India Faces New US Tariff Risk as Senate Advances Russia Sanctions Measure
The US Senate has approved a Russia sanctions bill that could allow Donald Trump to impose tariffs of up to 100% on imports from major Russian energy buyers, including India.

A new US sanctions measure targeting Russia has moved closer to becoming law after the Senate approved legislation that could authorize President Donald Trump to levy punitive tariffs of up to 100 per cent on goods from countries continuing to purchase substantial quantities of Russian oil and gas.
The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 won Senate approval by an 86-11 vote on Friday. Its next test will come in the House of Representatives, which is expected to consider the legislation after lawmakers return on August 31.
For India, the measure could add another layer of pressure to an already strained trade relationship with Washington.
India is identified alongside China, Azerbaijan, Hungary and Slovakia among the principal buyers of Russian oil and gas covered by the proposed tariff mechanism.
The legislation does not itself impose the additional duties. Even if Congress ultimately passes it and Trump signs it into law, the President would have to decide whether to activate the tariff authority.
India is already facing a 50% US tariff on some exports
The proposed measure comes after Washington imposed an additional 25 per cent duty on Indian products in August 2025 over India’s continued purchases of Russian crude.
For some categories of Indian goods, that took the overall US tariff burden to 50 per cent.
A further levy of up to 100 per cent could therefore significantly raise the cost of Indian products entering the American market if the White House decides to use the new authority.
India’s purchases of Russian crude expanded substantially after the Ukraine war disrupted traditional patterns of global energy trade in 2022.
Russian supplies, often available at discounted rates, became an important source for Indian refiners seeking both competitive prices and dependable crude availability.
That relationship has assumed additional importance amid instability in West Asia and disruptions affecting shipping through the Strait of Hormuz.
Russian supplies have provided Indian refiners with an alternative source as risks to other supply routes increased.
Despite pressure from Washington, Indian purchases have remained substantial. Russian crude imports reportedly jumped 34 per cent in June 2026, reaching a record level after the US temporarily relaxed some restrictions during the Iran conflict.
India’s longstanding position has been that decisions on energy procurement are determined by national requirements, economic considerations and energy security.
Measure also targets Putin, Russian financial network
The proposed legislation goes beyond secondary sanctions.
It contains additional sanctions targeting Russian President Vladimir Putin, senior members of the Russian establishment, oligarchs and financial institutions considered connected to the Kremlin.
It would also keep the Iran Sanctions Act of 1996 in force until 2031. The law provides for penalties against companies involved in investment in Iran’s energy industry.
Supporters of the Senate measure argue that continued purchases of Russian energy provide Moscow with an important economic lifeline and that countries benefiting from such trade should face consequences.
Senator Richard Blumenthal, a Democratic co-sponsor who worked with Republican Senator Lindsey Graham, backed the measure as a means of increasing pressure on Russia and those continuing commercial ties with it.
Darline Graham, who was appointed to the Senate seat formerly occupied by her late brother, also supported the legislation and argued that countries benefiting from inexpensive Russian energy should have to weigh those purchases against access to the US market.
Opposition warns of damage to US interests.
The proposed tariff powers have not received unanimous backing on Capitol Hill.
Democratic Representatives Gregory Meeks and Don Beyer have criticised the breadth of the proposed authority, warning that it could give Trump another powerful instrument for pursuing trade disputes. They have also argued that the ultimate cost of higher import duties could be passed on to American consumers.
Concerns have also emerged in the Senate. Republican Senator Rand Paul and Democratic Senator Ron Wyden separately questioned the wisdom of the 100 per cent tariff provision, particularly its possible effect on relations between Washington and New Delhi.
Critics argue that threatening Indian exports may not persuade India to substantially alter its crude-buying strategy and could instead create friction with a major US strategic partner.
House approval will determine the next step
The Senate vote is therefore only an intermediate stage. The House must approve the legislation before it can reach Trump’s desk.
The possibility of exemptions could also prove important. Blumenthal has previously indicated that countries with relatively small purchases of Russian gas might qualify for certain exceptions.
For India, the final wording of the legislation, the exemptions ultimately adopted and Trump’s decision on whether to exercise the tariff power will determine the actual commercial impact.
Until those steps are completed, the proposed 100 per cent tariff remains a potential measure rather than an immediate new duty on Indian exports.

लिंडसे ओ. ग्राहम सैंक्शनिंग रूस एंड ईरान एक्ट ऑफ 2026 को शुक्रवार को अमेरिकी सीनेट ने 86 के मुकाबले 11 मतों से मंजूरी दी। अब इसका अगला पड़ाव प्रतिनिधि सभा है, जहां सांसदों के 31 अगस्त को अवकाश से लौटने के बाद इस पर विचार किए जाने की संभावना है।
भारत के लिए यह घटनाक्रम महत्वपूर्ण है क्योंकि प्रस्तावित व्यवस्था में चीन, भारत, अजरबैजान, हंगरी और स्लोवाकिया जैसे रूस के प्रमुख तेल एवं गैस खरीदार देशों को शामिल किया गया है।
हालांकि, सीनेट से पारित होने के साथ ही कोई नया शुल्क लागू नहीं होगा। पहले प्रतिनिधि सभा को विधेयक मंजूर करना होगा और उसके बाद राष्ट्रपति के हस्ताक्षर से यह कानून बनेगा।
कानून बनने के बाद भी अतिरिक्त टैरिफ लगाना अनिवार्य नहीं होगा, क्योंकि अंतिम निर्णय ट्रंप के हाथ में रहेगा।
भारतीय निर्यात पहले ही अमेरिकी शुल्क के दबाव में
नया प्रस्ताव ऐसे समय आया है जब रूस से कच्चा तेल खरीदने के मुद्दे पर भारत और अमेरिका के बीच व्यापारिक तनाव पहले से मौजूद है।
अमेरिका ने अगस्त 2025 में भारतीय उत्पादों पर अतिरिक्त 25 प्रतिशत शुल्क लगाया था। इसके बाद कुछ भारतीय वस्तुओं पर अमेरिकी बाजार में कुल टैरिफ 50 प्रतिशत तक पहुंच गया।
यदि प्रस्तावित कानून के तहत अधिकतम शुल्क का इस्तेमाल भारत के खिलाफ किया जाता है, तो अमेरिकी बाजार में भारतीय निर्यातकों की लागत और प्रतिस्पर्धात्मक दबाव दोनों काफी बढ़ सकते हैं।
यूक्रेन युद्ध शुरू होने के बाद 2022 से भारत ने रूसी कच्चे तेल की खरीद में उल्लेखनीय वृद्धि की। अपेक्षाकृत कम कीमत पर उपलब्ध रूसी क्रूड भारतीय रिफाइनरियों के लिए महत्वपूर्ण आपूर्ति स्रोत बन गया। इससे उन्हें लागत नियंत्रित रखने और नियमित कच्चे तेल की उपलब्धता बनाए रखने में मदद मिली।
पश्चिम एशिया में बढ़ते तनाव और होर्मुज जलडमरूमध्य से जुड़े समुद्री परिवहन पर बढ़ते जोखिमों ने भी रूसी तेल को भारत के लिए महत्वपूर्ण वैकल्पिक स्रोत बना दिया है।
अमेरिकी दबाव के बावजूद रूसी कच्चे तेल की भारतीय खरीद में बड़ी गिरावट नहीं आई। उपलब्ध आंकड़ों के अनुसार, जून 2026 में रूस से क्रूड आयात 34 प्रतिशत बढ़कर रिकॉर्ड स्तर पर पहुंच गया था। यह वृद्धि उस अवधि के बाद हुई जब ईरान संघर्ष के दौरान अमेरिका ने कुछ प्रतिबंधों में अस्थायी राहत दी थी।
भारत लगातार कहता रहा है कि उसकी ऊर्जा खरीद के फैसले देश की आवश्यकताओं, आर्थिक हितों और ऊर्जा सुरक्षा को ध्यान में रखकर लिए जाते हैं।
पुतिन और रूसी वित्तीय संस्थानों पर भी कार्रवाई
सीनेट से पारित विधेयक का दायरा केवल रूसी ऊर्जा खरीदने वाले देशों पर संभावित शुल्क तक सीमित नहीं है।
इसमें रूसी राष्ट्रपति व्लादिमीर पुतिन, वरिष्ठ अधिकारियों, प्रभावशाली रूसी कारोबारियों तथा क्रेमलिन से जुड़े माने जाने वाले वित्तीय संस्थानों के खिलाफ अतिरिक्त प्रतिबंध लगाने का प्रस्ताव भी शामिल है।
विधेयक 1996 के ईरान सैंक्शंस एक्ट की अवधि को 2031 तक बढ़ाने का भी प्रावधान करता है। यह कानून ईरान के ऊर्जा क्षेत्र में निवेश करने वाली कंपनियों के खिलाफ प्रतिबंधात्मक कार्रवाई की अनुमति देता है।
विधेयक के समर्थकों का कहना है कि रूस के साथ ऊर्जा व्यापार जारी रखने वाले देश मॉस्को को आर्थिक मजबूती प्रदान कर रहे हैं और ऐसे देशों पर दबाव बढ़ाना जरूरी है।
डेमोक्रेटिक सीनेटर रिचर्ड ब्लूमेंथल ने रिपब्लिकन सीनेटर लिंडसे ग्राहम के साथ मिलकर इस प्रस्ताव पर काम किया है। उन्होंने इसे रूस पर दबाव बढ़ाने की कोशिश के रूप में समर्थन दिया है।
डार्लिन ग्राहम, जिन्हें उनके दिवंगत भाई की सीनेट सीट पर नियुक्त किया गया था, ने भी विधेयक का समर्थन किया है।
टैरिफ अधिकार को लेकर अमेरिका में भी मतभेद
हालांकि प्रस्तावित 100 प्रतिशत शुल्क को लेकर अमेरिकी सांसदों के बीच पूर्ण सहमति नहीं है।
डेमोक्रेटिक सांसद ग्रेगरी मीक्स और डॉन बेयर ने ट्रंप को दिए जाने वाले व्यापक टैरिफ अधिकारों पर चिंता जताई है। उनका कहना है कि इस शक्ति का इस्तेमाल अन्य व्यापारिक विवादों में भी किया जा सकता है और ऊंचे शुल्क का बोझ अंततः अमेरिकी उपभोक्ताओं पर पड़ सकता है।
सीनेट में रिपब्लिकन सीनेटर रैंड पॉल और डेमोक्रेटिक सीनेटर रॉन वाइडन ने भी अलग-अलग मौकों पर 100 प्रतिशत शुल्क के प्रावधान पर सवाल उठाए।
उनकी चिंता का एक प्रमुख पहलू अमेरिका-भारत संबंध है। आलोचकों का तर्क है कि भारतीय निर्यात पर अत्यधिक शुल्क लगाने की धमकी शायद नई दिल्ली की रूसी तेल खरीद नीति में अपेक्षित बदलाव न ला पाए और इसके बजाय दोनों देशों के रणनीतिक संबंधों में तनाव बढ़ा सकती है।
प्रतिनिधि सभा की मंजूरी जरूरी
सीनेट की मंजूरी के बाद भी विधेयक कानून नहीं बना है। प्रतिनिधि सभा से पारित होना इसकी अगली अनिवार्य प्रक्रिया है। इसके बाद ही यह राष्ट्रपति के पास हस्ताक्षर के लिए जा सकेगा।
संभावित छूट भी अंतिम प्रभाव को प्रभावित कर सकती है। ब्लूमेंथल पहले संकेत दे चुके हैं कि रूसी गैस की सीमित मात्रा खरीदने वाले देशों के लिए कुछ परिस्थितियों में अपवाद रखे जा सकते हैं।
इसलिए भारत पर वास्तविक प्रभाव इस बात से तय होगा कि प्रतिनिधि सभा में विधेयक किस रूप में पारित होता है, अंतिम कानून में क्या छूट मिलती है और राष्ट्रपति ट्रंप उपलब्ध टैरिफ अधिकार का इस्तेमाल करते हैं या नहीं।
फिलहाल 100 प्रतिशत तक अतिरिक्त शुल्क भारत पर लागू नया टैरिफ नहीं है, बल्कि ऐसा संभावित अधिकार है जिसे कानून बनने के बाद अमेरिकी राष्ट्रपति इस्तेमाल कर सकते हैं।
