JP Nadda Defends Police Action on Student Protesters in Rajya Sabha, Cites Emergency-Era Arrests
Sharp exchanges rocked the Rajya Sabha on Wednesday after Union Health Minister and Leader of the House J.P. Nadda strongly defended police action against student protesters, asserting that law enforcement had merely discharged its duty in maintaining public order.
His remarks triggered noisy protests from the Opposition, forcing the Chair to adjourn proceedings until noon.
Responding to criticism raised by Leader of Opposition Mallikarjun Kharge and several Opposition members during the Monsoon Session of Parliament, Nadda rejected allegations of excessive police action.
He maintained that the developments should be viewed as routine law-and-order measures rather than extraordinary state action.
Drawing from his own political journey, the senior BJP leader said he had personally experienced arrests during his days as a student activist.
Recalling the Emergency imposed between 1975 and 1977, he said he had been taken into custody from his classroom more than once while the Congress was in power, arguing that such action was not unusual for those involved in political activism.
Emphasising personal responsibility, Nadda remarked that anyone choosing the path of agitation must also be prepared to face legal consequences if public order is breached.
According to him, whenever protesters take the law into their own hands, it becomes the duty of the police to intervene in accordance with established legal procedures.
Rejecting accusations that the government had acted excessively, the minister insisted that the police had merely performed their statutory responsibilities.
He accused critics of attempting to sensationalise what he described as a standard policing exercise carried out to maintain peace and order.
Reiterating his earlier point, Nadda once again referred to his own experiences during the Emergency, saying his arrest had not been an isolated incident.
He stated that he had been detained twice while attending classes, adding that political activism has always involved the possibility of facing police action whenever circumstances demand.
His remarks immediately provoked strong objections from Opposition benches, leading to loud sloganeering inside the House.
Amid the uproar, the Chair suspended proceedings until 12 noon as repeated interruptions made it impossible to continue the day’s business.
Opposition parties, however, remained unconvinced. Congress president Mallikarjun Kharge and CPI(M) member John Brittas continued to question the government’s handling of the protests, raising concerns over the arrests and detentions that followed the nationwide student demonstrations.
The Cockroach Janta Party also criticised the Centre’s approach, urging it to honour assurances reportedly given to student representatives that no First Information Reports (FIRs) or criminal cases would be registered against students and others who had participated in the protests.
The party maintained that this commitment had also been reiterated by J.P. Nadda during a joint press conference with the online outfit.
Further criticism came over the methods allegedly adopted by security forces during the Cockroach Janta Party’s “Chalo Sansad” march held on July 20.
Opposition leaders questioned the reported use of lathis, pellet guns and tear gas against demonstrators, demanding accountability over the police response and reiterating calls for the government to address the concerns raised by protesting students.

राज्यसभा में बुधवार को उस समय तीखी नोकझोंक देखने को मिली जब केंद्रीय स्वास्थ्य मंत्री एवं सदन के नेता जे.पी. नड्डा ने छात्र प्रदर्शनकारियों के खिलाफ पुलिस की कार्रवाई का खुलकर बचाव किया।
उन्होंने कहा कि पुलिस ने केवल कानून-व्यवस्था बनाए रखने के लिए अपना वैधानिक दायित्व निभाया है। उनके बयान के बाद सदन में जोरदार हंगामा हुआ और कार्यवाही दोपहर 12 बजे तक स्थगित करनी पड़ी।
संसद के मानसून सत्र के दौरान विपक्ष के नेता मल्लिकार्जुन खड़गे और अन्य सदस्यों द्वारा उठाए गए सवालों का जवाब देते हुए नड्डा ने पुलिस कार्रवाई को उचित ठहराया। उन्होंने कहा कि इसे असाधारण घटना के रूप में नहीं बल्कि सामान्य कानून-व्यवस्था की प्रक्रिया के रूप में देखा जाना चाहिए।
अपने छात्र जीवन का उल्लेख करते हुए नड्डा ने कहा कि वह स्वयं छात्र राजनीति से जुड़े रहे हैं और आंदोलन के दौरान कई बार गिरफ्तार भी हुए।
उन्होंने 1975 से 1977 के बीच लागू आपातकाल का जिक्र करते हुए कहा कि कांग्रेस शासन के दौरान उन्हें कक्षा से ही एक नहीं बल्कि कई बार हिरासत में लिया गया था।
उनके अनुसार, सक्रिय छात्र राजनीति करने वालों के लिए ऐसी परिस्थितियां असामान्य नहीं होतीं।
केंद्रीय मंत्री ने कहा कि जो लोग आंदोलन का रास्ता चुनते हैं, उन्हें यह भी समझना चाहिए कि यदि कानून-व्यवस्था प्रभावित होती है तो उसके कानूनी परिणाम भी भुगतने पड़ते हैं।
उन्होंने कहा कि जब कोई व्यक्ति कानून अपने हाथ में लेने का प्रयास करता है, तब पुलिस का हस्तक्षेप करना उसका वैधानिक दायित्व बन जाता है।
सरकार पर लगाए जा रहे आरोपों को खारिज करते हुए नड्डा ने कहा कि पुलिस ने वही किया जो किसी भी सामान्य कानून-व्यवस्था की स्थिति में किया जाता है।
उन्होंने आरोप लगाया कि विपक्ष इस पूरे घटनाक्रम को अनावश्यक रूप से सनसनीखेज बनाने का प्रयास कर रहा है, जबकि यह पुलिस की नियमित कार्रवाई का हिस्सा था।
अपने तर्क को दोहराते हुए नड्डा ने एक बार फिर आपातकाल के दौरान हुई अपनी गिरफ्तारी का उल्लेख किया। उन्होंने कहा कि छात्र आंदोलनों में सक्रिय रहने वालों को ऐसे अनुभवों का सामना करना पड़ सकता है और उन्होंने स्वयं भी कई बार ऐसी परिस्थितियां झेली हैं।
उनके अनुसार, राजनीतिक सक्रियता के साथ कानूनी कार्रवाई का जोखिम भी जुड़ा रहता है।
नड्डा के बयान के तुरंत बाद विपक्षी सदस्यों ने तीखा विरोध दर्ज कराया और सदन में जोरदार शोर-शराबा शुरू हो गया।
लगातार व्यवधान के कारण कार्यवाही सुचारु रूप से नहीं चल सकी, जिसके चलते पीठासीन अधिकारी ने सदन की कार्यवाही दोपहर 12 बजे तक स्थगित कर दी।
विपक्ष ने हालांकि सरकार के स्पष्टीकरण को स्वीकार नहीं किया।
कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे और माकपा सांसद जॉन ब्रिटास ने छात्र आंदोलनों के बाद हुई गिरफ्तारियों और हिरासत की घटनाओं को लेकर सरकार से जवाब मांगा तथा पुलिस कार्रवाई की आवश्यकता और उसके तौर-तरीकों पर सवाल उठाए।
इस बीच कॉकरोच जनता पार्टी ने भी केंद्र सरकार के रुख की आलोचना की। पार्टी ने सरकार से उन आश्वासनों का पालन करने की मांग की, जिनमें कथित तौर पर कहा गया था कि आंदोलन में शामिल छात्रों और अन्य लोगों के खिलाफ कोई प्राथमिकी या आपराधिक मामला दर्ज नहीं किया जाएगा।
पार्टी का दावा है कि यह भरोसा जे.पी. नड्डा ने ऑनलाइन संगठन के साथ आयोजित संयुक्त प्रेस वार्ता में भी दोहराया था।
विपक्ष ने 20 जुलाई को कॉकरोच जनता पार्टी द्वारा आयोजित ‘चलो संसद’ मार्च के दौरान सुरक्षा बलों की कार्रवाई को लेकर भी सरकार को घेरा।
विपक्षी दलों ने प्रदर्शनकारियों पर कथित रूप से लाठीचार्ज, पेलेट गन और आंसू गैस के इस्तेमाल पर गंभीर आपत्ति जताते हुए पूरे घटनाक्रम की जवाबदेही तय करने तथा छात्रों की मांगों पर संवेदनशीलता से विचार करने की आवश्यकता पर जोर दिया।
