Jaswant Singh Khalra’s Widow Seeks People’s Commission on Punjab Disappearances Ahead of Harike Ardas
With a special Ardas (prayer congregation) scheduled at Harike Pattan on Tuesday at the call of the Jathedar of Sri Akal Takht Sahib, Paramjit Kaur Khalra, widow of noted human rights activist Jaswant Singh Khalra, has appealed for the formation of an independent people’s commission to establish the true extent of enforced disappearances and alleged fake encounters during Punjab’s years of militancy.
Sharing her appeal through a statement on X, Paramjit Kaur urged the people of Punjab, the Sikh Panth and human rights advocates to come together in the search for truth, justice and accountability.
The prayer gathering assumes symbolic significance as Harike Pattan is widely believed to be the place where Jaswant Singh Khalra’s body was disposed of after his alleged abduction and custodial killing in 1995.
According to her appeal, the proposed commission should independently investigate the number of people who allegedly disappeared, were killed in suspected fake encounters, or remained unidentified during the turbulent period of the 1980s and 1990s.
She said an impartial exercise was essential to establish an authentic historical record.
Besides seeking an independent inquiry, Paramjit Kaur demanded that victims whose identities were established through Jaswant Singh Khalra’s investigations should be honoured with a place in the Central Sikh Museum.
She also appealed to the Shiromani Gurdwara Parbandhak Committee (SGPC) to provide financial assistance to families that continue to suffer because of those events.
Expressing dissatisfaction over the response of successive governments, she alleged that families of victims had remained deprived of justice for decades while several police officials accused of human rights violations continued to enjoy political protection.
Without providing fresh evidence in the statement, she named a number of former police officers and alleged that governments headed by different political parties had extended patronage to them, leaving affected families to fight prolonged legal and financial battles.
Referring to the present political situation, she further alleged that the current Punjab government had, instead of ensuring punishment for certain convicted police personnel, enabled some of them to evade justice.
She also mentioned allegations that have been made against the BJP-led Union government regarding targeted killings outside India.
Calling upon the Jathedar of Sri Akal Takht Sahib, Giani Kuldeep Singh Gargaj, to provide fair and impartial leadership, Paramjit Kaur said the issue should rise above politics.
She maintained that every individual or institution responsible for alleged human rights violations, denial of justice, or suppression of facts must be held accountable, while cautioning against using the matter for political advantage.
Jaswant Singh Khalra emerged as one of India’s most prominent human rights campaigners in the early 1990s after documenting allegations of secret cremations of unidentified bodies by the Punjab Police during the militancy era.
He was abducted from outside his residence in Amritsar on September 6, 1995, allegedly by police personnel, and later died in custody. Investigations concluded that his body had been disposed of in the Harike canal near Harike Pattan.
Several police officials were subsequently convicted in the case, although the wider questions surrounding alleged disappearances and fake encounters during that period continue to be debated and pursued by victims’ families and human rights organisations.
The renewed appeal comes at a time when public interest in Jaswant Singh Khalra’s life has grown following the release of Satluj, a film inspired by his work and sacrifice.
The film introduced his story to a younger audience before it was removed from the OTT platform ZEE5 on July 12, less than 48 hours after its release. No detailed official explanation has so far been issued regarding its withdrawal.
Meanwhile, Sri Akal Takht Sahib Jathedar Giani Kuldeep Singh Gargaj has called for a special Ardas at Harike Pattan on July 15 to pray for the souls of those who allegedly lost their lives in fake encounters or disappeared during the militancy years.
The congregation is also intended to pay tribute to Jaswant Singh Khalra’s contribution to the pursuit of truth and justice.

श्री अकाल तख्त साहिब के जत्थेदार के आह्वान पर मंगलवार को हरिके पत्तन में आयोजित होने वाली विशेष अरदास से एक दिन पहले प्रसिद्ध मानवाधिकार कार्यकर्ता जसवंत सिंह खालड़ा की पत्नी परमजीत कौर खालड़ा ने पंजाब में उग्रवाद के दौर के दौरान कथित रूप से लापता हुए लोगों और फर्जी मुठभेड़ों में मारे गए व्यक्तियों की वास्तविक संख्या सामने लाने के लिए एक स्वतंत्र जन आयोग गठित करने की मांग की है।
सोशल मीडिया मंच एक्स पर जारी अपने संदेश में उन्होंने पंजाब के लोगों, समूचे सिख पंथ और मानवाधिकार समर्थकों से सत्य, न्याय और जवाबदेही की इस मुहिम में एकजुट होने की अपील की।
हरिके पत्तन का विशेष महत्व इसलिए भी माना जाता है क्योंकि व्यापक रूप से यह माना जाता है कि 1995 में अपहरण और कथित हिरासत में हत्या के बाद जसवंत सिंह खालड़ा के पार्थिव शरीर को यहीं हरिके नहर में फेंका गया था।
परमजीत कौर ने कहा कि प्रस्तावित जन आयोग को स्वतंत्र रूप से यह पता लगाना चाहिए कि 1980 और 1990 के दशक के दौरान कितने लोग कथित रूप से जबरन लापता किए गए, फर्जी मुठभेड़ों में मारे गए अथवा अज्ञात शवों के रूप में दर्ज किए गए।
उनका कहना है कि इस पूरे दौर का निष्पक्ष दस्तावेजीकरण समय की आवश्यकता है।
उन्होंने यह भी मांग की कि जसवंत सिंह खालड़ा के प्रयासों से जिन अज्ञात मृतकों की पहचान संभव हुई, उन्हें सेंट्रल सिख म्यूजियम में सम्मानजनक स्थान दिया जाए।
साथ ही शिरोमणि गुरुद्वारा प्रबंधक कमेटी (एसजीपीसी) से प्रभावित परिवारों को आर्थिक सहायता उपलब्ध कराने का भी अनुरोध किया।
अपने बयान में परमजीत कौर ने आरोप लगाया कि वर्षों से सत्ता में रही विभिन्न सरकारें पीड़ित परिवारों को न्याय दिलाने में विफल रही हैं।
उन्होंने आरोप लगाया कि मानवाधिकार उल्लंघन के आरोप झेल रहे कुछ पुलिस अधिकारियों को अलग-अलग राजनीतिक दलों की सरकारों से संरक्षण मिलता रहा, जबकि पीड़ित परिवार आज भी न्यायिक लड़ाई और आर्थिक कठिनाइयों का सामना कर रहे हैं।
उन्होंने यह आरोप भी लगाया कि वर्तमान पंजाब सरकार ने कुछ दोषसिद्ध पुलिसकर्मियों को सजा सुनिश्चित कराने के बजाय उन्हें न्यायिक प्रक्रिया से बचने का अवसर दिया।
इसके अलावा उन्होंने विदेशों में कथित लक्षित हत्याओं को लेकर केंद्र की भाजपा नेतृत्व वाली सरकार पर लगाए गए आरोपों का भी उल्लेख किया।
श्री अकाल तख्त साहिब के जत्थेदार ज्ञानी कुलदीप सिंह गर्गज से निष्पक्ष नेतृत्व की अपेक्षा व्यक्त करते हुए परमजीत कौर ने कहा कि यह मुद्दा किसी राजनीतिक दल या व्यक्ति के हितों से ऊपर उठकर देखा जाना चाहिए।
उनके अनुसार मानवाधिकार उल्लंघन, न्याय से वंचित करने या सत्य को छिपाने के लिए जिम्मेदार प्रत्येक व्यक्ति और संस्था को जवाबदेह ठहराया जाना चाहिए तथा इस विषय का राजनीतिक लाभ के लिए इस्तेमाल नहीं होना चाहिए।
जसवंत सिंह खालड़ा 1990 के दशक की शुरुआत में उस समय राष्ट्रीय स्तर पर चर्चा में आए थे, जब उन्होंने पंजाब में उग्रवाद के दौर के दौरान पंजाब पुलिस द्वारा कथित रूप से किए गए अज्ञात शवों के गुप्त अंतिम संस्कारों का दस्तावेजीकरण किया। 6 सितंबर 1995 को अमृतसर स्थित उनके घर के बाहर से उनका कथित रूप से पुलिसकर्मियों द्वारा अपहरण किया गया और बाद में हिरासत में उनकी हत्या कर दी गई।
जांच एजेंसियों ने निष्कर्ष निकाला कि उनके शव को हरिके पत्तन के निकट हरिके नहर में फेंक दिया गया था। इस मामले में बाद में कई पुलिसकर्मी दोषी ठहराए गए, जबकि उस दौर में कथित गुमशुदगियों और फर्जी मुठभेड़ों का व्यापक मुद्दा आज भी पीड़ित परिवारों और मानवाधिकार संगठनों द्वारा उठाया जाता रहा है।
हाल के दिनों में जसवंत सिंह खालड़ा की विरासत एक बार फिर राष्ट्रीय चर्चा में है।
उनके जीवन और संघर्ष से प्रेरित फिल्म सतलुज की रिलीज़ के बाद नई पीढ़ी भी उनके योगदान से परिचित हुई। हालांकि यह फिल्म 12 जुलाई को रिलीज़ होने के 48 घंटे के भीतर ही ओटीटी मंच ज़ी5 से हटा ली गई। इस संबंध में अब तक कोई विस्तृत आधिकारिक स्पष्टीकरण सामने नहीं आया है।
इसी क्रम में श्री अकाल तख्त साहिब के जत्थेदार ज्ञानी कुलदीप सिंह गर्गज ने 15 जुलाई को हरिके पत्तन में विशेष अरदास का आह्वान किया है।
इस धार्मिक आयोजन का उद्देश्य कथित फर्जी मुठभेड़ों और गुमशुदगियों के शिकार लोगों की आत्मा की शांति के लिए प्रार्थना करना तथा जसवंत सिंह खालड़ा के मानवाधिकार संघर्ष और सत्य की खोज में दिए गए योगदान को श्रद्धांजलि अर्पित करना है।
