New Delhi/Islamabad: A dispute over structures outside diplomatic missions has led to a reciprocal action by India and Pakistan, with Indian authorities clearing barriers and unauthorised constructions near the Pakistan High Commission in New Delhi after similar structures were removed outside the Indian High Commission in Islamabad.

According to people familiar with the development, Indian authorities carried out the operation on Wednesday using heavy machinery.

The structures removed were located near the visa section of the Pakistan High Commission, on a small stretch of road outside the mission compound.

The move came shortly after authorities in Islamabad removed barricades and parking-related poles from the road outside the Indian High Commission.

The two diplomatic missions are located in sensitive and high-security areas of the two capitals, and the actions appear to have followed the principle of reciprocity.

Sources said Pakistan acted first, removing the structures near the Indian mission despite objections raised by New Delhi.

Pakistani authorities reportedly maintained that the work was connected with a project to widen the road in the diplomatic enclave.

India had lodged a formal protest over the action, but the Pakistani authorities went ahead with the removal of the structures.

Two days later, Indian authorities undertook a similar exercise outside the Pakistan High Commission in New Delhi.

The structures removed by the Indian side included queue-management barriers and other constructions described as unauthorised.

Heavy equipment was used to clear the area close to the High Commission’s visa section.

The development marks another instance of the sensitive diplomatic environment between the two countries extending to matters connected with their missions in each other’s capitals.

India and Pakistan often deal with issues related to diplomatic missions through the principle of reciprocal action, particularly when one side believes that facilities, security arrangements or access available to its mission have been altered.

In the latest case, the sequence of events suggests that the Indian operation was a direct response to the action taken outside the Indian High Commission in Islamabad.

Pakistan explained that the removal of structures was required for road widening.

However, the decision drew a formal objection from the Indian side because the work affected barriers and other installations located outside its mission.

The subsequent action in New Delhi has now brought the episode to the level of a reciprocal diplomatic measure.

There was no immediate indication of any broader impact on the functioning of the two missions or on visa and consular services.

However, the exchange underlines the continuing sensitivity surrounding diplomatic premises and their immediate surroundings in India-Pakistan relations, where even changes to access roads, security barriers and external installations can quickly acquire diplomatic significance.

मामले की जानकारी रखने वाले लोगों के अनुसार, भारतीय अधिकारियों ने बुधवार को भारी मशीनों की मदद से पाकिस्तान हाई कमीशन के आसपास लगे कुछ ढांचों को हटाया।

यह कार्रवाई उच्चायोग के वीजा सेक्शन के पास स्थित एक छोटी सड़क पर की गई। हटाए गए ढांचों में कतार प्रबंधन के लिए लगाए गए बैरियर और कुछ अन्य संरचनाएं शामिल थीं, जिन्हें कथित रूप से अनधिकृत बताया गया।

भारत की कार्रवाई से दो दिन पहले इस्लामाबाद में पाकिस्तानी अधिकारियों ने भारतीय उच्चायोग के बाहर से कुछ बैरिकेड और पार्किंग पोल हटा दिए थे।

पाकिस्तान ने इसके बावजूद यह कहते हुए काम जारी रखा कि सड़क को चौड़ा करने के लिए ढांचों को हटाना आवश्यक था।

इसके दो दिन बाद पाकिस्तान उच्चायोग के बाहर भारतीय अधिकारियों की कार्रवाई सामने आई।

फिलहाल इस घटनाक्रम का दोनों देशों के राजनयिक मिशनों के नियमित कामकाज या वीजा सेवाओं पर किसी तत्काल असर की जानकारी नहीं है।

हालांकि, यह मामला दिखाता है कि भारत और पाकिस्तान के बीच पहले से तनावपूर्ण संबंधों में राजनयिक परिसरों के बाहर की छोटी-सी व्यवस्था भी राजनीतिक और कूटनीतिक महत्व ले सकती है।
