Kaushambi Blast Probe Widens After Arrest of Firecracker Unit Operator

KAUSHAMBI/ PRAYAGRAJ: The investigation into the deadly firecracker explosion in Kaushambi took a significant turn on Tuesday with the arrest of the man accused of running the unit.
Police apprehended Naushad after an armed confrontation in the Charwa area, a day after an explosion at the premises claimed 11 lives and devastated several houses around it.
The police operation followed information that Naushad was moving through Charwa and could be attempting to evade arrest. Officers went to the area to intercept him.
Police officials said an exchange of gunfire followed after Naushad allegedly opened fire at the approaching team.
He was wounded in the leg during the firing and later shifted to a hospital. His condition was reported to be stable.
The arrest has brought renewed attention to the regulatory history of the factory.
The unit had been authorised under an explosives licence issued in 2019.
But according to district officials, that permission was withdrawn in 2024, even though its original validity was stated to run until 2026.
That discrepancy is now central to the investigation.
Officials are trying to determine why manufacturing activity allegedly continued at the premises after the licence had been cancelled and whether lapses by officials or others allowed the operation to persist.
District Magistrate Amit Pal said the inquiry would examine responsibility at different levels and that those found culpable would face action.
The tragedy itself unfolded on Monday at a residential property in Manauri village, close to the Kaushambi-Prayagraj border.
What began as activity inside the premises ended with a powerful blast that damaged the building being used by the firecracker unit and left six neighbouring houses affected as well.
Several victims were from homes located close to the factory, underscoring the danger posed by the operation in a densely inhabited area.
The official list of those killed includes five-year-old Priyanjali; Praveen Singh, 13; Jahanvi, 12; Aditya, 12; another Aditya, 8; Ravi, 8; Anju, 32; Gyan Singh, 40; Vikram Saroj, 35; Ansh, 6; and Nana, 4.
A criminal case has been registered against six people. Besides Naushad, the case names his brother Shakeel and members of their families.
The investigation is expected to focus not only on the circumstances that triggered the blast but also on the chain of events that enabled the unit to operate despite the cancellation of its licence.

कौशांबी: मनौरी गांव में हुए जानलेवा पटाखा विस्फोट की जांच मंगलवार को उस समय आगे बढ़ी, जब पुलिस ने इकाई संचालित करने के आरोपी नौशाद को पकड़ लिया।
चरवा क्षेत्र में हुई पुलिस कार्रवाई के दौरान गोलीबारी हुई और आरोपी के पैर में गोली लग गई। उसे उपचार के लिए अस्पताल ले जाया गया, जहां उसकी हालत स्थिर बताई गई।
पुलिस के अनुसार नौशाद के चरवा इलाके में होने की सूचना मिलने के बाद टीम उसे पकड़ने पहुंची थी।
अधिकारियों का कहना है कि पुलिस को देखकर उसने फायरिंग शुरू कर दी। जवाबी कार्रवाई के दौरान वह घायल हुआ और बाद में उसे हिरासत में ले लिया गया।
नौशाद की गिरफ्तारी के साथ ही जांच का दायरा केवल धमाके की वजह तक सीमित नहीं रह गया है।
अब यह भी पता लगाने की कोशिश हो रही है कि जिस इकाई में पटाखे बनाए जा रहे थे, वह प्रशासनिक अनुमति खत्म होने के बाद भी कैसे सक्रिय रही।
जिला प्रशासन के मुताबिक इस इकाई को 2019 में विस्फोटक संबंधी लाइसेंस जारी किया गया था।
दस्तावेज के अनुसार इसकी अवधि 2026 तक बताई गई थी, लेकिन 2024 में ही इसे रद्द कर दिया गया था।
इसके बावजूद उत्पादन जारी रहने के कारण अब लाइसेंस व्यवस्था और निगरानी से जुड़े सवाल जांच के केंद्र में हैं।
जिलाधिकारी अमित पाल ने कहा है कि पूरे घटनाक्रम की विस्तृत पड़ताल की जा रही है।
जांच में यह स्पष्ट किया जाएगा कि लाइसेंस रद्द होने के बाद भी गतिविधियां किस तरह जारी रहीं और इसके लिए किस स्तर पर जिम्मेदारी बनती है।
दोष साबित होने पर संबंधित लोगों के विरुद्ध कार्रवाई की जाएगी।
सोमवार को मनौरी गांव में स्थित एक मकान में हुए विस्फोट ने आसपास के इलाके को हिला दिया था। यह स्थान कौशांबी और प्रयागराज जिलों की सीमा के निकट है।
धमाके की तीव्रता इतनी अधिक थी कि जिस मकान में पटाखा निर्माण का काम चल रहा था, वह तो प्रभावित हुआ ही, आसपास के छह अन्य मकानों को भी नुकसान पहुंचा।
इस घटना की भयावहता का अंदाजा मृतकों की सूची से लगाया जा सकता है। जान गंवाने वालों में पांच साल की प्रियंजलि, 13 वर्षीय प्रवीण सिंह, 12 वर्षीय जाह्नवी, 12 वर्षीय आदित्य, आठ वर्षीय आदित्य, आठ वर्षीय रवि, 32 वर्षीय अंजू, 40 वर्षीय ज्ञान सिंह, 35 वर्षीय विक्रम सरोज, छह वर्षीय अंश और चार वर्षीय नाना शामिल हैं।
अधिकारियों के अनुसार कई मृतक उसी इमारत के आसपास रहने वाले परिवारों से थे। यानी विस्फोट का असर केवल उस परिसर तक सीमित नहीं रहा, बल्कि आसपास बसे लोगों को भी अपनी चपेट में ले गया।
मामले में छह लोगों के खिलाफ प्राथमिकी दर्ज की गई है। नौशाद के साथ उसके भाई शकील और परिवार के कुछ अन्य सदस्यों को भी आरोपी बनाया गया है।
अब जांच एजेंसियां विस्फोट से पहले की गतिविधियों, लाइसेंस की स्थिति और इकाई के संचालन की पूरी कड़ी को जोड़ने में जुटी हैं।
