Russia defence relationship.
Defence cooperation between the two countries is also expected to receive further impetus in the field of hypersonic missile technology.

नई दिल्ली: भारत की वायु रक्षा क्षमता को और मजबूत करने के लिए रूस से पांच अतिरिक्त S-400 ट्रायम्फ एयर डिफेंस सिस्टम लेने की योजना आगे बढ़ती दिखाई दे रही है।
रूस ने इस संभावित सौदे के लिए निर्माण और सामग्री से जुड़ी लागत का विस्तृत बिल ऑफ क्वांटिटीज (BOQ) भारत को भेज दिया है, जिसके बाद कीमत को लेकर बातचीत शुरू होने का रास्ता साफ हो गया है।
मामले से परिचित सूत्रों के अनुसार, पहले दोनों पक्षों के बीच वित्तीय शर्तों को अंतिम रूप दिया जाएगा।
इसके बाद प्रस्ताव को औपचारिक मंजूरी के लिए कैबिनेट कमेटी ऑन सिक्योरिटी (CCS) के समक्ष ले जाया जाएगा। इसके लिए वित्त मंत्रालय की सहमति भी आवश्यक होगी।
भारत के पास पहले से चल रहे S-400 कार्यक्रम का अंतिम चरण भी इसी वर्ष पूरा होने वाला है।
वर्ष 2018 में नरेंद्र मोदी सरकार ने रूस के साथ 5.43 अरब अमेरिकी डॉलर का समझौता किया था। इस करार के तहत मिलने वाला पांचवां और अंतिम S-400 सिस्टम नवंबर में भारत पहुंचने वाला है।
नए सिस्टम हासिल करने की योजना ऐसे समय में सामने आई है जब भारत अपनी सीमाओं पर वायु सुरक्षा को लेकर लगातार क्षमता बढ़ा रहा है।
मौजूदा करार के तहत आने वाले पांचवें S-400 को चीन की ओर वाले पूर्वी क्षेत्र में तैनात किए जाने की योजना है।
S-400 की भूमिका को मई 2025 में हुए ऑपरेशन सिंदूर के दौरान भी विशेष महत्व मिला।
उपलब्ध विवरण के मुताबिक, इस प्रणाली की लंबी दूरी की मिसाइल ने पाकिस्तान के भीतर इंडस नदी के पार करीब 314 किलोमीटर की दूरी पर एक पाकिस्तानी एयरबोर्न अर्ली वार्निंग विमान को निशाना बनाया था।
पाकिस्तान ने अडमपुर और भुज एयरबेस पर तैनात S-400 प्रणालियों को निशाना बनाने के लिए कामिकाजे ड्रोन का इस्तेमाल करने की कोशिश की थी।
इसके बावजूद, भारतीय वायु रक्षा व्यवस्था ने पाकिस्तानी लड़ाकू विमानों को भारतीय सीमा के करीब आने से रोकने में अहम भूमिका निभाई।
इसी संघर्ष के दौरान पाकिस्तान ने अपने कई हवाई संसाधनों को अफगानिस्तान से लगी डूरंड लाइन के आसपास स्थित ठिकानों की ओर स्थानांतरित किया।

चीन की ओर से तिब्बत में अपनी पांचवीं पीढ़ी के J-20 लड़ाकू विमानों की तैनाती इस चर्चा के प्रमुख कारणों में बताई जा रही है।
ये विमान हॉटन, ल्हासा और न्यिंगची स्थित एयरबेस पर तैनात किए गए हैं, जो पीपुल्स लिबरेशन आर्मी के पश्चिमी थिएटर कमांड के अंतर्गत आते हैं।
इसी बीच, 11 से 13 सितंबर तक दिल्ली में होने वाले BRICS शिखर सम्मेलन के लिए रूसी राष्ट्रपति व्लादिमीर पुतिन के भारत दौरे की संभावनाओं ने दोनों देशों के रक्षा संबंधों पर भी ध्यान बढ़ाया है।
भारत और रूस के बीच रक्षा सहयोग को हाइपरसोनिक मिसाइल क्षेत्र में आगे बढ़ाने की दिशा में भी नई गति मिलने की उम्मीद है।
