LDA Fixes Accountability After Deadly Lucknow Building Fire
Two days after a devastating fire claimed the lives of 15 people in a three-storey building in Lucknow’s Aliganj locality, the Lucknow Development Authority (LDA) has initiated disciplinary proceedings against 18 engineers.
A preliminary inquiry conducted by the authority found serious shortcomings in monitoring unauthorized construction and ensuring compliance with approved building regulations.
The findings suggest that officials responsible for supervising the area failed to take timely action despite apparent violations in the building’s structure and usage over several years.
Report Sent to Uttar Pradesh Government
LDA Vice-Chairman Prathamesh Kumar has submitted a detailed inquiry report to the Uttar Pradesh government, identifying officials who were responsible for overseeing construction activities in Sector D of Aliganj.
Based on the report, the Authority has sought disciplinary action against the officers whose alleged negligence may have contributed to the continued existence of the illegal structure.
Meanwhile, the LDA has also affixed a 15-day demolition notice on the building, directing the owners to comply with the order within the stipulated period.
Building Approved for Residence but Allegedly Converted for Commercial Use
According to the inquiry, the property had originally received approval as a single residential building.
However, over the years, it was allegedly transformed into a multi-storey commercial establishment without obtaining the necessary permissions.
Investigators found that although the structure appeared to violate the sanctioned building plan, officials posted in the concerned zone allegedly failed to initiate timely enforcement measures, allowing the unauthorized construction to continue unchecked.
Questions Raised Over 2016 Demolition Order
One of the central aspects of the investigation concerns the role of the then Prescribed Authority (Vihit Pradhikari), Durgesh Srivastava.
Official records examined during the inquiry indicate that Srivastava had issued a demolition order against the building in 2016, citing unauthorized construction.
However, the order was subsequently withdrawn after the builder submitted a representation before the authority.
The inquiry has questioned why no fresh inspection was carried out after the demolition order was revoked.
Officials noted that the authorities should have verified whether the building had been brought into compliance with the approved plan or whether the violations had continued.
Responsibility Spread Across Multiple Levels
The inquiry concluded that responsibility for the lapses did not rest with a single officer.
Instead, it pointed to systemic failures involving officials posted in the area over several years, resulting in ineffective monitoring and weak enforcement of building regulations.
Consequently, the LDA has recommended action against one former Prescribed Authority, four former Zonal Officers, six Assistant Engineers, and seven Junior Engineers.
Officials Named in the Inquiry
The report specifically names former Zonal Officers Avnindra Singh, B. P. Maurya, P. C. Pandey, and Anand Mishra.
The Assistant Engineers named are Sunil Kumar, Girish Chandra Sharma, Amar Kumar Mishra, R. S. Singh, Anil Kumar, and Sanjay Shukla.
The Junior Engineers against whom action has been recommended include Jai Prakash Narayan, Ravindra Kumar Srivastava, Gyan Prakash Srivastava, Pramod Pandey, Ambrish Kumar Sharma, Shivanand Shukla, and Hemant Kumar, who is already under suspension.
The LDA has forwarded the report to the Uttar Pradesh government for further administrative and disciplinary action.

अलीगंज अग्निकांड के बाद एलडीए ने तय की अधिकारियों की जवाबदेही
लखनऊ के अलीगंज स्थित तीन मंजिला इमारत में लगी भीषण आग में 15 लोगों की मौत के दो दिन बाद लखनऊ विकास प्राधिकरण (एलडीए) ने प्रारंभिक जांच पूरी करते हुए 18 इंजीनियरों के खिलाफ विभागीय कार्रवाई की सिफारिश की है।
जांच में सामने आया कि अवैध निर्माण की निगरानी और भवन निर्माण नियमों का पालन सुनिश्चित करने में संबंधित अधिकारियों की ओर से गंभीर लापरवाही बरती गई।
प्राधिकरण का मानना है कि वर्षों तक भवन में हो रहे निर्माण संबंधी उल्लंघनों के बावजूद जिम्मेदार अधिकारियों ने समय रहते प्रभावी कार्रवाई नहीं की, जिससे अवैध गतिविधियां जारी रहीं।
उपाध्यक्ष ने राज्य सरकार को भेजी विस्तृत रिपोर्ट
एलडीए के उपाध्यक्ष प्रथमेश कुमार ने जांच रिपोर्ट उत्तर प्रदेश सरकार को भेजते हुए अलीगंज सेक्टर-डी में तैनात रहे अधिकारियों की जवाबदेही तय की है। रिपोर्ट में उन अधिकारियों के विरुद्ध विभागीय कार्रवाई की सिफारिश की गई है, जिनकी निगरानी में यह भवन आता था।
इसके साथ ही प्राधिकरण ने भवन पर 15 दिन का ध्वस्तीकरण नोटिस भी चस्पा कर दिया है और निर्धारित अवधि के भीतर कार्रवाई पूरी करने के निर्देश दिए हैं।
आवासीय भवन को कथित रूप से बना दिया गया व्यावसायिक परिसर
प्रारंभिक जांच में पता चला कि संबंधित भवन को मूल रूप से एकल आवासीय उपयोग के लिए स्वीकृति दी गई थी। बाद के वर्षों में इसे कथित रूप से बिना आवश्यक अनुमति लिए बहुमंजिला व्यावसायिक गतिविधियों के लिए उपयोग किया जाने लगा।
जांच में यह भी सामने आया कि स्वीकृत मानचित्र से स्पष्ट विचलन दिखाई देने के बावजूद संबंधित क्षेत्र में तैनात अधिकारियों ने समय पर न तो निरीक्षण किया और न ही अवैध निर्माण के खिलाफ प्रभावी कार्रवाई की।
2016 में जारी ध्वस्तीकरण आदेश वापस लेने पर उठे सवाल
जांच रिपोर्ट में तत्कालीन विहित प्राधिकारी दुर्गेश श्रीवास्तव की भूमिका पर विशेष रूप से सवाल उठाए गए हैं।
रिकॉर्ड के अनुसार, उन्होंने वर्ष 2016 में अवैध निर्माण का हवाला देते हुए भवन को गिराने का आदेश जारी किया था। हालांकि, बाद में बिल्डर द्वारा प्रस्तुत अभ्यावेदन पर विचार करते हुए यह आदेश वापस ले लिया गया।
एलडीए ने सवाल उठाया है कि आदेश वापस लेने के बाद भवन का दोबारा निरीक्षण क्यों नहीं कराया गया। जांच के अनुसार, यह सुनिश्चित किया जाना चाहिए था कि भवन स्वीकृत नक्शे के अनुरूप है या अवैध निर्माण पहले की तरह जारी है।
केवल एक अधिकारी नहीं, पूरी निगरानी व्यवस्था पर सवाल
जांच रिपोर्ट में कहा गया है कि यह चूक किसी एक अधिकारी तक सीमित नहीं थी। वर्षों के दौरान विभिन्न स्तरों पर तैनात अधिकारियों द्वारा प्रभावी निगरानी और प्रवर्तन न किए जाने के कारण अवैध निर्माण पर समय रहते रोक नहीं लग सकी।
इसी आधार पर एलडीए ने एक पूर्व विहित प्राधिकारी, चार पूर्व जोनल अधिकारियों, छह सहायक अभियंताओं और सात अवर अभियंताओं के खिलाफ कार्रवाई की अनुशंसा की है।
रिपोर्ट में इन अधिकारियों के नाम शामिल
जिन पूर्व जोनल अधिकारियों के नाम रिपोर्ट में शामिल हैं, उनमें अवनीन्द्र सिंह, बी. पी. मौर्य, पी. सी. पांडेय और आनंद मिश्रा शामिल हैं।
सहायक अभियंताओं में सुनील कुमार, गिरीश चंद्र शर्मा, अमर कुमार मिश्रा, आर. एस. सिंह, अनिल कुमार तथा संजय शुक्ला के नाम हैं।
वहीं जिन अवर अभियंताओं के खिलाफ कार्रवाई की सिफारिश की गई है, उनमें जय प्रकाश नारायण, रविंद्र कुमार श्रीवास्तव, ज्ञान प्रकाश श्रीवास्तव, प्रमोद पांडेय, अम्बरीश कुमार शर्मा, शिवानंद शुक्ला तथा वर्तमान में निलंबित हेमंत कुमार शामिल हैं।
एलडीए ने पूरी रिपोर्ट राज्य सरकार को भेज दी है। अब इन अधिकारियों के विरुद्ध आगे की विभागीय और प्रशासनिक कार्रवाई पर अंतिम निर्णय राज्य सरकार द्वारा लिया जाएगा।
