Jaishankar in Kyiv: India Backs Peace Efforts While Defending Russian Oil Imports

Talks with Zelenskyy put India’s independent diplomacy in focus as New Delhi urges negotiations to end the war without abandoning its energy interests
S Jaishankar met Zelenskyy in Kyiv and backed dialogue to end the Russia-Ukraine war while defending India’s right to buy Russian oil to meet its energy needs.

KYIV: India sought to keep the door open to diplomacy in Ukraine while making clear that its own strategic and energy interests will continue to shape its foreign policy, as External Affairs Minister S Jaishankar held high-level talks in Kyiv on Thursday.

The visit brought Jaishankar face-to-face with Ukrainian President Volodymyr Zelenskyy, with the two discussing possible approaches to ending the war as well as the future of India-Ukraine relations.

Jaishankar also held discussions with Ukrainian Foreign Minister Andrii Sybiha on expanding cooperation between the two countries.

The meetings took place against the backdrop of a continuing disagreement over India’s purchases of Russian crude.

Ukraine has objected to New Delhi’s energy engagement with Moscow, while India has consistently maintained that ensuring adequate and affordable supplies for its vast population is a national responsibility.

Jaishankar did not suggest that India was prepared to change that position.

Instead, he acknowledged Ukraine’s concerns while asking that New Delhi’s circumstances receive equal consideration.

India, he pointed out, has to secure energy for around 1.4 billion people at a time when global energy conditions remain difficult.

He argued that decisions surrounding oil purchases should not be treated as the mechanism through which the war itself will be resolved.

The minister distinguished economic choices and the diplomatic task of ending hostilities.

In his assessment, the conflict will ultimately require negotiations, diplomacy and direct dialogue between the parties rather than an attempt to settle the war through decisions over oil, minerals, metals, fertilisers or other commodities.

That message reflects the position New Delhi has repeatedly advanced since the conflict began: military action cannot provide the lasting answer to the crisis. India has instead encouraged engagement between the sides and argued for a negotiated settlement.

Jaishankar also connected that position with Prime Minister Narendra Modi’s recent interaction with Russian President Vladimir Putin.

Modi had met Putin on the margins of the Shanghai Cooperation Organisation summit in Bishkek two days before Jaishankar’s Kyiv discussions and called for the prolonged cycle of war to move towards an end to hostilities.

Zelenskyy, for his part, welcomed India’s stated commitment to ending the conflict.

He said Ukraine appreciated New Delhi’s position and stressed that peace was needed.

The Ukrainian president also raised the security risks surrounding the visit. According to Zelenskyy, Russia launched jet-powered Shahed drones while the Indian delegation was in Kyiv.

Ukrainian combat aircraft and fighter jets intercepted most of the drones, he said, while the Indian delegation remained safe.

The episode offered a stark reminder that diplomacy is being conducted against the backdrop of an active war, even as international efforts continue to seek a political way out of the conflict.

For India, the Kyiv engagement also represents an effort to maintain working relations with both sides of the confrontation.

New Delhi has faced criticism from the United States and European nations for continuing to buy Russian crude since Moscow’s full-scale invasion of Ukraine in 2022, but has defended the policy on the grounds of energy security and the interests of Indian consumers.

Jaishankar’s latest remarks reinforced that distinction.

India can support efforts to bring the war to an end while retaining its freedom to determine where it sources energy and how it manages relations with Moscow.

The talks with Zelenskyy also gave bilateral relations a place alongside the larger geopolitical issue.

Jaishankar said he briefed the Ukrainian president on his earlier discussions with Sybiha and on efforts to deepen cooperation between India and Ukraine.

The overall message from Kyiv was therefore not one of choosing sides.

India reaffirmed its support for diplomacy and an end to the fighting, while simultaneously making clear that its foreign policy decisions—including energy purchases—would continue to be guided by its own national interests.

In a conflict that has entered its fifth year, Jaishankar’s position was that the route to peace lies at the negotiating table, not in determining which countries buy particular commodities.

कीव: रूस और यूक्रेन के बीच जारी युद्ध के बीच भारत ने एक बार फिर अपनी स्वतंत्र विदेश नीति का रुख स्पष्ट किया है।

विदेश मंत्री एस जयशंकर ने गुरुवार को कीव में राष्ट्रपति वोलोदिमीर जेलेंस्की से मुलाकात की और युद्ध समाप्त करने के संभावित रास्तों पर चर्चा की। बातचीत में भारत-यूक्रेन संबंधों को आगे बढ़ाने का मुद्दा भी शामिल रहा।

इस यात्रा का सबसे अहम पहलू यह रहा कि भारत ने शांति की जरूरत पर जोर देते हुए रूस से होने वाले अपने तेल आयात पर पीछे हटने का कोई संकेत नहीं दिया।

जयशंकर ने यूक्रेन की आपत्तियों को स्वीकार किया, लेकिन साथ ही भारत की ऊर्जा जरूरतों को भी समान महत्व देने की बात कही।

भारत के लिए ऊर्जा सुरक्षा एक बड़ा राष्ट्रीय मुद्दा है।

जयशंकर ने कहा कि करीब 1.4 अरब आबादी वाले देश के लिए पर्याप्त ऊर्जा उपलब्ध कराना आसान चुनौती नहीं है, खासकर ऐसे समय में जब वैश्विक ऊर्जा परिस्थितियां जटिल बनी हुई हैं।

इसी संदर्भ में उन्होंने रूसी तेल की खरीद को युद्ध समाप्ति से सीधे जोड़ने की धारणा पर सवाल उठाया।

उनका कहना था कि कोई देश तेल, खनिज, धातु या उर्वरक खरीदता है या नहीं, इससे अपने आप युद्ध का अंत नहीं होगा।

जयशंकर के मुताबिक, संघर्ष को समाप्त करने का रास्ता आर्थिक लेन-देन पर रोक लगाने के बजाय बातचीत और कूटनीतिक प्रयासों से होकर गुजरता है।

उन्होंने वार्ता को युद्ध के स्थायी समाधान की दिशा में जरूरी माध्यम बताया।

भारत का यह रुख उसके लंबे समय से चले आ रहे दृष्टिकोण के अनुरूप है।

नई दिल्ली लगातार कहती रही है कि युद्ध के मैदान में किसी भी संघर्ष का स्थायी समाधान नहीं निकल सकता और संबंधित पक्षों को बातचीत की ओर लौटना चाहिए।

जयशंकर ने प्रधानमंत्री नरेंद्र मोदी की हालिया रूस यात्रा का भी संदर्भ दिया। बिश्केक में शंघाई सहयोग संगठन के शिखर सम्मेलन से इतर मोदी ने रूसी राष्ट्रपति व्लादिमीर पुतिन से मुलाकात की थी।

जयशंकर के अनुसार, प्रधानमंत्री ने लंबे समय से जारी युद्ध और शत्रुता को समाप्त करने की जरूरत पर जोर दिया था।

कीव में हुई बातचीत के दौरान यूक्रेन के साथ द्विपक्षीय संबंधों को भी अलग महत्व दिया गया।

जयशंकर ने बताया कि उन्होंने जेलेंस्की को यूक्रेन के विदेश मंत्री एंड्री सिबिहा के साथ हुई चर्चाओं की जानकारी दी। दोनों देशों के बीच सहयोग को और व्यापक बनाने के तरीकों पर भी चर्चा हुई।

जेलेंस्की ने भारत के शांति संबंधी रुख का स्वागत किया।

उन्होंने कहा कि यूक्रेन युद्ध खत्म करने की दिशा में भारत की प्रतिबद्धता को महत्व देता है और मौजूदा परिस्थितियों में शांति की जरूरत है।

हालांकि, जयशंकर की मौजूदगी के दौरान कीव में युद्ध का खतरा भी सामने रहा। जेलेंस्की के अनुसार, भारतीय प्रतिनिधिमंडल के शहर में रहते समय रूस की ओर से जेट इंजन वाले शहीद ड्रोन लॉन्च किए गए।

उनके दावे के मुताबिक, यूक्रेनी लड़ाकू विमानों ने अधिकांश ड्रोन रोक दिए और भारतीय प्रतिनिधिमंडल सुरक्षित रहा।

यह घटनाक्रम इस बात को रेखांकित करता है कि सक्रिय युद्ध के बीच कूटनीतिक बातचीत करना कितना चुनौतीपूर्ण है।

एक तरफ विभिन्न देश संघर्ष खत्म कराने के प्रयास कर रहे हैं, वहीं दूसरी ओर सैन्य गतिविधियां जारी हैं।

रूस से तेल खरीदने के मुद्दे पर भारत को अमेरिका और यूरोपीय देशों की आलोचना का सामना करना पड़ा है।

2022 में रूस के यूक्रेन के खिलाफ पूर्ण पैमाने पर सैन्य अभियान शुरू करने के बाद यह मुद्दा भारत की विदेश नीति की बहस का प्रमुख हिस्सा बन गया है।

हालांकि नई दिल्ली ने लगातार कहा है कि भारतीय नागरिकों के लिए भरोसेमंद और किफायती ऊर्जा उपलब्ध कराना उसकी प्राथमिक जिम्मेदारी है।

जयशंकर की कीव यात्रा में इसी संतुलन की तस्वीर दिखाई दी।

भारत युद्ध समाप्त करने के लिए बातचीत और कूटनीति का समर्थन कर रहा है, लेकिन साथ ही ऊर्जा आयात और अन्य विदेश नीति संबंधी फैसलों पर अपनी स्वतंत्रता बनाए रखना चाहता है।

जेलेंस्की के साथ बातचीत और सिबिहा के साथ चर्चा ने यह भी संकेत दिया कि भारत यूक्रेन के साथ अपने द्विपक्षीय रिश्तों को युद्ध के व्यापक विवाद से अलग एक स्वतंत्र आयाम के रूप में आगे बढ़ाना चाहता है।

कीव से भारत का संदेश इस प्रकार किसी एक पक्ष के साथ खड़े होने के बजाय अपने स्वतंत्र दृष्टिकोण को कायम रखने का रहा।

नई दिल्ली युद्ध खत्म करने के लिए कूटनीति को प्राथमिक रास्ता मानती है, लेकिन अपनी ऊर्जा जरूरतों और राष्ट्रीय हितों से जुड़े फैसले भी स्वयं लेने पर कायम है।

जयशंकर की दलील का मूल आधार यही रहा कि पांचवें वर्ष में पहुंच चुके इस युद्ध का अंत इस बात से तय नहीं होगा कि कौन-सा देश किससे तेल खरीदता है। स्थायी समाधान के लिए बातचीत, कूटनीति और समझौते की दिशा में आगे बढ़ना जरूरी होगा।
