India-Uzbekistan Reset: Modi, Mirziyoyev Chart Wider Strategic Roadmap With $5 Billion Trade Ambition
New institutional mechanisms, uranium cooperation and business ties headline a broader push to deepen India’s footprint in Central Asia
TASHKENT: India and Uzbekistan are preparing to take their relationship into a more ambitious phase, with Prime Minister Narendra Modi and President Shavkat Mirziyoyev agreeing on a new strategic framework that combines energy security, commerce, defence and technology.
The decision to designate the relationship a Comprehensive Strategic Partnership was among the principal outcomes of Modi’s talks with Mirziyoyev in Tashkent on Sunday.
The two governments also put a figure on their economic ambition, aiming to raise bilateral trade to $5 billion by 2030.
The announcements came as the two countries marked 15 years since their strategic partnership was established.
Rather than limiting the relationship to individual agreements, the latest decisions seek to create institutions through which cooperation can be coordinated across sectors.
Foreign ministers to get larger coordinating role
A new coordination mechanism involving the foreign ministers of the two countries will be established to oversee the broader relationship, Modi said.
The existing India-Uzbekistan joint commission is also set for an upgrade, moving from the secretary level to ministerial-level engagement.
The changes are intended to give greater political weight to bilateral decisions and provide a more regular mechanism for following up on commitments.
For the business community, the two governments plan to convene a joint summit bringing together companies and industry representatives from both countries.
The economic agenda is wide-ranging.
Discussions covered investment, infrastructure, mining, critical minerals, agriculture, pharmaceuticals, healthcare and innovation, alongside information technology and digital public infrastructure.
Uranium cooperation adds energy dimension
Energy emerged as another important component of the new partnership. India and Uzbekistan will work towards a long-term arrangement for uranium supplies, an issue of particular interest to New Delhi as it expands its civilian nuclear energy programme.
The proposed arrangement could give India another source for meeting part of its nuclear fuel requirements while adding a longer-term energy component to its engagement with the Central Asian country.
Defence and security were also included among the areas identified for expanded cooperation, indicating that the partnership is being broadened beyond traditional economic and cultural exchanges.
Heritage becomes part of strategic outreach
The new relationship will also have a cultural dimension.
A series of agreements and memoranda were exchanged covering sectors such as education, tourism, culture, Ayurveda and mining.
Among the more distinctive initiatives is a Letter of Intent concerning the restoration and preservation of Fayaz Tepa and Kara Tepa, two Buddhist heritage sites in Uzbekistan.
The initiative gives the relationship a historical dimension, linking present-day diplomatic cooperation with the centuries-old cultural connections between the Indian subcontinent and Central Asia.
Modi’s fourth Uzbekistan visit
Modi arrived in Tashkent on Saturday and was received by Mirziyoyev.
The visit is his fourth to Uzbekistan and forms the opening leg of a wider Central Asian itinerary.
The two leaders began their engagement with a dinner meeting before holding formal discussions the following day.
Modi said the initial interaction had already produced several important decisions.
During his stay, the prime minister joined Mirziyoyev at the Yangi Uzbekistan Monument and paid tribute there.
He also attended a yoga event organised in the country.
His Central Asia tour will continue in Kyrgyzstan, where he is due to participate in the Shanghai Cooperation Organisation summit in Bishkek from August 31 to September 1.
With trade, uranium, critical minerals, digital infrastructure and security now part of the expanded agenda, New Delhi and Tashkent are positioning the upgraded partnership as a broader platform for long-term engagement in Central Asia.

ताशकंद: भारत और उज्बेकिस्तान ने अपने रिश्तों को अगले स्तर पर ले जाने के लिए व्यापक रणनीतिक खाका तैयार किया है।
प्रधानमंत्री नरेंद्र मोदी और उज्बेक राष्ट्रपति शौकत मिर्जियोयेव के बीच ताशकंद में हुई बातचीत के बाद दोनों देशों ने द्विपक्षीय संबंधों को व्यापक रणनीतिक साझेदारी में बदलने का निर्णय लिया।
रविवार को हुई वार्ता में आर्थिक रिश्तों के लिए भी महत्वाकांक्षी लक्ष्य रखा गया। दोनों देशों का इरादा 2030 तक आपसी व्यापार को बढ़ाकर 5 अरब डॉलर तक पहुंचाने का है।
यह लक्ष्य ऐसे समय तय किया गया है जब भारत मध्य एशिया में व्यापार, ऊर्जा और रणनीतिक सहयोग का विस्तार करने की कोशिश कर रहा है।
यह फैसला भारत-उज्बेकिस्तान रणनीतिक साझेदारी के 15 वर्ष पूरे होने के अवसर पर हुआ है। नई व्यवस्था के तहत दोनों देश केवल अलग-अलग समझौतों तक सीमित रहने के बजाय सहयोग की निगरानी और उसे आगे बढ़ाने के लिए नए संस्थागत तंत्र भी बनाएंगे।
विदेश मंत्रियों की अगुवाई में बनेगा नया समन्वय तंत्र
मोदी ने बताया कि दोनों देशों के विदेश मंत्रियों की अध्यक्षता में एक समन्वय परिषद गठित की जाएगी।
इसका उद्देश्य दोनों सरकारों के बीच विभिन्न क्षेत्रों में चल रहे सहयोग को व्यापक राजनीतिक दिशा देना होगा।
भारत और उज्बेकिस्तान के बीच पहले से मौजूद संयुक्त आयोग की संरचना में भी बदलाव किया जाएगा। अब इसकी बैठकें सचिव स्तर के बजाय मंत्री स्तर पर होंगी।
कारोबारी संबंधों को गति देने के लिए दोनों सरकारें एक साझा बिजनेस समिट आयोजित करने की तैयारी में हैं।
इसमें भारत और उज्बेकिस्तान के उद्योग जगत तथा कारोबारी समुदाय को एक मंच पर लाने की योजना है।
आर्थिक एजेंडा भी काफी व्यापक रखा गया है। निवेश, बुनियादी ढांचा, खनन, महत्वपूर्ण खनिज, कृषि, दवा उद्योग, स्वास्थ्य और नवाचार के अलावा सूचना प्रौद्योगिकी तथा डिजिटल सार्वजनिक ढांचे में सहयोग बढ़ाने पर चर्चा हुई।
परमाणु ऊर्जा के लिए यूरेनियम पर नजर
भारत और उज्बेकिस्तान के बीच प्रस्तावित दीर्घकालिक यूरेनियम आपूर्ति व्यवस्था बैठक के अहम परिणामों में रही।
भारत अपनी नागरिक परमाणु ऊर्जा जरूरतों के लिए यूरेनियम के स्रोतों को मजबूत करने की दिशा में काम कर रहा है।
मोदी ने कहा कि दोनों देश यूरेनियम की दीर्घकालिक आपूर्ति के लिए व्यवस्था तैयार करेंगे। इससे द्विपक्षीय रिश्तों में ऊर्जा सहयोग का एक महत्वपूर्ण नया क्षेत्र जुड़ सकता है।
रक्षा और सुरक्षा को भी भविष्य के सहयोग के प्रमुख क्षेत्रों में शामिल किया गया है।
इससे साफ संकेत मिलता है कि भारत और उज्बेकिस्तान अपने संबंधों को केवल व्यापार और सांस्कृतिक संपर्कों तक सीमित नहीं रखना चाहते।
बौद्ध स्थलों के संरक्षण से जुड़ी पहल
दोनों देशों की साझेदारी में संस्कृति और विरासत को भी जगह दी गई है। बैठक के दौरान खनन, संस्कृति, शिक्षा, पर्यटन और आयुर्वेद सहित कई क्षेत्रों से जुड़े समझौता ज्ञापनों तथा करारों का आदान-प्रदान हुआ।
विशेष रूप से फयाज तेपा और कारा तेपा के बौद्ध स्थलों के संरक्षण और पुनरुद्धार के लिए ‘लेटर ऑफ इंटेंट’ पर सहमति बनी।
इन स्थलों से जुड़ी पहल भारत और मध्य एशिया के बीच ऐतिहासिक सांस्कृतिक संपर्कों को आधुनिक कूटनीतिक रिश्तों से जोड़ती है।
मध्य एशिया दौरे का पहला पड़ाव ताशकंद
मोदी शनिवार को ताशकंद पहुंचे थे। उज्बेकिस्तान के राष्ट्रपति मिर्जियोयेव ने हवाई अड्डे पर उनका स्वागत किया। यह मोदी की उज्बेकिस्तान की चौथी यात्रा है।
दोनों नेताओं के बीच औपचारिक वार्ता से पहले रात्रिभोज पर बातचीत हुई। मोदी ने बाद में कहा कि इस शुरुआती चर्चा में ही कई महत्वपूर्ण मुद्दों पर सहमति बनी।
दौरे के दौरान मोदी ने मिर्जियोयेव के साथ यंग उज्बेकिस्तान स्मारक का दौरा किया और वहां पुष्पांजलि अर्पित की। उन्होंने उज्बेकिस्तान में आयोजित योग कार्यक्रम में भी हिस्सा लिया।
उज्बेकिस्तान के बाद मोदी की यात्रा का अगला पड़ाव किर्गिस्तान होगा। वह 31 अगस्त से 1 सितंबर तक बिश्केक में होने वाले शंघाई सहयोग संगठन (SCO) शिखर सम्मेलन में हिस्सा लेंगे।
व्यापार और निवेश से लेकर यूरेनियम, महत्वपूर्ण खनिज, डिजिटल तकनीक और सुरक्षा तक सहयोग का दायरा बढ़ने के साथ भारत और उज्बेकिस्तान अब अपने रिश्ते को मध्य एशिया में दीर्घकालिक रणनीतिक साझेदारी के एक व्यापक मंच के रूप में विकसित करने की दिशा में आगे बढ़ रहे हैं।
