NIA Chargesheets Eight, Including Pakistan-Based Terror Operative Shehzad Bhatti, in Ambala Police Station IED Blast Case
The National Investigation Agency (NIA) has filed a chargesheet against eight individuals, including Pakistan-based gangster-turned-terror operative Shehzad Bhatti, in connection with the improvised explosive device (IED) blast that occurred inside a car parked near the Baldev Nagar police station in Haryana’s Ambala district earlier this year.
The chargesheet was submitted before the Special NIA Court in Panchkula.
Besides Bhatti, the accused named in the prosecution include seven Indian nationals—Karamjit Singh alias Tony, Akash, Soureb alias Sobi alias Sourab, Raman Kumar, Satyam, Sukhdev Singh alias Sukha and Amarjeet Singh alias Ambi.
Investigators have accused them of participating in a conspiracy aimed at carrying out a terror strike against a police establishment.
According to the investigating agency, the accused have been booked under multiple provisions of the Unlawful Activities (Prevention) Act, 1967, the Bharatiya Nyaya Sanhita, 2023, the Explosive Substances Act, 1908, and the Telecommunication Act, 2023.
Explaining the findings of its investigation, the NIA stated that the chargesheet describes the individual roles played by each accused and outlines an alleged conspiracy masterminded by Shehzad Bhatti to attack the Baldev Nagar police station to spread fear by targeting law enforcement infrastructure.
Investigators have alleged that Bhatti, who is already wanted in several terrorism-related cases, established operational networks inside India and tasked local associates with arranging logistics, explosives and other resources required to execute attacks on police establishments.
Among the accused, Akash has been identified by the agency as Bhatti’s key India-based operative.
According to the NIA, he allegedly coordinated the planned attack and maintained operational links with the other accused on behalf of the Pakistan-based handler.
The investigation further revealed that the conspirators had conducted reconnaissance of multiple locations before selecting the Baldev Nagar police station as their target.
The agency alleged that a vehicle loaded with gas cylinders and explosive materials was parked inside the police station premises.
It further claimed that some of the accused recorded videos of the scene to circulate the footage for propaganda and publicity after the planned attack.
Officials also alleged that Bhatti recruited and radicalised members of the module through social media platforms and encrypted communication applications.
The NIA said digital records, electronic devices, documentary material and forensic evidence indicate that the accused remained in regular contact with their overseas handler during different stages of the conspiracy.
The agency maintained that the investigation is still underway and has so far uncovered an alleged network involving recruitment, financial support, operational planning, procurement of explosive materials, and execution of the planned terrorist attack, all purportedly carried out under the direction of Shehzad Bhatti.

राष्ट्रीय जांच एजेंसी (एनआईए) ने हरियाणा के अंबाला स्थित बलदेव नगर पुलिस थाने के परिसर में खड़ी कार में हुए आईईडी विस्फोट मामले में पाकिस्तान में बैठे गैंगस्टर से आतंकी बने शहजाद भट्टी सहित आठ आरोपियों के खिलाफ विशेष एनआईए अदालत, पंचकूला में आरोपपत्र दाखिल कर दिया है। यह मामला इस वर्ष जनवरी में हुए विस्फोट से जुड़ा है।
आरोपपत्र में शहजाद भट्टी के अलावा सात भारतीय नागरिकों—करमजीत सिंह उर्फ टोनी, आकाश, सौरेब उर्फ सोबी उर्फ सौरभ, रमन कुमार, सत्यम, सुखदेव सिंह उर्फ सुखा और अमरजीत सिंह उर्फ अंबी—को भी आरोपी बनाया गया है। एनआईए का आरोप है कि सभी ने मिलकर पुलिस प्रतिष्ठान को निशाना बनाने की साजिश में सक्रिय भूमिका निभाई।
जांच एजेंसी ने सभी आरोपियों के विरुद्ध गैरकानूनी गतिविधियां (रोकथाम) अधिनियम, 1967, भारतीय न्याय संहिता, 2023, विस्फोटक पदार्थ अधिनियम, 1908 तथा दूरसंचार अधिनियम, 2023 की संबंधित धाराओं के तहत कार्रवाई की है।
एनआईए के अनुसार आरोपपत्र में प्रत्येक आरोपी की भूमिका का विस्तृत उल्लेख किया गया है। एजेंसी का दावा है कि शहजाद भट्टी ने पुलिस प्रतिष्ठानों पर हमला कर आम लोगों में भय और असुरक्षा का माहौल पैदा करने की साजिश रची थी, जिसके तहत बलदेव नगर पुलिस थाने को निशाना बनाया गया।
जांच में यह भी सामने आने का दावा किया गया है कि भट्टी, जो पहले से कई आतंकवाद संबंधी मामलों में वांछित है, ने भारत में अपने परिचालन तंत्र विकसित किए और स्थानीय सहयोगियों को विस्फोटक सामग्री, अन्य संसाधनों तथा आवश्यक व्यवस्थाओं की जिम्मेदारी सौंपी ताकि पुलिस ठिकानों पर हमलों को अंजाम दिया जा सके।
एनआईए ने आकाश को भारत में भट्टी का प्रमुख सहयोगी बताया है। एजेंसी के मुताबिक उसने सह-आरोपियों के साथ समन्वय स्थापित किया और कथित तौर पर पूरे अभियान के संचालन में महत्वपूर्ण भूमिका निभाई।
जांच एजेंसी का कहना है कि हमले से पहले संभावित ठिकानों की रेकी की गई थी, जिसके बाद बलदेव नगर पुलिस स्टेशन को लक्ष्य के रूप में चुना गया। आरोप है कि गैस सिलेंडरों और विस्फोटक पदार्थों से भरी कार को पुलिस परिसर में खड़ा किया गया तथा घटना स्थल का वीडियो भी रिकॉर्ड किया गया, ताकि बाद में उसका प्रचार-प्रसार किया जा सके।
एनआईए ने यह भी दावा किया है कि शहजाद भट्टी ने सोशल मीडिया मंचों और एन्क्रिप्टेड संचार माध्यमों के जरिए आरोपियों की भर्ती की तथा उनका कट्टरपंथीकरण किया। एजेंसी के अनुसार डिजिटल रिकॉर्ड, इलेक्ट्रॉनिक साक्ष्य, दस्तावेजी सामग्री और फॉरेंसिक जांच से यह पुष्टि हुई है कि साजिश के विभिन्न चरणों के दौरान आरोपी अपने पाकिस्तान स्थित संचालक के लगातार संपर्क में थे।
एजेंसी ने स्पष्ट किया है कि मामले की जांच अभी जारी है। अब तक की जांच में कथित तौर पर भर्ती, वित्तीय सहायता, संचालन संबंधी समन्वय, विस्फोटक सामग्री की व्यवस्था तथा आतंकवादी हमले की पूरी योजना का ऐसा नेटवर्क सामने आया है, जिसे एनआईए के अनुसार शहजाद भट्टी के निर्देशों पर संचालित किया गया।
