Madhya Pradesh Minister’s Remarks Spark Fresh Controversy
Madhya Pradesh Urban Development and Housing Minister Kailash Vijayvargiya has found himself at the centre of a political controversy following remarks he made during a public programme in Indore.
The senior BJP leader stated that people who consider elected representatives as “Kafirs” should refrain from using roads constructed by them and should also avoid accepting benefits from welfare programmes implemented by their governments.
His comments have triggered debate and criticism in political circles, with the remarks drawing attention because of their reference to religious terminology and public welfare schemes.
Remarks Made During Inauguration of Development Projects
Vijayvargiya made the comments on Sunday while inaugurating various civic development projects worth nearly Rs 2.4 crore in his Indore Assembly constituency.
The projects included road cementing works and the construction of drainage infrastructure aimed at improving local civic amenities.
Addressing residents during the programme, the minister referred to the presence of both Hindu and Muslim families in the locality and made comments regarding the use of the term “Kafir.”
‘If We Are Kafirs, Then Don’t Use the Roads’
Speaking at the event, Vijayvargiya said he had observed that people from both communities lived in the area.
“I saw that both Hindu and Muslim brothers reside here. Some Muslim brothers refer to us as ‘Kafirs’. If we are Kafirs and we have constructed this road, then my appeal is that you should not walk on this road,” he said.
The remarks immediately attracted attention and became the subject of political discussion and public debate.
Reference to Welfare Schemes for Women
The minister also referred to two of the Madhya Pradesh government’s flagship social welfare initiatives for women—the Ladli Behna Scheme and the Ladli Laxmi Scheme.
Continuing his remarks, Vijayvargiya said that if those who call elected representatives “Kafirs” object to them on that basis, then they should also refrain from accepting the financial benefits provided under these welfare programmes.
“If we are Kafirs and financial assistance under the Ladli Behna and Ladli Laxmi schemes is reaching your household, then you should not accept those benefits either,” he said.
Government Does Not Discriminate, Says Minister
Even while making the controversial remarks, Vijayvargiya asserted that the state government had never practised discrimination against any religion or community.
He maintained that the government’s policies are intended to serve all sections of society without distinction and reiterated the Bharatiya Janata Party’s stated philosophy of inclusive governance.
Reiterates BJP’s Governance Motto
The minister said the guiding principle of the government continues to be Prime Minister Narendra Modi’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas”—a slogan that emphasises collective participation, inclusive development, mutual trust and shared efforts.
According to Vijayvargiya, the administration remains committed to welfare-oriented governance and development for every citizen irrespective of political preferences.
‘Our Responsibility Is to Serve Everyone’
Concluding his address, Vijayvargiya said that public representatives are duty-bound to work for all citizens, irrespective of electoral support.
“Whether you vote for us or not, our responsibility is to serve the people and work for their welfare,” he said.
His remarks have since generated considerable discussion, with political observers and various sections of society debating the implications of his statements and their impact on public discourse.

मध्य प्रदेश के नगरीय विकास एवं आवास मंत्री कैलाश विजयवर्गीय अपने एक बयान को लेकर राजनीतिक विवादों के केंद्र में आ गए हैं। इंदौर में आयोजित एक सार्वजनिक कार्यक्रम के दौरान उन्होंने कहा कि जो लोग जनप्रतिनिधियों को “काफिर” मानते हैं, उन्हें उन जनप्रतिनिधियों द्वारा निर्मित सड़कों का उपयोग नहीं करना चाहिए और न ही उनकी सरकारों द्वारा संचालित कल्याणकारी योजनाओं का लाभ लेना चाहिए।

कैलाश विजयवर्गीय ने यह टिप्पणी रविवार को अपने इंदौर विधानसभा क्षेत्र में लगभग 2.4 करोड़ रुपये की लागत से होने वाले विभिन्न विकास कार्यों के लोकार्पण कार्यक्रम के दौरान की।
इन परियोजनाओं में सड़कों के सीमेंटकरण और जल निकासी व्यवस्था को बेहतर बनाने के लिए नाली निर्माण जैसे कार्य शामिल थे। स्थानीय नागरिकों को संबोधित करते हुए मंत्री ने क्षेत्र में रहने वाले विभिन्न समुदायों का उल्लेख किया और इसी दौरान “काफिर” शब्द को लेकर अपनी बात रखी।
‘अगर हम काफिर हैं तो हमारी बनाई सड़क पर मत चलिए’
अपने संबोधन में विजयवर्गीय ने कहा कि उन्होंने देखा कि इस इलाके में हिंदू और मुस्लिम दोनों समुदायों के लोग रहते हैं।
उन्होंने कहा, “मैंने देखा कि यहां हिंदू और मुस्लिम दोनों भाई रहते हैं। कुछ मुस्लिम भाई हमें ‘काफिर’ कहते हैं। यदि हम काफिर हैं और यह सड़क हमने बनवाई है, तो फिर मेरा कहना है कि आप इस सड़क पर मत चलिए।”
उनकी यह टिप्पणी सामने आते ही राजनीतिक प्रतिक्रियाओं और सार्वजनिक चर्चाओं का विषय बन गई।
महिलाओं की कल्याणकारी योजनाओं का भी किया उल्लेख
मंत्री ने अपने संबोधन के दौरान राज्य सरकार की दो प्रमुख महिला कल्याण योजनाओं—लाड़ली बहना योजना और लाड़ली लक्ष्मी योजना—का भी जिक्र किया।
उन्होंने कहा कि यदि कुछ लोग जनप्रतिनिधियों को “काफिर” मानते हैं और इसी आधार पर उनके प्रति आपत्ति रखते हैं, तो उन्हें उन योजनाओं के आर्थिक लाभ भी स्वीकार नहीं करने चाहिए, जो इन्हीं सरकारों द्वारा संचालित की जा रही हैं।
उन्होंने कहा, “यदि हम काफिर हैं और लाड़ली बहना तथा लाड़ली लक्ष्मी योजनाओं का पैसा आपके घर पहुंच रहा है, तो फिर आपको उसका लाभ भी नहीं लेना चाहिए।”
सरकार सभी समुदायों के लिए समान रूप से कार्य करती है: विजयवर्गीय
हालांकि, अपनी विवादित टिप्पणी के बीच विजयवर्गीय ने यह भी कहा कि राज्य सरकार ने कभी किसी समुदाय या धर्म के साथ भेदभाव नहीं किया है।
उन्होंने दावा किया कि सरकार की नीतियां समाज के हर वर्ग तक समान रूप से विकास और कल्याण पहुंचाने के उद्देश्य से बनाई जाती हैं तथा प्रशासन सभी नागरिकों के लिए बिना किसी भेदभाव के काम करता है।
भाजपा के सुशासन मंत्र को दोहराया
मंत्री ने कहा कि सरकार का मार्गदर्शक सिद्धांत प्रधानमंत्री नरेंद्र मोदी का दिया गया मंत्र—”सबका साथ, सबका विकास, सबका विश्वास और सबका प्रयास”—ही है।
उनके अनुसार, यह दृष्टिकोण समाज के सभी वर्गों को साथ लेकर चलने, समावेशी विकास सुनिश्चित करने, परस्पर विश्वास बढ़ाने और सामूहिक भागीदारी के माध्यम से प्रगति को आगे बढ़ाने पर आधारित है।
‘चाहे वोट दें या नहीं, जनता की सेवा हमारा दायित्व’
अपने संबोधन के अंत में विजयवर्गीय ने कहा कि जनप्रतिनिधियों की जिम्मेदारी सभी नागरिकों की सेवा करना है, चाहे उन्होंने चुनाव में समर्थन दिया हो या नहीं।
उन्होंने कहा, “आप हमें वोट दें या न दें, हमारा दायित्व जनता की सेवा करना और उनके कल्याण के लिए कार्य करना है।”
