Modi, Putin Reconnect in Bishkek as India and Russia Look to Deepen Strategic Partnership
The leaders’ first meeting of the year combines preparations for Putin’s India visit with discussions on the prolonged Ukraine conflict and the future of bilateral cooperation
BISHKEK: Prime Minister Narendra Modi and Russian President Vladimir Putin signalled their intention to keep India-Russia ties on an upward trajectory when they met on the sidelines of the Shanghai Cooperation Organisation summit in Bishkek on Monday.
The encounter comes ahead of the BRICS summit that India will host later this year, giving the two governments another opportunity to coordinate on a wider international agenda.
Modi invited Putin to attend the gathering and indicated that New Delhi was looking forward to receiving the Russian delegation.
The leaders began their interaction on a notably warm note, embracing before sitting down for talks.
Their meeting was the first between them in 2026, following Putin’s visit to India in December last year for the annual bilateral summit.
Recalling that visit, Modi described it as a particularly significant engagement and said cooperation between the two countries had continued to expand.
He made clear that New Delhi intended to pursue the relationship while keeping India’s national interests at the forefront.
Putin also spoke positively about the direction of the partnership.
He attributed the continuing strength of ties in part to Modi’s sustained personal attention to relations with Moscow, as well as the political, commercial and personal contacts that have developed between the two sides.
The Ukraine war nevertheless remained an important backdrop to the conversation.
Modi used the meeting to reiterate New Delhi’s preference for a settlement that brings the fighting to an end rather than allowing the conflict to continue indefinitely.
India’s position, he suggested, is rooted in the belief that prolonged warfare carries consequences that extend beyond the battlefield.
New Delhi has consistently advocated dialogue and peaceful means for resolving disputes, while maintaining diplomatic engagement with both Moscow and Kyiv.
Modi framed India’s approach in broader humanitarian terms, arguing that every additional day of conflict imposes a cost on humanity.
He also invoked the traditions associated with Gandhi and Buddha to underline India’s emphasis on peace.
The Prime Minister’s comments reflect the careful line New Delhi has maintained throughout the Russia-Ukraine conflict: preserving its longstanding relationship with Moscow while publicly encouraging efforts aimed at ending hostilities.
The discussions also looked beyond immediate geopolitical tensions to the practical interests shared by the two countries.
Modi said the partnership should continue producing benefits for people in India and Russia, with cooperation expanding in accordance with the priorities of both nations.
The upcoming BRICS meeting is expected to provide a fresh setting for that engagement.
Modi said Putin’s presence in India would not only strengthen the bilateral relationship but also contribute to discussions within the wider BRICS framework.
For Moscow, the relationship with New Delhi remains one of its significant partnerships in a changing international environment.
Putin described the ties as resting on a distinctive and privileged partnership and expressed gratitude for Modi’s attention to strengthening them.
The Bishkek conversation therefore carried a significance larger than the Ukraine question alone.
It demonstrated that despite differences in how the two countries approach some international crises, India and Russia continue to place considerable value on direct leadership-level engagement.
With Putin expected to return to India for the BRICS summit, the two sides now have another high-level opportunity ahead to discuss their bilateral agenda, international developments and the future direction of their partnership.

बिश्केक: भारत और रूस ने अपने लंबे समय से चले आ रहे रणनीतिक संबंधों को आगे बढ़ाने का संकेत दिया है।
प्रधानमंत्री नरेंद्र मोदी और रूसी राष्ट्रपति व्लादिमीर पुतिन ने सोमवार को बिश्केक में मुलाकात की और दोनों देशों के बीच सहयोग की दिशा पर विचार किया।
यह बैठक शंघाई सहयोग संगठन के शिखर सम्मेलन से इतर हुई।
दोनों नेताओं के बीच बातचीत ऐसे समय हुई है जब भारत इस वर्ष BRICS शिखर सम्मेलन की मेजबानी करने की तैयारी कर रहा है।
मोदी ने पुतिन को सम्मेलन में शामिल होने के लिए आमंत्रित किया और कहा कि भारत में रूसी राष्ट्रपति तथा उनके प्रतिनिधिमंडल का स्वागत करने को लेकर उत्सुकता है।
बैठक से पहले दोनों नेताओं के बीच गर्मजोशी देखने को मिली और उन्होंने एक-दूसरे का अभिवादन करते हुए गले लगाया। वर्ष 2026 में यह मोदी और पुतिन की पहली प्रत्यक्ष मुलाकात थी।
इससे पहले दिसंबर 2025 में पुतिन भारत आए थे। उस दौरान 23वें भारत-रूस वार्षिक शिखर सम्मेलन में दोनों देशों ने अपने संबंधों के विभिन्न पहलुओं पर बातचीत की थी।
मोदी ने उस यात्रा को याद करते हुए दोनों देशों के बीच जारी सहयोग को सकारात्मक बताया।
प्रधानमंत्री ने संकेत दिया कि भारत रूस के साथ अपने संबंधों को आगे बढ़ाने के लिए प्रतिबद्ध है, लेकिन भविष्य की साझेदारी में राष्ट्रीय हित उसके लिए महत्वपूर्ण आधार बना रहेगा।
उन्होंने दोनों देशों के बीच सहयोग को जनता के हित से जोड़ने की आवश्यकता पर भी जोर दिया।
पुतिन ने भी द्विपक्षीय संबंधों को लेकर सकारात्मक रुख दिखाया। उन्होंने भारत-रूस रिश्तों को विशेष और विशेषाधिकार प्राप्त साझेदारी की बुनियाद पर आगे बढ़ता हुआ बताया।
रूसी राष्ट्रपति ने मोदी द्वारा द्विपक्षीय संबंधों पर दिए जा रहे व्यक्तिगत ध्यान की सराहना भी की।
हालांकि बातचीत केवल द्विपक्षीय सहयोग तक सीमित नहीं रही। रूस-यूक्रेन युद्ध भी बैठक के व्यापक संदर्भ में मौजूद रहा।
मोदी ने भारत की उस नीति को दोहराया जिसमें संघर्ष का रास्ता छोड़कर शांतिपूर्ण समाधान की दिशा में बढ़ने की वकालत की जाती रही है।
भारत का मानना है कि युद्ध जितना लंबा खिंचता है, उसका मानवीय और वैश्विक नुकसान उतना ही बढ़ता जाता है।
नई दिल्ली लगातार बातचीत और कूटनीति के जरिए विवादों के समाधान की बात करती रही है।
मोदी ने शांति को भारत की व्यापक सोच से जोड़ते हुए महात्मा गांधी और भगवान बुद्ध की परंपरा का उल्लेख किया।
उनका संदेश था कि भारत उन प्रयासों का समर्थन करता है जो युद्ध को समाप्त करने और स्थायी शांति की परिस्थितियां बनाने की दिशा में आगे बढ़ते हैं।
यूक्रेन संघर्ष को लेकर भारत की स्थिति में यही संतुलन दिखाई देता है।
एक तरफ नई दिल्ली और मॉस्को के बीच दशकों पुराने राजनीतिक और रणनीतिक रिश्ते हैं, तो दूसरी ओर भारत युद्ध को समाप्त करने के लिए संवाद की जरूरत पर जोर देता रहा है।
आगामी BRICS सम्मेलन दोनों देशों के लिए इस संवाद को आगे ले जाने का अगला महत्वपूर्ण अवसर हो सकता है।
मोदी के अनुसार पुतिन की भारत यात्रा से न केवल द्विपक्षीय संबंधों को मजबूती मिलेगी, बल्कि BRICS के भीतर सहयोग और विचार-विमर्श को भी गति मिलेगी।
रूस के लिए भी भारत के साथ संबंध बदलते वैश्विक समीकरणों में महत्वपूर्ण बने हुए हैं।
पुतिन की टिप्पणियों से स्पष्ट हुआ कि मॉस्को नई दिल्ली के साथ शीर्ष स्तर के नियमित संपर्क को रिश्तों की मजबूती के लिए अहम मानता है।
बिश्केक की बैठक का महत्व इसलिए केवल यूक्रेन युद्ध से जुड़े भारत के रुख तक सीमित नहीं है।
इसने यह भी दिखाया कि अंतरराष्ट्रीय मुद्दों पर अलग-अलग परिस्थितियों के बावजूद भारत और रूस अपने सीधे राजनीतिक संवाद तथा द्विपक्षीय साझेदारी को जारी रखना चाहते हैं।
अब निगाहें पुतिन की संभावित भारत यात्रा पर हैं। BRICS सम्मेलन के दौरान दोनों देशों के नेताओं के पास द्विपक्षीय एजेंडे के साथ-साथ वैश्विक परिस्थितियों और भविष्य की रणनीतिक साझेदारी पर आगे बातचीत का अवसर होगा।
