Court Order, Hospital Switch and Torture Claim: Imran Khan’s Medical Transfer Sparks New Pakistan Row

Islamabad: What was supposed to be a court-mandated medical intervention for Pakistan’s jailed former prime minister Imran Khan has instead developed into a fresh legal and political confrontation between the authorities and his party.

Khan was moved out of Rawalpindi’s Adiala Jail for a medical examination but did not receive treatment at the private hospital named in a recent Supreme Court order.

Authorities instead took him to the government-run Pakistan Institute of Medical Sciences (PIMS) in Islamabad, examined him there and returned him to prison within hours.

The government said security concerns had forced the change of plan.

Khan’s Pakistan Tehreek-e-Insaf (PTI), however, accused the authorities of disregarding the court’s directions and said it would consider legal action.

The controversy was further intensified by Khan’s sister, Uzma Khan, who met him during the medical process.

She later told reporters that the former prime minister appeared stable and physically fit but had a patch over one eye.

She also claimed that Khan had told her he was being subjected to repeated torture in prison.

Pakistani authorities did not immediately respond to the allegation.

The government’s interior and law ministries, as well as jail authorities, had not issued an immediate public reply to the claim.

Information Minister Attaullah Tarar said Khan underwent a detailed medical assessment at PIMS.

According to him, the team examining the former prime minister included an eye specialist, a cardiologist and a physician.

The government said the doctors found no immediate medical problem requiring urgent intervention and declared Khan medically fit.

He was subsequently returned to Adiala Jail in the early hours.

The dispute centres on a Supreme Court order issued earlier in the week.

The court had directed authorities to facilitate Khan’s medical examination at Shifa International Hospital in Islamabad and had also provided for the involvement of a medical panel that included his personal physician.

The authorities’ decision to take Khan to PIMS instead has now become the principal point of contention.

Tarar said the original plan was altered because of a security situation linked to PTI workers on the route to the private hospital.

The government had also sought a review of the Supreme Court order, though Pakistani reports said its petition was returned because of incomplete documentation.

PTI rejected the government’s explanation and argued that the change in hospital represented non-compliance with the judicial directive.

The party also raised objections over the participation of Khan’s personal physician and said it was preparing to seek contempt proceedings against the authorities.

Khyber Pakhtunkhwa Chief Minister Sohail Afridi described the matter as a challenge to the authority of the country’s highest court.

The latest dispute comes against the backdrop of a prolonged argument over Khan’s health and the conditions of his imprisonment.

His legal team has maintained that his health has suffered during his time in custody, particularly pointing to problems affecting his right eye and a significant loss of vision.

The government has disputed claims that Khan required emergency medical treatment, citing medical assessments that, it says, did not show an urgent condition.

Khan has remained in jail since August 2023. He has consistently described the criminal cases against him as politically motivated, an accusation rejected by the Pakistani government.

Friday’s events have therefore added a new dimension to an already contentious imprisonment.

For the government, the PIMS examination has been presented as evidence that Khan was medically assessed by specialists and found fit. For PTI, the central question is whether the authorities were entitled to replace the hospital identified in the Supreme Court’s order.

The claim made by Khan’s sister about repeated torture adds another, potentially more serious, element to the dispute.

The former prime minister’s medical condition, his treatment in prison and the manner in which the Supreme Court’s directions were implemented are now likely to remain under intense political and legal scrutiny.

इस्लामाबाद: पाकिस्तान के पूर्व प्रधानमंत्री इमरान खान की मेडिकल जांच अब केवल स्वास्थ्य का मामला नहीं रह गई है।

उन्हें जेल से अस्पताल ले जाने और फिर कुछ घंटों बाद वापस अडियाला जेल भेजे जाने के घटनाक्रम ने सरकार, अदालत और उनकी पार्टी PTI के बीच नया विवाद खड़ा कर दिया है।

विवाद की सबसे बड़ी वजह यह है कि पाकिस्तान के सुप्रीम कोर्ट ने इमरान खान की मेडिकल जांच के लिए जिस निजी अस्पताल का नाम लिया था, उन्हें वहां ले जाने के बजाय सरकार ने सरकारी पाकिस्तान इंस्टीट्यूट ऑफ मेडिकल साइंसेज (PIMS) पहुंचाया।

वहाँ डॉक्टरों की टीम ने उनकी जाँच की और उन्हें फिट बताया जाने के बाद फिर जेल भेज दिया गया।

सरकार ने अस्पताल बदलने के पीछे सुरक्षा कारण बताए हैं। उसका कहना है कि प्रस्तावित मार्ग पर PTI कार्यकर्ताओं की मौजूदगी के कारण सुरक्षा संबंधी स्थिति पैदा हो गई थी।

लेकिन इमरान खान की पार्टी ने इस तर्क को स्वीकार नहीं किया और कहा कि सुप्रीम कोर्ट के निर्देशों का पालन नहीं किया गया।

इस पूरे घटनाक्रम के दौरान इमरान खान की बहन उज्मा खान को उनसे मिलने का अवसर मिला। बाद में उन्होंने कहा कि पूर्व प्रधानमंत्री की एक आंख पर पैच लगा हुआ था और उनकी हालत स्थिर दिखाई दी।

लेकिन इसके साथ ही उन्होंने एक गंभीर आरोप भी लगाया।

उज्मा खान के अनुसार, इमरान ने उन्हें बताया कि जेल में उनके साथ बार-बार प्रताड़ना की जा रही है।

इस आरोप पर संबंधित पाकिस्तानी अधिकारियों की ओर से तत्काल कोई सार्वजनिक प्रतिक्रिया नहीं आई। गृह और कानून मंत्रालयों तथा जेल प्रशासन से भी आरोप पर तुरंत विस्तृत जवाब सामने नहीं आया।

दूसरी ओर, सूचना मंत्री अत्ताउल्लाह तरार ने कहा कि इमरान खान की विस्तृत चिकित्सकीय जांच की गई। जांच करने वाली टीम में नेत्र रोग विशेषज्ञ, हृदय रोग विशेषज्ञ और एक चिकित्सक शामिल थे।

सरकार के अनुसार, जांच के बाद डॉक्टरों ने इमरान खान को चिकित्सकीय रूप से फिट पाया और किसी तत्काल आपात उपचार की आवश्यकता नहीं बताई।

इसके बाद उन्हें वापस रावलपिंडी की अडियाला जेल भेज दिया गया।

लेकिन PTI के लिए असली विवाद उनकी मेडिकल रिपोर्ट से ज्यादा सुप्रीम कोर्ट के आदेश के पालन को लेकर है।

सुप्रीम कोर्ट ने हाल में अधिकारियों को निर्देश दिया था कि इमरान खान को इस्लामाबाद के शिफा इंटरनेशनल अस्पताल ले जाया जाए।

अदालत ने यह भी कहा था कि उनके निजी चिकित्सक को शामिल करने वाले मेडिकल पैनल तक उनकी पहुंच सुनिश्चित की जाए।

सरकार ने बाद में इस आदेश की समीक्षा की मांग भी की थी। पाकिस्तानी रिपोर्टों के अनुसार, समीक्षा याचिका आवश्यक दस्तावेजों की कमी के कारण वापस कर दी गई।

इसके बावजूद इमरान खान को शिफा अस्पताल के बजाय PIMS ले जाया गया।

PTI का कहना है कि यह अदालत के स्पष्ट निर्देश से अलग कार्रवाई थी। पार्टी ने उनके निजी चिकित्सक की भूमिका को लेकर भी सवाल उठाए हैं और संकेत दिया है कि इस मामले को अवमानना याचिका के जरिए फिर अदालत के सामने रखा जाएगा।

खैबर पख्तूनख्वा के मुख्यमंत्री सोहेल अफरीदी ने भी इस कदम पर तीखी प्रतिक्रिया देते हुए इसे सुप्रीम कोर्ट की अवमानना से जुड़ा मामला बताया।

यह विवाद ऐसे समय सामने आया है जब इमरान खान के स्वास्थ्य को लेकर पहले से सवाल उठ रहे हैं।

उनके वकीलों और परिवार ने दावा किया है कि जेल में रहने के दौरान उनकी सेहत प्रभावित हुई है और उनकी दाहिनी आंख की दृष्टि काफी कमजोर हुई है।

सरकार ने इन दावों के विपरीत कहा है कि उपलब्ध मेडिकल रिपोर्टों में ऐसी कोई स्थिति सामने नहीं आई, जिसके लिए तत्काल उपचार जरूरी हो।

अगस्त 2023 से जेल में बंद इमरान खान लगातार कहते रहे हैं कि उनके खिलाफ चल रहे मामले राजनीतिक उद्देश्यों से प्रेरित हैं। पाकिस्तानी सरकार इन आरोपों से इनकार करती रही है।

अब ताजा घटनाक्रम ने इस लंबे विवाद में तीन नए सवाल खड़े कर दिए हैं—क्या सुप्रीम कोर्ट के निर्देशों का पूरी तरह पालन हुआ, इमरान खान को अपेक्षित चिकित्सा सुविधा मिली या नहीं, और उनकी बहन द्वारा लगाए गए जेल में कथित प्रताड़ना के आरोपों की जांच होगी या नहीं।

सरकार का पक्ष है कि विशेषज्ञ डॉक्टरों ने उनकी जांच की और उन्हें फिट पाया। PTI का कहना है कि समस्या केवल मेडिकल रिपोर्ट की नहीं, बल्कि उस न्यायिक आदेश के क्रियान्वयन की है जिसके तहत एक विशेष अस्पताल और निजी चिकित्सक से जुड़े प्रावधान किए गए थे।

इमरान खान की बहन द्वारा उठाया गया कथित प्रताड़ना का मुद्दा अब इस विवाद को और संवेदनशील बना सकता है।

इस तरह एक सामान्य मेडिकल जांच से शुरू हुआ घटनाक्रम अब पाकिस्तान की राजनीति में सरकार और विपक्ष के बीच एक नए कानूनी संघर्ष में बदल गया है।
