MEA Warns Indian Seafarers Against Black Sea Voyages as Missile and Drone Threat Escalates

Growing security concerns in the Black Sea region have prompted the Ministry of External Affairs (MEA) to caution Indian nationals working, or intending to work, aboard commercial cargo vessels operating in the conflict zone.

Issuing a detailed advisory on Sunday, the ministry urged seafarers to carefully assess the risks before accepting assignments in waters that continue to witness military hostilities.

According to the advisory, merchant ships navigating through the Black Sea remain exposed to serious dangers arising from the ongoing conflict, including missile strikes and drone attacks.

The ministry noted that the security environment has deteriorated further in recent months and revealed that at least five Indian nationals have lost their lives in attacks on commercial vessels since April 2026.

Highlighting the need for informed decision-making, the MEA advised Indian seafarers not to undertake employment in the region without first understanding the security implications.

Those who nevertheless choose to sail through the conflict-affected waters have been urged to remain constantly vigilant and strictly adhere to all prescribed safety protocols.

Before signing on to any vessel bound for or passing through the Black Sea, Indian crew members have been asked to obtain complete operational details from employers, recruitment agencies and shipping companies.

The ministry said seafarers should seek clear information regarding the ship’s proposed route, scheduled ports of call, onboard security arrangements, insurance protection and contingency plans in the event of an emergency.

Maintaining close contact with family members has also been emphasised in the advisory.

The MEA urged Indian nationals at sea to keep their relatives informed about their travel schedules and to communicate with them regularly throughout the voyage, particularly while operating in high-risk maritime zones.

Apart from following instructions issued by ship operators, the ministry directed seafarers to remain updated with advisories released by the Directorate General of Maritime Administration (DGMA) and other Government of India agencies responsible for maritime safety.

It specifically asked Indian nationals to carefully study and comply with the DGMA’s Security Advisory issued on July 23, 2026, before undertaking any assignment in the region.

For emergency assistance, the MEA advised Indian citizens to immediately approach the nearest Indian diplomatic mission if they require consular support during their stay or voyage in the affected region.

The ministry also released emergency contact numbers for Indian missions in Russia and Ukraine to facilitate prompt assistance.

ब्लैक सी में बढ़ते खतरे के बीच भारत सरकार की एडवाइजरी, भारतीय नाविकों को सतर्क रहने की सलाह

ब्लैक सी क्षेत्र में लगातार बिगड़ते सुरक्षा हालात को देखते हुए विदेश मंत्रालय (एमईए) ने रविवार को भारतीय नाविकों के लिए विस्तृत परामर्श जारी किया है।

मंत्रालय ने उन भारतीय नागरिकों से विशेष सावधानी बरतने को कहा है जो इस क्षेत्र में संचालित या वहां से गुजरने वाले वाणिज्यिक जहाजों पर कार्यरत हैं अथवा ऐसी नौकरियां स्वीकार करने की योजना बना रहे हैं।

सरकार ने स्पष्ट किया कि किसी भी नियुक्ति को स्वीकार करने से पहले संभावित जोखिमों का गंभीरता से आकलन करना आवश्यक है।

जारी परामर्श में कहा गया है कि ब्लैक सी से होकर गुजरने वाले व्यापारिक जहाज अब भी सैन्य हमलों के गंभीर खतरे का सामना कर रहे हैं।

मंत्रालय के अनुसार मिसाइल और ड्रोन हमलों की घटनाएं लगातार बनी हुई हैं और अप्रैल 2026 से अब तक वाणिज्यिक जहाजों पर हुए हमलों में पांच भारतीय नागरिकों की जान जा चुकी है।

इसे देखते हुए क्षेत्र की सुरक्षा स्थिति अत्यंत संवेदनशील बनी हुई है।

विदेश मंत्रालय ने कहा कि संघर्ष प्रभावित समुद्री क्षेत्र में काम करने का निर्णय पूरी जानकारी और जोखिम का मूल्यांकन करने के बाद ही लिया जाना चाहिए।

यदि कोई भारतीय नागरिक वहां कार्य करने का फैसला करता है तो उसे हर समय सतर्क रहना होगा और जहाज पर लागू सभी सुरक्षा मानकों एवं निर्देशों का पूरी तरह पालन करना चाहिए।

मंत्रालय ने सलाह दी है कि किसी भी जहाज पर सवार होने से पहले नाविक अपने नियोक्ता, भर्ती एजेंसी और शिपिंग कंपनी से जहाज की प्रस्तावित यात्रा, जिन बंदरगाहों पर वह रुकेगा, सुरक्षा व्यवस्था, बीमा सुविधा तथा किसी आपात स्थिति में अपनाई जाने वाली कार्ययोजना की पूरी जानकारी अवश्य प्राप्त करें।

पर्याप्त जानकारी के बिना ऐसे क्षेत्रों में यात्रा करने से बचने की भी सलाह दी गई है।

परिवार से नियमित संपर्क बनाए रखने पर भी विशेष जोर दिया गया है।

विदेश मंत्रालय ने कहा कि भारतीय नाविक अपनी यात्रा का पूरा कार्यक्रम अपने परिजनों को पहले से उपलब्ध कराएं और समुद्र में रहने के दौरान समय-समय पर उनसे संपर्क बनाए रखें ताकि किसी भी आपात स्थिति में तत्काल समन्वय स्थापित किया जा सके।

मंत्रालय ने यह भी निर्देश दिया कि भारतीय नागरिक जहाज संचालकों द्वारा जारी सुरक्षा निर्देशों के अलावा भारत सरकार के महानिदेशालय समुद्री प्रशासन (डीजीएमए) तथा अन्य संबंधित सरकारी एजेंसियों द्वारा समय-समय पर जारी परामर्श का भी नियमित रूप से पालन करें।

विशेष रूप से 23 जुलाई 2026 को जारी डीजीएमए की सुरक्षा एडवाइजरी का अध्ययन कर उसके निर्देशों का अनुपालन करने को कहा गया है।

यदि किसी भारतीय नागरिक को क्षेत्र में रहते हुए या समुद्री यात्रा के दौरान दूतावास संबंधी सहायता की आवश्यकता हो तो उसे निकटतम भारतीय मिशन से तत्काल संपर्क करने की सलाह दी गई है।

इस उद्देश्य से विदेश मंत्रालय ने रूस और यूक्रेन स्थित भारतीय दूतावासों के आपातकालीन हेल्पलाइन नंबर भी जारी किए हैं।
