India Lodges Strong Protest With Russia After Four Indian Seafarers Killed in Missile Strike Near Ukraine
New Delhi: India on Tuesday strongly protested the deaths of four Indian seafarers who were killed after a merchant vessel sailing under the Guinea-Bissau flag came under attack off the Ukrainian coast.
The Government of India summoned Russia’s Charge d’Affaires and conveyed its deep concern, describing the incident as completely unacceptable.
The Ministry of External Affairs (MEA) formally communicated its protest to the senior Russian diplomat, stating that the attack on the commercial vessel, which resulted in the deaths of Indian nationals, could not be justified.
The incident is the first known case of Indian seafarers losing their lives since the Russia-Ukraine conflict began.
According to the MEA, the merchant ship MV Golden Leo was struck while departing from the Ukrainian port of Odesa on the evening of July 19.
The vessel was carrying 17 crew members, including five Indians. Four of the Indian crew members lost their lives in the attack, while the fifth sustained serious injuries and remains in critical condition at a hospital.
Ukraine’s Foreign Minister Andrii Sybiha said the civilian cargo vessel was attacked while navigating Ukraine’s designated maritime corridor.
He stated that the crew included both Indian and Syrian nationals and alleged that the strike was carried out by Russian forces. Ukraine’s Air Force also claimed that the vessel had been hit by Russian cruise missiles.
The attack formed part of a broader series of strikes targeting the port city of Odesa over the weekend.
Rescue teams continued search-and-rescue operations throughout the night following the incident.
Of the 17 people on board the MV Golden Leo, eight crew members were rescued, according to Ukrainian authorities.
Russia’s Defence Ministry, meanwhile, said separately that its military had continued operations against Ukrainian ports and vessels which it alleged were supporting Ukraine’s military activities.
The ministry, however, did not specifically address the reported strike on the MV Golden Leo.
Reacting to the incident, the Ministry of External Affairs strongly condemned the attack.
Without directly naming Russia, the ministry stated that assaults on commercial shipping and civilian crews were deplorable and should never occur, stressing the importance of ensuring the safety of innocent seafarers operating in conflict zones.
The MEA also said that the Indian Embassy in Ukraine is maintaining close contact with local authorities and is continuously monitoring developments.
It assured that every possible effort is being made to assist the affected crew members and their families.
Expressing heartfelt condolences, the ministry extended sympathies to the families of those who lost their lives and wished the injured Indian sailor a speedy and complete recovery.
यूक्रेन तट के पास मिसाइल हमले में चार भारतीय नाविकों की मौत पर भारत का रूस से कड़ा विरोध
नई दिल्ली: यूक्रेन के तट के निकट गिनी-बिसाउ ध्वज वाले एक व्यापारी जहाज पर हुए हमले में चार भारतीय नाविकों की मौत के बाद भारत ने मंगलवार को रूस के समक्ष कड़ा विरोध दर्ज कराया।
भारत सरकार ने रूस के प्रभारी राजनयिक (चार्ज डी’अफेयर्स) को तलब कर इस घटना पर गहरी आपत्ति जताई और इसे पूरी तरह अस्वीकार्य बताया।
विदेश मंत्रालय (एमईए) ने रूसी राजनयिक को स्पष्ट रूप से अवगत कराया कि जिस वाणिज्यिक जहाज पर भारतीय नागरिक सवार थे, उस पर किया गया हमला गंभीर चिंता का विषय है और इसे किसी भी स्थिति में उचित नहीं ठहराया जा सकता।
रूस-यूक्रेन युद्ध शुरू होने के बाद भारतीय नाविकों की मौत का यह पहला मामला माना जा रहा है।
विदेश मंत्रालय के अनुसार एमवी गोल्डन लियो नामक मालवाहक जहाज 19 जुलाई की शाम यूक्रेन के ओडेसा बंदरगाह से रवाना हो रहा था, तभी उस पर हमला हुआ।
जहाज पर कुल 17 चालक दल के सदस्य सवार थे, जिनमें पांच भारतीय नागरिक शामिल थे। हमले में चार भारतीय नाविकों की मृत्यु हो गई, जबकि एक अन्य गंभीर रूप से घायल है और अस्पताल में उसका इलाज चल रहा है।
यूक्रेन के विदेश मंत्री आंद्री सिबिहा ने कहा कि यह नागरिक मालवाहक जहाज यूक्रेन के समुद्री गलियारे से गुजर रहा था, जब उस पर हमला किया गया।
उनके अनुसार जहाज के चालक दल में भारतीय और सीरियाई नागरिक भी शामिल थे। वहीं यूक्रेन की वायु सेना ने दावा किया कि जहाज को रूसी क्रूज़ मिसाइलों से निशाना बनाया गया।
यह हमला सप्ताहांत के दौरान ओडेसा बंदरगाह पर हुए व्यापक हमलों की श्रृंखला का हिस्सा बताया जा रहा है।
घटना के बाद पूरी रात खोज एवं बचाव अभियान चलाया गया। यूक्रेनी अधिकारियों के अनुसार एमवी गोल्डन लियो पर सवार 17 लोगों में से आठ चालक दल के सदस्यों को सुरक्षित बचा लिया गया।
दूसरी ओर, रूस के रक्षा मंत्रालय ने अलग से जारी बयान में कहा कि उसकी सेना ने यूक्रेन के उन बंदरगाहों और जहाजों पर कार्रवाई जारी रखी जिन्हें वह यूक्रेनी सैन्य गतिविधियों से जुड़ा मानता है।
हालांकि मंत्रालय ने एमवी गोल्डन लियो पर हुए कथित हमले का प्रत्यक्ष उल्लेख नहीं किया।
घटना पर प्रतिक्रिया देते हुए विदेश मंत्रालय ने वाणिज्यिक जहाजों और नागरिक चालक दल को निशाना बनाए जाने की कड़ी निंदा की।
मंत्रालय ने किसी देश का नाम लिए बिना कहा कि व्यापारिक जहाजों और निर्दोष नाविकों पर ऐसे हमले अत्यंत निंदनीय हैं और इन्हें हर हाल में टाला जाना चाहिए।
विदेश मंत्रालय ने यह भी बताया कि यूक्रेन स्थित भारतीय दूतावास पूरे घटनाक्रम पर लगातार नजर बनाए हुए है और प्रभावित भारतीयों को हर संभव सहायता उपलब्ध कराने के लिए स्थानीय अधिकारियों के संपर्क में है।
मंत्रालय ने मृतक नाविकों के परिजनों के प्रति गहरी संवेदना व्यक्त की तथा अस्पताल में भर्ती घायल भारतीय नाविक के शीघ्र और पूर्ण स्वस्थ होने की कामना की।
