Court seeks details of ongoing investigation after campus unrest; university extends offline class suspension and begins separate review of video evidence

CHANDIGARH/PHAGWARA, September 30: The violence that rocked Lovely Professional University in Phagwara has moved into the judicial arena, with the Punjab and Haryana High Court seeking a status report from the Punjab government on the police investigation into the campus unrest.

The development followed a public interest petition by LPU BTech student Ravi Raj, who has called for a Central Bureau of Investigation inquiry into the violence, alleged arson, vandalism and looting that followed the circulation of an unverified claim about the alleged sexual assault of a female student.

The petition has brought both the circumstances that triggered the protest and the subsequent violence under scrutiny.

The High Court has fixed October 8 for the next hearing after seeking details of the ongoing investigation.

Questions over the claim that triggered the unrest

The campus turmoil began after reports circulated on social media alleging that a female student had been sexually assaulted on university premises.

The claim rapidly spread among students and was followed by protests that escalated into clashes, damage to university property and disruption of traffic on the Jalandhar-Phagwara highway.

The university has rejected the allegation as baseless. Police have nevertheless registered a case against an unidentified person and are investigating the circumstances surrounding the claim.

University officials and police have said that their preliminary examination has not substantiated the alleged assault.

The High Court’s proceedings now place the police investigation under closer judicial scrutiny.

The court has also sought clarity on whether an actual sexual-assault incident occurred before the violence began.

Petition seeks investigation beyond campus authorities

Raj’s petition seeks an independent probe into the entire episode rather than limiting the inquiry to the property damage.

The plea alleges that the initial social-media claim was followed by the arrival of people from outside the campus and that some of those involved in the subsequent disorder were carrying weapons.

It further alleges that university gates and surveillance equipment were damaged and that commercial establishments on the campus were targeted.

These allegations form part of the petition and have yet to be established through the investigation.

The plea also asks authorities to examine the circulation of allegedly misleading material online and take action under applicable provisions of law if the investigation establishes that false information was deliberately disseminated.

Police reconstructing events through CCTV and videos

Investigators are separately examining CCTV recordings and footage circulating on social-media platforms to establish what happened during the unrest and identify individuals allegedly involved in specific acts of violence or property damage.

Punjab Police have indicated that additional original CCTV material has become available, which investigators are using to reconstruct the sequence of events.

Police have also begun narrowing down individuals suspected of participating in the violence.

The university is conducting its own examination of video material. Dean of Students Welfare Saurabh Lakhanpal said the institution was checking individual clips to establish their authenticity and determine where and when they were recorded.

The university’s review is separate from the police investigation.

Shops inside campus report heavy losses

The unrest also caused substantial damage to commercial outlets operating inside the university’s Uni Mall.

Shopkeepers have reported that masked individuals allegedly forced their way into stores and removed electronic goods and other merchandise.

Some have also claimed that surveillance equipment was damaged and recording devices taken away.

Videos purporting to show people removing goods from shops have circulated online. Investigators are examining such material as part of the wider effort to establish responsibility for the damage.

Not every shop was affected. A stationery outlet on the campus, according to the supplied account, remained untouched during the violence.

Classes remain suspended

With uncertainty continuing on campus, LPU has extended the suspension of physical classes until October 7. Mid-term examinations have also been shifted to October 12-17.

The university said the decision was taken as a precaution in view of rumours and misleading information circulating in connection with the incident.

It has maintained that the academic schedule will be adjusted wherever necessary so students do not suffer an academic loss.

Online teaching is scheduled for October 5-7, with attendance required. Students can participate in doubt-clearing sessions on October 8 and 9, while those choosing to attend such sessions physically can return to campus for that purpose.

The university has said placement activities will continue according to schedule, while practical examinations will be arranged after the theory papers where required.

Ashok Mittal keeps focus on BJP campaign

LPU founder-chancellor and BJP Rajya Sabha MP Ashok Mittal appeared in Phagwara on Tuesday at a BJP event linked to the party’s ‘Nasha Mukt Punjab Yatra’.

Asked about the campus violence, Mittal declined to discuss the issue at the event, saying he would address it separately.

He also did not respond to allegations by opposition leaders that the university had come under pressure because of his political shift from the Aam Aadmi Party to the BJP.

Instead, Mittal’s address concentrated on the BJP’s anti-drug campaign. He claimed that the campaign was receiving public support and alleged that the Punjab government had attempted to disrupt it.

These were political allegations made at the rally and were not independently established in the proceedings concerning the LPU violence.

The political context has also been cited in the High Court petition, which refers to Mittal’s political affiliation and the forthcoming Punjab Assembly election.

Investigation now faces judicial scrutiny

The LPU episode has therefore produced three parallel lines of inquiry: the original allegation that sparked the student mobilisation, the violence and property damage that followed, and the online circulation of material that may have contributed to the escalation.

For now, the Punjab Police investigation remains in progress, while the High Court has sought its status report. The next significant development is expected when the matter returns before the court on October 8.

चंडीगढ़/फगवाड़ा, 30 सितंबर: फगवाड़ा स्थित लवली प्रोफेशनल यूनिवर्सिटी (LPU) में हुई हिंसा और तोड़फोड़ का मामला अब पंजाब एवं हरियाणा हाईकोर्ट के सामने है। अदालत ने पंजाब सरकार से मामले की पुलिस जांच की स्थिति पर रिपोर्ट मांगी है। मामले की अगली सुनवाई 8 अक्टूबर को होगी।

यह कार्रवाई LPU के बीटेक छात्र रवि राज की जनहित याचिका पर हुई है। याचिका में कैंपस में हुई हिंसा, कथित आगजनी, तोड़फोड़ और लूटपाट की जांच केंद्रीय जांच ब्यूरो (CBI) से कराने की मांग की गई है।

इस मामले में केवल हिंसा की घटनाएं ही नहीं, बल्कि उस दावे की भी जांच का मुद्दा उठाया गया है जिसके बाद छात्र आंदोलन शुरू हुआ था। सोशल मीडिया पर एक छात्रा के साथ कैंपस में कथित यौन उत्पीड़न की बात सामने आने के बाद छात्रों में आक्रोश फैल गया था।

कथित यौन हमले की खबर से शुरू हुआ घटनाक्रम

कैंपस में तनाव उस समय बढ़ा जब एक छात्रा के साथ कथित यौन हमले की जानकारी सोशल मीडिया और अन्य माध्यमों से छात्रों के बीच फैलने लगी। इसके बाद विरोध प्रदर्शन शुरू हुआ और स्थिति धीरे-धीरे हिंसक हो गई।

प्रदर्शन के दौरान विश्वविद्यालय की संपत्ति को नुकसान पहुंचाने, दुकानों में तोड़फोड़ और राष्ट्रीय राजमार्ग पर यातायात बाधित किए जाने की घटनाएं सामने आईं।

विश्वविद्यालय ने कथित यौन हमले की खबर को निराधार बताया है। पुलिस ने हालांकि अज्ञात व्यक्ति के खिलाफ मामला दर्ज कर जांच शुरू की है। पुलिस और विश्वविद्यालय प्रशासन के मुताबिक शुरुआती जांच में आरोप की पुष्टि नहीं हुई है।

अब हाईकोर्ट ने भी पुलिस से इस पूरे घटनाक्रम की स्थिति स्पष्ट करने को कहा है। अदालत ने यह जानना चाहा है कि हिंसा से पहले वास्तव में यौन हमले की कोई घटना हुई थी या नहीं।

CBI जांच की मांग वाली याचिका में क्या कहा गया

रवि राज की याचिका में जांच का दायरा केवल संपत्ति के नुकसान तक सीमित रखने के बजाय पूरे घटनाक्रम की स्वतंत्र जांच कराने की मांग की गई है।

याचिका में आरोप लगाया गया है कि सोशल मीडिया पर कथित सूचना फैलने के बाद बाहरी लोग भी परिसर में पहुंचे और कुछ लोगों के पास हथियार थे। याचिकाकर्ता ने आरोप लगाया कि कैंपस के गेट, CCTV उपकरण और दुकानों को नुकसान पहुंचाया गया तथा कुछ जगहों पर आगजनी भी हुई।

ये आरोप फिलहाल याचिका में लगाए गए हैं और इनकी पुष्टि जांच के निष्कर्षों से होना बाकी है।

याचिका में कथित भ्रामक सूचना के ऑनलाइन प्रसार की भी जांच और यदि जानबूझकर गलत सूचना फैलाने की पुष्टि हो तो संबंधित कानूनी प्रावधानों के तहत कार्रवाई की मांग की गई है।

CCTV और वीडियो से उपद्रवियों की पहचान की कोशिश

पुलिस ने हिंसा के दौरान उपलब्ध CCTV रिकॉर्डिंग और सोशल मीडिया पर सामने आए वीडियो को जांच का हिस्सा बनाया है। उद्देश्य यह पता लगाना है कि घटनाएं किस क्रम में हुईं और किन लोगों की किसी खास तोड़फोड़ या हिंसक गतिविधि में भूमिका रही।

पुलिस को यूनिवर्सिटी से कुछ और मूल CCTV रिकॉर्डिंग मिली हैं। इनकी मदद से जांचकर्ता घटनाओं की कड़ी जोड़ने का प्रयास कर रहे हैं। पुलिस ने कुछ संदिग्धों की पहचान की दिशा में भी जांच आगे बढ़ाई है।

यूनिवर्सिटी प्रशासन भी सोशल मीडिया पर प्रसारित वीडियो की अलग से जांच कर रहा है। छात्र कल्याण विभाग के डीन सौरभ लखनपाल के अनुसार, वीडियो की सत्यता, उनकी रिकॉर्डिंग की जगह और समय तथा उन्हें मौजूदा घटनाओं से जोड़ने की संभावना की जांच की जा रही है।

यूनिवर्सिटी की यह प्रक्रिया पुलिस की आधिकारिक जांच से अलग है।

यूनिवर्सिटी की दुकानों को भी नुकसान

हिंसा का असर यूनिवर्सिटी के भीतर स्थित यूनी मॉल की दुकानों पर भी पड़ा। कई दुकानदारों ने सामान और संपत्ति के नुकसान की शिकायत की है।

कुछ दुकानदारों के मुताबिक नकाब पहने लोगों ने दुकानों में प्रवेश कर मोबाइल फोन और अन्य सामान उठा लिया। कुछ ने CCTV कैमरे और रिकॉर्डिंग उपकरणों को नुकसान पहुंचाए जाने या ले जाए जाने का भी दावा किया।

सोशल मीडिया पर ऐसे कई वीडियो सामने आए हैं जिनमें कुछ लोगों को दुकानों से सामान ले जाते हुए दिखाया गया है। जांच एजेंसियां इन वीडियो की भी पड़ताल कर रही हैं। (

हालांकि, परिसर की सभी दुकानों को नुकसान नहीं पहुंचा। उपलब्ध जानकारी के अनुसार एक स्टेशनरी की दुकान हिंसा के दौरान सुरक्षित रही।

7 अक्टूबर तक ऑफलाइन कक्षाएं बंद

कैंपस में स्थिति को देखते हुए LPU ने ऑफलाइन कक्षाओं का निलंबन 7 अक्टूबर तक बढ़ा दिया है। मिड-टर्म परीक्षाओं को भी अब 12 से 17 अक्टूबर के बीच कराने का कार्यक्रम बनाया गया है।

यूनिवर्सिटी ने कहा है कि अफवाहों और भ्रामक सूचनाओं के प्रसार को देखते हुए यह निर्णय एहतियात के तौर पर लिया गया है। प्रशासन ने छात्रों को आश्वस्त किया है कि अकादमिक कैलेंडर में जरूरी बदलाव कर पढ़ाई का नुकसान नहीं होने दिया जाएगा।

5 से 7 अक्टूबर तक ऑनलाइन कक्षाएं होंगी और उनमें छात्रों की उपस्थिति अनिवार्य होगी। 8 और 9 अक्टूबर को छात्रों के लिए डाउट-क्लियरिंग सत्र आयोजित किए जाएंगे। जो छात्र इन सत्रों में व्यक्तिगत रूप से शामिल होना चाहेंगे, वे इन तारीखों में कैंपस लौट सकते हैं।

यूनिवर्सिटी के अनुसार प्लेसमेंट गतिविधियां अपने निर्धारित कार्यक्रम के अनुसार जारी रहेंगी। जहां जरूरत होगी, थ्योरी परीक्षाओं के बाद प्रैक्टिकल परीक्षाएं आयोजित की जाएंगी।

अशोक मित्तल ने हिंसा पर टिप्पणी से परहेज किया

LPU के संस्थापक-कुलाधिपति और भाजपा के राज्यसभा सांसद अशोक मित्तल मंगलवार को फगवाड़ा में भाजपा की ‘नशा मुक्त पंजाब यात्रा’ से जुड़े कार्यक्रम में पहुंचे।

कैंपस हिंसा पर सवाल पूछे जाने पर मित्तल ने इस मुद्दे पर तत्काल टिप्पणी करने से इनकार किया और कहा कि वह इस विषय पर अलग से बात करेंगे। उन्होंने आम आदमी पार्टी से भाजपा में उनके राजनीतिक बदलाव के बाद LPU को निशाना बनाए जाने के विपक्षी नेताओं के आरोपों पर भी प्रतिक्रिया नहीं दी।

कार्यक्रम में मित्तल ने मुख्य रूप से भाजपा की नशा विरोधी मुहिम पर बात की। उन्होंने दावा किया कि यात्रा को लोगों का समर्थन मिल रहा है और आरोप लगाया कि राज्य सरकार ने इसे बाधित करने की कोशिश की।

ये राजनीतिक आरोप हैं और LPU हिंसा की जांच में इनके स्वतंत्र रूप से सिद्ध होने की बात सामने नहीं आई है।

हाईकोर्ट में दाखिल याचिका में भी मित्तल की राजनीतिक भूमिका और आगामी पंजाब विधानसभा चुनाव का उल्लेख किया गया है।

अब पुलिस जांच पर हाईकोर्ट की नजर

LPU प्रकरण में फिलहाल जांच के तीन प्रमुख पहलू सामने हैं—वह मूल दावा जिसके बाद छात्रों में आक्रोश फैला, उसके बाद हुई हिंसा और संपत्ति को नुकसान, तथा सोशल मीडिया पर प्रसारित सामग्री जिसने घटनाक्रम को प्रभावित किया हो सकता है।

पंजाब पुलिस की जांच अभी जारी है। हाईकोर्ट ने अब सरकार से जांच की स्थिति की रिपोर्ट मांगी है। मामले की अगली सुनवाई 8 अक्टूबर को होगी, जहां जांच की प्रगति पर आगे विचार किया जाएगा।
