Mecca Defence Pact: Will Pakistan Strike Houthis in Yemen to Protect Saudi Arabia?

Pakistan signals readiness to defend Saudi Arabia after Houthi attacks, but analysts say any offensive operation inside Yemen could test the limits of the new three-nation agreement.

ISLAMABAD: Pakistan could soon face its first major test of the Mecca Joint Defence Agreement after a fresh escalation between Saudi Arabia and Yemen’s Houthi rebels brought the pact’s collective defence provisions into focus.

The possibility of Pakistani military action emerged after Houthi drones and missiles targeted Saudi energy infrastructure on Tuesday, leaving at least 73 people injured.

Pakistan’s Defence Minister Khwaja Asif subsequently indicated that the agreement could come into effect if violence from Yemen spills into Saudi territory.

The pact, signed by Pakistan, Saudi Arabia and Turkey on August 7, provides for a collective response when one of the participating countries faces aggression.

Asif has repeatedly maintained that Islamabad would honour those commitments if Saudi Arabia came under attack.

Reports on Wednesday said Pakistan was also preparing for possible air operations against the Houthis. Turkiye Today, citing a Pakistani source, reported that strikes could be announced soon and that one of the reported military objectives would be to drive Houthi forces out of Saadah and other areas.

Such an operation, however, would raise a crucial question: whether defending Saudi Arabia under the agreement would extend to offensive military action against the Houthis inside Yemen.

Asif has distinguished between the two. Speaking to Geo News, he said the pact was designed around collective defence rather than aggression.

He said an unprovoked attack on any member, or a spillover of the Yemen conflict into Saudi territory, could activate the agreement.

He also said Pakistan would have been prepared to respond even if its defence arrangement with Saudi Arabia had remained bilateral.

At the same time, Asif expressed hope that the current escalation would subside and warned against attempts to spread the Yemen conflict beyond its existing theatre.

The minister said Pakistan had obligations under the agreement and would fulfil them when required.

However, he also argued that the Houthis are non-state actors and that dealing with them should primarily be the responsibility of Yemen’s authorities.

Pakistan and Saudi Arabia already have a separate defence framework.

Their Strategic Mutual Defence Agreement has been in force since 2025, and its principles also form part of the broader security relationship represented by the Mecca arrangement involving Turkey.

The latest crisis therefore comes against the backdrop of a much longer Saudi-Houthi confrontation.

The Iran-backed Houthi movement has been fighting for control in Yemen, while Riyadh has previously intervened militarily in the conflict.

Saudi Arabia launched an intervention in Yemen in 2015 in an attempt to defeat the Houthis, but the campaign failed to achieve its objective.

The conflict subsequently continued, with periods of missile and air attacks between the opposing sides.

Analysts believe the current circumstances could provide an early indication of how the newly signed defence pact will operate in practice.

Omar Karim, a Middle East specialist at the University of Birmingham and an associate fellow at the King Faisal Centre for Research and Islamic Studies, told BBC Urdu that the scale of the Houthi threat could create circumstances in which both the Mecca agreement and the Pakistan-Saudi Mutual Defence Agreement might be invoked.

Karim also pointed to Pakistan’s existing military presence in Saudi Arabia. According to the report, Islamabad already has personnel and military assets in the kingdom intended to support its defence, strengthening the possibility of Pakistani participation if Saudi Arabia comes under sustained attack.

Yet the question of entering Yemen presents a very different challenge. Mehran Kamrava, a Georgetown University Qatar professor and director of the research unit at the Arab Centre for Research and Policy Studies, said there were indications that Saudi Arabia could again be considering a ground operation in Yemen.

Kamrava argued that Yemen could become the defining test of the agreement because it would reveal whether Pakistani and Turkish forces are prepared to operate on the Yemeni front.

In his assessment, Asif’s statements suggest Islamabad is prepared to defend Saudi territory but is not signalling support for a Saudi offensive inside Yemen.

The distinction is important because activating a collective defence mechanism does not necessarily mean participating in every military operation undertaken by a member state.

Kamrava said Pakistan was carefully interpreting the agreement to separate protection of Saudi Arabia from an offensive campaign launched by Riyadh in Yemen.

Under that interpretation, if Saudi forces themselves initiated military action inside Yemen, Pakistan and potentially Turkey could avoid taking part in that offensive.

The arrangement would instead be used to respond to aggression against a member state.

For Islamabad, the immediate challenge is therefore to balance its commitment to Riyadh with its stated reluctance to become part of an offensive Yemen campaign.

Pakistan has made clear that it stands ready to assist Saudi Arabia if its territory is attacked, while also stressing the defensive character of its new alliance.

Whether those two positions can coexist if the conflict expands will determine the real significance of the Mecca Joint Defence Agreement.

The next phase of the Saudi-Houthi confrontation could show whether the pact is primarily a shield for its members or whether it can also become the basis for joint military action beyond their borders.

इस्लामाबाद: सऊदी अरब पर हूती विद्रोहियों के ताजा हमलों के बाद पाकिस्तान, सऊदी अरब और तुर्की के बीच हुआ मक्का संयुक्त रक्षा समझौता पहली बड़ी चुनौती का सामना करता नजर आ रहा है।

पाकिस्तान के रक्षा मंत्री ख्वाजा आसिफ ने संकेत दिया है कि यदि यमन का संघर्ष सऊदी क्षेत्र तक फैलता है तो समझौते में शामिल सामूहिक रक्षा प्रावधान सक्रिय हो सकते हैं।

मंगलवार को हूतियों ने सऊदी अरब के ऊर्जा ढांचे को ड्रोन और मिसाइलों से निशाना बनाया था। इस हमले में कम से कम 73 लोग घायल हुए।

इसके बाद पाकिस्तान की ओर से सऊदी अरब की सुरक्षा के लिए अपनी प्रतिबद्धता दोहराई गई।

7 अगस्त को पाकिस्तान, सऊदी अरब और तुर्की ने मक्का में संयुक्त रक्षा समझौते पर हस्ताक्षर किए थे।

इसके तहत किसी सदस्य देश पर आक्रमण होने की स्थिति में सामूहिक प्रतिक्रिया का प्रावधान है। आसिफ ने कहा है कि जरूरत पड़ने पर पाकिस्तान समझौते की शर्तों का पालन करेगा।

इसी बीच बुधवार को आई एक रिपोर्ट में दावा किया गया कि पाकिस्तान हूती विद्रोहियों के खिलाफ हवाई हमले की तैयारी कर रहा है।

Turkiye Today ने एक पाकिस्तानी सूत्र के हवाले से बताया कि संभावित कार्रवाई की जानकारी जल्द सार्वजनिक की जा सकती है।

रिपोर्ट के मुताबिक, संभावित सैन्य लक्ष्यों में सादा समेत अन्य इलाकों से हूती लड़ाकों को हटाना शामिल हो सकता है।

यहीं से समझौते की व्याख्या को लेकर महत्वपूर्ण सवाल खड़ा होता है। सऊदी अरब की रक्षा के लिए सैन्य सहायता देना और यमन के भीतर हूतियों के खिलाफ आक्रामक अभियान में हिस्सा लेना—दोनों को एक ही स्थिति नहीं माना जा सकता।

आसिफ ने भी अपने बयानों में इस अंतर को रेखांकित किया है। जियो न्यूज से बातचीत में उन्होंने कहा कि समझौते का स्वरूप रक्षात्मक है।

उनके अनुसार किसी सदस्य देश के खिलाफ बिना उकसावे की आक्रामकता या यमन में चल रहे संघर्ष का सऊदी अरब तक फैलना सामूहिक रक्षा व्यवस्था को सक्रिय करने का आधार बन सकता है।

पाकिस्तानी रक्षा मंत्री ने यह भी कहा कि मौजूदा तनाव के जल्द नियंत्रण में आने की उम्मीद है।

हालांकि, उन्होंने चेतावनी दी कि यमन के संघर्ष को दूसरे देशों की सीमा तक फैलाने की कोशिश समझौते के सामूहिक रक्षा प्रावधानों को लागू करने की स्थिति पैदा कर सकती है।

आसिफ ने साथ ही यह स्पष्ट किया कि हूती एक गैर-राज्य समूह हैं और उनके खिलाफ कार्रवाई की प्राथमिक जिम्मेदारी यमन के अधिकारियों की होनी चाहिए।

इससे संकेत मिलता है कि पाकिस्तान सऊदी अरब की रक्षा को लेकर अपनी प्रतिबद्धता और यमन के भीतर संभावित सैन्य अभियान के बीच एक स्पष्ट सीमा बनाए रखना चाहता है।

इस मामले में पाकिस्तान और सऊदी अरब के बीच पहले से मौजूद रक्षा संबंध भी महत्वपूर्ण हैं। दोनों देशों के बीच रणनीतिक पारस्परिक रक्षा समझौता 2025 से लागू है।

बाद में पाकिस्तान-तुर्की-सऊदी अरब के बीच बने मक्का समझौते ने इस व्यापक सुरक्षा सहयोग को एक नए ढांचे में जोड़ा।

हालांकि सऊदी अरब और हूतियों के बीच संघर्ष हालिया घटनाक्रम से कहीं पुराना है। ईरान समर्थित हूती आंदोलन लंबे समय से यमन में सत्ता और प्रभाव के लिए संघर्ष कर रहा है।

सऊदी अरब ने 2015 में हूतियों को पीछे हटाने के उद्देश्य से यमन में सैन्य हस्तक्षेप किया था, लेकिन वह अभियान अपने लक्ष्य को हासिल नहीं कर सका।

इसके बाद सऊदी अरब और हूतियों के बीच समय-समय पर मिसाइल और हवाई हमले होते रहे।

मौजूदा घटनाक्रम ने अब इस सवाल को फिर सामने ला दिया है कि यदि सऊदी अरब पर हमले बढ़ते हैं तो पाकिस्तान और तुर्की नए रक्षा समझौते के तहत किस स्तर तक सैन्य भूमिका निभाएंगे।

मध्य-पूर्व मामलों के विशेषज्ञ और ब्रिटेन की यूनिवर्सिटी ऑफ बर्मिंघम से जुड़े उमर करीम ने बीबीसी उर्दू से कहा कि सऊदी अरब के सामने हूती हमलों से पैदा हुआ गंभीर खतरा ऐसी स्थिति बना सकता है, जिसमें मक्का समझौते और पाकिस्तान-सऊदी पारस्परिक रक्षा समझौते दोनों के प्रावधानों का इस्तेमाल किया जाए।

करीम ने पाकिस्तान की मौजूदा सैन्य मौजूदगी की ओर भी ध्यान दिलाया।

रिपोर्ट के अनुसार, सऊदी अरब में पाकिस्तान के सैन्यकर्मी और सैन्य संसाधन पहले से मौजूद हैं, जिनका इस्तेमाल जरूरत पड़ने पर राज्य की रक्षा में सहयोग के लिए किया जा सकता है।

आसिफ के बयानों को देखते हुए, उनके मुताबिक पाकिस्तान की ओर से राजनीतिक इच्छाशक्ति भी दिखाई देती है।

लेकिन यमन के भीतर जमीनी या हवाई अभियान में शामिल होने का सवाल अलग है।

जॉर्जटाउन यूनिवर्सिटी कतर के प्रोफेसर और अरब सेंटर फॉर रिसर्च एंड पॉलिसी स्टडीज के शोध इकाई के निदेशक मेहरान कमरावा ने बीबीसी उर्दू से कहा कि ऐसे संकेत हैं कि सऊदी अरब यमन में फिर से जमीनी कार्रवाई पर विचार कर सकता है।

कमरावा के अनुसार, यमन मक्का समझौते के लिए वास्तविक परीक्षा बन सकता है। इससे पता चलेगा कि पाकिस्तान और तुर्की की सेनाएं यमन के मोर्चे पर सैन्य कार्रवाई के लिए तैयार हैं या नहीं।

उनके आकलन में आसिफ के बयानों से यह संकेत मिलता है कि पाकिस्तान सऊदी अरब की रक्षा के लिए तैयार है, लेकिन यमन पर सऊदी अरब की ओर से किए जाने वाले आक्रामक अभियान का हिस्सा बनने के पक्ष में नहीं है।

यानी सामूहिक रक्षा समझौते को लागू करने का अर्थ जरूरी नहीं कि किसी सदस्य देश की हर सैन्य कार्रवाई में बाकी सहयोगी भी शामिल हों।

कमरावा के मुताबिक, पाकिस्तान समझौते की व्याख्या इस तरह कर रहा है कि सऊदी अरब की सुरक्षा सुनिश्चित की जाए, लेकिन यमन के भीतर किसी आक्रामक अभियान में भागीदारी से दूरी रखी जाए।

इस दृष्टिकोण के तहत यदि सऊदी अरब खुद यमन में सैन्य कार्रवाई शुरू करता है, तो पाकिस्तान और संभवतः तुर्की भी उस अभियान से अलग रह सकते हैं।

वहीं, यदि सऊदी क्षेत्र पर हमला होता है, तो सामूहिक रक्षा के तहत सहयोग की स्थिति अलग होगी।

अब पाकिस्तान के सामने यही संतुलन सबसे बड़ी चुनौती है। एक ओर इस्लामाबाद ने सऊदी अरब की सुरक्षा के लिए अपनी प्रतिबद्धता स्पष्ट की है, दूसरी ओर उसने मक्का समझौते को रक्षात्मक प्रकृति का बताया है।

यदि यमन का संघर्ष और फैलता है, तो यही अंतर समझौते की वास्तविक भूमिका तय करेगा।

सऊदी अरब की रक्षा के लिए पाकिस्तान कितनी दूर तक जाता है और क्या वह यमन में किसी आक्रामक अभियान से खुद को अलग रखता है—मक्का संयुक्त रक्षा समझौते की सफलता और सीमाओं का सबसे महत्वपूर्ण परीक्षण यही हो सकता है।
