Kulgam Terror Attack: Second Chhattisgarh Worker Succumbs to Injuries, Death Toll Rises to Two
Grief deepened in the aftermath of the terror strike in south Kashmir as the second migrant labourer from Chhattisgarh, who had been battling for life after sustaining critical bullet injuries, died in a Srinagar hospital on Saturday.
His death raised the toll in Friday’s targeted attack to two, intensifying concerns over the safety of migrant workers in the Valley.
Gunmen had opened fire at close range on two brick kiln workers in Kilam village of Kulgam district on Friday, marking another deadly act of terrorism in the region.
One of the victims, Deepak, succumbed to his injuries at the scene, while his colleague Bhupinder was rushed to the Government Medical College in Anantnag for emergency treatment.
Following surgery at Anantnag, doctors referred Bhupinder to Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Srinagar, after his condition remained extremely critical.
Despite sustained medical efforts, he succumbed to his injuries on Saturday morning, confirming both labourers had lost their lives in the attack.
Expressing solidarity with the bereaved families, Jammu and Kashmir Chief Minister Omar Abdullah announced an ex gratia assistance of ₹10 lakh each for the next of kin of the two deceased workers.
Security agencies noted that the assault was the second terror incident reported from south Kashmir within the past ten days.
It also marked the first targeted attack on migrant labourers since October 2024, indicating a worrying revival of attacks against civilians from outside the Union Territory.
Only days earlier, on July 22, militants had killed a Jammu and Kashmir Police personnel attached to the Special Operations Group (SOG) after shooting him at close range in Anantnag town, further underlining the renewed security challenge in the region.
Official records indicate that more than 25 migrant workers have lost their lives in separate terror attacks across Kashmir during the past six years.
The previous targeted killing of an outside labourer occurred on October 18, 2024, when Bihar resident Ashok Chauhan was shot dead by militants.
Merely two days later, terrorists struck the Z-Morh tunnel construction camp along the Srinagar-Leh National Highway, killing six migrant workers along with a local doctor.
The latest killings drew widespread condemnation from political leaders cutting across party lines.
Jammu and Kashmir Lieutenant Governor Manoj Sinha, who oversees law and order in the Union Territory, said security agencies had been instructed to intensify anti-terror operations and ensure that those responsible were neutralised at the earliest.
Political parties also reacted sharply to the incident.
People’s Democratic Party president Mehbooba Mufti denounced the attack as a brutal and meaningless act of violence, while the ruling National Conference questioned the effectiveness of the prevailing security arrangements, describing the killings as deeply disturbing despite repeated assurances regarding the security situation.

दक्षिण कश्मीर के कुलगाम में हुए आतंकी हमले के बाद शोक और गहरा गया जब गंभीर रूप से घायल छत्तीसगढ़ के दूसरे प्रवासी मजदूर की शनिवार सुबह श्रीनगर के अस्पताल में उपचार के दौरान मृत्यु हो गई।
इसके साथ ही शुक्रवार को हुए लक्षित हमले में जान गंवाने वाले मजदूरों की संख्या बढ़कर दो हो गई है, जिससे घाटी में काम कर रहे बाहरी श्रमिकों की सुरक्षा को लेकर एक बार फिर गंभीर सवाल खड़े हो गए हैं।
शुक्रवार को कुलगाम जिले के किलम गांव में ईंट-भट्ठे पर काम करने वाले दो मजदूरों पर आतंकवादियों ने बेहद नजदीक से गोलियां चलाई थीं।
हमले में दीपक नामक मजदूर की घटनास्थल पर ही मौत हो गई थी, जबकि गंभीर रूप से घायल भूपिंदर को तत्काल उपचार के लिए अनंतनाग स्थित सरकारी मेडिकल कॉलेज ले जाया गया।
अनंतनाग में शल्य चिकित्सा के बाद भी भूपिंदर की हालत नाजुक बनी रहने पर चिकित्सकों ने उन्हें विशेष इलाज के लिए श्रीनगर स्थित शेर-ए-कश्मीर इंस्टीट्यूट ऑफ मेडिकल साइंसेज (एसकेआईएमएस) रेफर कर दिया था।
डॉक्टरों के लगातार प्रयासों के बावजूद शनिवार सुबह उन्होंने भी दम तोड़ दिया, जिससे इस आतंकी हमले में दोनों श्रमिकों की मौत की पुष्टि हो गई।
घटना पर दुख व्यक्त करते हुए जम्मू-कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने दोनों मृतक मजदूरों के परिजनों को 10-10 लाख रुपये की अनुग्रह राशि देने की घोषणा की।
सुरक्षा एजेंसियों के अनुसार यह दक्षिण कश्मीर में पिछले दस दिनों के भीतर दूसरा आतंकी हमला है। इसके साथ ही अक्टूबर 2024 के बाद पहली बार प्रवासी मजदूरों को निशाना बनाया गया है, जिसने क्षेत्र में सक्रिय आतंकवादियों की बदलती रणनीति को लेकर नई चिंताएं पैदा कर दी हैं।
इससे पहले 22 जुलाई को अनंतनाग शहर में जम्मू-कश्मीर पुलिस के स्पेशल ऑपरेशन ग्रुप (एसओजी) में तैनात एक पुलिसकर्मी की आतंकवादियों ने बेहद करीब से गोली मारकर हत्या कर दी थी। हाल की दोनों घटनाओं ने क्षेत्र में सुरक्षा चुनौतियों को फिर उजागर कर दिया है।
आधिकारिक आंकड़ों के अनुसार पिछले छह वर्षों के दौरान घाटी के विभिन्न हिस्सों में 25 से अधिक प्रवासी मजदूर आतंकवादी हमलों में अपनी जान गंवा चुके हैं।
इससे पहले 18 अक्टूबर 2024 को बिहार के 30 वर्षीय मजदूर अशोक चौहान की आतंकियों ने गोली मारकर हत्या कर दी थी।
इसके मात्र दो दिन बाद श्रीनगर-लेह राष्ट्रीय राजमार्ग पर स्थित जेड-मोड़ सुरंग के निर्माण शिविर पर हुए आतंकी हमले में छह प्रवासी श्रमिकों और एक स्थानीय चिकित्सक की जान चली गई थी।
ताजा हमले की सभी प्रमुख राजनीतिक दलों ने तीखी निंदा की है।
जम्मू-कश्मीर के उपराज्यपाल मनोज सिन्हा ने, जिनके पास कानून-व्यवस्था की जिम्मेदारी है, सुरक्षा बलों को आतंकवाद विरोधी अभियान और तेज करने तथा हमले में शामिल आतंकियों का जल्द से जल्द सफाया करने के निर्देश दिए हैं।
राजनीतिक दलों ने भी इस घटना पर कड़ी प्रतिक्रिया व्यक्त की। पीपुल्स डेमोक्रेटिक पार्टी की अध्यक्ष महबूबा मुफ्ती ने इसे अमानवीय और निरर्थक हिंसा करार देते हुए इसकी निंदा की, जबकि सत्तारूढ़ नेशनल कॉन्फ्रेंस ने कहा कि सुरक्षा व्यवस्था को लेकर लगातार किए जा रहे दावों के बावजूद इस प्रकार की निर्मम हत्या बेहद चिंताजनक और झकझोर देने वाली है।
