Iran Exported Up to 70 Million Barrels of Oil During Brief US Blockade Pause, Shipments Bound for China

A temporary easing of US restrictions on Iranian oil exports enabled Tehran to rapidly move millions of barrels of crude into Asian waters, with analysts estimating that nearly 70 million barrels were shipped during the one-month window.

The cargo, valued at an estimated $5-6 billion, is expected to provide Iran with a financial cushion after Washington reinstated restrictions on its oil trade and tightened pressure around the Strait of Hormuz.

Beginning in the final weeks of June, nearly 20 Iranian oil tankers reached waters off Malaysia’s eastern coast carrying fully loaded crude cargoes.

The movement followed the brief suspension of US enforcement measures against Iranian shipping, roughly 10 days earlier.

Among the vessels identified were Diona, Hero II, Sonia 1, and later Stream, with market observers saying that most of the crude is ultimately destined for buyers in China.

According to independent assessments by the US-based advocacy organisation United Against Nuclear Iran (UANI) and energy market analysts, Iran used the period between mid-June and mid-July to significantly accelerate exports before restrictions were tightened again.

The estimated shipments, worth between $5 billion and $6 billion, are expected to strengthen Tehran’s finances despite renewed efforts by the United States to curb Iranian oil sales.

Industry experts say Iran has continued to rely on established methods to bypass international sanctions.

Oil-laden tankers reportedly sail to the Eastern Outer Port Limits, an area located outside Malaysia’s territorial waters that serves as a key transfer point between the Middle East and East Asia.

At the offshore location, crude oil is transferred from Iranian vessels to other tankers through large marine hoses in ship-to-ship operations.

The receiving vessels generally proceed to China’s privately owned “teapot” refineries, which are known for purchasing discounted crude.

Analysts believe the transfer process makes it considerably more difficult for authorities to trace the oil’s origin and enforce sanctions.

The sharp rise in Iranian tanker activity across Asian waters during July has reinforced expectations that Tehran could earn several billion dollars in oil revenues over the coming months, despite the renewed US campaign to restrict its exports.

माना जा रहा है कि अमेरिका द्वारा दोबारा कड़े प्रतिबंध लागू किए जाने और होर्मुज जलडमरूमध्य पर दबाव बढ़ने के बाद यह आय ईरान के लिए महत्वपूर्ण आर्थिक सहारा साबित हो सकती है।

जून के अंतिम सप्ताह से करीब 20 ईरानी तेल टैंकर मलेशिया के पूर्वी तट के निकट समुद्री क्षेत्र में पहुंचे। ये सभी जहाज कच्चे तेल से लदे हुए थे।

यह गतिविधि उस समय शुरू हुई जब अमेरिका ने लगभग दस दिन पहले ईरानी जहाजों पर लागू अपनी कार्रवाई में अस्थायी ढील दी थी।

डियोना (Diona), हीरो II (Hero II), सोनिया 1 (Sonia 1) और स्ट्रीम (Stream) जैसे जहाज इस दौरान वहां पहुंचे। ऊर्जा विशेषज्ञों का मानना है कि इन जहाजों में लदा अधिकांश तेल अंततः चीन पहुंचने वाला है।

अमेरिका स्थित संगठन यूनाइटेड अगेंस्ट न्यूक्लियर ईरान (United Against Nuclear Iran-UANI) तथा ऊर्जा बाजार के स्वतंत्र विश्लेषकों के अनुसार, ईरान ने जून के मध्य से जुलाई के मध्य के बीच उपलब्ध सीमित अवसर का पूरा उपयोग करते हुए निर्यात में तेज़ी लाई।

अनुमान है कि इस अवधि में 5 से 6 अरब डॉलर मूल्य का तेल विदेश भेजा गया, जिससे अमेरिकी प्रतिबंध दोबारा लागू होने के बावजूद ईरान को आर्थिक राहत मिलने की संभावना है।

विशेषज्ञों के मुताबिक, प्रतिबंधों से बचने के लिए ईरान अब भी पहले से अपनाई जा रही रणनीति का सहारा ले रहा है।

तेल लेकर आने वाले जहाज मलेशिया की समुद्री सीमा से बाहर स्थित ईस्टर्न आउटर पोर्ट लिमिट्स (Eastern Outer Port Limits) क्षेत्र तक पहुंचते हैं, जिसे ईरान और चीन के बीच एक महत्वपूर्ण ट्रांसफर प्वाइंट माना जाता है।

इस समुद्री क्षेत्र में विशाल पाइपों की सहायता से जहाज से जहाज के बीच कच्चे तेल का स्थानांतरण किया जाता है। इसके बाद तेल लेकर रवाना होने वाले टैंकर आमतौर पर चीन की निजी रिफाइनरियों, जिन्हें ‘टीपॉट रिफाइनरी’ कहा जाता है, तक पहुंचते हैं।

ये रिफाइनरियां रियायती कीमत पर ईरानी तेल खरीदती हैं। विश्लेषकों का कहना है कि इस प्रक्रिया से तेल की वास्तविक उत्पत्ति का पता लगाना कठिन हो जाता है और प्रतिबंधों को प्रभावी ढंग से लागू करना भी चुनौतीपूर्ण बन जाता है।

जुलाई के दौरान एशियाई समुद्री क्षेत्र में ईरानी टैंकरों की बढ़ती आवाजाही को देखते हुए विशेषज्ञों का अनुमान है कि आने वाले महीनों में ईरान को तेल निर्यात से कई अरब डॉलर की अतिरिक्त आय प्राप्त हो सकती है, भले ही अमेरिका ने उसके निर्यात पर फिर से कड़े प्रतिबंध लागू कर दिए हों।
