India-Pakistan Row Over Jammu and Kashmir Map Intensifies After UN Cartographic Vote
Pakistan rejects New Delhi’s clarification on Jammu and Kashmir and Ladakh after India backs UN resolution on more accurate world-map representation
New Delhi: A fresh diplomatic exchange between India and Pakistan emerged on Monday after Islamabad challenged New Delhi’s position on Jammu and Kashmir, describing India’s assertion as “baseless”.
The response came a day after India clarified the significance of its vote on a United Nations resolution concerning the way the world is represented on maps.
The latest disagreement centres on an issue that has long remained highly sensitive in relations between the two neighbouring countries.
Pakistan’s Foreign Ministry issued its response after the Indian Ministry of External Affairs explained that its support for the resolution should not be interpreted as approval of any particular depiction of international boundaries.
The controversy followed India’s vote in favour of a UN General Assembly resolution that seeks to encourage a more accurate representation of the relative size and shape of the world’s continental landmasses.
New Delhi backed the measure two days before the latest exchange between the two countries.
India subsequently sought to clarify what its vote meant in relation to Jammu and Kashmir and Ladakh, both of which are administered by India as Union Territories.
MEA spokesperson Randhir Jaiswal said the Indian position was rooted in the principle of promoting equal-area cartographic representation.
Jaiswal further underlined that supporting the resolution did not amount to accepting a particular world-map projection or endorsing a specific portrayal of national borders.
The clarification was issued by the Ministry of External Affairs on Sunday, apparently in response to interpretations surrounding India’s vote.
The issue then drew a response from Islamabad. Pakistani Foreign Ministry spokesperson Sajjad Haider Khan said Monday that Pakistan rejected what it called India’s claims concerning the status of Jammu and Kashmir.
Khan characterised New Delhi’s position as inconsistent with what Pakistan described as internationally recognised facts.
The Pakistani statement specifically challenged India’s assertions regarding Jammu and Kashmir, bringing the territorial dispute between the two countries back into the diplomatic spotlight.
At the heart of the disagreement is the interpretation attached to the UN-backed cartographic initiative.
India has maintained, through its clarification, that its vote was directed at the broader objective of improving cartographic representation rather than validating any particular map or boundary depiction.
The Indian government’s explanation also distinguished between the technical principle behind the resolution and the political interpretation that could potentially be attached to individual maps.
According to the MEA, India had specifically pointed out that the resolution itself did not endorse a particular projection, map or representation of national frontiers.
Pakistan, however, has taken a different view of New Delhi’s position and used its Monday statement to dispute India’s description of the status of Jammu and Kashmir.
The exchange illustrates how even an issue centred on cartographic representation can quickly acquire wider diplomatic significance because of the longstanding disagreement between India and Pakistan over Jammu and Kashmir.
For now, the two sides remain divided over how the Indian vote and subsequent clarification should be understood.
While New Delhi has emphasised the technical and principle-based nature of its position on the UN resolution, Islamabad has focused on the territorial implications it associates with India’s assertions regarding Jammu and Kashmir.

नई दिल्ली: जम्मू-कश्मीर को लेकर भारत और पाकिस्तान के बीच एक बार फिर कूटनीतिक बयानबाजी तेज हो गई है।
पाकिस्तान ने सोमवार को जम्मू-कश्मीर की स्थिति को लेकर भारत के रुख को खारिज करते हुए उसे “निराधार” बताया।
इस्लामाबाद की प्रतिक्रिया भारत के विदेश मंत्रालय द्वारा संयुक्त राष्ट्र के एक मानचित्र संबंधी प्रस्ताव पर दिए गए स्पष्टीकरण के एक दिन बाद आई।
विवाद की ताजा कड़ी संयुक्त राष्ट्र महासभा में उस प्रस्ताव पर भारत के मतदान से जुड़ी है, जिसका उद्देश्य दुनिया के मानचित्र पर महाद्वीपों के आकार और क्षेत्रफल को अधिक सटीक ढंग से दर्शाने की दिशा में काम करना है।
भारत ने इस प्रस्ताव के पक्ष में मतदान किया था।
मतदान के बाद जम्मू-कश्मीर और लद्दाख के संदर्भ में भारत की स्थिति को लेकर उठ रही व्याख्याओं के बीच विदेश मंत्रालय ने रविवार को अपना पक्ष स्पष्ट किया।
विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने कहा कि भारत का समर्थन समान-क्षेत्रफल वाले कार्टोग्राफिक प्रतिनिधित्व के मूल सिद्धांत को आगे बढ़ाने के उद्देश्य से था।
विदेश मंत्रालय ने यह भी स्पष्ट किया कि प्रस्ताव के पक्ष में मतदान का अर्थ किसी खास विश्व मानचित्र, प्रक्षेपण या राष्ट्रीय सीमाओं के किसी विशेष चित्रण को स्वीकार करना नहीं है।
भारत ने इस बात पर जोर दिया कि प्रस्ताव अपने आप में किसी विशिष्ट नक्शे अथवा सीमाओं के प्रदर्शन को मान्यता नहीं देता।
भारत की इस व्याख्या के बाद पाकिस्तान के विदेश मंत्रालय की ओर से सोमवार को प्रतिक्रिया सामने आई। पाकिस्तानी विदेश मंत्रालय के प्रवक्ता सज्जाद हैदर खान ने जम्मू-कश्मीर की स्थिति को लेकर भारत के दावों को स्पष्ट रूप से खारिज किया।
खान ने भारत के रुख को “निराधार” बताते हुए कहा कि नई दिल्ली की ओर से जम्मू-कश्मीर की स्थिति को लेकर किए गए दावे उन तथ्यों के अनुरूप नहीं हैं जिन्हें पाकिस्तान अंतरराष्ट्रीय स्तर पर मान्यता प्राप्त तथ्य के तौर पर प्रस्तुत करता है।
इस पूरे विवाद में संयुक्त राष्ट्र के प्रस्ताव का मूल विषय दुनिया के मानचित्र में महाद्वीपीय भू-भाग के अधिक संतुलित और सटीक प्रतिनिधित्व से जुड़ा है।
भारत के मुताबिक उसका मतदान इसी व्यापक कार्टोग्राफिक सिद्धांत के समर्थन में था।
विदेश मंत्रालय की सफाई में खास तौर पर यह अंतर रेखांकित किया गया कि किसी तकनीकी या मानचित्रण संबंधी प्रस्ताव के पक्ष में मतदान को किसी देश की सीमा या क्षेत्रीय स्थिति से संबंधित किसी विशेष नक्शे की स्वीकृति के रूप में नहीं देखा जाना चाहिए।
हालांकि, पाकिस्तान ने भारत की इसी व्याख्या को स्वीकार नहीं किया और अपने बयान में जम्मू-कश्मीर के संबंध में नई दिल्ली के दावों पर आपत्ति दर्ज कराई।
इस तरह एक तकनीकी मानचित्रण प्रस्ताव से शुरू हुआ मुद्दा दोनों देशों के बीच लंबे समय से चले आ रहे जम्मू-कश्मीर विवाद के संदर्भ में राजनीतिक और कूटनीतिक बहस का विषय बन गया।
भारत की ओर से जहां प्रस्ताव के समर्थन को कार्टोग्राफिक प्रतिनिधित्व के सिद्धांत से जोड़ा गया है, वहीं पाकिस्तान ने अपने जवाब में जम्मू-कश्मीर की स्थिति को केंद्र में रखा है।
दोनों देशों के बयानों से साफ है कि प्रस्ताव को लेकर उनकी व्याख्याएं अलग-अलग हैं।
फिलहाल इस मुद्दे पर नई दिल्ली और इस्लामाबाद के रुख में कोई समानता नजर नहीं आई है।
भारत ने अपने मतदान को किसी विशेष मानचित्र या सीमा-चित्रण की स्वीकृति से अलग बताया है, जबकि पाकिस्तान ने जम्मू-कश्मीर को लेकर भारत के दावे पर ही सवाल उठाया है।
