J&K Police Constable’s Killing Triggers Demolitions, Mass Detentions; Omar Abdullah Urges Restraint
Srinagar: Security forces demolished the houses of two suspected local militants during the early hours of Thursday.
The action came as security agencies intensified counter-terror operations across the Valley following the killing of a police constable by terrorists.
The latest demolitions have revived memories of the measures adopted after the Pahalgam terror attack in April this year, when the residences of at least nine suspected militants were razed at different locations in Kashmir.
On Thursday, authorities brought down the houses of Haroon Ganie in Hasanpora and Adil Ahmad Thokar in the Bijbehara area of south Kashmir, both believed to be active militants.
The slain police personnel, Head Constable Ashiq Hussain Qureshi, hailed from Budgam district in Central Kashmir.
He was serving with the Indian Reserve Police and was attached to the Special Operations Group (SOG).
At the time of the attack, he had been deployed on Amarnath Yatra security duty.
The annual pilgrimage has been suspended due to adverse weather conditions.
CCTV footage of the incident reportedly shows a lone gunman approaching the officer and opening fire from close range.
Alongside the intensified security operations, police launched a widespread crackdown across the Valley.
According to police sources, more than 2,500 young men have been detained for questioning in recent days.
The largest number of detentions was reported from Srinagar, where over 700 individuals were taken into custody.
More than 200 were detained in Budgam, 178 in Baramulla and over 100 in Ganderbal, while several others were picked up from Anantnag, Shopian, Kulgam and Pulwama districts.
Reacting to the demolitions, Jammu and Kashmir Chief Minister Omar Abdullah urged the authorities to exercise restraint and remain within the legal framework.
Referring to the Supreme Court’s directions against the demolition of properties belonging to accused persons without following due legal procedure, he said he understood the anguish of the police but cautioned that such summary action should not be repeated.
The Chief Minister recalled that similar demolitions had taken place after the Pahalgam terror attack earlier this year.
He said he had then intervened by taking up the matter with the Central government to prevent such actions from continuing.
Expressing concern over the large-scale detentions, Abdullah said arresting hundreds of people would not contribute to restoring normalcy in Jammu and Kashmir.
Instead, he warned, such measures could deepen public resentment and further complicate the security situation.
He also pointed out that investigations into the Pahalgam attack had indicated that the attackers had come from outside Jammu and Kashmir.
In such circumstances, he argued, punitive action against local families would not help eliminate terrorism or build public confidence.
According to the Chief Minister, the fight against militancy cannot be won through security measures alone.
While the efforts of the police, Army and Central Reserve Police Force (CRPF) remain essential, he maintained that lasting peace can only be achieved when local communities themselves reject violence and stand firmly against terrorism, as was witnessed after the Pahalgam attack.
Former Jammu and Kashmir Chief Minister and Peoples Democratic Party (PDP) president Mehbooba Mufti also criticised the ongoing security measures.
Condemning the killing of the police officer as a grave and unacceptable act, she nevertheless questioned the detention of hundreds of people and the demolition of houses belonging to the families of two alleged militants.
Mufti described the actions as a form of collective punishment, saying such measures have no place in a democratic society governed by the rule of law.
She urged the authorities to distinguish between those directly involved in terrorism and ordinary citizens.
She further argued that if the Government of India maintains that militancy in the region has been reduced to nearly negligible levels, it should respond with a more humane and lawful approach.
Rather than adopting measures that could affect innocent civilians, she said, the focus should remain on targeted action against those actually responsible for terrorist activities.
अनंतनाग आतंकी हमले के बाद दो संदिग्ध आतंकियों के घर ध्वस्त, व्यापक धरपकड़ पर उमर अब्दुल्ला ने जताई चिंता
श्रीनगर: जम्मू-कश्मीर के अनंतनाग जिले में पुलिस के एक हेड कांस्टेबल की आतंकवादी हमले में हत्या के एक दिन बाद सुरक्षा बलों ने गुरुवार तड़के दो संदिग्ध स्थानीय आतंकियों के मकानों को ध्वस्त कर दिया।
पुलिसकर्मी की हत्या के बाद घाटी में आतंकवाद विरोधी अभियान तेज कर दिया गया है और सुरक्षा एजेंसियां व्यापक स्तर पर कार्रवाई कर रही हैं।
यह कार्रवाई अप्रैल 2025 में पहलगाम आतंकी हमले के बाद अपनाई गई रणनीति की याद दिलाती है, जब घाटी के विभिन्न इलाकों में कम से कम नौ संदिग्ध आतंकियों के मकान विस्फोट कर गिरा दिए गए थे।
गुरुवार को दक्षिण कश्मीर के हसनपोरा में हारून गनी और बिजबेहड़ा में आदिल अहमद ठोकर के मकानों को ध्वस्त किया गया। सुरक्षा एजेंसियों का मानना है कि दोनों सक्रिय आतंकवादी हैं।
मारे गए पुलिसकर्मी हेड कांस्टेबल आशिक हुसैन कुरैशी मध्य कश्मीर के बडगाम जिले के निवासी थे। वह इंडियन रिजर्व पुलिस में तैनात थे और स्पेशल ऑपरेशन ग्रुप (एसओजी) के साथ संबद्ध थे।
घटना के समय उनकी ड्यूटी अमरनाथ यात्रा की सुरक्षा में लगी हुई थी। खराब मौसम के कारण फिलहाल वार्षिक अमरनाथ यात्रा स्थगित है।
घटना के सीसीटीवी फुटेज में एक अकेला आतंकी नजदीक से उन पर गोली चलाते हुए दिखाई देता है।
सुरक्षा अभियान के तहत पुलिस ने घाटीभर में बड़े पैमाने पर तलाशी और धरपकड़ अभियान भी चलाया। पुलिस सूत्रों के अनुसार हाल के दिनों में 2,500 से अधिक युवकों को पूछताछ के लिए हिरासत में लिया गया है।
इनमें से 700 से ज्यादा लोग श्रीनगर से पकड़े गए हैं। बडगाम से 200 से अधिक, बारामूला से 178 तथा गांदरबल से 100 से ज्यादा लोगों को हिरासत में लिया गया है।
इसके अलावा अनंतनाग, शोपियां, कुलगाम और पुलवामा सहित दक्षिण कश्मीर के कई जिलों से भी दर्जनों लोगों को पूछताछ के लिए उठाया गया है।
इन कार्रवाइयों पर प्रतिक्रिया देते हुए जम्मू-कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने कानून के दायरे में रहकर कार्रवाई करने की सलाह दी।
उन्होंने कहा कि वह पुलिस के दर्द और आक्रोश को समझते हैं, लेकिन सर्वोच्च न्यायालय पहले ही स्पष्ट कर चुका है कि किसी आरोपी के घर को बिना विधिक प्रक्रिया अपनाए इस प्रकार ध्वस्त नहीं किया जा सकता।
मुख्यमंत्री ने याद दिलाया कि पहलगाम हमले के बाद भी इसी तरह की कार्रवाई हुई थी और उस समय उन्होंने केंद्र सरकार से हस्तक्षेप कर ऐसे कदमों को रोकने का आग्रह किया था। उनका कहना था कि कानून के शासन को हर परिस्थिति में सर्वोच्च प्राथमिकता मिलनी चाहिए।
बड़ी संख्या में लोगों की हिरासत पर भी उमर अब्दुल्ला ने चिंता व्यक्त की। उन्होंने कहा कि सैकड़ों लोगों को पकड़ने से जम्मू-कश्मीर में हालात सामान्य होने के बजाय और अधिक तनावपूर्ण हो सकते हैं। उनके अनुसार, ऐसी कार्रवाइयों से लोगों में असंतोष बढ़ने की आशंका रहती है।
उन्होंने यह भी कहा कि पहलगाम हमले की जांच में सामने आया था कि हमलावर जम्मू-कश्मीर के बाहर से आए थे। ऐसे में स्थानीय परिवारों के खिलाफ कठोर कार्रवाई से आतंकवाद के खिलाफ लड़ाई को अपेक्षित सफलता नहीं मिलेगी और न ही जनता का भरोसा मजबूत होगा।
मुख्यमंत्री का कहना था कि केवल पुलिस, सेना और केंद्रीय रिजर्व पुलिस बल (सीआरपीएफ) के अभियानों के सहारे आतंकवाद का स्थायी समाधान संभव नहीं है।
उन्होंने कहा कि हिंसा का वास्तविक अंत तभी होगा जब स्थानीय लोग स्वयं आतंकवाद के खिलाफ खुलकर खड़े होंगे, जैसा कि पहलगाम हमले के बाद देखने को मिला था।
पूर्व मुख्यमंत्री और पीपुल्स डेमोक्रेटिक पार्टी (पीडीपी) प्रमुख महबूबा मुफ्ती ने भी सुरक्षा एजेंसियों की मौजूदा कार्रवाई पर सवाल उठाए।
उन्होंने ड्यूटी के दौरान पुलिस अधिकारी की हत्या को जघन्य और निंदनीय अपराध बताया, लेकिन साथ ही सैकड़ों लोगों की हिरासत और दो कथित आतंकियों के परिवारों के मकान गिराए जाने की भी आलोचना की।
महबूबा मुफ्ती ने कहा कि इस तरह की कार्रवाई सामूहिक दंड का स्वरूप ले लेती है, जिसकी लोकतांत्रिक व्यवस्था में कोई जगह नहीं होनी चाहिए। उन्होंने जोर देकर कहा कि आतंकवादियों और निर्दोष नागरिकों के बीच स्पष्ट अंतर किया जाना आवश्यक है।
उन्होंने आगे कहा कि यदि केंद्र सरकार स्वयं यह दावा करती है कि जम्मू-कश्मीर में आतंकवाद लगभग समाप्ति की ओर है, तो उसे निर्दोष नागरिकों के प्रति अधिक संवेदनशील और कानूनसम्मत दृष्टिकोण अपनाना चाहिए।
उनके अनुसार, पूरे समुदाय को प्रभावित करने वाले कदम उठाने के बजाय केवल वास्तविक दोषियों के विरुद्ध लक्षित कार्रवाई ही न्यायसंगत और प्रभावी होगी।
