India Pushes Back Against OIC Kashmir Campaign at UN, Rebukes Pakistan
New Delhi says international forums cannot change the status of Jammu and Kashmir and accuses Islamabad of using the OIC to advance its narrative
A fresh diplomatic confrontation over Jammu and Kashmir has erupted at the United Nations, with India challenging the Organisation of Islamic Cooperation’s decision to again raise the issue during the General Assembly session in New York.
The disagreement followed a meeting of the OIC’s Contact Group on Jammu and Kashmir, where Pakistan sought continued backing from fellow member states for its position on the region.
The meeting was attended by representatives of Azerbaijan, Pakistan, Turkiye, Saudi Arabia and Niger.
New Delhi responded by making clear that it does not recognise the OIC’s intervention on Jammu and Kashmir. The Ministry of External Affairs said the organisation cannot pass judgment on an issue that India considers part of its domestic jurisdiction.
India’s position, according to the MEA, remains that Jammu and Kashmir and Ladakh are integral parts of the country.
It rejected the OIC’s references to the region as both inappropriate and inconsistent with what New Delhi regards as the facts on the ground.
The ministry also took issue with the repeated use of international platforms to advance competing claims over Kashmir.
It argued that continued circulation of what it called politically driven narratives does not give such claims greater legitimacy.
New Delhi turns its criticism on Islamabad.
India’s strongest criticism was directed at Pakistan’s role in the OIC initiative.
The MEA accused Islamabad of using the organisation’s platform to promote what it described as manufactured allegations against India.
Rather than providing space for those claims, New Delhi said, the OIC should address concerns arising from Pakistan itself.
The Indian government also brought terrorism into its response, pointing to what it described as Pakistan’s established record of backing terrorist activity.
It called on Islamabad to take action against groups and activities operating from territory under its control.
The exchange comes against the backdrop of a broader diplomatic effort by Pakistan to keep Kashmir on the agenda of multilateral institutions.
Pakistan seeks collective OIC backing.
Speaking at the Contact Group meeting, Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar urged OIC members to maintain a coordinated position on Jammu and Kashmir in international institutions.
Islamabad also called for changes to measures introduced by India after August 5, 2019.
Dar raised the issue of people held for political reasons and sought greater international access to Jammu and Kashmir, including by observers.
Pakistan’s position contrasts directly with New Delhi’s insistence that the constitutional and administrative status of Jammu and Kashmir is an internal matter and not one for external organisations to adjudicate.
OIC reiterates its position
The OIC has continued to express support for what it describes as the right of the people of Jammu and Kashmir to self-determination. Its Contact Group meeting in New York once again brought the issue into focus during the UN General Assembly session.
The latest exchange therefore reflects two sharply different diplomatic positions: Pakistan is seeking greater international attention to Kashmir, while India is rejecting such intervention and questioning the OIC’s role in raising the matter.
With the UN General Assembly bringing a large number of governments together in New York, Kashmir is once again featuring in competing diplomatic narratives presented by India and Pakistan.

नई दिल्ली: संयुक्त राष्ट्र महासभा के मौजूदा सत्र के दौरान जम्मू-कश्मीर का मुद्दा एक बार फिर भारत और पाकिस्तान के बीच कूटनीतिक टकराव का कारण बन गया है।
न्यूयॉर्क में इस विषय पर इस्लामिक सहयोग संगठन (OIC) की बैठक के बाद भारत ने संगठन की भूमिका पर सवाल उठाते हुए उसके रुख को खारिज कर दिया।
OIC के जम्मू-कश्मीर संपर्क समूह की बैठक में पाकिस्तान ने सदस्य देशों से इस मुद्दे पर अपना समर्थन जारी रखने की अपील की। इस समूह में पाकिस्तान के अलावा अजरबैजान, तुर्की, सऊदी अरब और नाइजर शामिल हैं।
भारत ने स्पष्ट किया कि जम्मू-कश्मीर को लेकर OIC की टिप्पणियों को वह स्वीकार नहीं करता। विदेश मंत्रालय ने कहा कि जिस विषय को भारत अपने आंतरिक अधिकार क्षेत्र का हिस्सा मानता है, उस पर किसी बाहरी संगठन को निर्णय देने या टिप्पणी करने का अधिकार नहीं है।
नई दिल्ली ने जम्मू-कश्मीर और लद्दाख को भारत का अभिन्न हिस्सा बताते हुए OIC के बयानों को अनुचित करार दिया। मंत्रालय ने यह भी कहा कि अंतरराष्ट्रीय मंचों पर किसी दावे को बार-बार दोहराने से भारत की स्थिति या क्षेत्र की संवैधानिक स्थिति नहीं बदलती।
भारत ने OIC की कार्यप्रणाली पर भी सवाल उठाया। विदेश मंत्रालय के मुताबिक, राजनीतिक उद्देश्यों से प्रेरित कथाओं को लगातार समर्थन दिए जाने से संगठन की विश्वसनीयता पर प्रश्न खड़े होते हैं।
पाकिस्तान पर भारत का सीधा निशाना
भारत की प्रतिक्रिया का एक बड़ा हिस्सा पाकिस्तान की भूमिका को लेकर था।
विदेश मंत्रालय ने आरोप लगाया कि पाकिस्तान OIC जैसे बहुपक्षीय मंच का इस्तेमाल भारत के खिलाफ अपने दावों को आगे बढ़ाने के लिए कर रहा है। नई दिल्ली ने कहा कि संगठन को पाकिस्तान को ऐसी गतिविधियों के लिए मंच उपलब्ध कराने के बजाय उसके सामने आतंकवाद से जुड़े मुद्दे उठाने चाहिए।
भारत ने पाकिस्तान पर आतंकवादी गतिविधियों को समर्थन देने का आरोप भी दोहराया। नई दिल्ली ने इस्लामाबाद से अपनी सीमा में सक्रिय आतंकवादी संगठनों और गतिविधियों के खिलाफ कार्रवाई करने को कहा।
यह घटनाक्रम ऐसे समय सामने आया है जब पाकिस्तान अंतरराष्ट्रीय मंचों पर कश्मीर के मुद्दे को फिर से प्रमुखता से उठाने की कोशिश कर रहा है।
इशाक डार ने OIC देशों से एकजुट रुख की अपील की
OIC की बैठक में पाकिस्तान के उपप्रधानमंत्री और विदेश मंत्री इशाक डार ने सदस्य देशों से संयुक्त राष्ट्र समेत विभिन्न अंतरराष्ट्रीय मंचों पर जम्मू-कश्मीर के संबंध में सामूहिक रुख बनाए रखने का आग्रह किया।
पाकिस्तान ने भारत द्वारा 5 अगस्त 2019 के बाद किए गए बदलावों को वापस लेने की मांग दोहराई। डार ने राजनीतिक कारणों से हिरासत में लिए गए लोगों की रिहाई और जम्मू-कश्मीर में अंतरराष्ट्रीय पर्यवेक्षकों की पहुंच का मुद्दा भी उठाया।
इस मामले में भारत और पाकिस्तान की स्थिति एक-दूसरे से बिल्कुल अलग है। पाकिस्तान कश्मीर को अंतरराष्ट्रीय स्तर पर उठाने पर जोर देता है, जबकि भारत इसे अपना आंतरिक विषय बताते हुए किसी तीसरे पक्ष की भूमिका को अस्वीकार करता है।
OIC का रुख भी कायम
OIC लंबे समय से जम्मू-कश्मीर के लोगों के आत्मनिर्णय के अधिकार का समर्थन करने की बात कहता रहा है। न्यूयॉर्क में हुई ताजा बैठक के जरिए संगठन ने इस मुद्दे पर अपने पुराने रुख को फिर सामने रखा।
संयुक्त राष्ट्र महासभा के सत्र के बीच हुई यह बैठक ऐसे समय हुई है जब भारत और पाकिस्तान दोनों ही अंतरराष्ट्रीय समुदाय के सामने जम्मू-कश्मीर को लेकर अपने-अपने पक्ष रखने में जुटे हैं।
ताजा घटनाक्रम से एक बार फिर स्पष्ट हुआ है कि जम्मू-कश्मीर का प्रश्न दोनों देशों के बीच केवल द्विपक्षीय विवाद का विषय नहीं है, बल्कि संयुक्त राष्ट्र और अन्य बहुपक्षीय मंचों पर भी अलग-अलग कूटनीतिक दावों का हिस्सा बना हुआ है।
