India’s West Asia Balancing Act Comes Into Focus in Modi-Pezeshkian Talks
Amid the Iran-US conflict, New Delhi seeks room for diplomacy while protecting shipping, civilian interests and its strategic partnership with Tehran

BISHKEK: India’s increasingly complicated diplomatic balancing act in West Asia was evident in Prime Minister Narendra Modi’s meeting with Iranian President Masoud Pezeshkian in Bishkek on Monday.
With the regional conflict affecting shipping, trade and security, New Delhi used the talks to underline both its commitment to peace and the need to protect civilian and commercial interests.
The conversation, held on the sidelines of the Shanghai Cooperation Organisation summit, was the first meeting between the two leaders since the Iran-US conflict erupted in February.
Their discussions combined an assessment of the regional crisis with a review of issues that directly affect India’s long-term relationship with Iran.
For New Delhi, the safety of international shipping has become an especially important concern.
India has called for commercial vessels to be able to move freely and safely, while stressing that civilian populations, infrastructure and maritime workers should not become casualties of the conflict.
That position comes against a difficult backdrop. India maintains longstanding relations with Tehran but also has extensive strategic and economic interests in the Gulf Arab states.
Several of those countries have come under Iranian attack because of the presence of US military installations on their territory.
The security of Indian seafarers has added another layer to New Delhi’s concerns.
Iranian attacks involving merchant vessels around the Strait of Hormuz have affected Indian sailors, making the protection of maritime traffic a matter of direct national interest for India.
Modi’s message to Pezeshkian was that the region needs a political pathway out of the conflict.
India, according to the External Affairs Ministry, continues to favour negotiations and diplomatic engagement rather than allowing military confrontation to determine the outcome.
The Prime Minister also linked West Asian stability to India’s wider interests. The region is home to more than 10 million Indians and remains important for energy, commerce and connectivity.
A prolonged conflict could therefore produce consequences well beyond the immediate battlefield.
The two sides also looked at India’s relationship with Iran through an economic lens.
Modi expressed an interest in expanding bilateral commerce and making the trade relationship broader and more diverse rather than allowing it to remain concentrated in a limited number of areas.
Chabahar remains central to that equation. India has been involved in developing the Iranian port as a major connectivity project, but sanctions imposed by the United States have complicated economic engagement.
Transport and maritime cooperation were among the subjects reviewed during the meeting.
Pezeshkian urged India to make greater use of its diplomatic reach.
According to the Iranian embassy, he believes New Delhi’s relationships with multiple countries allow it to encourage the conflicting sides to abandon further bloodshed and return to negotiations.
The Iranian president also defended Tehran’s position in the conflict, saying Iran had not sought war and was committed to protecting its population.
He maintained that Iran remained prepared to honour its commitments under existing understandings while accusing the United States of failing to meet its own obligations.
The meeting has significance beyond India-Iran relations because of the upcoming BRICS summit in September.
New Delhi is seeking consensus among members at a time when Iran and the UAE, which have sharply differing positions within the West Asian crisis, both remain important participants in the grouping.
India therefore faces the delicate task of maintaining working relations with both sides while trying to build agreement on a common BRICS position.
Modi also indicated that India wants closer coordination with Iran in multilateral institutions, particularly BRICS and the SCO.
He is expected to host Pezeshkian in India for the BRICS summit, creating another opportunity for direct consultations.
Pezeshkian, meanwhile, signalled Tehran’s willingness to broaden engagement with India beyond conventional political and commercial ties.
He cited cooperation in areas including science, culture, economics and other fields of mutual interest.
The impact of sanctions remains a major obstacle.
India stopped importing Iranian crude in 2019 under pressure from the threat of US penalties. Iran had previously been one of India’s leading oil suppliers.
The trade relationship that remains is comparatively modest, with some Indian goods, including rice and tea, reaching Iran through third-country arrangements.
Any fresh US restrictions could make even those channels more difficult to sustain.
The Bishkek meeting thus brought together two parallel tracks of India’s Iran policy: keeping a strategically important bilateral relationship alive while pressing for an end to a conflict that is increasingly affecting the security and economic interests of countries far beyond West Asia.

प्रधानमंत्री नरेंद्र मोदी और ईरान के राष्ट्रपति मसूद पेजेश्कियन की सोमवार को बिश्केक में हुई बातचीत में यही चुनौती प्रमुखता से दिखाई दी।
भारत ने एक ओर तेहरान के साथ अपने पुराने संबंधों को आगे बढ़ाने की इच्छा जताई, वहीं दूसरी ओर क्षेत्रीय हिंसा के व्यापक असर को लेकर अपनी चिंताएं भी स्पष्ट कीं।
शंघाई सहयोग संगठन के सम्मेलन के दौरान हुई यह मुलाकात फरवरी में ईरान-अमेरिका संघर्ष शुरू होने के बाद दोनों नेताओं की पहली आमने-सामने की बैठक थी।
बातचीत में सुरक्षा संकट के अलावा दोनों देशों के बीच व्यापार, संपर्क और चाबहार बंदरगाह से संबंधित सहयोग का भी जायजा लिया गया।
भारत की चिंता का एक महत्वपूर्ण पहलू समुद्री यातायात है। होर्मुज क्षेत्र में बढ़ते तनाव के कारण व्यापारिक जहाजों की आवाजाही प्रभावित होने का खतरा है।
नई दिल्ली ने स्पष्ट किया कि अंतरराष्ट्रीय समुद्री मार्गों पर वाणिज्यिक आवागमन सुरक्षित रहना चाहिए और जहाजों पर काम करने वाले नाविकों को संघर्ष का निशाना नहीं बनाया जाना चाहिए।
यह चिंता भारत के लिए सीधे तौर पर महत्वपूर्ण है क्योंकि ईरान के साथ उसके संबंधों के समानांतर खाड़ी के अरब देशों के साथ भी उसके मजबूत रिश्ते हैं।
इनमें से कुछ देशों में अमेरिकी सैन्य ठिकाने हैं और वे ईरान तथा अमेरिका के बीच टकराव के कारण संघर्ष की चपेट में आ चुके हैं।
भारतीय नाविकों की सुरक्षा ने स्थिति को और संवेदनशील बना दिया है।
होर्मुज जलडमरूमध्य के आसपास व्यापारी जहाजों पर हुए हमलों में भारतीय समुद्रीकर्मी भी प्रभावित हुए हैं।
इसलिए भारत के लिए समुद्री मार्गों की सुरक्षा अब केवल क्षेत्रीय स्थिरता का सवाल नहीं, बल्कि उसके अपने नागरिकों की सुरक्षा से भी जुड़ा मुद्दा है।
मोदी ने बातचीत में भारत की उस नीति को दोहराया जिसमें युद्ध के बजाय राजनीतिक समाधान को प्राथमिकता दी जाती है।
विदेश मंत्रालय के अनुसार, नई दिल्ली का मानना है कि पश्चिम एशिया में स्थायी समाधान बातचीत और कूटनीतिक प्रयासों से ही निकाला जा सकता है।
इस पूरे संकट का भारत पर असर इसलिए भी महत्वपूर्ण है क्योंकि पश्चिम एशिया में 1 करोड़ से अधिक भारतीय रहते हैं।
इसके अलावा यह क्षेत्र भारत की ऊर्जा जरूरतों, व्यापारिक संपर्कों और समुद्री आपूर्ति मार्गों के लिए बेहद अहम है। लंबे समय तक चलने वाला संघर्ष इन सभी क्षेत्रों में जोखिम बढ़ा सकता है।
बातचीत में भारत-ईरान आर्थिक संबंधों को भी जगह मिली। मोदी ने दोनों देशों के बीच कारोबार को बढ़ाने के साथ-साथ उसकी प्रकृति में विविधता लाने की इच्छा जताई।
भारत चाहता है कि द्विपक्षीय व्यापार कुछ सीमित वस्तुओं तक सिमटने के बजाय अधिक व्यापक क्षेत्रों में फैले।
चाबहार बंदरगाह इस साझेदारी का प्रमुख हिस्सा है। भारत इस ईरानी बंदरगाह के विकास में सहयोग कर रहा है और इसे क्षेत्रीय संपर्क के लिहाज से महत्वपूर्ण मानता है।
हालांकि अमेरिकी प्रतिबंधों ने इस परियोजना और उससे जुड़े आर्थिक संबंधों के लिए परिस्थितियां जटिल कर दी हैं। दोनों नेताओं ने परिवहन और समुद्री सहयोग की स्थिति पर भी चर्चा की।
पेजेश्कियन ने भारत से अपनी व्यापक कूटनीतिक पहुंच का इस्तेमाल करने की अपील की।
ईरानी पक्ष के मुताबिक, भारत के विभिन्न देशों के साथ संबंध उसे ऐसा प्रभाव रखने की क्षमता देते हैं जिससे संघर्षरत पक्षों को लड़ाई से पीछे हटकर बातचीत की ओर लौटने के लिए प्रेरित किया जा सके।
ईरानी राष्ट्रपति ने अपने देश का पक्ष रखते हुए कहा कि तेहरान ने युद्ध को कभी प्राथमिकता नहीं दी है और उसकी कोशिश अपने लोगों की सुरक्षा सुनिश्चित करने की है।
उन्होंने यह भी कहा कि ईरान पहले से किए गए समझौतों के तहत अपनी प्रतिबद्धताओं का पालन करने के लिए तैयार है, जबकि अमेरिका पर अपने दायित्व पूरे न करने का आरोप लगाया।
इस मुलाकात का असर सितंबर में होने वाले BRICS सम्मेलन पर भी पड़ सकता है।
भारत के सामने चुनौती यह है कि ईरान और संयुक्त अरब अमीरात दोनों संगठन के सदस्य हैं, जबकि पश्चिम एशिया के मौजूदा संघर्ष को लेकर दोनों की स्थितियां अलग हैं।
इसके बावजूद सम्मेलन की साझा घोषणा के लिए सदस्य देशों के बीच सहमति जरूरी होगी।
ऐसे में नई दिल्ली को दोनों पक्षों के साथ संवाद बनाए रखते हुए साझा आधार तलाशना होगा।
मोदी ने बहुपक्षीय मंचों पर ईरान के साथ सहयोग जारी रखने की भारत की इच्छा भी जताई और BRICS तथा SCO में करीबी समन्वय की बात कही।
सितंबर में भारत में होने वाले BRICS सम्मेलन के दौरान पेजेश्कियन की संभावित यात्रा इस संवाद को आगे बढ़ाने का अवसर दे सकती है।
ईरानी राष्ट्रपति ने भी भारत के साथ संबंधों को केवल राजनीति और व्यापार तक सीमित नहीं रखने की इच्छा व्यक्त की।
उन्होंने विज्ञान, संस्कृति, अर्थव्यवस्था और अन्य साझा हितों वाले क्षेत्रों में सहयोग बढ़ाने की बात कही।
हालांकि प्रतिबंध दोनों देशों के आर्थिक रिश्तों के सामने बड़ी बाधा बने हुए हैं।
अमेरिकी प्रतिबंधों के दबाव के चलते भारत ने 2019 में ईरान से कच्चे तेल का आयात बंद कर दिया था। इससे पहले ईरान भारत के प्रमुख तेल आपूर्तिकर्ताओं में शामिल था।
फिलहाल दोनों देशों के बीच कारोबार सीमित स्तर पर जारी है और चावल तथा चाय जैसे कुछ भारतीय उत्पाद तीसरे देशों के रास्ते ईरान तक पहुंचते हैं।
अमेरिका की ओर से नए व्यापारिक प्रतिबंध लगाए जाने की स्थिति में इन कारोबारिक रास्तों पर भी दबाव बढ़ सकता है।
बिश्केक की बैठक ने इस तरह भारत की दोहरी प्राथमिकता सामने रखी—ईरान के साथ महत्वपूर्ण रणनीतिक रिश्ते को आगे बढ़ाना और साथ ही ऐसे क्षेत्रीय संघर्ष को रोकने की कोशिश करना, जिसका असर अब पश्चिम एशिया की सीमाओं से निकलकर वैश्विक व्यापार और सुरक्षा पर पड़ रहा है।
