The Madhya Pradesh government has ordered a high-level investigation into alleged financial irregularities involving donations at the Maa Baglamukhi Temple in Nalkheda, located in Agar Malwa district.

The action follows complaints that an unauthorised private group had allegedly been collecting cash, gold, silver and other offerings from devotees outside the official temple administration, raising serious concerns over the transparency of donation management.

The development has attracted significant attention as it comes shortly after the controversy surrounding donations at the Ayodhya Ram Temple.

State Tourism Minister Dharmendra Lodhi said the government would adopt a zero-tolerance approach and promised strict legal action against anyone found responsible for misusing devotees’ contributions.

The Maa Baglamukhi Temple, one of Madhya Pradesh’s most revered Shakti Peeths, is managed by a government-appointed temple committee headed by the local Sub-Divisional Magistrate (SDM).

Every year, thousands of devotees, including prominent public figures and political leaders, visit the shrine to offer prayers.

Speaking on the issue, Minister Dharmendra Lodhi said complaints had reached the government alleging that individuals with no connection to the authorised temple administration were collecting money in the temple’s name by issuing printed receipts.

He said the district administration had been instructed to take immediate action and a formal inquiry had already been initiated.

The minister emphasised that all temples managed by the state government undergo regular financial audits every three months.

He asserted that any attempt to misuse religious donations or manipulate financial records would invite the strictest possible action under the law.

According to an order issued on July 7 by Agar Malwa Collector Preeti Yadav, the district administration received serious complaints alleging that a non-government body had been operating independently within the temple premises alongside the officially recognised management committee.

The allegations claim that the private group accepted donations in cash as well as gold and silver ornaments, routed funds through private bank accounts, and was involved in financial irregularities.

To examine the allegations, the district administration has constituted a three-member inquiry committee headed by District Panchayat Chief Executive Officer B.S. Solanki.

The committee also includes District Treasury Officer Manish Solanki and Nalkheda Chief Municipal Officer Mini Agrawal.

The inquiry panel has been asked to determine whether any unauthorised or privately managed organisation created a parallel donation collection system inside the temple.

It has also been directed to scrutinise receipt books, bank accounts, donation registers and records relating to cash, gold and silver offerings received from devotees.

The committee will further investigate whether any government employee, member of the temple management,t or any other individual played a role in the alleged irregularities.

Officials have also been instructed to verify the authenticity of financial transactions and identify those responsible if violations are established.

A senior district official said the inquiry team has been directed to immediately inspect the temple premises, examine all relevant documents, record statements of concerned individuals, collect documentary evidence and submit a detailed report with its findings and recommendations to the Collector within seven days.

The complaints referred to in the official inquiry order allege that the unauthorised donation collection mechanism functioned separately from the government-recognised temple management system, raising serious questions about financial transparency, accountability and the handling of devotees’ offerings.

भोपाल: मध्य प्रदेश सरकार ने अगर मालवा जिले के नलखेड़ा स्थित मां बगलामुखी मंदिर में चढ़ावे से जुड़ी कथित वित्तीय अनियमितताओं की उच्चस्तरीय जांच के आदेश दिए हैं। शिकायतों में आरोप लगाया गया है कि मंदिर के अधिकृत प्रबंधन से अलग एक निजी समिति श्रद्धालुओं से नकद, सोना, चांदी और अन्य चढ़ावा एकत्र कर रही थी।

इन आरोपों के बाद मंदिर में दान व्यवस्था की पारदर्शिता और वित्तीय प्रबंधन पर गंभीर सवाल खड़े हो गए हैं।

यह मामला ऐसे समय सामने आया है जब हाल ही में अयोध्या राम मंदिर के चढ़ावे को लेकर भी विवाद चर्चा में रहा है।

मध्य प्रदेश के पर्यटन मंत्री धर्मेंद्र लोधी ने कहा कि सरकार इस मामले में किसी भी प्रकार की अनियमितता बर्दाश्त नहीं करेगी और दोषियों के खिलाफ कठोर कानूनी कार्रवाई की जाएगी।

मां बगलामुखी मंदिर मध्य प्रदेश के प्रमुख शक्तिपीठों में से एक है। मंदिर का संचालन राज्य सरकार द्वारा गठित अधिकृत प्रबंधन समिति के माध्यम से किया जाता है, जिसकी अध्यक्षता स्थानीय उपखंड अधिकारी (एसडीएम) करते हैं।

यहां हर वर्ष हजारों श्रद्धालु, जनप्रतिनिधि और विभिन्न क्षेत्रों की प्रमुख हस्तियां दर्शन के लिए पहुंचती हैं।

पर्यटन मंत्री धर्मेंद्र लोधी ने कहा कि सरकार के संज्ञान में यह शिकायत आई है कि कुछ लोग, जिनका मंदिर प्रशासन से कोई संबंध नहीं है, मंदिर के नाम पर रसीदें छपवाकर श्रद्धालुओं से धन एकत्र कर रहे हैं।

उन्होंने बताया कि जिला कलेक्टर को तत्काल कार्रवाई के निर्देश दिए गए हैं और पूरे मामले की जांच के लिए समिति गठित कर दी गई है।

उन्होंने यह भी कहा कि राज्य सरकार के अधीन आने वाले सभी मंदिरों का प्रत्येक तीन महीने में वित्तीय ऑडिट कराया जाता है। यदि जांच में किसी भी प्रकार की गड़बड़ी या चढ़ावे के दुरुपयोग की पुष्टि होती है तो संबंधित लोगों के खिलाफ सबसे सख्त कार्रवाई की जाएगी।

7 जुलाई को अगर मालवा कलेक्टर प्रीति यादव द्वारा जारी आदेश के अनुसार प्रशासन को गंभीर शिकायतें प्राप्त हुई हैं कि मंदिर परिसर में सरकारी प्रबंधन समिति से अलग एक गैर-सरकारी समिति स्वतंत्र रूप से सक्रिय थी।

आरोप है कि यह समिति श्रद्धालुओं से नकद दान, सोने-चांदी के आभूषण स्वीकार कर रही थी, निजी बैंक खातों का उपयोग कर रही थी और वित्तीय लेनदेन में अनियमितताओं में शामिल थी।

इन आरोपों की जांच के लिए जिला प्रशासन ने तीन सदस्यीय जांच समिति का गठन किया है। समिति की अध्यक्षता जिला पंचायत के मुख्य कार्यपालन अधिकारी बी.एस. सोलंकी करेंगे। समिति में जिला कोषालय अधिकारी मनीष सोलंकी और नलखेड़ा नगर परिषद की मुख्य नगर पालिका अधिकारी मिनी अग्रवाल को भी सदस्य बनाया गया है।

जांच समिति को यह पता लगाने की जिम्मेदारी सौंपी गई है कि क्या किसी निजी या अपंजीकृत संस्था ने मंदिर के भीतर आधिकारिक व्यवस्था से अलग समानांतर चढ़ावा संग्रह प्रणाली संचालित की। समिति रसीद पुस्तिकाओं, बैंक खातों, नकद दान तथा सोने-चांदी के चढ़ावे से जुड़े सभी अभिलेखों की भी विस्तृत जांच करेगी।

इसके साथ ही समिति यह भी जांच करेगी कि कथित अनियमितताओं में किसी सरकारी अधिकारी, मंदिर प्रबंधन समिति के सदस्य अथवा अन्य व्यक्तियों की कोई भूमिका रही है या नहीं। यदि किसी स्तर पर वित्तीय गड़बड़ी या नियमों के उल्लंघन के प्रमाण मिलते हैं, तो जिम्मेदार लोगों की पहचान कर रिपोर्ट में उल्लेख किया जाएगा।

जिला प्रशासन के एक वरिष्ठ अधिकारी के अनुसार जांच दल को तत्काल मंदिर परिसर का निरीक्षण करने, संबंधित दस्तावेजों की जांच करने, संबंधित पक्षों के बयान दर्ज करने, आवश्यक साक्ष्य एकत्र करने तथा अपनी विस्तृत जांच रिपोर्ट और अनुशंसाएं सात दिनों के भीतर कलेक्टर को सौंपने के निर्देश दिए गए हैं।

जांच आदेश में उल्लेखित शिकायतों के अनुसार कथित निजी दान संग्रह व्यवस्था सरकारी प्रबंधन समिति से अलग संचालित की जा रही थी। इस कारण श्रद्धालुओं के चढ़ावे के उपयोग, वित्तीय पारदर्शिता और लेखा-जोखा की विश्वसनीयता को लेकर गंभीर सवाल खड़े हुए हैं। अब जांच रिपोर्ट के बाद पूरे मामले की वास्तविक स्थिति स्पष्ट होने की उम्मीद है।
