Amroha police register case against Deepak Nanda after Jammu and Kashmir education board reportedly finds admission document non-genuine

AMROHA/NEW DELHI, September 30: A document check conducted during a Delhi Police investigation has triggered a separate criminal case in Uttar Pradesh against lawyer Deepak Nanda alias Deepak Khatri, who has been associated with the legal team of jailed gangster Lawrence Bishnoi.

The case centres on a Class 12 marksheet that Nanda allegedly submitted when he enrolled in an integrated B.A.LL.B. programme at Shri Venkateshwara University in Gajraula, Amroha.

The university subsequently approachedthe  Rajabpur police after verification by the Jammu and Kashmir Board of School Education reportedly found that the document did not match its records.

The FIR was registered on September 28 based on a complaint from the university. Police have begun investigating how the document was obtained and used for admission.

Verification request exposes alleged discrepancy.

The issue surfaced while the Delhi Police Crime Branch was examining Nanda’s educational background in connection with another case.

Nanda was arrested in August in a case involving an alleged illegal arms network. Delhi Police had sought his admission papers and academic records from the university as part of its investigation.

Police sources have alleged that Nanda had been in contact with Bangladesh-based arms supplier Shahbaz Ansari.

The university supplied the requested records to the Crime Branch on September 9. Its records showed that Nanda entered the B.A.LL.B. course in 2019 and completed the programme in 2024.

Among the documents in the admission file was a Class 12 marksheet submitted as evidence of his eligibility for higher education.

Rather than relying on the document itself, investigators sent it for authentication to the Jammu and Kashmir Board of School Education in Jammu.

The board’s response, dated September 19, reportedly stated that the marksheet or certificate could not be authenticated against its official records and was not genuine.

The Crime Branch subsequently informed the university about the verification finding in a communication dated September 23.

University takes matter to police.

Following the police communication, university authorities approached Rajabpur police with a formal complaint.

The complaint alleged that Nanda had used forged educational material to secure admission and had represented the documents as genuine.

Based on the complaint, police registered a case and appointed Sub-Inspector Rajendra Kumar as the investigating officer.

The allegations are now the subject of a police investigation. The FIR records the verification response from the Jammu and Kashmir education board as a key part of the complaint.

Law degree now under scrutiny

The development could have implications beyond the criminal case because the university has also communicated the matter to the Bar Council of India, according to sources.

Nanda had completed the B.A.LL.B. programme in 2024 and subsequently enrolled with the Delhi Bar Council, according to reports.

Any question concerning the validity of his professional qualification will depend on the findings of the relevant authorities and the outcome of the proceedings.

Comes amid separate arms case

The Uttar Pradesh case has emerged while Nanda remains in custody in a separate investigation being conducted by Delhi Police.

The Crime Branch arrested him in August after alleging that he was connected to an arms-supply network linked to the wider Lawrence Bishnoi network.

Police also alleged contact with Shahbaz Ansari, described by investigators as a Bangladesh-based arms supplier.

A Delhi court subsequently sent Nanda to judicial custody as the investigation continued.

Sources have also indicated that Jammu and Kashmir Police may register another case concerning the allegedly forged educational certificate.

The Amroha investigation will now determine how the disputed document was prepared, whether it was knowingly used for admission,n and whether anyone else was involved in the alleged forgery.

अमरोहा/नई दिल्ली, 30 सितंबर: लॉरेंस बिश्नोई की कानूनी टीम से जुड़े रहे वकील दीपक नंदा उर्फ दीपक खत्री के खिलाफ उत्तर प्रदेश के अमरोहा में कथित फर्जी शैक्षणिक दस्तावेज के इस्तेमाल का मामला दर्ज किया गया है। विवाद उस कक्षा 12 की मार्कशीट को लेकर है, जिसके आधार पर उन्होंने श्री वेंकटेश्वरा यूनिवर्सिटी, गजरौला में बीए-एलएलबी पाठ्यक्रम में प्रवेश लिया था।

मामला तब सामने आया जब दिल्ली पुलिस की क्राइम ब्रांच ने एक अलग जांच के सिलसिले में नंदा की शैक्षणिक योग्यता से जुड़े रिकॉर्ड की जांच शुरू की। दस्तावेजों के सत्यापन के लिए संबंधित प्रमाणपत्र जम्मू-कश्मीर बोर्ड ऑफ स्कूल एजुकेशन को भेजा गया था। बोर्ड की रिपोर्ट में कथित तौर पर दस्तावेज को अपने रिकॉर्ड से प्रमाणित नहीं पाया गया।

इसके बाद यूनिवर्सिटी ने रजबपुर थाने में शिकायत दी, जिसके आधार पर 28 सितंबर को FIR दर्ज की गई। पुलिस अब यह पता लगाने में जुटी है कि कथित दस्तावेज कहां से आया और उसे दाखिले के दौरान किस तरह इस्तेमाल किया गया।

जांच के दौरान खुला दस्तावेज का मामला

नंदा के शैक्षणिक रिकॉर्ड की जांच मूल रूप से दिल्ली पुलिस क्राइम ब्रांच की एक अलग कार्रवाई का हिस्सा थी।

नंदा को अगस्त में कथित अवैध हथियार नेटवर्क से जुड़े मामले में गिरफ्तार किया गया था। इसी जांच के दौरान क्राइम ब्रांच ने यूनिवर्सिटी से उनके प्रवेश और शैक्षणिक दस्तावेज मांगे थे। पुलिस ने आरोप लगाया था कि नंदा के संपर्क बांग्लादेश स्थित हथियार आपूर्तिकर्ता शाहबाज अंसारी से भी थे।

यूनिवर्सिटी ने 9 सितंबर को जांच एजेंसी को उपलब्ध रिकॉर्ड सौंपे। इन दस्तावेजों के अनुसार नंदा ने 2019 में बीए-एलएलबी पाठ्यक्रम में प्रवेश लिया था और 2024 में कोर्स पूरा किया।

प्रवेश के समय जमा किए गए दस्तावेजों में 12वीं कक्षा की एक मार्कशीट भी शामिल थी। इसी प्रमाणपत्र की प्रामाणिकता पर बाद में सवाल उठा।

क्राइम ब्रांच ने दस्तावेज को जम्मू-कश्मीर बोर्ड ऑफ स्कूल एजुकेशन के जम्मू स्थित कार्यालय में सत्यापन के लिए भेजा।

19 सितंबर को बोर्ड की ओर से दिए गए जवाब में कथित तौर पर कहा गया कि प्रमाणपत्र उसके रिकॉर्ड के आधार पर वास्तविक नहीं पाया गया। इसके बाद क्राइम ब्रांच ने 23 सितंबर को यूनिवर्सिटी को इस निष्कर्ष की जानकारी दी।

यूनिवर्सिटी ने दर्ज कराई शिकायत

पुलिस से मिली जानकारी के बाद श्री वेंकटेश्वरा यूनिवर्सिटी ने रजबपुर थाने का रुख किया।

यूनिवर्सिटी की शिकायत में आरोप लगाया गया कि नंदा ने दाखिला हासिल करने के लिए जाली शैक्षणिक दस्तावेज का इस्तेमाल किया और उसे वास्तविक प्रमाणपत्र के रूप में प्रस्तुत किया।

पुलिस ने शिकायत के आधार पर मामला दर्ज कर जांच शुरू कर दी है। उपनिरीक्षक राजेंद्र कुमार को मामले का जांच अधिकारी बनाया गया है।

फिलहाल आरोपों की जांच जारी है और पुलिस यह निर्धारित करेगी कि कथित दस्तावेज किसने तैयार किया, उसे नंदा तक कैसे पहुंचाया गया और दाखिले के समय उसके इस्तेमाल के पीछे क्या परिस्थितियां थीं।

कानून की डिग्री भी जांच के दायरे में

इस मामले का असर केवल पुलिस जांच तक सीमित नहीं रह सकता। सूत्रों के मुताबिक यूनिवर्सिटी ने नंदा की कानून की डिग्री से संबंधित जानकारी बार काउंसिल ऑफ इंडिया को भी भेजी है।

रिपोर्टों के अनुसार नंदा ने 2024 में बीए-एलएलबी की पढ़ाई पूरी की थी और बाद में दिल्ली बार काउंसिल में पंजीकरण कराया।

हालांकि उनकी पेशेवर योग्यता पर आगे क्या कार्रवाई होगी, यह संबंधित नियामकीय संस्थाओं की जांच और इस मामले के निष्कर्ष पर निर्भर करेगा।

हथियार मामले में पहले से जेल में नंदा

फर्जी दस्तावेज का यह मामला ऐसे समय सामने आया है जब नंदा दिल्ली पुलिस की एक अलग जांच के चलते हिरासत में हैं।

दिल्ली क्राइम ब्रांच ने अगस्त में उन्हें कथित हथियार तस्करी नेटवर्क से जुड़े मामले में गिरफ्तार किया था। पुलिस के अनुसार यह नेटवर्क लॉरेंस बिश्नोई से जुड़े लोगों तक हथियार पहुंचाने से संबंधित था। जांच एजेंसी ने शाहबाज अंसारी के साथ नंदा के कथित संपर्क का भी उल्लेख किया था।

बाद में दिल्ली की अदालत ने जांच आगे बढ़ने के दौरान नंदा को न्यायिक हिरासत में भेज दिया था।

इस बीच, सूत्रों का कहना है कि कथित फर्जी शैक्षणिक प्रमाणपत्र को लेकर जम्मू-कश्मीर पुलिस भी अलग से मामला दर्ज कर सकती है।

अमरोहा पुलिस की जांच अब इस बात पर केंद्रित रहेगी कि विवादित प्रमाणपत्र कैसे तैयार हुआ, क्या उसे जानबूझकर दाखिले के लिए इस्तेमाल किया गया और इस प्रक्रिया में कोई अन्य व्यक्ति भी शामिल था।
