PM Modi Urges SCO to Strike at Full Terror Network, Reject ‘Double Standards’
At the SCO summit in Bishkek, Modi calls for coordinated action against terror financing, recruitment and radicalisation, while stressing dialogue to resolve conflicts
BISHKEK: Prime Minister Narendra Modi has urged members of the Shanghai Cooperation Organisation (SCO) to move towards a coordinated and comprehensive campaign against terrorism, arguing that confronting individual attacks alone is not enough to address the wider threat.
Addressing the 26th SCO Summit in Bishkek on Tuesday, Modi said the international response to terrorism should target the infrastructure that enables extremist violence.
He identified terror financing, recruitment, radicalisation and the provision of safe havens as parts of a broader network that needs to be dismantled.
The Prime Minister also cautioned against governments viewing militant groups as instruments of strategic policy.
In his remarks, he said terrorism should not be permitted to become a state-backed tool and argued that the international community cannot adopt different standards when dealing with the threat.
Modi described terrorism as a challenge affecting humanity as a whole and said counter-terrorism efforts should not remain confined to responding to attacks after they occur.
A sustained effort, he indicated, would require cooperation among countries on the systems and networks that allow terrorism to survive.
For India, he said, security and peace remain at the heart of its approach to the SCO.
Connectivity and economic opportunity, he added, are equally important components of the organisation’s future.
Afghanistan also figured prominently in his remarks.
Modi linked the country’s stability with the broader objective of building a secure Eurasian region and said India would continue providing humanitarian and development assistance to the Afghan people.
Turning to the conflict in West Asia, the Prime Minister warned that regional wars can have consequences far beyond the countries directly involved.
Disruptions to energy supplies, shipping routes and international supply chains, he said, can create wider economic pressures, particularly for nations across the Global South.
India, Modi reiterated, favours negotiations and diplomatic engagement over military solutions. Conflicts, he said, ultimately need to be addressed through dialogue rather than settled through warfare.
The Prime Minister also placed narcotics trafficking on the SCO’s security agenda, describing the trade as a danger to young people as well as regional stability.
He advocated stronger practical cooperation through existing SCO mechanisms covering security, organised crime, information security and drugs.
Beyond security concerns, Modi called for the organisation to make its cooperation more visible in the everyday lives of citizens.
He argued that stronger ties between people are among the SCO’s most valuable assets and said its next quarter-century should be focused on tangible public benefits.
The effectiveness of the grouping, he suggested, should not be judged merely by diplomatic declarations.
Greater opportunities for young people, wider markets for entrepreneurs, useful technology for farmers and measurable improvements in living standards should be among the outcomes of deeper SCO cooperation.
The summit is being hosted by Kyrgyz President Sadyr Japarov, who is also chairing the grouping this year.
Chinese President Xi Jinping, Russian President Vladimir Putin, Pakistan Prime Minister Shehbaz Sharif, Iranian President Masoud Pezeshkian, Belarusian President Alexander Lukashenko, Kazakhstan’s Kassym-Jomart Tokayev, Uzbek President Shavkat Mirziyoyev and Tajik President Emomali Rahmon are among the leaders attending the gathering.

बिश्केक: प्रधानमंत्री नरेंद्र मोदी ने मंगलवार को शंघाई सहयोग संगठन (SCO) के सदस्य देशों से आतंकवाद के खिलाफ ऐसी सामूहिक रणनीति अपनाने का आह्वान किया, जो केवल आतंकी हमलों के जवाब तक सीमित न रहे, बल्कि उन्हें जन्म देने और कायम रखने वाले पूरे नेटवर्क को निशाना बनाए।
बिश्केक में आयोजित SCO के 26वें शिखर सम्मेलन को संबोधित करते हुए मोदी ने कहा कि आतंकवाद से मुकाबले के लिए उसके पीछे काम करने वाली व्यवस्थाओं को कमजोर करना जरूरी है।
उन्होंने आतंक के लिए धन जुटाने, लोगों की भर्ती, कट्टरपंथी विचारधारा फैलाने और आतंकियों को सुरक्षित ठिकाने उपलब्ध कराने जैसी गतिविधियों को व्यापक तंत्र का हिस्सा बताया।
प्रधानमंत्री ने यह भी कहा कि किसी देश की नीति का हिस्सा बनकर आतंकवादी संगठनों को रणनीतिक साधन के रूप में इस्तेमाल करने की प्रवृत्ति को स्वीकार नहीं किया जा सकता।
उन्होंने आतंकवाद के खिलाफ अंतरराष्ट्रीय प्रयासों में अलग-अलग मानदंड अपनाने से बचने की जरूरत बताई।
मोदी ने आतंकवाद को केवल किसी एक देश या क्षेत्र की सुरक्षा समस्या मानने के बजाय पूरी मानवता के लिए चुनौती बताया।
उनके मुताबिक, किसी हमले के बाद जवाबी कार्रवाई करना पर्याप्त नहीं है; आतंक के नेटवर्क को लगातार और समन्वित प्रयासों के जरिए कमजोर करना होगा।
SCO को लेकर भारत की प्राथमिकताओं का जिक्र करते हुए उन्होंने शांति और सुरक्षा को प्रमुख आधार बताया।
इसके साथ ही संपर्क व्यवस्था और आर्थिक अवसरों को भी संगठन के सहयोग का महत्वपूर्ण हिस्सा बताया गया।
अफगानिस्तान का उल्लेख करते हुए प्रधानमंत्री ने कहा कि मध्य और व्यापक यूरेशिया में स्थायी शांति का लक्ष्य वहां की स्थिरता से जुड़ा हुआ है।
उन्होंने कहा कि भारत अफगानिस्तान के लोगों को मानवीय सहायता और विकास संबंधी सहयोग देता रहा है और आगे भी यह समर्थन जारी रखेगा।
पश्चिम एशिया के संघर्ष पर मोदी ने कहा कि किसी क्षेत्र में शुरू हुआ युद्ध उसकी सीमाओं के भीतर नहीं रहता।
इसका असर ऊर्जा आपूर्ति, समुद्री व्यापार और वैश्विक आपूर्ति शृंखलाओं तक पहुंच सकता है। उन्होंने कहा कि ऐसे संकटों का सबसे अधिक दबाव ग्लोबल साउथ के देशों पर पड़ता है।
भारत के रुख को दोहराते हुए प्रधानमंत्री ने कहा कि युद्ध किसी विवाद का स्थायी समाधान नहीं है। तनाव कम करने और संघर्ष समाप्त करने के लिए बातचीत तथा कूटनीतिक प्रयासों को प्राथमिकता दी जानी चाहिए।
नशीले पदार्थों की तस्करी को भी उन्होंने गंभीर क्षेत्रीय चुनौती के रूप में उठाया। मोदी ने कहा कि इसका असर खासकर युवाओं पर पड़ता है और यह सुरक्षा के लिए भी खतरा है।
उन्होंने सुरक्षा, संगठित अपराध, सूचना सुरक्षा और मादक पदार्थों से जुड़े SCO तंत्रों के जरिए सदस्य देशों के बीच अधिक व्यावहारिक सहयोग बढ़ाने की जरूरत बताई।
प्रधानमंत्री ने संगठन के सहयोग का लाभ आम नागरिकों तक पहुंचाने पर भी जोर दिया।
उनके अनुसार लोगों के बीच सीधे संबंध SCO की सबसे बड़ी ताकतों में हैं और संगठन के अगले 25 वर्षों में नागरिकों को सहयोग के केंद्र में रखा जाना चाहिए।
उन्होंने कहा कि SCO की उपलब्धि केवल बैठकों और घोषणाओं से नहीं आंकी जानी चाहिए।
इसकी सफलता इस बात से दिखनी चाहिए कि युवाओं के लिए कितने नए अवसर बनते हैं,
कारोबारियों को कितने नए बाजार मिलते हैं, किसानों तक तकनीक का कितना लाभ पहुंचता है और आम लोगों के जीवन में कितना वास्तविक सुधार आता है।
इस वर्ष शिखर सम्मेलन की मेजबानी किर्गिस्तान कर रहा है और राष्ट्रपति सदिर जापारोव संगठन की अध्यक्षता कर रहे हैं।
सम्मेलन में चीन के राष्ट्रपति शी जिनपिंग, रूस के राष्ट्रपति व्लादिमीर पुतिन, पाकिस्तान के प्रधानमंत्री शहबाज शरीफ, ईरान के राष्ट्रपति मसूद पेजेशकियन, बेलारूस के राष्ट्रपति अलेक्जेंडर लुकाशेंको, कजाखस्तान के राष्ट्रपति कासिम-जोमार्ट तोकायेव, उज्बेकिस्तान के राष्ट्रपति शौकत मिर्जियोयेव और ताजिकिस्तान के राष्ट्रपति इमोमाली रहमोन समेत सदस्य देशों के शीर्ष नेता हिस्सा ले रहे हैं।
