India Warns Iran Against Attacks on Commercial Shipping as West Asia Conflict Claims 16 Indian Lives
Escalating its diplomatic engagement over the continuing conflict in West Asia, India on Friday issued one of its strongest messages yet on the safety of commercial shipping and Indian seafarers.
External Affairs Minister S. Jaishankar urged Iran to ensure that merchant vessels and civilian sailors are kept out of the line of fire, a day after the government disclosed in Parliament that 16 Indian nationals had lost their lives and 75 others had been injured since hostilities erupted in the region in February.
The appeal came during a telephone conversation between Jaishankar and Iranian Foreign Minister Syed Abbas Araghchi.
The discussion followed closely on the heels of the External Affairs Minister’s interaction with his Ukrainian counterpart, Andrii Sybiha, in which New Delhi had similarly conveyed its concerns over attacks affecting cargo ships and Indian crew members operating in conflict-hit waters.
Sharing details of the interaction, Jaishankar said he had conveyed India’s profound concern over the deteriorating security situation in the region and the continuing military confrontation, which has increasingly endangered civilian maritime traffic.
Delivering an unambiguous message, the External Affairs Minister stressed that commercial vessels and seafarers must never become targets of military action under any circumstances.
He reiterated that India unequivocally condemns attacks on civilian shipping irrespective of which side is responsible for carrying them out.
Jaishankar further stated that the Iranian Foreign Minister briefed him on Tehran’s assessment of the evolving situation as well as diplomatic efforts currently underway.
Reaffirming New Delhi’s long-standing position, he emphasised that India continues to support dialogue, negotiations and peaceful resolution of disputes.
In recent days, the Government of India has repeatedly voiced serious concern over a series of attacks on merchant ships navigating the Strait of Hormuz and the Black Sea.
These incidents have resulted in casualties among Indian sailors and heightened anxiety over the safety of maritime trade routes crucial to global commerce.
Diplomatic sources indicate that this marks India’s strongest and most direct communication to all parties involved in the conflict regarding the protection of commercial shipping.
The sharpened stance follows the deaths of ten Indian seafarers in separate attacks linked to military operations involving either Iran or the United States.
Providing details in the Rajya Sabha on Thursday, Minister of State for External Affairs Kirti Vardhan Singh informed Parliament that the conflict had so far claimed the lives of 16 Indian citizens, including ten seafarers, while another 75 Indians had sustained injuries during the violence.
Earlier, on July 14, the Ministry of External Affairs summoned Iran’s Deputy Chief of Mission, Mohammad Javed Hosseini, to formally register India’s strong protest after Iranian cruise missiles struck two UAE-flagged energy tankers carrying Indian crew members.
The attack claimed the life of one Indian sailor and left several others seriously injured.
Reiterating the government’s position earlier this week, External Affairs Ministry spokesperson Randhir Jaiswal said India has consistently maintained that merchant vessels, seafarers, civilians and civilian infrastructure must remain completely outside the scope of military operations regardless of the conflict.
According to official figures, more than 165 Indian seafarers are presently deployed aboard ships operating in the Strait of Hormuz and the Persian Gulf.
Of these, 125 are serving on six Indian-flagged vessels positioned west of the Strait, while another 41 are working aboard foreign-registered commercial ships.
India has also expressed similar concerns to Washington. Last month, the Ministry of External Affairs summoned US Chargé d’Affaires Jason Meeks to protest continuing attacks by US naval forces on commercial vessels carrying Indian mariners in the Gulf of Oman.
Those incidents resulted in the deaths of three Indian nationals.
Since the outbreak of the US-Iran confrontation on February 28, Jaishankar and Araghchi have remained in regular diplomatic contact.
Friday’s telephonic conversation marked the eighth exchange between the two foreign ministers, apart from their face-to-face meeting held in New Delhi during Araghchi’s visit for the BRICS Foreign Ministers’ meeting in May.

पश्चिम एशिया में जारी संघर्ष के बीच भारत ने समुद्री सुरक्षा और भारतीय नाविकों की रक्षा को लेकर अपना अब तक का सबसे स्पष्ट और कड़ा कूटनीतिक संदेश दिया है।
संसद में सरकार द्वारा यह जानकारी दिए जाने के एक दिन बाद कि फरवरी से अब तक क्षेत्रीय संघर्ष में 16 भारतीय नागरिकों की मौत हो चुकी है और 75 अन्य घायल हुए हैं, विदेश मंत्री एस. जयशंकर ने शुक्रवार को ईरान से अपील की कि किसी भी परिस्थिति में वाणिज्यिक जहाजों और नागरिक नाविकों को निशाना न बनाया जाए।
यह संदेश विदेश मंत्री एस. जयशंकर और ईरान के विदेश मंत्री सैयद अब्बास अराघची के बीच हुई टेलीफोन वार्ता के दौरान दिया गया।
इससे एक दिन पहले जयशंकर ने यूक्रेन के विदेश मंत्री आंद्री सिबिहा से भी बातचीत कर मालवाहक जहाजों और भारतीय नाविकों पर हो रहे हमलों को लेकर भारत की गंभीर चिंता व्यक्त की थी।
वार्ता के बाद विदेश मंत्री ने बताया कि उन्होंने पश्चिम एशिया में लगातार बिगड़ते सुरक्षा हालात और जारी सैन्य टकराव पर भारत की गहरी चिंता ईरानी पक्ष के समक्ष रखी।
उन्होंने कहा कि संघर्ष का दायरा बढ़ने से अंतरराष्ट्रीय समुद्री मार्गों पर नागरिक जहाजों की सुरक्षा भी गंभीर चुनौती बनती जा रही है।
भारत की ओर से स्पष्ट संदेश देते हुए जयशंकर ने जोर दिया कि किसी भी हाल में व्यापारिक जहाजों और उन पर कार्यरत नाविकों को सैन्य कार्रवाई का लक्ष्य नहीं बनाया जाना चाहिए।
उन्होंने दोहराया कि किसी भी पक्ष द्वारा नागरिक जहाजों पर किया गया हमला अस्वीकार्य है और भारत ऐसे सभी हमलों की स्पष्ट शब्दों में निंदा करता है।
विदेश मंत्री ने बताया कि बातचीत के दौरान ईरानी विदेश मंत्री ने उन्हें वर्तमान परिस्थितियों तथा जारी कूटनीतिक प्रयासों के बारे में अवगत कराया।
जयशंकर ने कहा कि भारत हमेशा संवाद, कूटनीति और शांतिपूर्ण समाधान का समर्थक रहा है तथा आगे भी इसी मार्ग का समर्थन करता रहेगा।
पिछले कुछ दिनों में भारत ने होर्मुज जलडमरूमध्य और काला सागर में व्यापारिक जहाजों पर लगातार हो रहे हमलों को लेकर कई बार गंभीर चिंता व्यक्त की है।
इन घटनाओं में भारतीय नाविकों की जान गई है और वैश्विक समुद्री व्यापार की सुरक्षा को लेकर भी व्यापक चिंता पैदा हुई है।
कूटनीतिक सूत्रों के अनुसार यह पहला अवसर है जब भारत ने संघर्ष में शामिल सभी पक्षों के समक्ष इतनी स्पष्ट और कठोर भाषा में अपनी आपत्ति दर्ज कराई है।
यह रुख उन घटनाओं के बाद और सख्त हुआ है जिनमें ईरान अथवा अमेरिका से जुड़ी सैन्य कार्रवाइयों के दौरान अलग-अलग हमलों में 10 भारतीय नाविकों की जान चली गई।
राज्यसभा में गुरुवार को विदेश राज्य मंत्री कीर्ति वर्धन सिंह ने बताया था कि फरवरी से जारी संघर्ष में अब तक 16 भारतीय नागरिकों की मृत्यु हुई है। इनमें 10 नाविक शामिल हैं, जबकि 75 अन्य भारतीय विभिन्न घटनाओं में घायल हुए हैं।
इससे पहले 14 जुलाई को विदेश मंत्रालय ने ईरान के उप मिशन प्रमुख मोहम्मद जावेद होसैनी को तलब कर औपचारिक रूप से भारत का कड़ा विरोध दर्ज कराया था।
यह कदम उस घटना के बाद उठाया गया जिसमें ईरानी क्रूज़ मिसाइलों से संयुक्त अरब अमीरात के ध्वज वाले दो ऊर्जा टैंकरों पर हमला हुआ था।
इन जहाजों पर भारतीय नाविक भी सवार थे। हमले में एक भारतीय की मौत हुई थी जबकि कई अन्य गंभीर रूप से घायल हुए थे।
विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने भी हाल ही में स्पष्ट किया था कि भारत लगातार इस बात पर जोर देता रहा है कि व्यापारिक जहाजों, नाविकों, आम नागरिकों और नागरिक ढांचे को किसी भी सैन्य संघर्ष का निशाना नहीं बनाया जाना चाहिए।
सरकारी आंकड़ों के अनुसार इस समय 165 से अधिक भारतीय नाविक होर्मुज जलडमरूमध्य और फारस की खाड़ी में संचालित जहाजों पर कार्यरत हैं।
इनमें 125 नाविक छह भारतीय ध्वज वाले जहाजों पर तैनात हैं, जबकि 41 भारतीय विदेशी ध्वज वाले वाणिज्यिक पोतों पर अपनी सेवाएं दे रहे हैं।
भारत ने अमेरिका के समक्ष भी इसी प्रकार की आपत्ति दर्ज कराई है। पिछले महीने विदेश मंत्रालय ने अमेरिका के कार्यवाहक राजदूत जेसन मीक्स को तलब कर ओमान की खाड़ी में भारतीय नाविकों वाले व्यापारिक जहाजों पर अमेरिकी नौसेना द्वारा किए जा रहे लगातार हमलों पर कड़ा विरोध दर्ज कराया था। इन घटनाओं में तीन भारतीय नागरिकों की जान गई थी।
28 फरवरी को अमेरिका-ईरान संघर्ष शुरू होने के बाद से एस. जयशंकर और सैयद अब्बास अराघची के बीच लगातार संपर्क बना हुआ है।
शुक्रवार की बातचीत दोनों नेताओं के बीच आठवीं टेलीफोन वार्ता थी। इसके अतिरिक्त मई में ब्रिक्स देशों के विदेश मंत्रियों की बैठक के दौरान नई दिल्ली में दोनों नेताओं की आमने-सामने भी मुलाकात हुई थी।
