Inside the Maharashtra TET 2026 Paper Leak: How a Shoe, an Agra Printing Press and an Interstate Network Compromised a ‘Highly Secure’ Examination

What was designed to be one of Maharashtra’s most secure examinations was allegedly compromised by an astonishingly simple method.

More than six lakh candidates were scheduled to appear for the Maharashtra Teacher Eligibility Test (TET) 2026 on June 28 at 1,028 examination centres across the state.

To maintain secrecy, the question papers were printed at a confidential printing press in Agra, following the long-standing practice of using an out-of-state facility whose identity was known only to the head of the Maharashtra State Council of Examination (MSCE).

Investigators now believe that the elaborate security arrangement collapsed because of an unsuspected loophole.

Between June 15 and June 17, a printing press employee allegedly concealed folded copies of the question papers beneath the insole of his shoe and walked out of the premises after routine frisking.

Although former Army personnel deployed as security guards checked employees’ clothing, footwear was reportedly never examined, allowing the confidential papers to leave the press undetected.

The Maharashtra TET consisted of two separate papers, each prepared in two different sets so that one set could be randomly selected on the day of the examination.

According to investigators, all four versions were secretly removed from the press during the three-day printing process, effectively neutralising one of the examination system’s most important security safeguards.

Police allege that the employees involved were paid only ₹8,000 each and were also promised plots of land in return for their role in the operation.

Members of the investigation team admitted they were stunned by the modest financial incentive behind a conspiracy capable of affecting the careers of over six lakh aspiring teachers.

Officers involved in the multi-state probe said that even ordinary criminal offences generally involve significantly larger advance payments, making the scale of the reward in this case particularly surprising.

Equally striking for investigators was the structure of the alleged conspiracy. Unlike previous examination paper leaks, where suspicion often centred on senior officials or paper setters, this operation allegedly relied entirely on lower-level employees working inside the printing press.

Police believe the mastermind, absconding accused Bijendra Gupta, successfully exploited weaknesses in the examination system without requiring the involvement of anyone holding a senior position.

For several decades, Maharashtra has followed the practice of printing sensitive examination papers outside the state in the belief that employees at distant presses would neither understand nor have any interest in the contents.

Senior officials in the School Education Department said the identity of the selected press is treated as highly confidential, with its name excluded from official correspondence and known only to the head of the examination council.

Investigators now believe Gupta deliberately targeted this very security arrangement. Instead of attempting to infiltrate a specific examination, police say he cultivated contacts at printing presses across different states that regularly handled confidential examination material.

Whenever question papers reached those presses for printing, his network allegedly ensured they were copied and leaked, irrespective of which examination they belonged to.

Police suspect Gupta may not have known in advance which examination papers would arrive at a particular press.

However, once trusted employees informed him that confidential papers had reached the facility, the former coaching institute teacher allegedly activated his extensive network of coaching centres to identify buyers and distribute the leaked material.

According to investigators, Gupta’s strategy fundamentally reversed the traditional pattern of examination leaks.

Rather than chasing specific examinations, he allegedly created a permanent network inside printing presses, enabling him to leak whichever question papers happened to pass through those facilities.

Investigators believe this model exposed numerous examinations to potential compromise.

Officials fear the implications extend far beyond the Maharashtra TET. The Agra printing press and similar facilities regularly print recruitment examinations, scholarship tests and various competitive examinations conducted by state authorities throughout the year.

Police are therefore examining whether other examinations may also have been compromised using the same method.

Education Department officials revealed that the Agra-based Mahim Patran Pvt Ltd has printed examination papers for the Maharashtra State Council of Examination for more than two decades.

Besides the Teacher Eligibility Test, the Council conducts recruitment examinations and scholarship tests for students of Classes IV and VII.

Investigators now intend to question Gupta after his arrest to determine whether he specifically targeted the Maharashtra TET because of the press’s long-standing association with the examination authority.

The conspiracy began to unravel just two days before the scheduled examination.

Thane City Deputy Commissioner of Police (Zone II) Pavan Bansod received intelligence from a resident of Bhiwandi claiming that three individuals were attempting to sell copies of the TET question paper.

Acting on instructions from Police Commissioner Ashutosh Dumbare, officers organised a covert operation to verify the information.

Initially, investigators suspected they were dealing with fraudsters attempting to deceive candidates.

However, after deploying undercover personnel and conducting a raid on the eve of the examination, officials from the Education Department confirmed that the seized papers were genuine and matched the confidential question papers prepared for the examination.

The first breakthrough resulted in the arrest of three suspects—Rajiv Kumar from Bihar, Aakash Kumar from Bihar and Dheeraj Singh from Haryana.

Recognising the seriousness of the case, Additional Commissioner Ashok Dudhe constituted a 20-member Special Investigation Team (SIT), especially as the incident came soon after the nationwide controversy over the NEET-UG paper leak.

Investigators said the source of the leak remained unclear during the initial phase of the inquiry, forcing officers to painstakingly trace every link in the distribution network.

While several accused persons fled following the first arrests, the investigation eventually led police to the Agra printing press nearly a week later.

Subsequent raids resulted in the arrest of three persons associated with the printing press—employees Nareshkumar Mahore alias Nikki and Babulal Kushwahay, along with former employee Sanjay Kumar Sharma, who had reportedly been dismissed from service two years earlier following repeated disciplinary issues.

Police allege Gupta established close personal relationships with the printing press employees through an absconding associate, Sonukumar Kishanlal.

Investigators claim Gupta was fully aware that the press regularly handled confidential examination papers from several states and deliberately cultivated insiders capable of accessing them.

The relationship, police said, developed gradually over time. Financial records indicate Gupta frequently transferred money through UPI to sponsor drinking sessions for the employees.

Investigators believe that when the Maharashtra TET papers arrived for printing, the insiders promptly alerted him.

According to Assistant Commissioner of Police Vijay Marathe, Babulal Kushwahay, who was responsible for packing printed question papers into bundles for transportation to Maharashtra, secretly handed one copy from each set to Nareshkumar Mahore during the printing process.

Investigators alleged that Mahore removed the insole from his shoe, concealed the folded papers inside and quietly walked through the security checkpoint.

Although guards thoroughly frisked employees’ clothing before they left the premises, footwear inspections were reportedly never conducted, allowing the confidential papers to be smuggled out unnoticed.

Police said the leaked papers were subsequently passed from Mahore to Sanjay Sharma before reaching Bijendra Gupta through absconding associate Sonukumar Kishanlal, thereby completing the first stage of the distribution chain.

Investigators also identified another major security lapse at the printing facility. Senior officers found that the CCTV surveillance system at the press was reportedly non-functional during the relevant period.

Police believe working cameras could have captured the movement of employees allegedly concealing the question papers.

Although the printing press maintained that adequate security measures, including deployment of former Army personnel, were in place and denied negligence, it did not respond to queries seeking clarification.

Once the confidential papers reached Gupta, investigators say he activated Maharashtra’s coaching institute network to market them.

According to police, each question paper was initially sold for approximately ₹80,000 before successive intermediaries added their own commissions.

Unlike previous paper leak cases, investigators claim the network deliberately avoided circulating digital copies or sharing papers through social media platforms, relying exclusively on physical copies.

The economics of the alleged racket underline the enormous profits involved.

Question papers reportedly smuggled out in exchange for ₹8,000 were ultimately sold for ten times that amount, with every intermediary earning additional commissions as the papers moved through the network.

Police records indicate that Bijendra Gupta has faced repeated criminal proceedings over the years.

Investigators say he routinely secured bail, disappeared, adopted new identities in different states and resumed similar activities before eventually resurfacing elsewhere.

Originally from Samastipur district in Bihar, Gupta completed his science education in Begusarai before teaching at coaching institutes in Patna and later Bhopal.

According to investigators, he was arrested in a murder case while still a student in 2003 and was again arrested in 2011 in connection with a recruitment examination paper leak in Madhya Pradesh before being released on bail.

Investigators allege Gupta gradually became associated with organised examination paper leak syndicates operating across Bihar, Uttar Pradesh, Odisha and Maharashtra.

Police have linked him to the 2023 Odisha Joint Entrance Examination paper leak, in which he was arrested before securing bail.

His wife, Suman Kumari, has also been arrested in the present case on allegations of helping him evade arrest.

During questioning, she reportedly informed investigators that Gupta had ultimately been acquitted in the earlier murder case.

Investigating officers compared the alleged examination leak network to organised cybercrime hubs.

Just as places such as Jamtara became synonymous with online fraud, police believe certain regions—including Samastipur in Bihar and Sonipat in Haryana—have evolved into centres from which examination paper leak syndicates operate, often involving former coaching institute teachers.

Ironically, investigators noted that the Agra printing press itself had originally been selected as a security measure.

Maharashtra shifted confidential printing outside the state to prevent leaks, believing geographical distance would enhance secrecy.

However, the very mechanism intended to strengthen security ultimately became the vulnerability that the alleged conspirators exploited.

Officials recalled that until around 2017-18, confidential papers were routinely printed through such presses before the government shifted several recruitment examinations to a private agency selected through tendering.

Following the 2021 Health Department recruitment examination paper leak, in which investigators found alleged involvement of senior officials and the contracted agency, Maharashtra reverted to the traditional system of confidential out-of-state printing.

Investigators now believe Gupta’s alleged strategy exposed a fundamental weakness in that system.

The assumption that employees at distant printing presses would neither understand nor misuse confidential examination material proved flawed.

Police say the conspirators did not need to read Marathi or understand the contents—they simply copied and delivered whatever question papers arrived for printing.

The Maharashtra government has now initiated a comprehensive review of its examination security mechanism.

A high-level committee headed by Chief Secretary Rajesh Aggarwal has been constituted to recommend reforms, particularly in relation to the Teacher Eligibility Test.

School Education Minister Dada Bhuse informed the Assembly that the committee would examine long-term structural changes to prevent future leaks.

Among the measures currently under consideration are the introduction of computer-based examinations on the lines of the Maharashtra Common Entrance Test (CET) Cell and the adoption of secure digital transmission of question papers, a system already implemented by several universities to minimise human intervention and reduce the risk of future leaks.

महाराष्ट्र शिक्षक पात्रता परीक्षा (टीईटी) 2026 को राज्य की सबसे सुरक्षित परीक्षाओं में से एक बनाने का दावा किया गया था, लेकिन जांच में सामने आया कि पूरी सुरक्षा व्यवस्था एक बेहद साधारण लेकिन चौंकाने वाली तरकीब के सामने विफल हो गई।

28 जून को आयोजित होने वाली इस परीक्षा में राज्यभर के 1,028 केंद्रों पर छह लाख से अधिक अभ्यर्थियों को शामिल होना था।

गोपनीयता बनाए रखने के लिए प्रश्नपत्र आगरा स्थित एक गुप्त प्रिंटिंग प्रेस में छापे गए थे, जिसकी जानकारी केवल महाराष्ट्र राज्य परीक्षा परिषद (एमएससीई) के प्रमुख तक सीमित रखी गई थी।

जांच एजेंसियों के अनुसार, 15 से 17 जून के बीच प्रिंटिंग प्रेस के एक कर्मचारी ने प्रश्नपत्रों की मोड़ी हुई प्रतियां अपने जूते के भीतर लगी सोल के नीचे छिपाकर परिसर से बाहर निकाल दीं।

बाहर निकलते समय पूर्व सैन्यकर्मियों द्वारा कपड़ों की तलाशी तो ली जाती थी, लेकिन किसी ने जूतों की जांच नहीं की। इसी सुरक्षा चूक का लाभ उठाकर गोपनीय प्रश्नपत्र बिना किसी संदेह के बाहर पहुंचा दिए गए।

टीईटी परीक्षा के लिए दो अलग-अलग प्रश्नपत्र तैयार किए गए थे और प्रत्येक के दो-दो सेट छापे गए थे ताकि परीक्षा वाले दिन किसी एक सेट का यादृच्छिक चयन किया जा सके।

पुलिस का दावा है कि तीन दिनों के भीतर चारों सेट प्रेस से बाहर पहुंचा दिए गए, जिससे पूरी सुरक्षा प्रणाली निष्प्रभावी हो गई।

जांच में यह भी सामने आया कि इसमें शामिल कर्मचारियों को मात्र ₹8,000 प्रति व्यक्ति और एक-एक भूखंड देने का वादा किया गया था।

बहु-राज्यीय जांच में शामिल अधिकारियों ने स्वीकार किया कि इतने बड़े अपराध के बदले इतनी कम रकम देखकर वे स्वयं हैरान रह गए।

उनका कहना है कि सामान्य अपराधों में भी अग्रिम भुगतान कहीं अधिक होता है, जबकि यहां छह लाख से अधिक अभ्यर्थियों के भविष्य से जुड़े प्रश्नपत्र बेहद मामूली राशि पर सौंप दिए गए।

पुलिस को इस पूरे नेटवर्क की कार्यप्रणाली ने भी चौंका दिया।

पहले के अधिकांश पेपर लीक मामलों में प्रश्नपत्र तैयार करने वालों या वरिष्ठ अधिकारियों की भूमिका सामने आती रही थी, लेकिन इस मामले में जांच एजेंसियों का दावा है कि कथित मास्टरमाइंड बिजेंद्र गुप्ता ने बिना किसी वरिष्ठ अधिकारी की मदद लिए केवल प्रिंटिंग प्रेस के कर्मचारियों का नेटवर्क तैयार कर पूरी व्यवस्था को मात दे दी।

कई वर्षों से महाराष्ट्र सरकार संवेदनशील परीक्षाओं के प्रश्नपत्र राज्य से बाहर छपवाती रही है। इसके पीछे यह सोच थी कि दूसरे राज्यों के कर्मचारी न तो भाषा समझ पाएंगे और न ही प्रश्नपत्रों में रुचि लेंगे।

शिक्षा विभाग के वरिष्ठ अधिकारियों के अनुसार, चयनित प्रेस की पहचान अत्यंत गोपनीय रखी जाती थी और उसका नाम विभागीय दस्तावेजों में भी दर्ज नहीं किया जाता था।

जांचकर्ताओं का कहना है कि बिजेंद्र गुप्ता ने इसी सुरक्षा व्यवस्था को अपनी रणनीति का आधार बनाया। किसी विशेष परीक्षा को निशाना बनाने के बजाय उसने अलग-अलग राज्यों की उन प्रिंटिंग प्रेसों में अपने संपर्क विकसित किए, जहां विभिन्न राज्यों की परीक्षाओं के प्रश्नपत्र छपते थे।

उसके लोग जिस भी परीक्षा के प्रश्नपत्र तक पहुंचते, वही लीक कर दिए जाते।

पुलिस का मानना है कि गुप्ता को पहले से यह जानकारी नहीं होती थी कि किस प्रेस में कौन-सी परीक्षा के प्रश्नपत्र आएंगे।

लेकिन जैसे ही उसके संपर्क वाले कर्मचारी सूचना देते कि गोपनीय प्रश्नपत्र छपने पहुंचे हैं, वह अपने पुराने कोचिंग नेटवर्क के जरिए संभावित खरीदारों तक पहुंच जाता था।

जांच अधिकारियों के अनुसार, इस मॉडल ने पारंपरिक पेपर लीक की अवधारणा ही बदल दी।

पहले अपराधी किसी खास परीक्षा के प्रश्नपत्र हासिल करने की कोशिश करते थे, जबकि इस नेटवर्क ने प्रिंटिंग प्रेसों के भीतर स्थायी संपर्क विकसित कर लिए थे और वहां जो भी प्रश्नपत्र छपने आते, उन्हें लीक कर दिया जाता था।

पुलिस का कहना है कि इसका असर केवल महाराष्ट्र टीईटी तक सीमित नहीं हो सकता।

ऐसी प्रिंटिंग प्रेसों में वर्षभर भर्ती परीक्षाओं, छात्रवृत्ति परीक्षाओं और विभिन्न प्रतियोगी परीक्षाओं के प्रश्नपत्र छपते हैं। इसलिए जांच इस संभावना पर भी केंद्रित है कि क्या इसी तरीके से अन्य परीक्षाएं भी प्रभावित हुई हैं।

शिक्षा विभाग के अधिकारियों ने बताया कि आगरा स्थित महिम पत्रण प्राइवेट लिमिटेड दो दशक से अधिक समय से महाराष्ट्र राज्य परीक्षा परिषद की विभिन्न परीक्षाओं के प्रश्नपत्र छापती रही है।

अब जांच एजेंसियां बिजेंद्र गुप्ता की गिरफ्तारी के बाद यह पता लगाने का प्रयास करेंगी कि क्या उसने इसी दीर्घकालिक व्यवस्था को ध्यान में रखकर महाराष्ट्र टीईटी को निशाना बनाया था।

पूरे मामले का खुलासा परीक्षा से केवल दो दिन पहले हुआ। ठाणे शहर के पुलिस उपायुक्त पवन बंसोड को भिवंडी के एक व्यक्ति से सूचना मिली कि कुछ लोग टीईटी प्रश्नपत्र बेचने का प्रयास कर रहे हैं। पुलिस आयुक्त अशुतोष डुंबरे की अनुमति के बाद गुप्त अभियान चलाया गया।

शुरुआत में पुलिस को लगा कि यह अभ्यर्थियों को ठगने वाला कोई गिरोह होगा। लेकिन जब अंडरकवर पुलिसकर्मियों के माध्यम से छापेमारी की गई, तब शिक्षा विभाग ने पुष्टि की कि बरामद प्रश्नपत्र वास्तविक थे और परीक्षा में उपयोग होने वाले प्रश्नपत्रों से मेल खाते थे।

इसके बाद बिहार के राजीव कुमार और आकाश कुमार तथा हरियाणा के धीरज सिंह को गिरफ्तार किया गया। मामले की गंभीरता को देखते हुए 20 सदस्यीय विशेष जांच दल (एसआईटी) गठित किया गया क्योंकि यह प्रकरण हालिया नीट-यूजी पेपर लीक विवाद के तुरंत बाद सामने आया था।

शुरुआती जांच में पुलिस के सामने सबसे बड़ी चुनौती प्रश्नपत्र के वास्तविक स्रोत तक पहुंचने की थी। गिरफ्तार आरोपियों से मिले सुरागों को जोड़ते हुए लगभग एक सप्ताह बाद जांच टीम आगरा स्थित प्रिंटिंग प्रेस तक पहुंची।

इसके बाद प्रेस से जुड़े तीन लोगों—वर्तमान कर्मचारी नरेश कुमार महोरे उर्फ निक्की, बाबूलाल कुशवाहे तथा पूर्व कर्मचारी संजय कुमार शर्मा—को गिरफ्तार किया गया। संजय शर्मा को दो वर्ष पहले अनुशासनहीनता के आरोप में नौकरी से हटाया गया था।

पुलिस का आरोप है कि फरार आरोपी सोनूकुमार किशनलाल के माध्यम से बिजेंद्र गुप्ता ने प्रेस कर्मचारियों से संपर्क स्थापित किया और धीरे-धीरे उनके साथ घनिष्ठ संबंध बना लिए। उसे पहले से मालूम था कि यह प्रेस कई राज्यों की गोपनीय परीक्षाओं के प्रश्नपत्र छापती है।

जांच में यह भी सामने आया कि कर्मचारियों का विश्वास जीतने के लिए गुप्ता नियमित रूप से यूपीआई के माध्यम से पैसे भेजकर उनकी शराब पार्टियों का खर्च उठाता था।

पुलिस का मानना है कि महाराष्ट्र टीईटी के प्रश्नपत्र प्रेस पहुंचते ही कर्मचारियों ने इसकी सूचना उसे दे दी।

जांच के अनुसार, पैकिंग का कार्य संभालने वाले बाबूलाल कुशवाहे प्रत्येक सेट की एक प्रति चुपचाप नरेश महोरे को सौंप देता था।

इसके बाद महोरे प्रश्नपत्र को मोड़कर जूते की सोल के नीचे छिपाता और सामान्य जांच के बाद आसानी से बाहर निकल जाता था।

पुलिस का कहना है कि प्रश्नपत्र पहले संजय शर्मा तक पहुंचते थे और फिर फरार आरोपी सोनूकुमार किशनलाल के जरिए बिजेंद्र गुप्ता तक पहुंचाए जाते थे। यहीं से पूरे वितरण नेटवर्क की शुरुआत होती थी।

जांच के दौरान एक और गंभीर सुरक्षा खामी सामने आई। पुलिस के अनुसार, संबंधित अवधि में प्रिंटिंग प्रेस के सीसीटीवी कैमरे काम ही नहीं कर रहे थे।

अधिकारियों का मानना है कि यदि कैमरे चालू होते तो कर्मचारियों की गतिविधियां रिकॉर्ड हो सकती थीं। हालांकि प्रेस प्रबंधन ने सुरक्षा में किसी प्रकार की लापरवाही से इनकार किया है।

जैसे ही प्रश्नपत्र बिजेंद्र गुप्ता तक पहुंचते, वह महाराष्ट्र के कोचिंग संस्थानों के नेटवर्क के माध्यम से उन्हें बेचना शुरू कर देता था। पुलिस के अनुसार, एक प्रश्नपत्र लगभग ₹80,000 में बेचा जाता था और बाद में प्रत्येक स्तर पर दलाल अपनी-अपनी कमीशन जोड़ते जाते थे।

जांच में यह भी सामने आया कि इस नेटवर्क ने सोशल मीडिया का उपयोग नहीं किया और केवल हार्ड कॉपी के माध्यम से ही प्रश्नपत्र बेचे गए।

पूरे रैकेट का आर्थिक गणित भी बेहद चौंकाने वाला है। जिन प्रश्नपत्रों को बाहर निकालने के लिए कर्मचारियों को केवल ₹8,000 मिले, वही आगे चलकर लगभग दस गुना कीमत पर बेचे गए और हर स्तर पर अलग-अलग लोगों ने भारी मुनाफा कमाया।

पुलिस रिकॉर्ड के अनुसार, बिजेंद्र गुप्ता पहले भी कई मामलों में गिरफ्तार हो चुका है। हर बार वह जमानत मिलने के बाद फरार हो जाता, नई पहचान अपनाता और किसी दूसरे राज्य में फिर सक्रिय हो जाता था।

बिहार के समस्तीपुर निवासी गुप्ता ने बेगूसराय से विज्ञान में स्नातक करने के बाद पटना और फिर भोपाल के कोचिंग संस्थानों में अध्यापन किया। पुलिस के अनुसार, वर्ष 2003 में वह हत्या के एक मामले में गिरफ्तार हुआ था तथा 2011 में मध्य प्रदेश की भर्ती परीक्षा पेपर लीक मामले में भी उसकी गिरफ्तारी हुई थी।

जांच एजेंसियों का आरोप है कि समय के साथ वह बिहार, उत्तर प्रदेश, ओडिशा और महाराष्ट्र में सक्रिय पेपर लीक गिरोहों से जुड़ गया। एसआईटी ने उसे वर्ष 2023 के ओडिशा संयुक्त प्रवेश परीक्षा पेपर लीक मामले से भी जोड़ा है।

इस मामले में उसकी पत्नी सुमन कुमारी को भी पुलिस ने गिरफ्तार किया है। आरोप है कि उन्होंने फरार रहने के दौरान गुप्ता की मदद की। पूछताछ में उन्होंने पुलिस को बताया कि हत्या के पुराने मामले में गुप्ता अंततः बरी हो चुका है।

जांच अधिकारियों ने इस नेटवर्क की तुलना साइबर अपराध के संगठित गिरोहों से की है। उनका कहना है कि जिस प्रकार झारखंड का जामताड़ा ऑनलाइन ठगी के लिए कुख्यात हुआ, उसी तरह बिहार का समस्तीपुर और हरियाणा का सोनीपत पेपर लीक गिरोहों के प्रमुख ठिकानों के रूप में उभरते दिखाई दे रहे हैं।

सबसे विडंबनापूर्ण तथ्य यह है कि जिस आगरा स्थित प्रिंटिंग प्रेस को सुरक्षा सुनिश्चित करने के उद्देश्य से चुना गया था, वही पूरी साजिश का सबसे कमजोर बिंदु साबित हुई।

राज्य से बाहर प्रश्नपत्र छपवाने की व्यवस्था गोपनीयता बढ़ाने के लिए बनाई गई थी, लेकिन उसी व्यवस्था का कथित तौर पर सबसे अधिक दुरुपयोग किया गया।

अधिकारियों ने बताया कि वर्ष 2017-18 तक यही प्रणाली लागू थी। इसके बाद निजी एजेंसी को कई भर्ती परीक्षाओं की जिम्मेदारी सौंपी गई।

लेकिन 2021 के स्वास्थ्य विभाग भर्ती परीक्षा पेपर लीक मामले के बाद सरकार ने फिर पुरानी व्यवस्था लागू कर दी थी। अब वही मॉडल सवालों के घेरे में है।

जांचकर्ताओं का मानना है कि पूरी सुरक्षा व्यवस्था एक गलत धारणा पर आधारित थी कि दूसरे राज्यों के कर्मचारी प्रश्नपत्रों को पढ़ नहीं पाएंगे या उनमें रुचि नहीं लेंगे।

लेकिन अपराधियों को प्रश्नपत्र समझने की आवश्यकता ही नहीं थी—उन्हें केवल मशीन से निकलने वाले हर गोपनीय दस्तावेज़ को बाहर पहुंचाना था।

इस घटना के बाद महाराष्ट्र सरकार ने परीक्षा प्रणाली की व्यापक समीक्षा शुरू कर दी है। मुख्य सचिव राजेश अग्रवाल की अध्यक्षता में गठित उच्चस्तरीय समिति को विशेष रूप से टीईटी सहित अन्य परीक्षाओं की सुरक्षा व्यवस्था में सुधार के सुझाव देने का दायित्व सौंपा गया है।

विधानसभा में स्कूल शिक्षा मंत्री दादा भुसे ने इसकी घोषणा की।

सूत्रों के अनुसार, समिति कंप्यूटर आधारित परीक्षा प्रणाली, महाराष्ट्र सीईटी सेल की तर्ज पर डिजिटल परीक्षा मॉडल तथा सुरक्षित डिजिटल माध्यम से प्रश्नपत्र भेजने जैसी व्यवस्थाओं पर गंभीरता से विचार कर रही है, ताकि भविष्य में इस प्रकार की घटनाओं की पुनरावृत्ति रोकी जा सके।
