India Urges Global Probe Into PoK Violence, Says Over 40 Civilians Killed in Pakistan’s Crackdown
India on Friday sharply criticised Pakistan over the continuing security crackdown in Pakistan-occupied Kashmir (PoK), alleging that more than 40 civilians have lost their lives and several others have suffered serious injuries during action against peaceful demonstrators.
New Delhi urged the international community to closely examine Islamabad’s conduct in the region and hold it answerable for what it described as grave human rights abuses.
Addressing the weekly media briefing, Ministry of External Affairs spokesperson Randhir Jaiswal said Pakistan’s authorities had continued to employ excessive force against unarmed residents protesting in PoK.
Referring to the mounting casualties, he stated that dozens of civilians had been killed while many more sustained serious injuries during the ongoing operation.
He also asserted that the electoral exercise being conducted there reflected the people’s rejection of the Pakistani establishment.
Polling for the 45 directly elected seats of the PoK Legislative Assembly is being conducted in three stages and is scheduled to conclude on August 10.
The Assembly has a total strength of 53 members, comprising 45 elected representatives and eight members nominated through reserved categories, including women, technocrats and religious scholars.
Official figures released after the opening phase of voting on July 27 indicated that the Pakistan Muslim League-Nawaz (PML-N) secured nine of the 13 seats that went to the polls.
The remaining constituencies were reportedly won by the Pakistan Peoples Party (PPP). The election, however, has been overshadowed by allegations of widespread electoral manipulation.
New Delhi has consistently maintained that the electoral process in Pakistan-occupied Kashmir is intended to provide legitimacy to what it considers Pakistan’s unlawful occupation of the territory while diverting international attention from alleged violations of fundamental rights in the region.
For nearly two months, Pakistan-occupied Kashmir has witnessed sustained public demonstrations led primarily by the Joint Awami Action Committee (JAAC), a civil society platform.
The movement has centred on opposition to the allocation of 12 Assembly seats reserved for individuals who are not residents of the region.
According to the JAAC, these reserved seats are routinely used by Islamabad to influence the composition of the Assembly and install a government of its preference.
Protesters contend that the arrangement weakens the political voice of residents while allowing Pakistan’s federal establishment to exercise disproportionate influence over the legislature.
Officials familiar with the developments said this electoral structure has historically benefited whichever political party governs Pakistan.
They pointed out that the Pakistan Peoples Party emerged victorious in 2011, the Pakistan Muslim League-Nawaz in 2016, and Pakistan Tehreek-e-Insaf under Imran Khan in 2021.
Apart from allegations of political marginalisation, the present agitation has also been fuelled by growing public resentment over deteriorating economic conditions and what residents describe as increasing restrictions on civil freedoms.
People tracking the developments on the ground said the present unrest stemmed from what they described as a collapse of local administration.
According to them, restrictions on supplies have resulted in shortages of subsidised wheat and essential medicines, intensifying public hardship across the region.
Economic grievances have further deepened public anger.
Sources claimed that despite hydroelectric projects, including the Mangla Dam, generating electricity far in excess of local demand of nearly 400 megawatts, residents continue to face electricity outages lasting up to 15 to 20 hours daily while paying tariffs several times higher than the actual cost of generation.
The protesters’ 38-point charter of demands reportedly accuses the ruling establishment of financial irregularities and misuse of official privileges.
According to sources, the number of people allegedly killed in firing by security personnel during the wider protest movement has now risen to around 150.
With internet services remaining suspended across large parts of the region, independent verification has become increasingly difficult.
Nevertheless, reports continue to emerge alleging widespread violence by security forces following the elections.
The JAAC has claimed that at least 14 of its members were killed and over two dozen injured during clashes with security personnel in the first phase of polling.
Pakistan Defence Minister Khawaja Asif, while speaking during a television interview, defended the government’s handling of the protests.
He described the demonstrators as adversaries comparable to India and ruled out the possibility of engaging with them through dialogue.
Reacting to those remarks, MEA spokesperson Randhir Jaiswal said the Pakistani leadership had displayed complete disregard for the concerns of PoK residents.
He noted that branding peaceful protesters as enemies reflected the government’s approach towards its own citizens.
Jaiswal further referred to comments made by Pakistan’s Special Assistant to the Prime Minister on Political Affairs, saying they amounted to an admission that militants once trained and armed by Pakistan for operations against India had eventually turned their weapons against the Pakistani state itself.
Calling attention to the worsening humanitarian situation, Jaiswal said residents of Pakistan-occupied Kashmir had appealed to international organisations to initiate an independent inquiry into the alleged unlawful killings.
India, he added, expects the global community to carefully assess Pakistan’s actions and ensure accountability for the alleged abuses.

भारत ने अंतरराष्ट्रीय समुदाय से पाकिस्तान की कार्रवाई की निष्पक्ष समीक्षा कर उसे कथित मानवाधिकार उल्लंघनों के लिए जवाबदेह ठहराने का आग्रह किया।
साप्ताहिक मीडिया ब्रीफिंग के दौरान विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने कहा कि पाकिस्तान का प्रशासन पीओके में प्रदर्शन कर रहे निहत्थे नागरिकों के विरुद्ध लगातार कठोर बल का प्रयोग कर रहा है।
उन्होंने कहा कि इस कार्रवाई में दर्जनों लोगों की मौत हो चुकी है तथा बड़ी संख्या में लोग गंभीर रूप से घायल हुए हैं।
उनके अनुसार वहां कराए जा रहे चुनाव भी पाकिस्तान की व्यवस्था के प्रति जनता के असंतोष को दर्शाते हैं।
पीओके विधानसभा की 45 निर्वाचित सीटों के लिए मतदान तीन चरणों में कराया जा रहा है, जिसकी अंतिम प्रक्रिया 10 अगस्त को पूरी होगी।
कुल 53 सदस्यीय विधानसभा में 45 सदस्य प्रत्यक्ष चुनाव से चुने जाते हैं, जबकि आठ सीटें महिलाओं, तकनीकी विशेषज्ञों और धार्मिक प्रतिनिधियों के लिए आरक्षित हैं।
27 जुलाई को संपन्न पहले चरण के मतदान के बाद आधिकारिक परिणामों में पाकिस्तान मुस्लिम लीग-नवाज (पीएमएल-एन) को 13 में से नौ सीटों पर विजयी घोषित किया गया।
शेष सीटें पाकिस्तान पीपुल्स पार्टी (पीपीपी) के खाते में गईं। हालांकि पूरे चुनावी अभ्यास पर बड़े पैमाने पर धांधली के आरोप लगाए गए हैं।
भारत का कहना है कि पाकिस्तान अधिकृत कश्मीर में कराया जा रहा चुनाव केवल वहां के अवैध कब्जे को वैधता का आवरण देने का प्रयास है तथा इसका उद्देश्य क्षेत्र में कथित गंभीर मानवाधिकार उल्लंघनों से अंतरराष्ट्रीय समुदाय का ध्यान हटाना है।
पिछले लगभग दो महीनों से पीओके में व्यापक जन आंदोलन जारी है, जिसकी अगुवाई नागरिक संगठन जॉइंट आवामी एक्शन कमेटी (जेएएसी) कर रहा है।
विरोध प्रदर्शन का मुख्य मुद्दा उन 12 विधानसभा सीटों को लेकर है जो गैर-स्थानीय लोगों के लिए आरक्षित रखी गई हैं।
जेएएसी का आरोप है कि इन आरक्षित सीटों का उपयोग इस्लामाबाद अपनी पसंद की सरकार बनवाने के लिए करता है।
प्रदर्शनकारियों का कहना है कि बाहरी मतदाताओं वाली यह व्यवस्था स्थानीय जनता के लोकतांत्रिक प्रतिनिधित्व को कमजोर करती है और पाकिस्तान की केंद्रीय सत्ता को विधानसभा पर असंगत प्रभाव प्रदान करती है।
घटनाक्रम पर नजर रखने वाले सूत्रों का कहना है कि यही व्यवस्था पिछले कई चुनावों में इस्लामाबाद की सत्ता में बैठी पार्टी को लाभ पहुंचाती रही है।
वर्ष 2011 में पाकिस्तान पीपुल्स पार्टी, 2016 में पाकिस्तान मुस्लिम लीग-नवाज और 2021 में इमरान खान की पाकिस्तान तहरीक-ए-इंसाफ को इसका लाभ मिला था।
राजनीतिक अधिकारों में कटौती के आरोपों के अलावा मौजूदा आंदोलन आर्थिक संकट और नागरिक स्वतंत्रताओं पर बढ़ती पाबंदियों के कारण भी तेज हुआ है।
स्थानीय लोगों में बढ़ता असंतोष ने विरोध प्रदर्शनों को और व्यापक बना दिया है।
स्थिति पर नजर रखने वाले सूत्रों के अनुसार वर्तमान अशांति की जड़ स्थानीय प्रशासनिक व्यवस्था का लगभग पूरी तरह विफल हो जाना है।
उनका कहना है कि आर्थिक नाकेबंदी जैसी परिस्थितियों के कारण रियायती गेहूं और आवश्यक दवाओं की भारी कमी पैदा हो गई है, जिससे आम लोगों की मुश्किलें बढ़ गई हैं।
आर्थिक शोषण का मुद्दा भी आंदोलन का प्रमुख कारण बनकर उभरा है।
सूत्रों का दावा है कि मंगला बांध सहित क्षेत्र की जलविद्युत परियोजनाएं स्थानीय आवश्यकता से कहीं अधिक बिजली पैदा करती हैं, जबकि करीब 400 मेगावाट की मांग वाले इलाके में लोगों को प्रतिदिन 15 से 20 घंटे तक बिजली कटौती झेलनी पड़ रही है।
इतना ही नहीं, उपभोक्ताओं से उत्पादन लागत की तुलना में कई गुना अधिक बिजली शुल्क वसूला जा रहा है।
प्रदर्शनकारियों द्वारा जारी 38 सूत्रीय मांगपत्र में वित्तीय भ्रष्टाचार और सत्तारूढ़ वर्ग को मिलने वाले विशेषाधिकारों पर भी सवाल उठाए गए हैं।
सूत्रों का दावा है कि व्यापक आंदोलन के दौरान सुरक्षा बलों की गोलीबारी में अब तक लगभग 150 लोगों की जान जा चुकी है।
क्षेत्र में इंटरनेट सेवाएं बंद होने के कारण स्वतंत्र रूप से जानकारी की पुष्टि करना कठिन बना हुआ है। इसके बावजूद चुनाव के बाद सुरक्षा बलों द्वारा व्यापक हिंसा की खबरें लगातार सामने आ रही हैं।
जेएएसी का दावा है कि पहले चरण के मतदान के दौरान सुरक्षा बलों के साथ हुई झड़पों में उसके कम से कम 14 कार्यकर्ताओं की मौत हुई, जबकि दो दर्जन से अधिक लोग घायल हुए।
पाकिस्तान के रक्षा मंत्री ख्वाजा आसिफ ने एक टेलीविजन साक्षात्कार में प्रदर्शनकारियों के खिलाफ सरकारी कार्रवाई का समर्थन किया।
उन्होंने प्रदर्शनकारियों को भारत जैसा दुश्मन बताते हुए उनके साथ किसी भी प्रकार की बातचीत की संभावना से इनकार कर दिया।
इन टिप्पणियों पर प्रतिक्रिया देते हुए विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने कहा कि पाकिस्तान सरकार ने पीओके के आम नागरिकों के प्रति अपना वास्तविक रवैया स्वयं उजागर कर दिया है।
उन्होंने कहा कि शांतिपूर्ण प्रदर्शनकारियों को दुश्मन करार देना वहां की सत्ता की मानसिकता को दर्शाता है।
जायसवाल ने पाकिस्तान के प्रधानमंत्री के राजनीतिक मामलों के विशेष सहायक के बयान का भी उल्लेख किया।
उनके अनुसार यह स्वयं पाकिस्तान की स्वीकारोक्ति है कि जिन उग्रवादियों को भारत के खिलाफ इस्तेमाल करने के लिए प्रशिक्षित और हथियारबंद किया गया था, वही अब पाकिस्तान के लिए चुनौती बन चुके हैं।
मानवीय स्थिति पर चिंता व्यक्त करते हुए जायसवाल ने कहा कि पीओके के लोगों ने कथित गैरकानूनी हत्याओं की स्वतंत्र जांच के लिए अंतरराष्ट्रीय संगठनों से हस्तक्षेप की अपील की है।
उन्होंने कहा कि भारत चाहता है कि वैश्विक समुदाय पाकिस्तान की कार्रवाई की गंभीरता से समीक्षा करे और कथित अत्याचारों के लिए उसे जवाबदेह ठहराए।
