Jalandhar Arrest Brings US SNAP Fraud Fugitive Back Into Focus
Punjab Police detain Indian-origin US citizen Manjit Singh Bedi, who allegedly left America after facing federal fraud charges and later reached India through Canada.
A federal fraud investigation in the United States has acquired an international dimension after Punjab Police arrested an Indian-origin American citizen who allegedly disappeared from the US after being allowed to remain free during court proceedings.
Manjit Singh Bedi was taken into custody in Jalandhar, Punjab, DGP Gaurav Yadav said on Friday.
Bedi had been the subject of a US manhunt and was listed by the Federal Bureau of Investigation among its most-wanted fraud suspects.
Information leading to his arrest carried a reward of $150,000, according to the police chief.
The allegations against Bedi centre on a grocery business he ran in Tacoma, Washington.
US investigators accuse him of using transactions involving a government food-assistance programme in a manner that allegedly converted beneficiaries’ food credits into cash.
The programme involved is the Supplemental Nutrition Assistance Program, commonly known as SNAP.
It provides eligible people with assistance to buy food, with benefits accessed through Electronic Benefit Transfer cards.
Investigators allege that customers participating in SNAP would use their EBT cards at Bedi’s store, but the transactions were allegedly not backed by corresponding grocery sales.
Instead, police say, the cards were used to obtain cash, with Bedi allegedly retaining about half of the money involved.
The alleged operation is said to have continued from March 2024 through June 2025.
Information posted by the FBI puts the government’s losses at a minimum of $600,000, making the case a substantial federal fraud investigation.
Bedi, who is described by the FBI as a naturalised US citizen, was subsequently indicted on federal charges involving wire fraud and the misuse of SNAP benefits.
Yet he was not immediately taken into custody and was permitted to appear before the court while remaining under specified conditions.
Among those conditions was a requirement that he surrender his passport. He was also expected to remain in Washington while the legal proceedings continued.
US authorities allege that Bedi later breached those restrictions. Rather than remain in Washington, he is accused of leaving the United States and crossing into neighbouring Canada.
His journey did not end there.
According to Punjab Police, he subsequently travelled onward to India, reaching the country through Canada in April this year.
His departure prompted US authorities to intensify efforts to locate him outside the country.
A federal arrest warrant was eventually issued on May 21, 2026, by a US District Court.
The warrant included an allegation that Bedi had violated the conditions under which he had been allowed to remain at liberty.
The sequence left US investigators looking for a suspect who was no longer within their jurisdiction.
His eventual detention in Punjab now places him within the Indian legal system while the US allegations remain pending.
Yadav said the arrest was carried out by Jalandhar Police.
The Punjab Police action has effectively ended Bedi’s period of alleged flight in India and could pave the way for further legal proceedings concerning the US case.
The alleged method used in the fraud is central to the American prosecution. SNAP benefits are intended for food purchases, but investigators contend that Bedi allegedly facilitated a cash-exchange arrangement instead.
Under the suspected practice, beneficiaries surrendered the use of their electronic benefits, received cash, and allegedly allowed Bedi to keep a substantial share.
The FBI’s account also describes the case as an example of benefits fraud involving a private retail outlet.
The alleged activity was not confined to a single transaction but is said to have continued for more than a year before federal authorities intervened.
The case then took an unexpected turn when Bedi, after being permitted to remain outside custody, allegedly left the United States.
His movement through Canada and eventual arrival in India meant that a US federal case was followed by an international search.
With his arrest in Jalandhar, authorities in Punjab have now located the man who was being sought in the United States.
Further proceedings will determine how the US prosecution and his detention in India are dealt with under the applicable legal processes.
The allegations against Bedi have not been finally adjudicated.
The $600,000-plus loss figure cited by the FBI and the charges against him form part of the US case and remain subject to judicial determination.

अमेरिका में सरकारी खाद्य सहायता से जुड़े कथित फर्जीवाड़े की जांच उस समय अंतरराष्ट्रीय मामला बन गई, जब वहां कानूनी कार्रवाई का सामना कर रहा भारतीय मूल का एक अमेरिकी नागरिक भारत पहुंच गया।
पंजाब पुलिस ने अब उसे जालंधर से गिरफ्तार कर लिया है।
पंजाब के पुलिस महानिदेशक गौरव यादव ने शुक्रवार को मंजीत सिंह बेदी की गिरफ्तारी की पुष्टि की।
उनके अनुसार, अमेरिकी जांच एजेंसी एफबीआई की वांटेड सूची में बेदी का नाम शामिल था और उसकी गिरफ्तारी से संबंधित सूचना देने वाले के लिए 1.5 लाख डॉलर का इनाम रखा गया था।
अमेरिकी जांच में बेदी के खिलाफ लगाए गए आरोपों का संबंध वॉशिंगटन के टैकोमा शहर में संचालित उसकी किराना दुकान से है।
जांचकर्ताओं का आरोप है कि दुकान के जरिए उसने सरकारी खाद्य सहायता पाने वाले लोगों के इलेक्ट्रॉनिक लाभ कार्डों से जुड़े लेनदेन का कथित तौर पर दुरुपयोग किया।
यह मामला अमेरिका की Supplemental Nutrition Assistance Program यानी SNAP व्यवस्था से जुड़ा है।
इस योजना के तहत पात्र लोगों को भोजन खरीदने के लिए सरकारी सहायता मिलती है, जिसका इस्तेमाल Electronic Benefit Transfer यानी EBT कार्ड के जरिए किया जाता है।
अमेरिकी अधिकारियों का आरोप है कि दुकान पर पहुंचने वाले कुछ SNAP लाभार्थियों के कार्ड का इस्तेमाल वास्तविक खाद्य सामग्री खरीदने के बजाय नकद हासिल करने के लिए किया गया।
जांच के मुताबिक, इस व्यवस्था में बेदी कथित तौर पर रकम का लगभग आधा हिस्सा अपने पास रखता था।
एफबीआई के रिकॉर्ड के अनुसार, संदिग्ध गतिविधियां मार्च 2024 से जून 2025 तक चलीं। अमेरिकी सरकार को इस कथित योजना के कारण कम से कम 6 लाख डॉलर का नुकसान होने का दावा किया गया है।
मामले में आगे बढ़ते हुए अमेरिकी संघीय अभियोजकों ने बेदी पर वायर फ्रॉड और SNAP लाभों से संबंधित धोखाधड़ी के आरोप लगाए।
हालांकि आरोप तय होने के बाद उसे तत्काल हिरासत में नहीं लिया गया था। उसे अदालत की कार्यवाही में बाहर रहकर शामिल होने की अनुमति दी गई थी।
इस रियायत के साथ उसे कुछ शर्तों का पालन करना था। अमेरिकी अधिकारियों ने उसका पासपोर्ट जमा कराने और वॉशिंगटन में ही रहने को कहा था।
जांच एजेंसियों का आरोप है कि बाद में उसने इन प्रतिबंधों का पालन नहीं किया।
अमेरिकी अधिकारियों के मुताबिक, बेदी सीमा पार करके कनाडा चला गया। इसके बाद वह भारत पहुंचा। पंजाब पुलिस का कहना है कि वह अप्रैल 2026 में कनाडा के रास्ते भारत आया था।
देश से उसके निकल जाने के बाद अमेरिकी अदालत ने उसके खिलाफ 21 मई 2026 को गिरफ्तारी वारंट जारी किया।
वारंट में उस पर निगरानी से संबंधित शर्तों का उल्लंघन करने का आरोप लगाया गया।
एफबीआई बेदी को प्राकृतिक रूप से अमेरिकी नागरिकता प्राप्त व्यक्ति के रूप में पहचानती है।
अमेरिका से निकलने के बाद कनाडा और फिर भारत पहुंचने के कारण उसकी तलाश का दायरा अमेरिकी सीमा से बाहर चला गया था।
अब जालंधर में हुई गिरफ्तारी के बाद अमेरिकी जांच से जुड़ा यह मामला पंजाब तक पहुंच गया है।
डीजीपी गौरव यादव के अनुसार, बेदी को स्थानीय पुलिस ने पकड़ा। आगे की कार्रवाई संबंधित कानूनी प्रक्रियाओं के तहत तय होगी।
अमेरिकी जांच में जिस कथित तरीके का उल्लेख किया गया है, उसका केन्द्र SNAP लाभों को खाद्य खरीद से हटाकर नकद लेनदेन में बदलना था।
जांचकर्ताओं का आरोप है कि लाभार्थियों को नकद मिलता था, जबकि बेदी कथित तौर पर लेनदेन से हिस्सा अपने पास रखता था।
एफबीआई के अनुसार, यह कथित गतिविधि किसी एक घटना तक सीमित नहीं थी बल्कि एक वर्ष से अधिक समय तक चलने वाली व्यवस्था का हिस्सा थी।
इसी वजह से अमेरिकी सरकार को हुए नुकसान का अनुमान 6 लाख डॉलर से अधिक बताया गया है।
मामले में एक अहम मोड़ तब आया जब अदालत से बाहर रहकर मुकदमे का सामना कर रहा आरोपी कथित तौर पर अमेरिका छोड़ गया।
कनाडा और फिर भारत पहुंचने के बाद उसके खिलाफ संघीय गिरफ्तारी वारंट जारी हुआ और उसकी तलाश जारी रही।
जालंधर पुलिस की कार्रवाई के साथ अब उस व्यक्ति का पता लगा लिया गया है जिसे अमेरिका में संघीय जांच एजेंसियां तलाश रही थीं।
उसके भारत में पकड़े जाने के बाद आगे की कानूनी प्रक्रिया यह तय करेगी कि अमेरिकी मामले में अगला कदम किस प्रकार उठाया जाता है।
बेदी के खिलाफ लगाए गए आरोप अभी न्यायिक रूप से सिद्ध नहीं हुए हैं। अमेरिकी अधिकारियों द्वारा बताई गई कथित आर्थिक क्षति और उसके खिलाफ दर्ज आरोप फिलहाल चल रही कानूनी कार्रवाई का हिस्सा हैं।
