Maharashtra TET Paper Leak: Bihar Arrest of Alleged Mastermind Gives Fresh Momentum to Probe
A breakthrough has been achieved in the Maharashtra Teacher Eligibility Test (TET) paper leak investigation with the arrest of the alleged kingpin, Bijendra Gupta, from Bihar.
The action comes weeks after the leak derailed the examination process and left nearly six lakh aspiring teachers uncertain about their future.
Police said Gupta, a former coaching institute teacher with a history of involvement in examination fraud cases, had been evading arrest by living under a fake identity.
Even after the arrest, uncertainty continues over the fate of the examination, as the Maharashtra government is yet to announce a revised schedule for the cancelled TET.
Meanwhile, student organisations have intensified their campaign, demanding accountability for the leak and calling for the resignation of School Education Minister Dada Bhuse.
Confirming the development, Thane City Deputy Commissioner of Police (Zone II) Dr Pawan Bansod said the accused was located following sustained surveillance and intelligence gathering.
He said Gupta was apprehended in Bihar on Saturday morning and is being brought to Thane, where police will seek his custodial remand for detailed interrogation.
Investigators said the operation is far from over. Police teams are continuing their search for several suspects who had allegedly agreed to purchase the leaked question papers but disappeared after the racket was exposed.
Officials added that all previously arrested accused remain in judicial custody and that the charge sheet is expected to be filed shortly.
The investigation first gathered momentum after confidential information reached Thane City Police just two days before the scheduled examination.
A resident of Bhiwandi informed police that a group of individuals was attempting to sell copies of the Maharashtra TET question paper.
Acting on the input, officers conducted a raid and confirmed that the seized documents were genuine examination papers.
Initial arrests included Rajiv Kumar and Aakash Kumar from Bihar and Dheeraj Singh from Haryana.
Considering the seriousness of the offence and its impact on lakhs of candidates, the police constituted a Special Investigation Team (SIT) to unravel the interstate network behind the leak.
Subsequent investigations led officers to Mahim Patran Pvt Ltd, a printing press in Agra where the confidential question papers had been printed.
Police alleged that two serving employees and one former employee secretly removed copies of the papers by hiding them beneath the insoles of their shoes before walking out of the premises.
Investigators claim the trio was allegedly recruited by Gupta for a payment of only ₹8,000 each.
For several years, Maharashtra has relied on printing sensitive examination papers outside the state to preserve confidentiality.
Under this arrangement, only the head of the Maharashtra State Council of Examination was aware of the identity of the printing press.
Although the examination process had been outsourced to a private agency in 2017, the government reverted to the traditional out-of-state printing system following another TET-related leak in 2021.
With that mechanism now compromised as well, the School Education Department has begun reviewing the entire examination security framework and is exploring stronger safeguards to prevent future breaches.

महाराष्ट्र शिक्षक पात्रता परीक्षा (टीईटी) पेपर लीक मामले की जांच में पुलिस को बड़ी सफलता मिली है। कई सप्ताह तक फरार रहने के बाद कथित मास्टरमाइंड बिजेंद्र गुप्ता को बिहार से गिरफ्तार कर लिया गया है।
इस गिरफ्तारी से उस मामले की जांच को नई गति मिली है, जिसने करीब छह लाख अभ्यर्थियों के भविष्य को अनिश्चितता में डाल दिया था।
पुलिस के अनुसार, पूर्व कोचिंग शिक्षक गुप्ता फर्जी पहचान के सहारे लगातार गिरफ्तारी से बचता रहा।
गिरफ्तारी के बावजूद परीक्षा को लेकर असमंजस बरकरार है क्योंकि महाराष्ट्र सरकार ने अब तक नई परीक्षा तिथि की घोषणा नहीं की है।
दूसरी ओर, छात्र संगठनों ने आंदोलन तेज करते हुए स्कूल शिक्षा मंत्री दादा भुसे के इस्तीफे और पूरे प्रकरण में जवाबदेही तय करने की मांग दोहराई है।
ठाणे शहर के पुलिस उपायुक्त (जोन-2) डॉ. पवन बंसोड ने गिरफ्तारी की पुष्टि करते हुए बताया कि लगातार तकनीकी निगरानी और खुफिया सूचनाओं के आधार पर पुलिस टीम ने बिहार में आरोपी का पता लगाया।
उन्होंने कहा कि शनिवार सुबह उसे गिरफ्तार किया गया और अब आगे की पूछताछ के लिए ठाणे लाया जा रहा है, जहां अदालत से पुलिस रिमांड की मांग की जाएगी।
जांच अधिकारियों का कहना है कि कार्रवाई अभी समाप्त नहीं हुई है। पुलिस उन अन्य लोगों की भी तलाश कर रही है जिन्होंने कथित रूप से लीक प्रश्नपत्र खरीदने की सहमति दी थी, लेकिन मामला उजागर होने के बाद से फरार हैं।
अधिकारियों ने बताया कि पहले गिरफ्तार किए गए सभी आरोपी फिलहाल न्यायिक हिरासत में हैं और शीघ्र ही आरोपपत्र अदालत में दाखिल किया जाएगा।
पूरे मामले का खुलासा परीक्षा से दो दिन पहले तब हुआ जब भिवंडी के एक व्यक्ति ने ठाणे सिटी पुलिस को सूचना दी कि कुछ लोग महाराष्ट्र टीईटी के गोपनीय प्रश्नपत्र बेचने का प्रयास कर रहे हैं।
सूचना के आधार पर पुलिस ने तत्काल छापेमारी की और बरामद दस्तावेजों की जांच के बाद पुष्टि हुई कि वे वास्तविक प्रश्नपत्र थे।
जांच की शुरुआती कार्रवाई में बिहार के राजीव कुमार और आकाश कुमार तथा हरियाणा के धीरज सिंह को गिरफ्तार किया गया।
मामले की गंभीरता को देखते हुए पुलिस ने पूरे अंतरराज्यीय नेटवर्क का पता लगाने के लिए विशेष जांच दल (एसआईटी) का गठन किया।
आगे की जांच पुलिस को आगरा स्थित महिम पत्रण प्राइवेट लिमिटेड प्रिंटिंग प्रेस तक ले गई। जांच एजेंसियों के अनुसार, प्रेस के दो वर्तमान कर्मचारियों और एक पूर्व कर्मचारी ने प्रश्नपत्रों की प्रतियां अपने जूतों की सोल के नीचे छिपाकर बाहर पहुंचाईं।
पुलिस का आरोप है कि बिजेंद्र गुप्ता ने इन तीनों को केवल ₹8,000 प्रति व्यक्ति देकर अपने नेटवर्क से जोड़ लिया था।
परीक्षाओं की गोपनीयता बनाए रखने के लिए महाराष्ट्र सरकार कई वर्षों से संवेदनशील प्रश्नपत्र राज्य के बाहर छपवाती रही है और प्रिंटिंग प्रेस की जानकारी केवल महाराष्ट्र राज्य परीक्षा परिषद के प्रमुख तक सीमित रखी जाती थी।
वर्ष 2017 में परीक्षा संचालन एक निजी एजेंसी को सौंपा गया था, लेकिन 2021 में टीईटी से जुड़े एक अन्य पेपर लीक के बाद सरकार ने फिर पुरानी व्यवस्था लागू कर दी।
अब जबकि यह सुरक्षा प्रणाली भी विफल साबित हुई है, स्कूल शिक्षा विभाग परीक्षा सुरक्षा व्यवस्था की व्यापक समीक्षा कर नए और अधिक प्रभावी सुरक्षा उपायों पर विचार कर रहा है।
