Jammu & Kashmir Rain Fury: Death Toll Rises to 23, Schools Shut Till July 26 as Pilgrimages Remain Suspended
Srinagar/Jammu: Relentless rainfall continued to batter large parts of the Jammu region for the third consecutive day on Tuesday, throwing normal life out of gear, triggering widespread disruptions and forcing the Jammu and Kashmir administration to extend the summer vacation in schools until July 26 as a precautionary measure.
Announcing the decision, Education Minister Sakina Ittoo said the extension applies to all government and recognised private schools in the Kashmir Division as well as the winter zones of the Jammu Division.
She stated that the decision had been taken keeping the safety of students, teachers and their families as the government’s foremost concern.
Schools, which had been closed from July 6 due to an intense heatwave, were originally scheduled to reopen on July 20.
The continuing spell of rain has turned deadly, with at least 23 people losing their lives and seven others reported missing in weather-related incidents across Poonch, Rajouri and Doda districts since Sunday.
In view of persistent downpours, landslides and the heightened threat of flash floods, authorities have kept all major religious pilgrimages—including the Amarnath Yatra, Vaishno Devi Yatra, Shiv Khori Yatra and Machail Mata Yatra—suspended for the third straight day.
According to official data, Poonch recorded the highest rainfall during the last 24 hours with 61.5 mm, followed by Reasi (54.5 mm), Rajouri (49 mm) and Jammu (35 mm), highlighting the widespread impact of the ongoing weather system.
Large sections of the road network, including several link roads, remained blocked due to landslides and falling rocks, while waterlogging affected traffic movement in both urban centres and rural areas.
Officials said restoration work is in progress, but intermittent rainfall continues to slow debris clearance and delay the reopening of key routes.
With the Meteorological Department forecasting moderate to heavy rainfall until July 23, the administration has advised residents to avoid non-essential travel and stay away from rivers, streams, water bodies and landslide-prone locations to minimise risks.
Chief Minister Omar Abdullah has chaired successive high-level review meetings over the past two days to assess the flood situation, monitor restoration efforts and review relief operations across the Union Territory.
Stressing that public safety remains the government’s highest priority, he directed officials to respond proactively, ensure prompt restoration of essential services and provide timely assistance to affected families while remaining prepared for any further weather-related emergencies.
Rescue and relief operations also gathered pace as Army personnel carried out multiple missions across the Rajouri-Poonch region to assist residents affected by flooding, damaged infrastructure and continuous rainfall.
At Jaran Wali Gali in Poonch, the boundary wall of Jawahar Navodaya Vidyalaya collapsed onto several parked vehicles, disrupting traffic on National Highway-144A.
Troops of the White Knight Corps reached the site, cleared the obstruction and restored vehicular movement on the highway.
In another operation near Khari Karmara in Poonch, a damaged bridge had snapped local connectivity.
Personnel from the White Knight Corps, the Border Roads Organisation (BRO) and residents worked together to carry out emergency repairs, enabling essential movement to resume.
Elsewhere, a flash flood at Dara Sangla washed away an iron bridge, leaving the village cut off and severely affecting access to healthcare.
Army medical teams rushed to the isolated area, administered emergency first aid, treated an injured resident and distributed medicines to villagers until further assistance could reach the affected region.

श्रीनगर/जम्मू: जम्मू संभाग में लगातार तीसरे दिन मंगलवार को भी मूसलाधार बारिश का सिलसिला जारी रहा, जिससे जनजीवन बुरी तरह प्रभावित हो गया।
बिगड़ते मौसम और सुरक्षा को ध्यान में रखते हुए जम्मू-कश्मीर प्रशासन ने सभी सरकारी तथा मान्यता प्राप्त निजी विद्यालयों की ग्रीष्मकालीन छुट्टियां 26 जुलाई तक बढ़ाने का निर्णय लिया है।
शिक्षा मंत्री सकीना इत्तू ने बताया कि यह आदेश कश्मीर संभाग और जम्मू संभाग के शीतकालीन क्षेत्रों के सभी सरकारी एवं मान्यता प्राप्त निजी विद्यालयों पर लागू होगा।
उन्होंने कहा कि विद्यार्थियों, शिक्षकों और उनके परिवारों की सुरक्षा को सर्वोच्च प्राथमिकता देते हुए यह फैसला लिया गया है।
उल्लेखनीय है कि भीषण गर्मी के कारण 6 जुलाई से घोषित अवकाश के बाद विद्यालयों को 20 जुलाई से दोबारा खोलने की योजना थी।
लगातार हो रही वर्षा ने कई जिलों में तबाही मचा दी है। रविवार से अब तक पुंछ, राजौरी और डोडा जिलों में वर्षा एवं उससे जुड़ी घटनाओं में 23 लोगों की मौत हो चुकी है, जबकि सात अन्य अब भी लापता बताए जा रहे हैं।
लगातार बारिश, भूस्खलन और अचानक बाढ़ के खतरे को देखते हुए प्रशासन ने अमरनाथ यात्रा, वैष्णो देवी यात्रा, शिव खोरी यात्रा और माछैल माता यात्रा सहित सभी प्रमुख धार्मिक यात्राओं को लगातार तीसरे दिन भी स्थगित रखा।
मौसम विभाग के आंकड़ों के अनुसार बीते 24 घंटों में पुंछ में 61.5 मिमी, रियासी में 54.5 मिमी, राजौरी में 49 मिमी और जम्मू में 35 मिमी वर्षा दर्ज की गई, जिससे पूरे क्षेत्र में हालात गंभीर बने हुए हैं।
भारी वर्षा के कारण अनेक मुख्य और संपर्क मार्ग भूस्खलन तथा पहाड़ियों से पत्थर गिरने की घटनाओं से बाधित रहे।
शहरी और ग्रामीण इलाकों में जलभराव के चलते यातायात व्यवस्था भी प्रभावित हुई।
प्रशासन ने बताया कि सड़कों से मलबा हटाने और आवागमन बहाल करने का कार्य जारी है, लेकिन लगातार हो रही बारिश राहत कार्यों में बाधा उत्पन्न कर रही है।
मौसम विभाग द्वारा 23 जुलाई तक मध्यम से भारी वर्षा की संभावना जताए जाने के बाद प्रशासन ने लोगों से अनावश्यक यात्रा से बचने, नदियों, नालों, जलाशयों और भूस्खलन संभावित क्षेत्रों से दूर रहने की अपील की है।
मुख्यमंत्री उमर अब्दुल्ला ने पिछले दो दिनों में लगातार उच्चस्तरीय समीक्षा बैठकें कर बाढ़ की स्थिति, राहत एवं पुनर्वास कार्यों तथा आवश्यक सेवाओं की बहाली का जायजा लिया।
उन्होंने अधिकारियों को निर्देश दिया कि वे सक्रिय, संवेदनशील और प्रभावी ढंग से कार्य करें ताकि किसी भी नागरिक को कठिनाई का सामना न करना पड़े।
साथ ही प्रभावित परिवारों तक समय पर राहत पहुंचाने और भविष्य की किसी भी आपदा से निपटने के लिए पूरी तैयारी बनाए रखने के निर्देश भी दिए।
इस बीच सेना ने राजौरी-पुंछ क्षेत्र के विभिन्न हिस्सों में राहत एवं बचाव अभियान तेज कर दिया। भारी वर्षा, अचानक आई बाढ़ और क्षतिग्रस्त आधारभूत संरचना से प्रभावित लोगों को सुरक्षित निकालने के लिए कई स्थानों पर अभियान चलाए गए।
जारन वाली गली स्थित जवाहर नवोदय विद्यालय की चारदीवारी कई खड़े वाहनों पर गिर गई, जिससे राष्ट्रीय राजमार्ग-144ए पर यातायात बाधित हो गया। व्हाइट नाइट कोर के जवानों ने मौके पर पहुंचकर मलबा हटाया और राजमार्ग पर आवागमन बहाल कराया।
इसी प्रकार खारी करमारा क्षेत्र में एक पुल क्षतिग्रस्त होने से स्थानीय संपर्क टूट गया था। व्हाइट नाइट कोर, सीमा सड़क संगठन (बीआरओ) तथा स्थानीय लोगों ने संयुक्त रूप से आपात मरम्मत कार्य कर आवश्यक आवाजाही दोबारा शुरू कराई।
वहीं दारा संगला में अचानक आई बाढ़ के कारण लोहे का एक पुल बह गया, जिससे पूरा गांव बाहरी दुनिया से कट गया और चिकित्सा सुविधाओं तक पहुंच बाधित हो गई।
सेना की चिकित्सा टीम ने तत्काल मौके पर पहुंचकर घायल ग्रामीण का उपचार किया, प्राथमिक चिकित्सा उपलब्ध कराई तथा गांव के लोगों को आवश्यक दवाइयां वितरित कीं, जिससे राहत कार्यों को गति मिली।
