Jantar Mantar Assault Case: Delhi Police Detain Swatantra Bhardwaj After Protests Escalate
21-year-old content creator picked up in Bulandshahr as pressure mounts over June attack on Sanjay Azad; separate probe follows alleged threats to his minor daughter
NEW DELHI: A political confrontation outside a Delhi police station has been followed by a significant development in a two-month-old Jantar Mantar assault case, with Delhi Police detaining 21-year-old content creator Swatantra Bhardwaj in Bulandshahr on Friday.
Investigators tracked the accused through his mobile phone before a police team reached the Uttar Pradesh district, an officer familiar with the investigation said.
The authorities were still working on securing transit remand by Friday evening.
The detention followed a prolonged dispute over the manner in which the June 23 incident was initially investigated.
Opposition figures, the Cockroach Janta Party (CJP) and Bhim Army had accused the Delhi Police of failing to respond adequately to allegations made by Sanjay Azad, 38, who said he was attacked while attending the protest with his 14-year-old daughter.
A case that returned to the spotlight
For weeks, the matter remained largely confined to the original police complaint.
It resurfaced dramatically after Bhardwaj appeared on a video podcast and made remarks about the confrontation that were subsequently circulated widely online.
His comments included a claim that he had struck Azad and a description of the injuries that suggested the attack could have had potentially fatal consequences.
Bhardwaj also referred to senior political figures, including Union minister Chirag Paswan and Delhi minister Kapil Mishra, while describing them as people close to him.
The remarks prompted a sharp political reaction.
Paswan subsequently said he had lodged a complaint against Bhardwaj, arguing that the matter was serious and that invoking the names of public figures in connection with the incident was unacceptable.
He called for an impartial investigation.
Mishra, however, did not issue a public response to Bhardwaj’s references to him.
Police account challenged
The controversy was further fuelled by a social-media statement from New Delhi DCP Sachin Sharma, who sought to counter what he described as claims surrounding the incident.
The police version said Azad’s head injury occurred amid a scuffle when he was struck by a kada worn by one of the alleged participants.
Police maintained that doctors at Ram Manohar Lohia Hospital had classified the injuries as simple and said the incident did not involve a weapon.
According to the police account, suspects had initially been detained at the protest venue. Investigators later served notices on Bhardwaj and another accused, Suraj Kumar, 24, as required under law.
The police also rejected suggestions that outside influence had interfered with the investigation.
That explanation failed to settle the dispute. Instead, it became one of the reasons cited by CJP and the Bhim Army for taking their protest to Parliament Street police station.
What the complainant alleges
Azad’s account is substantially more serious.
He has said that the confrontation began after he was questioned about making a video at the protest. He alleges that Bhardwaj and several others then assaulted him, leaving wounds on his head that required seven stitches.
The medical details incorporated into the original FIR refer to lacerations on two areas of his head. The record, however, did not at that stage conclude the nature of the injuries.
Azad has also alleged that the police did not adequately assist him after the incident. He said his daughter subsequently faced threats and that the family had repeatedly sought formal action.
The case has acquired an additional dimension because of the allegations concerning the girl.
Police have registered a separate case under the POCSO Act and relevant provisions of the Bharatiya Nyaya Sanhita following her complaint that she received rape threats.
A caste angle has been added to the investigation.
The legal scope of the original case has also expanded.
Police have subsequently incorporated provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, following allegations concerning Azad’s caste and the circumstances surrounding the confrontation.
The initial FIR, however, had been registered under BNS provisions dealing with causing hurt and wrongful restraint.
This discrepancy between the original charges and the later demands for stronger offences became a central point of the protests.
CJP representatives and Bhim Army supporters pressed for tougher action, including consideration of an attempted-murder charge.
Police officials have said such a step would require a fresh medical assessment. Investigators indicated that another examination of Azad would be undertaken before deciding whether the evidence justified additional sections.
Protest stretches into the night.
The dispute eventually moved from social media and political statements to the police station itself.
CJP representatives, including Saurav Das and Ashutosh Ranka, appeared at Parliament Street police station, while Azad and his daughter arrived with Bhim Army chief Chandrashekhar Azad.
Delhi Pradesh Youth Congress president Akshay Lakra was also present.
The demonstration began in the morning and continued until around 2 am, according to the account of those involved. Organisers said police assured them that action against Bhardwaj would follow within 72 hours.
His detention came several hours later.
Bhardwaj offers a different account
Bhardwaj has maintained that the confrontation was not an unprovoked assault.
In his version, he and six associates had gone to the protest to oppose the CJP, and he acted because he feared being attacked by a crowd.
His defence will now be considered alongside witness accounts, medical evidence, the original FIR, subsequent complaints and his own public statements.
The investigation therefore extends beyond the question of who struck whom at Jantar Mantar.
It also involves determining whether the original assessment of the injuries was adequate, whether the subsequent allegations justify the additional criminal provisions and how the alleged threats to the minor should be dealt with.
With Bhardwaj now in police custody, those questions are likely to come under renewed scrutiny as investigators decide what further charges, if any, the evidence can sustain.

जून में संजय आजाद पर कथित हमले को लेकर बढ़े विवाद के बीच कार्रवाई; नाबालिग बेटी को धमकी के आरोपों की भी अलग जांच
नई दिल्ली: जंतर-मंतर पर 23 जून को हुए कथित हमले को लेकर चल रहा विवाद शुक्रवार को एक महत्वपूर्ण मोड़ पर पहुंच गया।
दिल्ली पुलिस ने 21 वर्षीय कंटेंट क्रिएटर स्वातंत्र्य भारद्वाज को उत्तर प्रदेश के बुलंदशहर से हिरासत में लिया।
यह कार्रवाई उस समय हुई जब मामले को लेकर संसद मार्ग थाने के बाहर राजनीतिक और सामाजिक संगठनों का विरोध प्रदर्शन तेज हो गया था।
जांच से जुड़े एक पुलिस अधिकारी के मुताबिक, भारद्वाज तक पहुंचने में उसके मोबाइल फोन की लोकेशन अहम साबित हुई। इसके बाद दिल्ली से एक टीम बुलंदशहर भेजी गई। शुक्रवार शाम तक पुलिस उसके ट्रांजिट रिमांड की प्रक्रिया पूरी नहीं कर सकी थी।
मामला कई सप्ताह पुराना है, लेकिन हाल में भारद्वाज के एक वीडियो पॉडकास्ट में दिए गए बयान के बाद इसने फिर से व्यापक ध्यान खींचा। उसके बाद पुलिस की शुरुआती कार्रवाई और जांच की दिशा को लेकर भी गंभीर सवाल उठने लगे।
एक वीडियो ने फिर सामने ला दिया पुराना मामला
विवाद उस समय अचानक बढ़ गया जब भारद्वाज ने एक वीडियो कार्यक्रम में जंतर-मंतर की घटना पर बात की। उसके बयान का वीडियो सोशल मीडिया पर तेजी से फैल गया। बातचीत में उसने संजय आजाद को चोट पहुंचाने की बात कही और आजाद के सिर में लगी चोटों का उल्लेख किया।
भारद्वाज ने बातचीत के दौरान केंद्रीय मंत्री चिराग पासवान और दिल्ली के मंत्री कपिल मिश्रा समेत कुछ राजनीतिक नेताओं के नाम भी लिए तथा उनके साथ अपने संबंधों का दावा किया।
इसके बाद चिराग पासवान ने सार्वजनिक रूप से भारद्वाज से दूरी बनाई। उन्होंने कहा कि उन्होंने उसके खिलाफ शिकायत दर्ज कराई है और पूरे प्रकरण की निष्पक्ष जांच होनी चाहिए। पासवान ने यह भी कहा कि किसी राजनीतिक व्यक्ति का नाम लेकर कथित तौर पर प्रभाव दिखाने की कोशिश गंभीर विषय है।
कपिल मिश्रा की ओर से, उपलब्ध जानकारी के मुताबिक, भारद्वाज के इन दावों पर कोई सार्वजनिक प्रतिक्रिया नहीं आई।
पुलिस के पक्ष ने विवाद और बढ़ाया
मामले में पुलिस की भूमिका भी बहस के केंद्र में आ गई। नई दिल्ली के DCP सचिन शर्मा ने सोशल मीडिया पर घटना को लेकर पुलिस का पक्ष रखा।
पुलिस के अनुसार, प्रदर्शन के दौरान हुई झड़प में आजाद के सिर पर एक आरोपी द्वारा पहने गए कड़े से चोट लगी थी। पुलिस ने कहा कि राम मनोहर लोहिया अस्पताल में चिकित्सकीय परीक्षण के बाद चोटों को साधारण प्रकृति का बताया गया था और किसी हथियार के इस्तेमाल की पुष्टि नहीं हुई थी।
पुलिस ने यह भी कहा कि घटना के समय संदिग्धों को मौके पर ही हिरासत में लिया गया था। जांच आगे बढ़ने पर सूरज कुमार, 24, और भारद्वाज को कानूनी प्रक्रिया के तहत नोटिस दिए गए।
विभाग ने मामले में किसी बाहरी दबाव या अनुचित हस्तक्षेप के आरोपों को भी खारिज किया।
पुलिस के इस स्पष्टीकरण के बावजूद विवाद शांत नहीं हुआ। इसके उलट CJP और भीम आर्मी ने संसद मार्ग थाने पर प्रदर्शन का फैसला किया।
संजय आजाद का आरोप क्या है?
आजाद ने पुलिस को दिए बयान में कहा है कि वह अपनी 14 वर्षीय बेटी के साथ प्रदर्शन में पहुंचे थे। उनके अनुसार, वीडियो बनाने को लेकर उनसे सवाल किया गया और उसके बाद विवाद ने हिंसक रूप ले लिया।
आजाद का आरोप है कि भारद्वाज तथा कुछ अन्य लोगों ने उन पर हमला किया। उन्होंने बताया कि सिर में चोट लगने के बाद उन्हें सात टांके लगाने पड़े।
मूल FIR में दर्ज चिकित्सकीय विवरण में सिर के दो अलग-अलग हिस्सों में कटे हुए घावों का उल्लेख है। उस समय चोटों की अंतिम प्रकृति को लेकर चिकित्सकीय निरीक्षण लंबित बताया गया था।
आजाद ने पुलिस की शुरुआती भूमिका पर भी सवाल उठाए। उनका कहना है कि घटना के बाद परिवार को अपेक्षित मदद नहीं मिली और उन्हें अस्पताल पहुंचाने के लिए किसी अन्य व्यक्ति की सहायता लेनी पड़ी।
बेटी को धमकी के आरोप से बढ़ा कानूनी दायरा
मामला सिर्फ मारपीट के आरोपों तक सीमित नहीं रहा है। आजाद की नाबालिग बेटी ने भारद्वाज के खिलाफ कथित दुष्कर्म की धमकियां मिलने की शिकायत की है।
इस शिकायत के आधार पर पुलिस ने POCSO Act के तहत अलग मामला दर्ज किया है। भारतीय न्याय संहिता की संबंधित धाराओं को भी इसमें शामिल किया गया है।
इसके साथ ही आजाद की जाति और कथित जातिगत टिप्पणियों से जुड़े आरोपों को देखते हुए पुलिस ने अनुसूचित जाति एवं अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम के प्रावधान भी मामले में जोड़े हैं।
इससे शुरुआती FIR और बाद में जोड़ी गई धाराओं के बीच का अंतर भी चर्चा में आया है। प्रारंभिक मामला भारतीय न्याय संहिता की चोट पहुंचाने और गलत तरीके से रोकने से संबंधित धाराओं के तहत दर्ज किया गया था।
प्रदर्शन में उठी कड़ी कार्रवाई की मांग
CJP और भीम आर्मी से जुड़े लोगों ने आरोप लगाया कि आजाद को गंभीर चोट लगी थी और मामले में अधिक कठोर धाराएं लगाई जानी चाहिए थीं। प्रदर्शनकारियों ने हत्या के प्रयास जैसे गंभीर अपराध की दिशा में भी जांच करने की मांग की।
पुलिस अधिकारियों ने कहा कि इस तरह की धाराएं जोड़ने के लिए नए मेडिकल परीक्षण की जरूरत होगी। आजाद का दोबारा चिकित्सकीय परीक्षण कराने के बाद रिपोर्ट के आधार पर आगे का फैसला लिए जाने की बात कही गई।
प्रदर्शन में CJP के सौरव दास और आशुतोष रांका सहित कई लोग पहुंचे। आजाद और उनकी बेटी भीम आर्मी प्रमुख चंद्रशेखर आजाद के साथ थाने पहुंचे। दिल्ली प्रदेश युवा कांग्रेस के अध्यक्ष अक्षय लाकड़ा की मौजूदगी भी बताई गई।
आयोजकों के अनुसार, प्रदर्शन सुबह शुरू होकर रात करीब 2 बजे तक चला। उनका कहना था कि पुलिस ने भारद्वाज के खिलाफ 72 घंटे के भीतर कार्रवाई का आश्वासन दिया।
इसके कुछ घंटों बाद शुक्रवार दोपहर करीब 3.30 बजे भारद्वाज को हिरासत में लिए जाने की जानकारी सामने आई।
भारद्वाज का दावा—आत्मरक्षा में उठाया कदम
दूसरी ओर, भारद्वाज ने खुद को हमले का मुख्य दोषी मानने से इनकार किया है। उसका कहना है कि वह छह साथियों के साथ CJP के विरोध में प्रदर्शन में पहुंचा था और भीड़ से खुद को खतरा महसूस होने के कारण उसने आत्मरक्षा में प्रतिक्रिया दी।
अब पुलिस के सामने घटना के अलग-अलग दावों का मिलान करना प्रमुख चुनौती है। जांच में मौके के घटनाक्रम, प्रत्यक्षदर्शियों के बयान, मेडिकल रिपोर्ट, शुरुआती FIR, बाद की शिकायतों और भारद्वाज के सार्वजनिक बयानों को एक साथ परखा जाएगा।
मामले की दिशा इस बात से भी तय होगी कि आजाद की चोटों की चिकित्सकीय प्रकृति क्या साबित होती है और नाबालिग को कथित धमकियों तथा जातिगत आरोपों के संबंध में जांच से क्या निष्कर्ष सामने आते हैं।
भारद्वाज की हिरासत के साथ जून में शुरू हुआ यह विवाद अब एक व्यापक आपराधिक जांच में बदल चुका है, जिसमें पुलिस की शुरुआती कार्रवाई भी जांच के दायरे में बनी हुई है।
