CBI Chargesheet Unravels Alleged Reward Network in ₹504 Crore Haryana Funds Case

Agency alleges government money was routed to selected private-bank branches while senior officials received hospitality, cash-linked benefits and other favours.

CHANDIGARH, September 30: An investigation into the alleged diversion of hundreds of crores belonging to the Haryana government has expanded into an examination of an alleged network of personal benefits extended to senior bureaucrats, according to the Central Bureau of Investigation’s latest chargesheet.

The agency alleges that government funds were moved away from designated banks and placed with selected branches of IDFC First Bank and AU Small Finance Bank with the involvement of public servants and bank officials.

The money allegedly linked to eight Haryana government departments and bodies is at the centre of the ₹504-crore case.

The CBI’s third chargesheet, filed before the Special CBI Court in Panchkula on September 2, names 19 people, including six Haryana-cadre IAS officers, bank officials and other state government employees.

The agency has invoked provisions relating to criminal conspiracy, cheating, forgery, criminal breach of trust, destruction of evidence and corruption.

The latest filing adds a different dimension to the alleged financial irregularities: investigators claim that some bureaucrats received hospitality, entertainment, luxury stays and other benefits from individuals linked to the banking network.

How the alleged diversion worked

At the centre of the CBI’s case is the allegation that government departments were persuaded to maintain or open accounts with particular private-bank branches, contrary to established financial safeguards.

The departments and organisations whose funds figure in the investigation include the Panchayat Department, municipal corporations of Panchkula and Kalka, Haryana School Shiksha Pariyojna Parishad, Haryana Labour Welfare Board, Haryana State Agricultural Marketing Board, Haryana State Pollution Control Board and Haryana Power Generation Corporation Limited.

According to investigators, money was subsequently transferred from these accounts to entities and individuals who were not connected with the government departments concerned.

The CBI has alleged that the proceeds were moved through multiple accounts before being converted into cash or otherwise diverted for the benefit of the accused.

The agency has described the alleged arrangement as a coordinated operation involving government officials and employees of the two private banks.

The CBI took over the investigation from Haryana’s Vigilance and Anti-Corruption Bureau at the state’s request.

Gold delivery allegedly linked to Vineet Garg.

One of the most striking allegations concerns senior IAS officer Vineet Garg.

The CBI claims that two gold coins weighing 50 grams each were delivered to Garg’s government residence through an alleged intermediary working for Ribhav Rishi, a former IDFC First Bank branch manager whom investigators have described as a central figure in the alleged scheme.

The agency’s account is based partly on the statement of a man identified as Amritpal, who allegedly acted as a carrier for Rishi. Investigators say he was instructed to collect the coins from a jewellery store in Chandigarh’s Sector 35 and take them to a government bungalow in Sector 7A.

According to the chargesheet, the delivery took place several days before Diwali in 2025. The CBI says call-record analysis involving the people allegedly connected to the transaction supported their movements around the relevant time.

The allegations against Garg remain part of the prosecution case and have not been established by a court.

Hotel and entertainment expenses alleged for other officials

The chargesheet also describes alleged hospitality extended to IAS officer Mohammed Shayin.

Investigators have cited restaurant and hotel bills that they say were incurred in Shayin’s name but paid for by Rishi.

One bill from a Chandigarh restaurant within a hotel complex amounted to more than ₹35,000, while another event involving Shayin and his wife allegedly resulted in expenses of over ₹58,000.

The CBI has also referred to another hotel bill exceeding ₹73,000, alleging that although the amount was initially settled in cash, the corresponding money was subsequently supplied by Rishi.

Investigators say witness statements, bills and WhatsApp communications were used to establish the alleged connection between the expenses and the accused banker.

Dance parties cited as alleged benefits to Pankaj Agarwal

The chargesheet makes particularly detailed allegations regarding former senior IAS officer Pankaj Agarwal.

The CBI alleges that four private dance gatherings were organised at a venue in Zirakpur during the period under investigation and that Rishi financed the events. Agarwal is alleged to have attended them.

Investigators claim that women performers were brought from Delhi for some of the gatherings and that substantial amounts of cash were allegedly distributed among the performers.

The agency has alleged that individual events involved cash outlays running into lakhs of rupees, apart from expenditure on food, liquor and other arrangements.

According to the chargesheet, most of these expenses were settled in cash through people associated with Rishi.

The CBI has presented these alleged arrangements as part of the larger quid-pro-quo theory underlying its case against the accused.

Saket Kumar’s alleged role in opening accounts

Another strand of the investigation concerns IAS officer Dr Saket Kumar.

The CBI alleges that Kumar played a role in persuading another senior official, D K Behera, to approve the opening of government accounts with private banks.

According to the agency, Behera told investigators that he had the authority to select the appropriate bank but processed the proposal after Kumar indicated which banks should be used for particular government funds.

The agency has further alleged that the proposal did not reach Kumar through the normal departmental chain.

Instead, investigators claim it was brought to him by Naresh Kumar, an official working in the RTI Wing who allegedly had no formal role in the scheme concerned.

The CBI says statements from officials associated with the account-opening process also indicated that bank representatives referred to Saket Kumar when approaching the department.

Recovered conversations under scrutiny

Digital evidence forms another component of the CBI’s case.

Investigators say they recovered voice conversations and WhatsApp communications involving people associated with the alleged network.

One conversation cited in the chargesheet allegedly contains references to instructions attributed to “Saket Sir”.

The CBI has interpreted the conversation as suggesting an effort to prevent information about the alleged irregularities from spreading.

Investigators have also referred to a WhatsApp group described as the “Sukoon Group”, in which Kumar was allegedly present alongside bank officials.

The agency has cited the group as evidence of his alleged proximity to people being investigated in the banking case.

The interpretation of these conversations and the significance of the WhatsApp group will ultimately be tested during the legal proceedings.

Six IAS officers named in latest chargesheet

The September 2 filing names six Haryana-cadre IAS officers: Mohammed Shayin, Saket Kumar, Pardeep Kumar, Vineet Garg, Ram Kumar Singh and Pankaj Agarwal.

It also includes three IDFC First Bank officials, one AU Small Finance Bank official and nine other Haryana government officials.

Agarwal, Ram Kumar Singh and Pardeep Kumar had been arrested earlier in the investigation, according to reports.

Other officials named in the latest chargesheet had not been arrested at the time of the filing.

The latest filing takes the total number of people chargesheeted in the broader case to 37, according to reporting on the September filing.

The proceedings are subject to the required prosecution sanctions for public servants, according to reporting on the chargesheet.

Investigation into alleged public-fund diversion continues

The CBI’s case is not limited to alleged personal benefits.

At its core is the allegation that financial controls governing Haryana government money were bypassed and that funds were moved through private-bank accounts before being allegedly diverted.

The latest chargesheet seeks to connect that alleged movement of public money with a series of personal benefits investigators say were extended to some officials.

All of these remain allegations contained in the CBI chargesheet. The accused are entitled to defend themselves in court, and guilt will be determined through the judicial process.

सरकारी धन को चुनिंदा निजी बैंक शाखाओं में भेजने के साथ अधिकारियों को होटल, मनोरंजन और अन्य सुविधाएं देने का आरोप

चंडीगढ़, 30 सितंबर: हरियाणा सरकार के सैकड़ों करोड़ रुपये के कथित गबन की जांच अब वरिष्ठ नौकरशाहों तक पहुंचाए गए कथित निजी लाभों की पड़ताल तक फैल गई है।

केंद्रीय जांच ब्यूरो (CBI) की ताजा चार्जशीट में सरकारी धन के कथित डायवर्जन के साथ-साथ कुछ वरिष्ठ अधिकारियों को होटल, मनोरंजन, महंगी मेहमाननवाजी और अन्य सुविधाएं दिए जाने के आरोपों का भी उल्लेख है।

मामले के केंद्र में हरियाणा सरकार के आठ विभागों और संस्थाओं की करीब ₹504 करोड़ की धनराशि है।

CBI का आरोप है कि सरकारी अधिकारियों और IDFC First Bank तथा AU Small Finance Bank के कर्मचारियों की कथित मिलीभगत से रकम को अधिकृत बैंकों से हटाकर चुनिंदा शाखाओं में स्थानांतरित किया गया।

जांच एजेंसी ने 2 सितंबर को पंचकूला की विशेष CBI अदालत में तीसरी चार्जशीट दाखिल की थी। इसमें हरियाणा कैडर के छह IAS अधिकारियों समेत 19 लोगों को आरोपी बनाया गया है।

आरोपों में आपराधिक साजिश, धोखाधड़ी, जालसाजी, आपराधिक विश्वासघात, सबूत नष्ट करने और भ्रष्टाचार से संबंधित धाराएं शामिल हैं।

सरकारी रकम को दूसरी जगह भेजने का आरोप

CBI की जांच के अनुसार कथित गड़बड़ी की शुरुआत सरकारी विभागों के खातों को खास निजी बैंक शाखाओं में खुलवाने या वहां संचालित कराने से हुई।

जिन विभागों और संस्थाओं की धनराशि जांच के दायरे में है, उनमें पंचायत विभाग, पंचकूला और कालका नगर निगम, हरियाणा स्कूल शिक्षा परियोजना परिषद, हरियाणा श्रम कल्याण बोर्ड, हरियाणा राज्य कृषि विपणन बोर्ड, हरियाणा राज्य प्रदूषण नियंत्रण बोर्ड और हरियाणा पावर जनरेशन कॉरपोरेशन लिमिटेड शामिल हैं।

जांच एजेंसी का आरोप है कि इन खातों से रकम ऐसे व्यक्तियों और संस्थाओं को भेजी गई जिनका संबंधित सरकारी विभागों से कोई प्रत्यक्ष संबंध नहीं था।

CBI के अनुसार, रकम को कई बैंक खातों के जरिए घुमाया गया और कथित तौर पर नकदी में बदलकर आरोपियों को लाभ पहुंचाया गया।

CBI का कहना है कि पूरा कथित नेटवर्क सरकारी अधिकारियों और दोनों निजी बैंकों के कर्मचारियों की मिलीभगत से संचालित हुआ। राज्य सरकार के अनुरोध पर CBI ने यह जांच हरियाणा की विजिलेंस एवं एंटी करप्शन ब्यूरो से अपने हाथ में ली थी।

विनीत गर्ग से जुड़ा सोने के सिक्कों का आरोप

चार्जशीट में वरिष्ठ IAS अधिकारी विनीत गर्ग से जुड़ा सोने के सिक्कों का एक कथित लेनदेन भी दर्ज है।

CBI का आरोप है कि 50-50 ग्राम के दो सोने के सिक्के एक ऐसे व्यक्ति के जरिए गर्ग के सरकारी आवास तक पहुंचाए गए, जो कथित तौर पर पूर्व IDFC First Bank शाखा प्रबंधक रिभव ऋषि के लिए काम करता था।

जांच एजेंसी ने ऋषि को कथित वित्तीय नेटवर्क में प्रमुख भूमिका निभाने वाला व्यक्ति बताया है।

चार्जशीट के अनुसार अमृतपाल नामक व्यक्ति ने जांचकर्ताओं को बताया कि उसे दिवाली से कुछ दिन पहले चंडीगढ़ के सेक्टर-35 स्थित एक ज्वेलरी दुकान से दोनों सिक्के लेने और सेक्टर-7ए स्थित सरकारी बंगले तक पहुंचाने का निर्देश मिला था।

CBI के मुताबिक, सिक्कों की डिलीवरी के समय से संबंधित लोगों के मोबाइल कॉल रिकॉर्ड और उनकी लोकेशन का तकनीकी विश्लेषण भी किया गया। हालांकि, गर्ग के खिलाफ ये आरोप फिलहाल जांच एजेंसी की चार्जशीट का हिस्सा हैं और अदालत में अभी साबित नहीं हुए हैं।

होटल और पार्टी के खर्च का भी उल्लेख

चार्जशीट में IAS अधिकारी मोहम्मद शायिन के संबंध में भी कथित मेहमाननवाजी और खर्च का विवरण दिया गया है।

CBI ने कुछ होटल और रेस्तरां  बिलों का हवाला दिया है। एजेंसी का दावा है कि इनमें से कुछ खर्च शायिन के नाम पर दर्ज थे, लेकिन भुगतान कथित तौर पर रिभव ऋषि ने किया।

एक रेस्तरां का बिल ₹35,000 से अधिक का बताया गया है। एक अन्य आयोजन, जिसमें शायिन और उनकी पत्नी के शामिल होने की बात कही गई है, पर ₹58,000 से अधिक खर्च होने का उल्लेख है।

जांच एजेंसी ने ₹73,000 से अधिक के एक अन्य होटल बिल का भी जिक्र किया है। CBI के मुताबिक, यह रकम पहले नकद में चुकाई गई और बाद में संबंधित राशि कथित तौर पर ऋषि की ओर से उपलब्ध कराई गई।

जांचकर्ताओं ने इन दावों के समर्थन में बिलों, गवाहों के बयानों और WhatsApp बातचीत का सहारा लिया है।

पंकज अग्रवाल से जुड़े डांस कार्यक्रमों का आरोप

पूर्व वरिष्ठ IAS अधिकारी पंकज अग्रवाल के संबंध में चार्जशीट में कथित निजी मनोरंजन कार्यक्रमों का भी उल्लेख है।

CBI का आरोप है कि जांच के दायरे में आने वाली अवधि के दौरान जीरकपुर के एक स्थल पर चार डांस कार्यक्रम आयोजित किए गए और इनका खर्च रिभव ऋषि ने उठाया। एजेंसी के अनुसार अग्रवाल इन कार्यक्रमों में शामिल हुए थे।

चार्जशीट में दावा किया गया है कि कुछ कार्यक्रमों के लिए दिल्ली से महिला कलाकारों को बुलाया गया और कार्यक्रमों में बड़ी मात्रा में नकदी खर्च की गई।

CBI का आरोप है कि कलाकारों के अलावा भोजन, शराब और अन्य व्यवस्थाओं का खर्च भी कथित तौर पर ऋषि और उसके सहयोगियों ने वहन किया। एजेंसी ने इन कार्यक्रमों को कथित लेन-देन आधारित लाभों की बड़ी कड़ी का हिस्सा माना है।

साकेत कुमार पर बैंक खाते खुलवाने में प्रभाव डालने का आरोप

जांच का एक अन्य महत्वपूर्ण हिस्सा IAS अधिकारी डॉ. साकेत कुमार से संबंधित है।

CBI का आरोप है कि कुमार ने एक अन्य वरिष्ठ अधिकारी डीके बहेरा को कुछ सरकारी धन के लिए निजी बैंकों में खाते खोलने की दिशा में प्रभावित किया।

जांच एजेंसी के अनुसार बहेरा ने बताया कि उपयुक्त बैंक चुनने का अधिकार उनके पास था, लेकिन कुमार की ओर से दिए गए निर्देश के बाद संबंधित प्रस्ताव को उसी अनुसार आगे बढ़ाया गया।

CBI का यह भी कहना है कि मामला कुमार तक विभागीय प्रक्रिया के सामान्य रास्ते से नहीं पहुंचा था।

एजेंसी के अनुसार इसे नरेश कुमार नामक अधिकारी उनके पास लेकर गया था, जिसकी संबंधित योजना में कोई प्रत्यक्ष आधिकारिक भूमिका नहीं थी और जिस पर कथित तौर पर रिभव ऋषि की ओर से काम करने का आरोप है।

खाता खोलने की प्रक्रिया से जुड़े अधिकारियों के बयानों का भी CBI ने हवाला दिया है। एजेंसी के मुताबिक, बैंक अधिकारियों ने विभाग से संपर्क करते समय साकेत कुमार के संदर्भ का उल्लेख किया था।

WhatsApp और वॉयस रिकॉर्डिंग भी जांच में

CBI की चार्जशीट में डिजिटल साक्ष्यों को भी महत्वपूर्ण बताया गया है।

जांचकर्ताओं के अनुसार आरोपियों और उनसे जुड़े लोगों के बीच WhatsApp संदेश तथा वॉयस बातचीत बरामद हुए। इनमें से एक बातचीत में कथित तौर पर “साकेत सर” के नाम से निर्देशों का उल्लेख है।

CBI ने इस बातचीत की व्याख्या कथित वित्तीय अनियमितताओं की जानकारी को दबाने या उसे आगे फैलने से रोकने के प्रयास के रूप में की है।

जांच एजेंसी ने ‘सुकून ग्रुप’ नामक WhatsApp समूह का भी उल्लेख किया है, जिसमें कथित तौर पर साकेत कुमार के साथ बैंक से जुड़े कुछ अधिकारी शामिल थे। CBI ने इसे कुमार की आरोपियों से कथित निकटता के संकेत के रूप में पेश किया है।

हालांकि इन बातचीत और डिजिटल समूह की कानूनी अहमियत का अंतिम निर्धारण न्यायिक प्रक्रिया के दौरान ही होगा।

छह IAS अधिकारियों के नाम चार्जशीट में

2 सितंबर को दाखिल तीसरी चार्जशीट में हरियाणा कैडर के छह IAS अधिकारियों—मोहम्मद शायिन, साकेत कुमार, प्रदीप कुमार, विनीत गर्ग, राम कुमार सिंह और पंकज अग्रवाल—को आरोपी बनाया गया है।

इसके अलावा IDFC First Bank के तीन अधिकारी, AU Small Finance Bank का एक अधिकारी और हरियाणा सरकार के नौ अन्य अधिकारियों के नाम शामिल हैं।

रिपोर्टों के मुताबिक पंकज अग्रवाल, राम कुमार सिंह और प्रदीप कुमार को जांच के पहले के चरण में गिरफ्तार किया जा चुका था। नवीनतम चार्जशीट में नामित अन्य अधिकारियों की गिरफ्तारी चार्जशीट दाखिल किए जाने तक नहीं हुई थी।

ताजा चार्जशीट के साथ इस व्यापक मामले में चार्जशीट किए गए आरोपियों की कुल संख्या 37 हो गई है।

सरकारी अधिकारियों के खिलाफ आगे की न्यायिक कार्रवाई के लिए आवश्यक अभियोजन स्वीकृतियों का मुद्दा भी सामने है।

सरकारी धन से जुड़े आरोप जांच के केंद्र में

CBI की जांच का मूल मुद्दा केवल अधिकारियों को कथित निजी लाभ पहुंचाना नहीं है। मुख्य आरोप यह है कि हरियाणा सरकार की धनराशि के प्रबंधन से जुड़े वित्तीय सुरक्षा नियमों को कथित तौर पर दरकिनार किया गया और सरकारी पैसा चुनिंदा निजी बैंक खातों के जरिए दूसरी जगह भेजा गया।

ताजा चार्जशीट में एजेंसी ने इस कथित धन हस्तांतरण को अधिकारियों को दिए गए कथित व्यक्तिगत लाभों से जोड़ने का प्रयास किया है।

हालांकि, चार्जशीट में लगाए गए सभी आरोप फिलहाल CBI के दावे हैं। इन आरोपों का अंतिम फैसला अदालत में साक्ष्यों और न्यायिक प्रक्रिया के आधार पर होगा।
